Drug exceptional access programs (DEAPs) exist across Canada to address gaps in access to pharmaceuticals. These programs circumvent standard procedures, raising epistemic, economic, social and political issues. This commentary provides insights into these issues by revealing the context and procedures on which these programs depend.

Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary (...) disputes, and environmental crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. Democracy's Values deals with the nature and value of democracy, particularly the tensions between it and such goods as justice, equality, efficiency, and freedom. (shrink)

After the three families divided up the state of Jin and the Tian family took over Qi, the political situation in the fourth century B.C.E. appeared even more chaotic. Wei conquered Chu's Luyang and Qin's Xihe, Qin defeated Wei at Shimen , and again at Shaoliang , and Wei moved its capital to Daliang. During the mid-Warring States period, Qin became dominant in the west, Qi in the east, Chu in the south, and Wei in the center. Rapid changes (...) occurred one after another; trickery and conflict were rampant. However, the shi , the intelligentsia, actually managed to expand their spheres of existence and activity accordingly in this state of tension between countries, states, and men. A few major states assembled quite a number of literati; and those men of the villages, who had in earlier times merely waited passively for opportunities to fall into their laps, crisscrossed the various feudal states; literati who previously had no cause to use military force became, one by one, the honored guests of the feudal lords. With the breakdown of the previously simple and obvious order, the gradually dismantling of the common body of the ancestral clan of the past, and the increasing complexities of social relationships after the dissolution of blood ties, social order became a matter of concern. Whilst social and political issues have an important role in the geography curriculum, the long-term erosion of the value and insularity of disciplinary knowledge in society and the curriculum has blurred the distinction between educational aims and political advocacy in classrooms. Increasingly, teachers, policymakers, and nongovernmental organizations (NGOs) instrumentalize the curriculum with respect to their political objectives, including climate change and social injustice. In taking an advocacy approach to pedagogy, they potentially undermine liberal educational (...) objectives, including the development of autonomy and subjectification. Drawing on recent work in philosophy of education (e.g. Biesta; Van Poeck, and Östman) as well as social realist approaches to knowledge, I make a case for teaching about social and political issues on liberal educational grounds. Geography plays a key role in the school curriculum by providing a space for exploring the human condition through the study of people in contrasting environments and cultural systems. Here, we examine how geography teachers can handle issues in a morally careful way and navigate a line between advocacy and educational aims. One key difference examined is the need to treat students as subjects in their own right and to help develop skills of moral enquiry. In practice this means encouraging an open-ended approach, exploring topics (and the values underpinning them) from a range of perspectives, developing sensitivity to difference, and showing tolerance for ideas of which one disapproves. For students to develop agency and moral independence, they must learn how to think about social and political issues rather than be told what to think. (shrink)

Public discussions of political and social issues are often characterized by deep and persistent polarization. In social psychology, it’s standard to treat belief polarization as the product of epistemic irrationality. In contrast, we argue that the persistent disagreement that grounds political and social polarization can be produced by epistemically rational agents, when those agents have limited cognitive resources. Using an agent-based model of group deliberation, we show that groups of deliberating agents using coherence-based strategies (...) for managing their limited resources tend to polarize into different subgroups. We argue that using that strategy is epistemically rational for limited agents. So even though group polarization looks like it must be the product of human irrationality, polarization can be the result of fully rational deliberation with natural human limitations. (shrink)

Recent events have directed public attention to the issue of whether there should be so-called “statutes of limitations” on oppressive transgressions committed in the past. We ask: in such cases, is sociopolitical forgiveness (or “forgetfulness”) owed to transgressors? We detail two moral-political narratives that might help address this issue: one constructed around the values and perspectives of justice, rights, and autonomy-based views (the JRA approach), and another oriented around the values and perspectives of care ethics, virtue ethics, and relationality, (...) drawing additionally on several non-Western traditions including Buddhist and Confucian thought (the CVR approach). We maintain that while each approach has strengths, their essential tenets lead to serious shortcomings, such that neither is able to provide a wholly satisfactory solution to this pressing sociopolitical question. The resulting stalemate should be taken as a call to action for new theorizing by social and political theorists. How should we, as a society, handle the fact that people can do oppressive things at one age and then either forget about them or sincerely regret them at another age? Claudia Card had a long and distinguished career as a philosopher that began at a time when being a woman in philosophy was not an easy matter and ended much too soon with her passing in 2015. Starting with her first and still widely-cited article, “On Mercy,” she published ten monographs and edited volumes and nearly 150 articles and reviews on topics in moral, social, and political philosophy. Avineri brings to bear on his study of Marx a thorough and sensitive understanding of Marx's published and unpublished writings; a subtle appreciation of the philosophical climate within which Marx functioned, especially in his interpretation of Hegel and Feuerbach; and an ability to avoid the standard clichés of interpretation and provide fresh insight into a number of difficult issues. Especially noteworthy (...) is his illuminating interpretation of Marx's Critique of Hegel's Philosophy of Right where Avineri shows how Marx arrived at many of the distinctive motifs of his political philosophy through a detailed critique of Hegel. Avineri also escapes the sentimentality that surrounds many discussions of Marx's concept of alienation. His discussion of the unity of theory of praxis is particularly sensitive to the tensions and stresses glossed over by Marx. The author also makes many revealing points concerning Marx's condemnation of terror and his attitude toward violence. Throughout, Avineri displays the knack of bringing just the right text to bear on controversial issues. The essay contains an analysis of selected socio-political ideas of Helmuth Plessner. The basic assumption of this study is the existence of a close categorial relationship between Plessner’s reflections in The Limits of Community (1924) and in Die Stufen des Organischen (1928). There has been considerable work in bioethics addressing injustice and gender oppression in the provision of healthcare services, in the interaction between client and healthcare professional, and in allocation of healthcare services within a particular hospital or health service. There remain several sites of continued injustice that can only be addressed adequately from a broader analytical perspective, one that attends to the social and political contexts framing healthcare policy and practice. Feminist bioethicists have a strong track record in (...) providing this kind of analysis. Using current Australian aged care and welfare policy this paper demonstrates some of the ways in which issues of gender, age, and social inequity shape bioethical debate, policy, and practice in the areas of aged care and welfare provision. The author develops an argument that demonstrates the gender injustice underlying health care and welfare policy. This argument recognises the inevitability of human dependency relations, and questions the adequacy of current political theories to address the requirements for full and equal citizenship. The author shows that an adequate analysis of the ethics of aged healthcare depends on sufficient consideration of the social and political context within which healthcare policy is framed and an adequate understanding of human dependency. This article discusses three topics that have been the subject of debate in recent scholarship on Hegel's social and political philosophy: first, the relevance of Hegel's systematic metaphysics for interpreting Hegel's social and political writings; second, the relation between recognition, social institutions, and rational agency; and third, the connection between the constellation of institutions and norms that Hegel calls “ethical life” and Hegel's theory of freedom. This article provides a critical overview of the positions in (...) these three debates. In the case of the first debate, I clarify the conceptual terrain by distinguishing between several kinds of systematicity that are at issue. In the case of the second debate, I argue that the views of two of the major participants, Axel Honneth and Robert Pippin, are in fact compatible. In the case of the third debate, I seek to clarify the connection in Hegel between two different ideas of freedom in ethical life, each of which has been emphasized by different interpreters of Hegel: the idea of freedom as non-alienation and the idea of freedom as social freedom. I conclude with a discussion of the ways in which ethical life, for Hegel, enables the freedom of individuals. (shrink)

Through its social and political activism goals, postcolonial feminist theoretical approaches not only focus on individual issues that affect health but encompass the examination of the complex interplay between neocolonialism, neoliberalism, and globalization, in mediating the health of non-Western immigrants and refugees. Postcolonial feminism holds the promise to influence nursing research and practice in the 21st century where health remains a goal to achieve and a commitment for humanity. This is especially relevant for nurses, who act as (...) global citizens and as voices for the voiceless. The commitment of nursing to social justice must be further strengthened by relying on postcolonial theories to address issues of health inequities that arise from marginalization and racialization. In the last few years, geographers have begun to develop a research interest in children's and young people's attitudes to and relationship with place and locality. While a range of different types of work has been undertaken, most studies are united by their concern for the ethical and practical issues that are raised when children and young people are the subjects of research. In a thought-provoking paper in this journal, Valentine suggested that five main areas of ethical concern might (...) be distinguished: consent; access and structures of compliance; privacy and confidentiality; methodologies and issues of power; and dissemination and advocacy. As she noted, many of these issues are not unique to research with children but are refracted in particular ways because of the particular legal position of children and the inequalities of power between children and adult research workers. In my own work with working class young men aged 15-17, who were no longer children but not yet adults, I found similarities to but also differences from the concerns identified by Valentine, especially as the research I undertook involved repeat interviews. Issues of access, power and dissemination took a different form. In Valentine's paper, the significance of the class, gender, ethnic, age and other social characteristics of both the interviewer(s) and the interviewees and the impact on their interaction were not considered, whereas I found that they were a significant part of the relationships that took place during the course of the research. I also discuss questions of access and of the location of interviewing, ethical issues that arise in representing the views of young people and in returning the research material to them and the problems of trying to undertake critical social research. This research examines how an organization, Thanksgiving Coffee, establishes and maintains its legitimacy with its constituent publics. In line with Boyd’s (2000, Journal of Public Relations Research12(4), 341–353.) concept of actional legitimacy, Thanksgiving Coffee demonstrates a legitimation strategy addressing social issues and by responding to ethical and political questions. Applying Fisher’s (1984, Communication Monographs51, 1–18) concepts of narrative fidelity and probability, Thanksgiving Coffee’s policies and communication activities were found to alleviate the social issues to which (...) they were addressed and therefore reinforce perceptions of legitimacy among publics. Viewing the influence of organizations from a different perspective, this study provides an example of how the policies of an organization can have a positive impact on the broader society in which it operates.
