In this companion to ‘Charity, Interpretation, and Belief’, McGinn broadens his attack on Davidson's principle of charity, arguing that charity is no more required for the ascription of notional beliefs (i.e. shared concepts) than it is for the ascription of relational beliefs. His argument takes the form of a reductio: if Davidson were right that about the inherently charitable nature of interpretation, then, McGinn argues, traditional sceptical worries (e.g. concerning the external world, other minds) would not even arise. But that is absurd. In the concluding section, McGinn presents his preferred (Quinean) method of interpretation, according to which the ascription of beliefs and meanings proceeds only after the attribution of perceptual experiences.

Treating the principle of charity as a non-empirical, foundational principle leads to insoluble problems of justification. I suggest instead treating semantic properties realistically, and semantic terms as theoretical terms. This allows us to apply ordinary scientific reasoning in meta-semantics. In particular, we can appeal to widespread verbal agreement as an empirical phenomenon, and we can make use of probabilistic reasoning as well as appeal to theoretical simplicity for reaching the conclusion that there is a high rate of agreement in belief between speakers who have a high rate of verbal agreement. Although this does not by itself imply that the beliefs agreed upon are generally true, it does imply that any single speaker who is party to such a verbal agreement is justified in taking the other speakers to have mostly true beliefs. She is so justified because of the fact that it is incoherent to take her own beliefs not to be mostly true. Indirectly, this justifies a version of the principle of charity as an empirically correct principle.

The theory of radical interpretation, as based on the principle of charity, sets a priori limits on the possibility that different agents have different beliefs, and on the possibility that one has false beliefs. David Papineau put forward a teleological approach to intentional states which, he claims, doesn’t have these unacceptable consequences. Having distinguished half a dozen of different forms that the problem of radical interpretation might take, I show that Papineau’s approach is not radically different from those based on the principle of charity. Finally, I suggest that the consequences of the principle of charity with respect to the problems of error and divergence are in fact both unavoidable and acceptable.

Common formulations of the principle of charity in translation seem to undermine attributions of irrationality in social scientific accounts that are otherwise unexceptionable. This I call the problem of irrationality. Here I resolve the problem of irrationality by developing two complementary views of the principle of charity. First, I develop the view (ill-developed in the literature at present) that the principle of charity is preparatory, being needed in the construction of provisional first-approximation translation manuals. These serve as the basis for explanatory accounts and associated refinements in the translation manual. In developing such explanatory accounts, the principle of charity is no longer constraining. Thus, the principle of charity applies only in the early stages of constructing translation manuals, and there is no problem of irrationality in the later stages of constructing translation manuals. Second, I reduce the principle of charity, where it does apply, to a special case of what I call the principle of explicability: so translate as to attribute explicable beliefs and practices to the speakers of the source-language. I show that the appropriate formulation of the principle of charity counsels just what the principle of explicability requires in the early stages of social scientific investigation.

Radical interpretation is used by Davison in his linguistic theory not only as an interesting thought experiment but also a general pattern that is believed to be able to give an essential and general account of linguistic interpretation. If the principle of charity is absolutely necessary to radical interpretation, it becomes, in this sense, a general methodological principle. However, radical interpretation is a local pattern that is proper only for exploring certain interpretation in a specific case, and consequently the principle of charity is an applicable principle in the limited scope. “It is irrational to believe others are irrational”. I ungratefully said that to a confidant who asserted that I was negotiating with a fool. I now wonder whether I was the real fool. If I believe my friend is irrational (in light of his attribution of irrationality to the recipient of my offers), then my epigram implies I am irrational. To avoid the implication that I am irrational, I must not believe anyone to be irrational. But then my epigram also forbids me from believing that someone else believes someone is irrational. I must instead believe that the non-existence of irrationality is common knowledge! 1. Volcanic rationality Can I simply repudiate my epigram? I hesitate because the epigram is a consequence of the principle of charity. Roughly, this interpretive principle states that all agents are rational agents. The standard reasoning behind the principle is a priori: there is a conceptual connection between regarding someone as an agent and viewing his beliefs and desires as forming a coherent system that makes his actions intelligible. Since errors about central a priori truths indict one’s rationality, failure to believe the principle of charity would be irrational. Consequently, charity implies all agents believe all agents are rational. Charity iterates. Since meta-charity would also be a central a priori truth, meta-charity implies meta-meta-charity. And meta-meta-charity implies meta-meta-meta-charity. And so on. Therefore, if the principle of charity is true, then it is common knowledge. So is meta-charity. And meta-meta-charity. And so on.

Relativism has usually been presented as linked to the limits of translation and understanding. The Principle of Charity was developed to decide the reference of words or the best translation of a sentence. However, the principle has been defined in, at least, two different ways: a naturalistic one, as a pragmatic maxim that guides the interpreter generally; or a transcendental one, as an a priori, necessary condition for someone to be understood. In this paper I will focus on the latter approach, taking Donald Davidson's arguments and his transcendental interpretation of the Principle of Charity as a representative case. Although different versions of the principle can be found in Davidson's writings, and some of them would seem flexible enough to give an account of how interpreter and speaker have different beliefs, all of these versions put understanding and intelligibility at risk. The reason is that the Principle of Charity has a wide scope: to conceive a person as rational, as having beliefs and desires, or as saying something, we have to interpret his/her utterances as revealing a set of beliefs consistent and true, and that maxim is applied to the whole system of sentences. So charity is necessary, we cannot choose it and if we spell out the Principle of Charity in sociological or psychological terms, that is, in empirical terms, we are changing the subject. The transcendental character of the principle has received criticism from various authors who understand it in a naturalistic way. I will conclude that an empirical description of how we use the Principle of Charity when we interpret a speaker's utterance would show the psychological and sociological relevance of relativism.

The principle of charity says that all agents are rational. The principle of meta-charity says that all agents believe all agents are rational. My thesis is that the arguments which are used to support charity also support meta-charity. Meta-charity implies meta-meta-charity. By recursion, the principle of charity implies that it is common knowledge. But there appears to be intelligent, well-informed disagreement with the principle of charity. So if the entailment thesis holds, opponents of the principle of charity have a new objection to the principle. Defenders of the principle of charity must either refute the entailment thesis or accept much stronger consequences than they expected.
