Here I distinguish the four logically possible ways in which nuclear weapons might be used: in an all?out nuclear strike, either first or second; or in a limited strike, either first or second. I go on to show that neither of the two most basic moral perspectives, consequentialistic or deontological, would permit nuclear weapons to be used in any of those four ways; nor would they permit an empty threat to use them. Nuclear weapons are thus shown to be morally useless. Given the moral opportunity costs of maintaining this morally useless arsenal, nuclear weapons should therefore be abandoned, universally if possible and unilaterally if need be.

I consider the question of whether success-linked theories of content – theories like those of Ramsey (1927), Millikan (1984) and Blackburn (2005) which take there to be a definitional link between representational content and behavioral success – are consistent with the plausible claim that we can use content-attributions to explain behavioral success. Peter Godfrey-Smith (1996) argues that success-linked theories of content are too closely linked to success to be able to explain it. Against this, I present a plausible account of how content-attributions make available good explanations of behavioral success, and argue that if we want our content-attributions to be able to do this explanatory work, then we actually need to embrace a success-linked theory of content.
Current attempts to understand psychological content divide into two families of views. According to externalist accounts such as those advanced by Tyler Burge and Ruth Millikan, psychological content does not supervene on the physical features of the individual subject, but is fixed partially by the nature of the world external to her.1 In the rival functional role theories developed by Ned Block and Brian Loar, content does supervene on the physical features of the individual, and is, in addition, determined solely by the role it plays in the causal network of an individual's sensations, behavior, and mental states.2 Over the past fifteen years, criticism of these two types of views has often focussed on their capacity to individuate content in an acceptable way, and both seem to be deficient in this respect.
Most current theories of meaning and mental content accept externalism. One of its forceful exponents is Ruth Garrett Millikan. She argues that externalism leads to the abandonment of "the last myth of the given", that is, of the idea that identity of meaning and mental content is somehow unproblematically given to us, and that we can easily recognize the sameness of meaning and mental content. If one refuses such a "mythical" giveness or meaning rationalism, one has to admit that there is no logical possibility known a priori . The paper tries to show that even if one abandons meaning rationalism one can still hold that there are logical possibilities known a priori . The claim is defended by arguing that a priori knowledge is not completely independent from experience and does not demand the absolute transparency of meaning from the first-person point of view. A priori knowledge requires only a priori justification, that is, such a justification that is based merely on relations between meanings or contents.
In her landmark book, Language, Thought, and Other Biological Categories (Millikan1984),1 Ruth Garrett Millikan utilizes the idea of a biological function to solve philosophical problems associated with the phenomena of language, thought, and meaning. Language and thought are activities of biological organisms, according to Millikan, and we should treat them as such when trying to answer related philosophical questions. Of special interest is Millikan’s treatment of intentionality. Here Millikan employs the notion of a biological function to explain what it is for one thing in nature, a bee dance (43), for example, to be about another, in this case, the location of a nectar source. My concern in this paper is to understand whether Millikan’s account of intentionality adequately explains how humans achieve reference, in language or thought, to individuals and groups in their environment. In bringing her theory of intentional content to bear on human activities, Millikan focuses largely on natural language. Thus, in what follows, I begin by laying out the biology-based principles that underlie Millikan’s theory of content, then proceed with an explanation of how the theory is to apply to natural language. As it appears, Millikan’s account of how content is determined for natural language terms and sentences rests on the determinacy of intentional content at the psychological level. This leads me to take a careful look at what Millikan says about the content of mental representations, in hopes of finding a sufficient basis there for the application of Millikan’s theory of content to natural language. Ultimately, I conclude that Millikan’s theory faces a problem of vacuity. If we approach the theory as a theory of intentional content, intended to explain the nature of reference, the theory is lacking in an extremely important respect: Millikan explains how it could be one of the biological functions of a mental or natural language term to refer, without telling us precisely what in the natural order constitutes the reference relation..
Just how far can externalism go? In this exciting new book Ruth Millikan explores a radically externalist treatment of empirical concepts (Millikan 2000). For the last thirty years philosophy of mind’s ties to meaning internalism have been loosened. The theory of content has swung uncomfortably on its moorings in a fickle current, straining against opposing ties to mind and world. In this book Millikan casts conceptual content adrift from the thinker: what determines the content of a concept is not cognitively accessible. She has only the stanchion of the world to hold her theory fast. She hopes that the tide will turn, and the theory of meaning will come stably to rest downstream of this anchor. This book is a bold exploration of how that might be achieved.
How do frogs represent their prey? This question has been the focus of many debates among proponents of naturalistic theories of content, especially among proponents of teleosemantics. This is because alternative versions of the teleosemantic approach have different implications for the content of frog representations, and it is still controversial which of these content ascriptions (if any) is the most adequate. Theorists often appeal to intuitions here, but this is a dubious strategy. In this paper, I suggest an alternative, empirical test for theories of content. I propose that we should examine whether a theory generates content ascriptions that fit with our best scientific explanations of animal behavior. I then focus on the most prominent version of teleosemantics, Ruth Millikan’s consumer-oriented approach, and argue that it fails the empirical test in the frog case, since it yields a content ascription that (i) does not include properties that should be included (namely, being small, dark and moving ) and (ii) includes a property that should not be included (namely, being frog food ). This is an important result in itself, but it also demonstrates by way of example how progress can be made in the complex debate about theories of content.
Ruth Millikan’s teleological theory of mental content is complex and often misunderstood. This paper motivates and clarifies some of the complexities of the theory, and shows that paying careful attention to its details yields answers to a number of common objections to teleological theories, in particular, the problem of novel mental states, the problem of functionally false beliefs, and problems about indeterminacy or multiplicity of function.
