This paper seeks a better understanding of the elements of practical reasoning: premises and conclusion. It argues that the premises of practical reasoning do not normally include statements such as ‘I want to ϕ’; that the reasoning in practical reasoning is the same as in theoretical reasoning and that what makes it practical is, first, that the point of the relevant reasoning is given by the goal that the reasoner seeks to realize by means of that reasoning and the subsequent action; second, that the premises of such reasoning show the goodness of the action to be undertaken; third, that the conclusions of such reasoning may be actions or decisions, that can be accompanied by expressions of intention, either in action, or for the future; and that these are justified, and might be contradicted, in ways that are not only peculiar to them (i.e. in ways that diverge from those found in theoretical reasoning), but are distinctively practical, in that they involve reference to reasons for acting and to expressions of intention, respectively.1.
According to the "recognitional" view of practical reason, rational practical reasoning consists in trying to figure out which of the available options are good things to do, and then choosing accordingly. According to the rival "constructivist" view, rational practical reasoning consists in complying with certain conditions of purely formal coherence or procedural rationality. Christine Korsgaard objects that recognitional views cannot answer the "normative question". But constructivist views are vulnerable to the same objection. One version of the recognitional view is immune to this objection, and can also be defended against David Velleman's charge that it is empty and without content.
For a very long time now, philosophers have been inclined to distinguish two kinds of reasoning. There is theoretical reasoning, in which one aims to figure out what is true, and there is practical reasoning, in which one aims to figure out what to do. Figuring out what to do (e.g. what to eat, when to leave, what to say…) is something we do all the time, but it’s not so easy to say just what this activity is. On its face, it seems to have something to do with selecting a course of action. But sometimes we select a course of action without figuring out what to do, simply because as far as we can see there is nothing to figure out. Faced with eleven indistinguishable 12oz cans of crushed tomatoes, I may see nothing to choose among them. Perhaps I did figure out that I wanted the crushed tomatoes, as opposed to the diced tomatoes, the whole stewed tomatoes, the tomato paste, or the tomato sauce. Kantian constructivists accord a constitutive, justificatory role to the issue of scope: they typically claim that first-order practical thought depends for its authority on being suitably acceptable within the right scope, or by all relevant others, and some Kantian constructivists, notably Onora O'Neill, hold that our views of the nature and criteria of practical reasoning also depend for their authority on being suitably acceptable within the right scope. The paper considers whether O'Neill-type Kantian constructivism can coherently accord this key role to the issue of scope while adhering to the universalist, ‘cosmopolitan’ commitments at its core. The paper argues that this is not so. On the one hand, it shows that O'Neill's attempt to ‘fix’ the scope of practical reasoning supposes, rather than establishes, a view of ethical standing and the scope of practical reasoning. On the other hand, the paper argues that Kantian constructivism should endorse a non-constructivist, perfectionist view of the good to determine that scope. The paper thereby supports the perfectionist conjecture that Kantian constructivism, in order to defend its universalist commitments, should take refuge in non-constructivist, perfectionist considerations, and that Kantian constructivism should therefore construe perfectionism as a partial, though uneasy, ally.
To be able to say what practical reasoning is, we first need to say what reasoning is and what the conclusion of a process of reasoning is. I shall do this in sections 1 and 2. We can then make a distinction between practical and theoretical reasoning. There are three main ways to do this, which I shall survey in sections 3 to 5. I shall end by suggesting that there are different kinds of practical reasoning.

More and more people seem to think that constructivism - in political philosophy, in moral philosophy, and perhaps in practical reasoning most generally - is the way to go. And yet it is surprisingly hard to even characterize the view. In this paper, I go to some lengths trying to capture the essence of a constructivist position - mostly in the realm of practical reason - and to pinpoint its theoretical attractions. I then give some reason to suspect that there cannot be a coherent constructivist view about practical reason as a whole, at least not if it is to be interestingly constructivist, in a sense I make reasonably precise.
The paper addresses O'Neill's view that her version of Kant's Categorical Imperative, namely, the requirement of followability (RF), marks the supreme principle of reason; it takes issue with her claim that RF commits us to Kantian constructivism in practical philosophy. The paper distinguishes between two readings of RF: on a weak reading, RF ranges over all (practical) reasoning but does not commit to constructivism, and on a strong version RF commits to constructivism but fails to meet its own test, and so is self-defeating. The paper argues that RF, if understood strongly, depends for its reasonableness on reasons that cannot coherently be required to meet RF, so that RF cannot be the supreme principle of reason. The paper considers several responses to this problem in order to suggest that RF depends for its reasonableness on perfectionist considerations.
Philosophers commonly wonder what a constructivist theory as applied to practical reasons might look like. For the methods or procedures of reasoning familiar from moral constructivism do not clearly apply generally, to all practical reasons. The paper argues that procedural specification is not necessary, so long as our aims are not first-order but explanatory. We can seek to explain how there could be facts of the matter about reasons for action without saying what reasons we have. Explanatory constructivism must assurne constructive “norms of practical reasoning” which yield particular truths without assuming them. But philosophers often mistakenly assurne that only “formal” norms of reasoning could fulfill this role. The paper describes a further possibility: norms of reasoning can be “situation-specific” and yet retain truth-independent authority. Though we might doubt whether such norms can be independently defended, we should not doubt the possibility or coherence of constructivism about practical reasons.
