Jason Brennan argues that people are morally obligated not to vote badly, where voting badly is voting “without sufficient reason” for harmful or unjust policies or candidates. His argument is:
(1) One has an obligation not to engage in collectively harmful activities when refraining from such activities does not impose significant personal costs.
(2) Voting badly is to engage in a collectively harmful activity, while abstaining imposes low personal costs.
(3) Therefore, one should not vote badly.
This paper shows that Brennan never adequately clarifies (1) and that, on
every plausible clarification, (2) is false.
This paper reports the results of an experiment designed to uncover the stochastic structure of individual preferences over lotteries. Unlike previous experiments, which have presented subjects with pair-wise choices between lotteries, our design allowed subjects to choose between two lotteries or (virtually) any convex combination of the two lotteries. We interpret the mixtures of lotteries chosen by subjects as a measure of the stochastic structure of choice. We test between two alternative interpretations of stochastic choice: the random utility interpretation and the deterministic preferences interpretation. The main findings of the experiment are that the typical subject prefers mixtures of lotteries rather than the extremes of a linear lottery choice set. The distribution of choices does not change between a first and second asking of the same question. We argue that this provides support for the deterministic preferences interpretation over the random utility interpretation of stochastic choice. As a subsidiary result, we find a small proportion of subjects make choices that violate transitivity, but the level of intransitive choice falls significantly over time.

We consider some of the implications of a proposed reform of the voting system of the IMF in which EU countries cease to be separately represented and are replaced by a single combined representative of the European bloc. The voting weight of the EU bloc is reduced accordingly. We analyse two cases: the Eurozone of 12 countries and the European Union of 25. Using voting power analysis we show that the reform could be very beneficial for the governance of the IMF, enhancing the voting power of individual member countries as a consequence of two large countervailing voting blocs. Specifically we analyse a range of EU voting weights and find the following for ordinary decisions requiring a simple majority: (1) All countries other than those of the EU and USA unambiguously gain power (measured absolutely or relatively); (2) The sum of powers of the EU bloc and USA is minimized when they have voting parity; (3) The power of every other non-EU member is maximized when the EU and USA have parity; (4) Each EU member could gain power - despite losing its seat and the reduction in EU voting weight - depending on the EU voting system that is adopted; (5) The USA loses voting power (both absolutely and relatively) over ordinary decisions but (6) retains its unilateral veto over special majority (85%) decisions (and the EU bloc gains veto power).

Abstract I aim to explain why majority voting can be assumed to have an epistemic edge over lottery voting. This would provide support for majority voting as the appropriate decision mechanism for deliberative epistemic accounts of democracy. To argue my point, I first recall the usual arguments for majority voting: maximal decisiveness, fairness as anonymity, and minimal decisiveness. I then show how these arguments are over inclusive as they also support lottery voting. I then present a framework to measure accuracy so as to compare the two decision mechanisms. I go over four arguments for lottery voting and three arguments for majority voting that support their respective accuracy. Lottery voting is then shown to have, compared to majority voting, a decreased probability of discrimination. That is, I argue that with lottery voting it is less probable under conditions of normal politics that if the procedure selects X, X is reasonable. I then provide two case scenarios for each voting mechanism that illustrate my point. In this account, we explain the meaning of a priori voting power and outline how it is measured. We distinguish two intuitive notions as to what voting power means, leading to two approaches to measuring it. We discuss some philosophical and pragmatic objections, according to which a priori (as distinct from actual) voting power is worthless or inapplicable.
Before an election, two candidates choose policies which are lotteries over electionday distributive positions. I find conditions under which there exist mixed-strategy probabilistic-voting equilibria which are independent, treating voter groups independently.

This article examines some of the arguments proffered in objection to the introduction of compulsory voting. In particular, it addresses the notion that abstention from voting is tied to political affect, and that inequality in votes is justified. Rather than presenting the debate on the enforcement of voting as a matter of pro or contra, however, it argues that insights from both sides of the discussion can be adopted to allow for an approach that manages to integrate politically alienated citizens, taking Iris Marion Young's model of inclusive democracy as a guide.
The three most common responses to Taurek’s ‘numbers problem’ are saving the greater number, equal chance lotteries and weighted lotteries. Weighted lotteries have perhaps received the least support, having been criticized by Scanlon What We Owe to Each Other ( 1998 ) and Hirose ‘Fairness in Life and Death Cases’ ( 2007 ). This article considers these objections in turn, and argues that they do not succeed in refuting the fairness of a weighted lottery, which remains a potential solution to cases of conflict. Moreover, it shows how these responses actually lead to a new argument for weighted lotteries, appealing to fairness and Pareto-optimality.
Mathematical theory of voting and social choice has attracted much attention. In the general setting one can view social choice as a method of aggregating individual, often conflicting preferences and making a choice that is the best compromise. How preferences are expressed and what is the “best compromise” varies and heavily depends on a particular situation. The method we propose in this paper depends on expressing individual preferences of voters and specifying properties of the resulting ranking by means of first-order formulas. Then, as a technical tool, we use methods of second-order quantifier elimination to analyze and compute results of voting. We show how to specify voting, how to compute resulting rankings and how to verify voting protocols.
