The ‘publicity requirement on moral rules’ refers to the idea that moral rules must be suitable for public acknowledgement and acceptance. The idea is that moral rules must be suitable for being ‘widely known and explicitly recognized’, suitable for teaching as part of moral education, suitable for guiding behaviour and reactions to behaviour, and thus suitable for justifying one’s behaviour to others. The publicity requirement is now most often associated with John Rawls, who traces it back through Kurt Baier to (...) Kant.1 Ideal Code, Real World, my book defending rule-consequentialism, accepted the publicity requirement.2 In this issue of Ratio, Katarzyna de Lazari-Radek and Peter Singer attack the publicity requirement.3 Here is my reply. Is moral rightness is a matter of the application of principles or rules that must be suitable for public acceptance? No, answered Henry Sidgwick, holding that perhaps the principles that determine moral right and wrong should be kept secret, because publicizing these principles would not maximize utility.4 Since I think that forms of consequentialism that are not purely utilitarian may be more plausible than forms that are purely utilitarian, let me make the point in terms of consequentialism instead of utilitarianism. The standard form of act-consequentialism is maximizing and ‘global’, i.e., direct about everything.5 This act-consequentialism includes, among the acts to be evaluated by their consequences, instances of espousing principles, teaching morality, blaming, feeling indignation, feeling guilt, and punishing. According to this form of act-consequentialism, an act that maximizes good consequences might be one that others should blame and even punish, since blaming and punishing the agent of the good-maximizing act might also for some reason maximize good consequences. Likewise, on this standard form of actconsequentialism, it may be right to do what it would be right neither to advocate openly nor even to recommend privately. (shrink)

Comment combler le fossé apparemment infranchissable séparant la science (chargée de comprendre la nature) et la politique (chargée de régler la vie sociale), séparation dont les conséquences - affaires du sang, de l'amiante, de la vache folle... - deviennent de plus en plus catastrophiques? L'écologie politique a prétendu apporter une réponse à ce défi. Mais après de fracassants débuts, elle peine à renouveler la vie publique... Dans ce livre qui fait suite à Nous n'avons jamais été modernes (La Découverte, 1991), (...) Bruno Latour propose une nouvelle façon de considérer l'écologie politique. La nature a toujours constitué l'une des deux moitiés de la vie publique, celle qui rassemble le monde commun que nous partageons tous, l'autre moitié formant ce qu'on appelle la politique, c'est-à-dire le jeu des intérêts et des passions. D'un côté ce qui nous unit, la nature, de l'autre ce qui nous divise, la politique. Et c'est pourquoi il est faux de prétendre que le souci de la nature caractériserait l'écologie politique : car à cause des controverses scientifiques qu'elle suscite, à cause de l'incertitude sur les valeurs qu'elle provoque, elle oblige à abandonner la nature comme mode d'organisation publique. La question devient donc : comment penser enfin la politique sans la nature? Pour Bruno Latour, la solution repose sur une profonde redéfinition à la fois de l'activité scientifique (à réintégrer dans le jeu normal de la société) et de l'activité politique (comprise comme l'élaboration progressive d'un monde commun). Ce sont les conditions et les contraintes de telles redéfinitions qu'il explore avec une grande rigueur dans cet ouvrage important. A la croisée de la philosophie des sciences et de la philosophie politique, ce livre s'adresse à ceux qui s'intéressent à l'écologie, aux controverses scientifiques, au rôle des experts dans les débats publics, et, plus généralement, à ceux qui estiment que la question de la démocratie doit s'étendre aux sciences elles-mêmes. Depuis qu'elles existent, les sciences dites exactes se prétendent différentes des autres savoirs. Comment comprendre cette prétention? Faut-il, à la manière des épistémologues anglo-saxons ou de Karl Popper, tenter d'identifier les critères qui la justifient? Peut-on, suivant le modèle nouveau des études sociales des sciences, y voir une simple croyance? Mais ce livre ne se limite pas à un discours sur les sciences. Il s'agit bien plutôt de prolonger l'histoire de leur invention. Comment comprendre les liens multiples entre la science et les pouvoirs qui la mobilisent aujourd'hui? Comment concevoir les rapports entre science, expertise et démocratie? La nouveauté de L'invention des sciences modernes est de faire de ces différents problèmes intellectuels, pratiques et politiques les enjeux du processus par où pourrait s'inventer et se renouveler l'identité même des sciences.
