The rapidly changing field of genetics affects society through advances in health-care and through implications of genetic research. This study addresses the impacts of new genetic discoveries and technologies on different segments of today's society. The author describes his efforts to become a participant observer while he was a Program Director at the NSF. He describes his plans for keeping track of his reflections and his goals before he arrived at NSF, then includes sections from his reflective diary and comments after he had completed his two-year rotation. The influx of rotators means the NSF has to be an adaptive, learning organization but there are bureaucratic obstacles in the way.

El artículo menciona el giro en favor de los enfoques participativos o comprometidos políticamente en el campo CTS, realizando una propuesta para su profundización desde una senda alineada con la teoría crítica de la tecnología. Inspirado en los aportes de Andrew Feenberg y Johan Söderberg, el artículo emprende esta tarea mediante la conjunción de conceptos de la perspectiva de la construcción social de la tecnología con aquellos de una tradición hegeliano-marxista interesada en visiones del sistema capitalista como una totalidad que (...) limita la contingencia en el desarrollo tecnológico. Así, propone el rescate de conceptos como clase, capitalismo y lógica del capital, para la comprensión del desarrollo tecnológico. En el curso de esta tarea, el relativismo constructivista es considerado un problema central para profundizar este giro y se lo reemplaza por una evaluación de los códigos técnicos y del contexto social más amplio que el capitalismo representa. En el trascurso del texto, se expone una reutilización de los conceptos constructivistas con arreglo a los intereses de una posición alineada con la teoría crítica de la tecnología. Así, el concepto "marco tecnológico" se asociará con el de "código técnico", de Feenberg, y con el rescate de la lógica mercantil pregonada por la teoría crítica y Söderberg. The paper mentions the turn in favor of participatory or politically engaged approaches in the STS field, and outlines a proposal for deepening this turn within a critical theory of technology route. Inspired in the contributions of Andrew Feenberg and Johan Söderberg, the paper undertakes this task through a combination of concepts from the perspective of social construction of technology with those of a Hegelian-Marxist tradition interested in visions of the capitalist system as a whole posing limits to contingency in technological development. Thus, it offers to rescue such concepts as class, capitalism, market relations and logic of the capital, to better understand technological development. During this task, constructivist relativism is considered a central problem to deepen this turn and thus replaced by an assessment of the technical codes and the wider social context represented by capitalism. In the following parts the paper presents a reuse of constructivist concepts according to the interests of a position aligned with critical theory of technology. Thus, the concept of "technological frame" will be associated with Feenberg's "technical code" and with the rescue of the market logic advocated by critical theory and Söderberg. (shrink)

This article attributes the many conflicting theories about the nature and direction of contemporary technological society to the revolutionary and paradoxical character of technology itself. Commentators come to very different conclusions about the same basic phenomena; but their differences, while reflecting divergent assumptions and intellectual styles, also reveal contradictions within the subject matter. Dialectical and historical methods are introduced as ways to redefine the basic terms involved, augment traditional studies, and indicate directions for authentic interdisciplinary research. La utilización secuencial de los antimicrobianos en el tratamiento postoperatorio de la apendicitis aguda complicada (...) en los niños, constituye una modificación de la terapéutica comúnmente empleada en Cuba y en muchas instituciones de salud del mundo. El presente trabajo muestra una reflexión sobre los pilares científicos, tecnológicos y sociales que sustentan la aplicación de un nuevo protocolo de tratamiento con el uso secuencial de los antimicrobianos en los niños con apendicitis aguda complicada. Currently the studies of science, technology and society are an important field on the research, education and public policy. The introduction of new procedures and technologies on the health care system should be considered throughout the science, technology and society point of view. Sequential antibiotic therapy in the postoperative management of children with complicated acute appendicitis is analternative of the commonest therapeutic management for these children in Cuba and in many health care justifys around the world. A reanalysis of selected national and state-level STS implementation data is reported in this article. The results indicate that teacher education, suitable curriculum materials, and insufficient class time are major issues affecting STS implementation in the United States. Only three states have addressed 50% or more of the STS implementation criteria in their science curriculum frameworks as recommended by the National Science Education Standards. A closer look at one state (Florida) revealed that approximately half of the school districts had STS (...) in science, nearly a third had it in social studies, and the majority of STS instruction occurred at the middle and secondary levels. Additionally, STS is often taught via environmental concerns, and as such, it may be skewed toward activist positions rather than analyzing all (positive and we negative) aspects of the impact of science and technology on society. Using the data as a base, implications are drawn for teacher education, the development of materials, and general policy concerns regarding STS. (shrink)

Interdisciplinary courses on science, engineering and society have been successfully established in two cases, at Bilkent University, Ankara, Turkey, and at the University of Hamburg, Germany. In both cases there were institutional and perceptual barriers that had to be overcome in the primarily disciplinary departments. The ingredients of success included a clear vision of interdisciplinary themes and didactics, and the exploitation of institutional opportunities. Haldun M. Ozaktas in Ankara used the dynamics of an accreditation process to establish courses on (...) engineering and society. At the University of Hamburg the introduction of optional courses into all curricula allowed for the establishment of a seminar series on physics and society, as well as on peace education and peace building. Both of these approaches have a weakness in common: the courses can disappear once their initiators have left, unless the interdisciplinary themes are integrated into compulsory core curricula. Designed to help educators address science-related social issues, this publication considers: (1) major challenges associated with science-related social issues; (2) the extent to which these challenges are being met; (3) ways in which educators can improve the education of citizens in science, technology, and social issues; and (4) promising practices that can contribute to building connections between social studies and science curricula. Three challenges outlined in the first of five sections include: (1) informing citizens about complex social issues (...) and decisions, (2) connecting diverse fields of knowledge in school curricula, and (3) resisting antagonists of science and technology. In order to determine the extent to which these challenges are currently being met, the second section examines: goal statements in curriculum reports and major reports in the social studies and the sciences; research findings on student knowledge and attitudes regarding science, technology, and society; and analyses of current curricula and textbooks. The third section describes ways in which "integrative threads" can be used to provide common learning experiences within and between distinct courses in the social studies and sciences. The fourth section presents promising practices that can contribute to this building of connections between social studies and science curricula; the use of "decision trees" and case studies, the use of role play and simulation, and the use of instructional television and microcomputers. Interdisciplinary work is intractable because the search for knowledge in different fields entails different interests, and thereby different values too; and the different possibilities of knowledge about different subjects also lead to different epistemologies. Thus differ ences among practitioners of the various disciplines are pervasive and aptly described as cultural ones, and interdisciplinary work requires transcending unconscious habits of thought. The more those unconscious habits are explicated and the more we under stand how the disparate characteristics of the various intellectual (...) cultures are related to the necessarily different interests, values, and epistemologies, the more feasible becomes the goal of transcending thought habits. Two sorts of interdisciplinary effort seem to have been successful: specific, delimited problems have been solved by teams in what is actually multidisciplinary rather than interdisciplinary work, and new disciplines have sprung up at the intersections of existing ones. STS fits neither of those patterns. Can it nevertheless be viable? (shrink)

A proposal is presented for the incorporation of the concepts of STS into the teaching of science and technology at the Faculty of Engineering, Mexicali Campus, of the University of Baja California. The method outlined for the development of research and the application of the “Opinions Questionnaire on Science, Technology and Society” is described. This method allows an assessment of the views and attitudes of students and teachers on STS issues to identify their strong and weak points (...) and to detect the teaching and learning needs. Also, it is adequate to investigate the students’ attitudinal changes, their increased interest in the processes of learning, and the contribution of STS to their education and integration into the society. En la Universidad Médica “Carlos J. Finlay”, se realiza una intervención educativa con el objetivo de valorar la concepción y aplicación de un programa para un curso de preparación de metodólogos en correspondencia con sus funciones en condiciones de universalización de las Ciencias Médicas de Camagüey, en el periodo de septiembre de 2005 a junio de 2007. Se emplean diferentes métodos investigativos: los teóricos, así como la técnica de discusión grupal, permitió diseñar el programa del curso para la preparación de (...) metodólogos en condiciones de universalización y los empíricos, la obtención de algunos datos de interés acerca de los metodólogos que reciben el curso y sus valoraciones en relación con el mismo. Se constata que la preparación pedagógica y experiencia en el desempeño es insuficiente para asumir el rol de metodólogo y valoran de muy importantes los contenidos desarrollados, los métodos y formas organizativas concebidas, por lo que se concluye que el programa del curso cumple con las expectativas del metodólogo al estar diseñado teniendo en cuenta las funciones que estos desempeñan y sus necesidades sentidas A study was carried out about the intervention in education developed to increase teacher's methodological preparation under their new functions due to the fresh conditions of learning within the community applied to medicine training and education in Camagüey. It was carried out in the period of September 2005 to June 2007. Different research methods were used: the theoretical ones and the technique for group discussion help to design the course syllabus and the assessment for those teachers that received the course. It was verified that the methodological preparation and performance experience are insufficient to play their role; but they value as very important the contents, the methods and the organization of the course. The authors conclude that the course meets the expectations of training, because it was designed keeping in mind the teachers' functions and their necessities. (shrink)

The authors of these essays attempt to introduce the reader to some of the insights of Michael Polanyi and their implications for the reader who wishes to come to a greater understanding of modern technological society, which — for better or worse — has come to define his very existence. Arguably, no twentieth-century thinker has probed more deeply than Polanyi into the dynamics of (...) scientific discovery or demonstrated more courage in his willingness to think outside the box of ruling orthodoxies and, consequently, come up with more profound insights and radically new ways of understanding the processes of scientific inquiry, their technological implications, and the sometimes fateful, but potentially fruitful, relationships that exist among science, technology, and society. Each of the following nine authors, grounded in different fields of study and research, but also in a common appreciation of Polanyi’s contributions, offers valuable insights into this multi-faceted subject. RESUMEN El presente texto es el resultado de un estudio dirigido a demostrar la importancia del sistema muscular en mujeres operadas de cáncer de mama, enfermedad con elevada incidencia en Cuba y el mundo. Se investigó en los principales reportes anatómicos. Se partió de la revisión documental de textos básicos para la carrera de Medicina inherentes a la asignatura Anatomía Humana. Se corroboró que autores como M. Prives, N Lisenkov y V Bushkovich y R. D. Sinelnikov; describen los músculos, pero (...) no relatan su importancia en la práctica quirúrgica. Se emplearon los buscadores en Internet y otros sitios webs de información científica, que permitieron corroborar desde un enfoque de ciencia, tecnología y sociedad la importancia del tejido muscular y su aplicación en técnicas reconstructivas en pacientes operadas de cáncer de mama. Se constató que los músculos más usados son los rectos abdominales, los dorsales anchos, los gráciles y el tejido adiposo del pliegue glúteo. ABSTRACT The present text is the result of a study directed to demonstrate the importance of the muscular system in women who had a surgery on breast cancer, illness with high incidence in Cuba and the world. It was investigated in the principal anatomical reports. It began with the documentary review of basic texts for the career of Medicine inherent to the subject Human Anatomy. It was corroborated that authors like M. Prives, N Lisenkov and V Bushkovich and R. D. Sinelnikov; they describe the muscles, but they do not report their importance in surgical practice. It was used the searche engines on Internet and other web sites of scientific information, which allowed to corroborate from an approach of science, technology and society the importance of the muscular tissue andits application in reconstructive techniques in patients who undergoa breast cancer surgery. It was stated that the most used muscles are the abdominal rectus, the latissimusdorsi, the graceful ones and the adipose tissue of the gluteus fold. (shrink)

Technology- and product-oriented movements are mobilizations of civil society organizations that generally include alliances with private-sector firms, for which the target of social change is support for an alternative technology and/or product, as well as the policies with which they are associated. TPMs generally involve “private-sector symbiosis,” that is, a mixture of advocacy organizations/networks and private-sector firms. Case studies of nutritional therapeutics, wind energy, and open-source software are used to explore the tendency for large corporations in (...) established industries to incorporate the products and technologies advocated by the TPM. As the incorporation process proceeds, the alternative technologies undergo design transformations that make them more compatible with existing products and technological systems. As the technological/product field undergoes diversification, “object conflicts” erupt over a range of design possibilities, from those advocated by the more social movement–oriented organizations to those advocated by the established industries. Existe un auge en la colocación de implantes dentales, dispositivos que mejoran la salud del paciente y restauran su estética y función, lo cual motivó la realización de este trabajo con el objetivo de argumentar la importancia del servicio de implantes dentales en Camagüey desde el enfoque de ciencia, tecnología y sociedad. Cuba es el único país que tiene un servicio de implantología social, que se ha convertido en una herramienta complementaria de los tratamientos protésicos. There is a huge tendency to put dental implants, devices that increase the patient's health and restore his esthetic and function, and this was the motivation to carry out this study with the aim of supporting the importance of dental implant services from a science technology and society focus. Cuba is the only country that has a service of social implantology, which has become a complementary tool in prosthetic treatments. This has been taking place since 2006 to improve the quality of life of the population. (shrink)

The last one hundred years has seen unimaginable technological progress transforming every aspect of human life. Yet we seem unable to shake a profound unease with the direction of modern technology and its ideological siblings, global capitalism and massive consumption. Philosophers such as Marcuse, Borgmann and especially Heidegger, have developed important analyses of technological society, however in this book David Lewin argues that their ideas have remained limited either by their secular context, or by the narrow conception of (...) religion that they do allow. This study guides the reader along the newly formed paths of the philosophy of technology, arguing that where those paths come to an abrupt end, a religious discourse is needed to articulate the ultimate concerns that drive technological action. It calls for a meditation on the central insight of many religious traditions that, in an ultimate sense, we 'know not what we do.' To acknowledge that we know not what we do is the first step towards a theology of technology that draws upon insights from the mystical theological tradition, as well as from recent developments in the continental philosophy of religion. Do AI programs just make it quicker and easier for humans to do what they can do already, or can the range of do-able things be extended? This paper suggests that cognitively-oriented technology can make it possible for humans to construct and carry out mental operations, which were previously impossible. Probable constraints upon possible human mental operations are identified and the impact of cognitive technology upon them is evaluated. It is argued that information technology functions as a (...) cognitive prosthetic enhancing human intelligence and planning capabilities. Boundaries and constraints which Kant, Whorf, and many post-modernist theorists have seen as intrinsic to human cognition now cease to apply. (shrink)

Long presented as a universal policy-recipe for social prosperity and economic growth, the promise of innovation seems to be increasingly in question, giving way to a new vision of progress in which society is advanced as a central enabler of technoeconomic development. Frameworks such as “Responsible” or “Mission-oriented” Innovation, for example, have become commonplace parlance and practice in the governance of the innovation–society nexus. In this paper, we study the dynamics by which this “social fix” to technoscience has (...) gained legitimacy in institutions of global governance by investigating recent projects at two international organizations, the Organization for Economic Cooperation and Development and the European Commission, to mainstream “Responsible Innovation” frameworks and instruments across countries. Our analysis shows how the turn to societal participation in both organizations relies on a new deficit logic—a democratic deficit of innovation—that frames a lack of societal engagement in innovation governance as a major barrier to the uptake and dissemination of new technologies. These deficit politics enable global governance institutions to present “Responsible Innovation” frameworks as the solution and to claim authority over the coproduction of particular forms of democracy and innovation as intertwined pillars of a market-liberal international order. This article draws the city into the limelight of social studies of technology. Considering that cities consist of a wide range of technologies, it is remarkable that cities as an object of research have so far have been relatively neglected in the field of technology studies. This article focuses on the role of obduracy in urban sociotechnical change, an issue that, it is argued, has considerable importance for both students of the cities and the daily practice (...) of town planners and architects, and, at the same time, forms an important theoretical debate in science, technology, and society studies. The article provides an overview of theoretical conceptions of obduracy in both technology studies and urban studies and proposes a heuristic model for the analysis of this phenomenon. A rough categorization of issues in the field of Technology and Society Studies is provided and the kinds of values and value issues under discussion are examined. It is argued that value theory is not sufficiently well-developed to address some of the value issues that arise. Three approaches to values with which the author disagrees are discussed: the atomistic view of values; the ordinary language approach; and, an approach the author calls the "rationality approach". How did the events of the early modern period affect the way gender and the self were represented? This collection of essays attempts to respond to this question by analysing a wide spectrum of cultural concerns - humanism, technology, science, law, anatomy, literacy, domesticity, colonialism, erotic practices, and the theatre - in order to delineate the history of subjectivity and its relationship with the postmodern fragmented subject.
