When we attribute beliefs, desires, and other states of common sense psychology to a person, or for that matter to an animal or an artifact, we are assuming or presupposing that the person or object can be treated as an intentional system. 2. An intentional system is one which is rational through and through; its beliefs are those it ought to have, given its perceptual capacities, its epistemic needs, and its biography…. Its desires are those it ought to have, (...) given its biological needs and the most practicable means of satisfying them…. And its behavior will consist of those acts that it would be rational for an agent with those beliefs and desires to perform. [beliefs + desires  action] 3. If rationality is absent, we cannot coherently ascribe beliefs at all. 4. Therefore, no experiment could demonstrate that people systematically invoke invalid or irrational inferential strategies. Commonsense psychology and cognitive science both regularly assume the existence of representational states. I propose a naturalistic theory of representation sufficient to meet the pretheoretical constraints of a "folk theory of representation", constraints including the capacities for accuracy and inaccuracy, selectivity of proper objects of representation, perspective, articulation, and "efficacy" or content-determined functionality. The proposed model states that a representing device is a device which changes state when information is received over multiple information channels originating at a single source. The (...) changed state of a representing device is a representation. The unitary information source which would give rise to the information impinging on the representing device, and hence, give rise to the representation, is the content of the representation. The model meets the pretheoretic constraints, and also conforms to available neurobiological data for two invertebrate species. (shrink)

This paper presents a partial analysis of perceptual knowledge, an analysis that will, I hope, lay a foundation for a general theory of knowing. Like an earlier theory I proposed, the envisaged theory would seek to explicate the concept of knowledge by reference to the causal processes that produce (or sustain) belief. Unlike the earlier theory, however, it would abandon the requirement that a knower's belief that p be causally connected with the fact, or state of affairs, that p.

Four difficulties with Dretske's theory of knowledge .

Argues that there are two reasons for ascribing to mental states, structures more fine-grained than the sets of possible world they represent: first, fine-grained structure enters naturally into the explanation of behaviour; second, fine-grained structure is needed in a theory of how those states represent the sets of possible worlds they represent. In connection with the first point, it is argued that Stalnaker’s attempt to use metalinguistic content to obviate the need of fine-grained structure cannot work. In connection with the (...) second point, it is argued that the systematicity in the assignment of content to mental states can be accommodated only by postulating a fine-grained structure for mental states.
