What is the nature of consciousness? How is consciousness related to brain processes? This volume collects thirteen new papers on these topics: twelve by leading and respected philosophers and one by a leading color-vision scientist. All focus on consciousness in the "phenomenal" sense: on what it's like to have an experience. Consciousness has long been regarded as the biggest stumbling block for physicalism, the view that the mind is physical. The controversy has gained focus over the last few decades, and phenomenal knowledge and phenomenal concepts--knowledge of consciousness and the associated concepts--have come to play increasingly prominent roles in this debate. Consider Frank Jackson's famous case of Mary, the super-scientist who learns all the physical information while confined in a black-and-white room. According to Jackson, if physicalism is true, then Mary's physical knowledge should allow her to deduce what it's like to see in color. Yet it seems intuitively clear that she learns something when she leaves the room. But then how can consciousness be physical? Arguably, whether this sort of reasoning is sound depends on how phenomenal concepts and phenomenal knowledge are construed. For example, some argue that the Mary case reveals something about phenomenal concepts but has no implications for the nature of consciousness itself. Are responses along these lines adequate? Or does the problem arise again at the level of phenomenal concepts? The papers in this volume engage with the latest developments in this debate. The authors' perspectives range widely. For example, Daniel Dennett argues that anti-physicalist arguments such as the knowledge argument are simply confused; David Papineau grants that such arguments at least reveal important features of phenomenal concepts; and David Chalmers defends the anti-physicalist arguments, arguing that the "phenomenal concept strategy" cannot succeed.
The book under review is a collection of thirteen essays on the nature phenomenal concepts and the ways in which phenomenal concepts figure in debates over physicalism. Phenomenal concepts are of special interest in a number of ways. First, they refer to phenomenal experiences, and the qualitative character of those experiences (aka “qualia”) whose metaphysical status is hotly debated. There are recent arguments, originating in Descartes’ famous conceivability argument, that purport to show that phenomenal experience is irreducibly non-physical. Second, phenomenal concepts are widely thought to be special and unique among concepts. Both the anti-physicalist arguments and physicalist replies to these arguments turn on views about the nature of phenomenal concepts. In this review I survey the many ways in which the essays in this volume are engaged (pro or con) with anti-physicalist arguments and the role phenomenal concepts play in these arguments.
It is one thing to have phenomenal states and another thing to think about phenomenal states. Thinking about phenomenal states gives us knowledge that we have them and knowledge of what they are like. But how do we think about phenomenal states? These days, the most popular answer is that we use phenomenal concepts. Phenomenal concepts are presumed to be concepts that represent phenomenal states in a special, intrinsically phenomenal, way. The special nature of phenomenal concepts is said to be important for defending materialism against epistemic arguments for dualism. In this paper I present an account of phenomenal knowledge that does not depend on phenomenal concepts. In fact, I argue that we have no phenomenal concepts. Instead my account appeals to mental pointing, a process that I explain in terms of phenomenal demonstratives. Phenomenal demonstratives are sometimes referred to as concepts in the literature, but I suggest that this is a mistake. I also present a theory of phenomenal demonstratives that equates them with attentional control structures in working memory. In a concluding section I describe how this theory can be used to defuse the knowledge argument for dualism. That is only a subsidiary goal, and my response to the knowledge argument echoes others in the literature. I think the project of developing a substantive, empirically informed theory of phenomenal knowledge has interest independent of debates about mental ontology. That is my central focus. Thinking about phenomenal knowledge can shed light on the relationship between consciousness, attention and memory. This paper has a philosophical agenda and an empirical agenda. The aim of this paper is to analyze the relationship between phenomenal experience and our folk conceptualization of it. I will focus on the phenomenal concept strategy as an answer to Mary's puzzle. In the first part I present Mary's argument and the phenomenal concept strategy. In the second part I explain the requirements phenomenal concepts should satisfy in order to solve Mary's puzzle. In the third part I present various accounts of what a phenomenal concept is, and I show the difficulties each of them have. Finally, I develop my own account of phenomenal concepts. My thesis claims that phenomenal concepts are complex concepts whose possession conditions depend upon the mastery of many other concepts, in fact, quite complex concepts such as the distinction between appearance and reality (which belongs to our theory of mind system), and color concepts (at least in the case of the phenomenal concepts needed in order to account for Mary's case). And these later concepts are concepts that have special possession conditions: they include the deployment of nonconceptual recognitional capacities.
The most important clarification we bring in our reply to commentators concerns the problem of the “explanatory gap”: that is, the gulf that separates physical processes in the brain from the experienced quality of sensations. By adding two concepts (bodiliness and grabbiness) that were not stressed in the target article, we strengthen our claim and clarify why we think we have solved the explanatory gap problem, – not by dismissing qualia, but, on the contrary, by explaining why sensations have a “feel” and why “feels” feel the way they do. We additionally clarify our views on: internal representations (we claim internal representations cannot explain why sensation has a feel), on behaviorism (we are not behaviorists), on perception and action (we believe there can be perception without action), and on the brain (we believe the brain does do something important in perception).
How could neural processes be associated with phenomenal consciousness? We present a way to answer this question by taking the counterintuitive stance that the sensory feel of an experience is not a thing that happens to us, but a thing we do: a skill we exercise. By additionally noting that sensory systems possess two important, objectively measurable properties, corporality and alerting capacity, we are able to explain why sensory experience possesses a sensory feel, but thinking and other mental processes do not. We are additionally able to explain why different sensory feels differ in the way they do.

David Papineau’s Thinking About Consciousness tells a skillful, inventive, and plausible story about why, given that the phenomenal character of conscious experience is an unproblematically physical property, we continue to suffer from “intuitions of dualism”. According to Papineau, we are misled by the peculiar structure of the phenomenal concepts we use to introspect upon that phenomenal character. Roughly: unlike physical concepts, phenomenal concepts exemplify the kind of experience they are concepts of; and this creates the mistaken impression that the physical concepts leave something out. I find much of Papineau’s account congenial, though I have some questions about his characterization of phenomenal concepts. I will take up two of these questions here. On Papineau’s view, phenomenal concepts are mental terms that are formed by concatenating an experience operator, namely ‘the experience: —’, together with “an actual state of… perceptual classification” (115). The latter state, itself an experience, fills the blank in the experience operator; and the concept thus formed refers to the type of experience whose instances are relevantly similar to that perceptual filling.1 Papineau writes.
In this paper, we present an account of phenomenal consciousness. Phenomenal consciousness is experience, and the problem of phenomenal consciousness is to explain how physical processes?behavioral, neural, computational?can produce experience. Numerous thinkers have argued that phenomenal consciousness cannot be explained in functional, neural or information-processing terms (e.g. Block 1990, 1994; Chalmers 1996). Different arguments have been put forward. For example, it has been argued that two individuals could be exactly alike in functional/computational/behavioral measures, but differ in the character of their experience. Though such persons would behave in the same way, they would differ in how things felt to them (for example, red things might give rise to the experience in one that green things give rise to in the other). Similarly, it has been held that two individuals could be functionally/computationally/behaviorally alike although one of them, but not the other, is a mere zombie, that is, a robot-like creature who acts as if it has experience but is in fact phenomenally unconsciousness. For any being, it has been suggested, the question whether it has experience (is phenomenally conscious) cannot be answered by determining that it is an information-processor of this or that sort. The question is properly equivalent to the question whether there is anything it is like to be that individual (Nagel 1974). Attempts to explain consciousness in physical or information-processing terms sputter: we cannot get any explanatory purchase on experience when we try to explain it in terms of neural or computational processes. Once a particular process has been proposed as an explanation, we can then always reasonably wonder, it seems, what it is about that particular process that make it give rise to experience. Physical and computational mechanisms, it seems, require some further ingredient if they are to explain experience. This explanatory shortfall has aptly been referred to as "the explanatory gap" (Levine 1983)..

The enactive approach offers a distinctive view of how mental life relates to bodily activity at three levels: bodily self-regulation, sensorimotor coupling, and intersubjective in- teraction. This paper concentrates on the second level of sensorimotor coupling. An account is given of how the subjectively lived body and the living body of the organism are related (the body-body problem) via dynamic sensorimotor activity, and it is shown how this account helps to bridge the explanatory gap between consciousness and the brain. Arguments by O'Regan, No¨e, and Myin that seek to account for the phenomenal character of perceptual consciousness in terms of 'bodiliness' and 'grabbiness' are considered. It is suggested that their account does not pay sufficient attention to two other key aspects of perceptual phenomenality: the autonomous nature of the experiencing self or agent, and the pre-reflective nature of bodily self-consciousness.
