Although the recent collapse and dissolution of the Soviet Union has significantly reduced the near-term probability of nuclear disaster, it constitutes wishful thinking to imagine that meaningful and effective global governance is possible in today's world. The term "global governance" suggests and implies a degree of order and control in the international community far beyond that which presently exists, and that in fact could only be achieved by means of a global government. The global governance myth has emerged to help (...) people cope with the uncongenial and presumably unavoidable reality that we are living in a world in which global government is impossible, and in which therefore the international condition is most accurately described as "international anarchy." A dysfunctional myth is a belief that not only is false, but that discourages and deters thought and action toward overcoming uncongenial realities which are not, in fact, unavoidable. Global governance, in all likelihood, falls into the category of dysfunctional myth. (shrink)

Humanity and water represent an intersection of two natural cycles: the human economy and the earth's hydrological system. Although water is vital for human survival and growth, the point where human endeavor intersects is the most variable and uncertain in the hydrological system. Significant spatial and temporal variation of evaporation and rainfall has led to a number of responses aimed at increasing certainty of access to water. However, many of the world's civilizations can attest that the very act of reducing (...) water uncertainty by technical means (capture, storage, and irrigation) has ultimately led to greater uncertainty and civilization failure. This article explores the concept of living with water as a complex entity, inseparably connected with all three levels of existential complexity - individual, social, and ecological - rather than as a commodity, which has led to our current uncertain status. Complexity is introduced as a fitting paradigmatic orientation to social inquiry. A complexity approach is compared and contrasted with other holistic social inquiry orientations and constructivist styles of thinking that have informed and guided the evolution of qualitative social inquiry.

Main principles of the complex nonlinear thinking which are based on the notions of the modern theory of evolution and self-organization of complex systems called also synergetics are under discussion in this article. The principles are transdisciplinary, holistic, and oriented to a human being. The notions of system complexity, nonlinearity of evolution, creative chaos, space-time definiteness of structure-attractors of evolution, resonant influences, nonlinear and soft management are here of great importance. The real, thought of as human reality, that is, a mixture of the imaginary, mythology, emotions, flesh, passions, suffering, love, is always surprising, full of possibilities and hard to grasp. A thinking adapted to the complex reality of our earthly homeland cannot be a trivial realism content with the established order and accepting the victory of the victorious. On the contrary, understanding of reality, lucidity are often the result of an ethical revolt against the fait accompli, against certainty. The thinking (...) suggested by Morin attempts to move beyond the alternatives between, on the one hand, the worst option: the utopia that thinks it is realistic, and on the other the utopia that knows it is utopia, and is therefore harmless, outside the real. The hope is to introduce the poetry of intensity into reality, to resist the oppressive forces of pseudo-realism by cultivating the garden of our earthly homeland. (shrink)

Depuis plus de vingt-cinq ans, nos cultures et notre entendement sont progressivement imprégnés de l'obligation sociale, politique, civique, etc., de rendre intelligible la complexité. Le but premier de cet ouvrage est de témoigner de la prise de conscience de cette imprégnation qui s'accomplit sous nos yeux, à l'aube du XXIe siècle. Il s'agit d'une Nouvelle Réforme de la façon de comprendre, de cette incessante méditation qui impose de ne plus tenir pour seule ressource de l'esprit la "raison suffisante" de Leibniz (...) et de reconnaître la place jouée, depuis Locke, par l'"l'humaine compréhension" qui cherche à décrire en "travaillant à bien penser". En approfondissant cette Intelligence de la complexité, les auteurs privilégient l'exercice d'une rationalité critique et téléologique, par lequel un moyen pour atteindre une fin transforme cette fin, et, ce faisant, suggère déjà, irréversiblement, quelque nouveau moyen. War, Chaos, and History considers the implications of the emerging field of research in chaos-complexity-non-linearity for the study of war. This study examines the special dependence of military professionals on history in their shaping of doctrines, style, and attitudes in spite of the wide gap between the portrayal of war in military history and the far greater intricacy of its reality. Special foci in the analysis include: the fragility of doctrine; the chronic confounding of plans and expectations in actual operations; (...) the congruences of chaos and creativity theoretics; effects of war on the environment; and problems of evidence and reportage. Three cases--battle cruisers, tank destroyers, and heavy fighter aircraft--are presented to illustrate paradoxes, especially the gap between vision and realization, and the tension between the urge to control and the impulse to create chaos in war. This book contains two lectures - given in 1988 and 1989 respectively - which belong to Karl Popper's late work, most of which is still unpublished. The first introduces a new view of causality, based on Popper's interpretation of quantum theory, yet freed of difficulty. It is a new view of the universe - a view that easily merges with the commonsense view that our will is free. The second lecture gives a glimpse of human knowledge as it evolves from (...) animal knowledge. Both lectures have been expanded by Popper for publication. (shrink)

In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. This book - comprising a selection of his journal publications, a new introduction and three previously unpublished articles - points IR constructivism in a novel direction, characterized as 'communitarian'. Adler's synthesis does not herald the end of the nation-state; nor does it suggest that agency is unimportant in international life. Rather, it argues that what mediates between (...) individual and state agency and social structures are communities of practice, which are the wellspring and repositories of collective meanings and social practices. The concept of communities of practice casts new light on epistemic communities and security communities, helping to explain why certain ideas congeal into human practices and others do not, and which social mechanisms can facilitate the emergence of normatively better communities.
