The first European Congress on Agriculturaland Food Ethics was held at Wageningen University andResearch Center (WUR), Wageningen, The Netherlands, March 4–6, 1999. This was the inaugural conference forthe newly forming European Society for Agricultural andFood Ethics – EUR-SAFE – and around two hundredpeople from across Europe (and a handful of NorthAmericans) participated. Following theCongress/conference, a small (16 people), two-dayworkshop funded in part by the US National ScienceFoundation focused on similarities and differencesbetween the US and the EU regarding publicdiscourse/debate on food (...) biotechnology. Agricultural ethics looks at the philosophical, social, political, legal, economic, scientific, and aesthetic aspects of agricultural problems and provides guidance for decisions about these problems when they involve competing values.

As a result of financial difficulties confronting American agriculture, public debate is focusing on longterm options for restoring economic stability and growth to the agricultural economy. Many believe that just as homeowners in small communities throughout the nation have been served by the development of a secondary market for residential mortgages sponsored by the federal government, farmers throughout the country would similarly benefit from the development of a secondary market for farm real estate mortgages. This paper discusses issues relating (...) to the development of a secondary market for agricultural real estate loans. The concept of a secondary market for agriculture is of considerable interest to Congress, as evidenced by recent enactment of the Agricultural Credit Act of 1987 which established the Federal Agricultural Mortgage Corporation (“Farmer Mac”) to create a secondary market for farm real estate loans. The first section discusses the general nature of secondary markets and their purposes, with particular attention given to the secondary market for home mortgages because it served as a model for a secondary market for farm loans. Section two discusses basic differences between agriculture and housing, and section three provides a brief discussion of federal credit subsidies designed to help meet social and economic goals by influencing the allocation of credit to particular sectors of the economy such as housing and agriculture. Potential benefits and costs associated with the development of a secondary market for agriculture are discussed in section four. (shrink)

Federal credit policies toward agriculture reflect the human values of maintaining the farm production sector largely as an industry characterized by small-scale, family farms. The Farmers Home Administration has implemented various credit programs designed to carry out this policy objective. As a result of the prolonged financial crisis in the farm economy, the agricultural community is becoming more aware of the controversies surrounding the mission of FmHA and its debt restructuring program. This paper discusses the debt restructuring program administered (...) by the Farmers Home Administration (FmHA), as authorized by the Agricultural Credit Act of 1987, and amended by the recently enacted Farm Bill of 1990. It discusses the key provisions of the Agricultural Credit Act authorizing FmHA to establish a debt restructuring and debt forgiveness program aimed at achieving the public policy objective of keeping financially stressed farmers in business, whenever possible.In the course of reviewing the restructuring program, FmHA officials and congressional committees reviewed the FmHA's mission and its program implementation. This review indicated that several unintended negative consequences resulted from several abuses stemming from inadequate administrative mechanisms and controls and conflicting legislative objectives of debt forgiveness and federal tax policy. In enacting the 1990 Farm Bill, Congress sought to reorient FmHA's mission to a temporary source of credit and to eliminate various abuses associated with the implementation of FmHA's debt restructuring program. The 1990 Farm Bill reflects an effort by Congress to address some the controversies surrounding federal credit policies toward agriculture. Although Congress placed limits on debt restructuring, the overall public policy objective of maintaining a family-farm posture in the agricultural sector continues to be an important social value. Until recently, ethics was a highlyabstruse activity, with little reference to everydayaffairs. It dealt largely with what is calledmetaethics, and was in danger of becoming moribund asan intellectual activity. But for some years,ethics has been undergoing a process of rejuvenationand development. We now seem to be experiencing thebirth of this new discipline (or at least in the EU –the US has been engaged in it somewhat longer). The EurSafeCongress held at Wageningen University, March 4–6,1999 exemplifies this rejuvenation, and itstrongly suggests (...) that a new discipline is emerging, that is not only exciting from an intellectualperspective, but also addresses issues of fundamentalsocial and political concern. It can beargued that, in this context, ethicists are in the position of guides.It is not their job to pronounce on what is right andwrong, but having trodden many of the theoreticalpaths through the forest, they are in a position toadvise and facilitate sound ethical decision-making byothers. This analysis examines initiatorsof specific issues within one large and encompassingpolicy domain in Congress, agriculture. The data arefrom an extensive survey of congressional members andstaff from stratified random samples of 113 individualoffices. One purpose is to determine differences betweenmembers with an agenda of new issues and those whobehave as maintainers of existing policy. The analysisalso finds that the circumstances of a postreformCongress enhance the importance of district effects onissue selection. These effects create substantiallymore congressional players within the domain thanwould (...) be expected in much of the literature. Moreover,the behavior of these issue initiators seems largelydetermined by identifiable characteristics of theirhome-district populations. Those and other findings,especially the high rate of initiator success, callinto serious question many existing assumptions aboutexclusivity and specialization in committeedeliberations. It suggests instead that home-stylebehavior comes to Washington politics in ways thatexpand significantly the range of policy players. (shrink)

Traditional forms of farming, herding, and fishing are remarkably adapted to African conditions but these traditional approaches are being overtaken by modern pressures, particularly population growth. According to a report published by the Office of Technology Assessment (OTA), a nonpartisan analytical support agency of the U. S. Congress, one promising way to help African farmers and herders would be for development assistance organizations to focus more attention on the various forms of low-resource agriculture that predominate in Africa.In keeping with (...) OTA's mission and primary audience, “Enhancing Agriculture in Africa: A Role for U. S. Development Assistance” (1988) is a policy-oriented synthesis of available technical information. The report provides Congress with a range of options that, if pursued, could help Africans enhance agriculture, increase their food security, and improve their lives.This paper is drawn from the larger OTA report, and it focuses on the role technology might play in enhancing low-resource agriculture. Readers should see the full assessment (OTA, 1988) for more information on policy considerations; the specific technologies mentioned; or a complete list of advisory panel members, workshops and participants, and commissioned papers.OTA's report comes at a critical time: for a variety of reasons—ranging from changing values to increased budget constraints—U. S. foreign assistance policy is undergoing a fundamental reevaluation. The significance of biotechnology in agriculture during the late twentieth century has been as much in the realm of symbol and ideology as in its political economy. The ideological roots of biotechnology are long historical ones. The ideology of “productivism,” which was codified during mid-century out of a coincidence of interest among experiment stations, USDA, Congress, agribusiness, and agricultural commodity groups, has encountered numerous challenges since the 1970s. One of the major responses to the crisis of productionism was to (...) forge a social definition of biotechnology as being a revolutionary technology. I conclude by discussing whether biotechnology, as both symbol and substance, is likely to be a basis for attempts to resuscitate productivism in the 1990s now that biotechnology is being demystified, its limits being appreciated, and its opposition still considerable. The purpose of the article is to reveal the peculiarities of organizing agricultural research and education in Ukraine in the period of the national liberation movements in 1917–1921, and to determine the role of the Agricultural Scientific Committee of Ukraine and the Committee of Agricultural Education in their establishment. The authors compared the models of the development of agrarian research and education under Ukrainian Central Rada, Hetman P. Skoropadskyi, the Directory, and Soviet authorities. Coordination of sectoral science and education in (...) Ukraine began with the establishment the General Secretariat of Land Affairs of the Ukrainian Central Rada in 1917. The conceptual foundations of Ukrainian science and education, the core of which was Ukrainization, were developed by the First and Second All-Ukrainian Pedagogical Congresses, as well as the First All-Ukrainian Agronomic and Economic Congress. Ukrainization primarily concerned the conduct of the scientific and educational process and the writing of new books and textbooks in national language. The article reveals the creative initiatives of the Agricultural Scientific Committee of Ukraine and the Committee of Agricultural Education in coordinating the activities of some institutions to disseminate agricultural knowledge and the organization of sectoral research and education, substantiated by the important role of famous politicians. The use of international experience for the practical confirmation of theoretical skills in various agricultural directions is highlighted. The Agricultural Scientific Committee of Ukraine, simultaneously instituted with the Committee on Agricultural Education, was interested in close creative cooperation on the sectoral specialist training. Fifty years after the death of Edmund Husserl, the main founder of the phenomenological current of thought, we present to the public a four book collection showing in an unprecedented way how Husserl's aspiration to inspire the entire universe of knowledge and scholarship has now been realized. These volumes display for the first time the astounding expansion of phenomenological philosophy throughout the world and the enormous wealth and variety of ideas, insights, and approaches it has inspired. The basic commitment to (...) phenomenological concerns found in all this variety makes this collection a most signifi cant historical document. This second volume of the collection bears witness to a deliberate shift of attention from the earlier to the later phase of Husserl's reflections. After an incubation lasting throughout the 2000 years of Occidental philosophy, this scientific phenomenology/philosophy of life at last uncovers the entire area of the 'inner workings of Nature', exposing the way in which the 'sufficient reason' and the 'ground' (...) of beingness as such crystallise out of the 'onto poietic' process. The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division over the years (...) know well, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The volumes are entitled, Logic, Foundations of Mathematics and Computability Theory, Foun dational Problems in the Special Sciences, Basic Problems in Methodol ogy and Linguistics, and Historical and Philosophical Dimensions of Logic, Methodology and Philosophy of Science. This collection is the final volume of a four book survey of the state of phenomenology fifty years after the death of Edmund Husserl. Its publication represents a landmark in the comprehensive treatment of contemporary phenomenology in all its vastness and richness. Indeed, the immense, painstaking, indefatigable and ever-improving effort of Husserl to find ever-deeper and more reliable foundations for the philosophical enterprise (as well as his constant critical re-thinking and perfecting of the approach and so called "method" in order to perform this task and thus cover in this source-excavation an ever more far-reaching groundwork) stands out and maintains itself as an inepuisable reservoir for philosophical reflec tion in which all the above-mentioned work has either its (...) core or its source. Black farmers are still Black farmers, yet now are considered a part of minority or small or limited resource farmers/ranchers (SLRF/R) by the Department of Agriculture. Except for a few Southern states, their numbers have fallen from a remnant to a fragment in recent years. They continue to leave agriculture at a faster rate than whites. What few programs the Department has for this category of producers (SLRF/R) show genuine promise, provided they are pursued diligently by the Congress (...) and the Department. Also vigorous enforcement of civil rights laws and directives of the Secretary and the new initiatives by the Office of Civil Rights Enforcement (OCRE) have to be sustained. (shrink)

Our great leader and mentor Chairman Mao repeatedly taught us that we must build China into a modern socialist power in a comparatively short period. In accordance with Chairman Mao's instructions at the Third and Fourth National People's Congresses, our respected and beloved Premier Chou called for building China into a socialist power before the end of the century, which would mean implementing the modernization of agriculture, industry, national defense, science and technology in order to put our national (...) economy among those of the advanced countries in the world. He pointed out that we must break through the barrier to the modernization of science and technology to ensure the modernization of agriculture, industry and national defense. Obviously, without modern science and technology, there would be no modern agriculture, industry or national defense. According to Chairman Mao's teaching that "theory should be in the vanguard of practice," Premier Chou specifically pointed out, "Natural science researchers should link research with practice and enable the research work to head up production and construction." His directive expounded the dialectical relations between natural science and the practice of production and emphasized the impetus given by natural science to production. With the criminal aims of usurping the Party, seizing power, and restoring capitalism, the "Gang of Four," the root of all evils, openly acted against Chairman Mao's consistent teachings, slandered Premier Chou's directive as "revisionism" and the "theory that science determines everything," and minimized and denied the role of natural science in socialist construction. In areas and organizations where the "Gang of Four" seized the Party and political power, scientific research programs were discarded, the scientific research force was dismantled, people's thought was confused, and our task of socialist construction was seriously damaged. In order to accelerate the modernization of science and technology and improve scientific research work, we should make sweeping criticisms of the fallacies spread by the "Gang of Four," clarify the thought confused by it, rectify the theories with which it tampered, and offset the damage caused by it. Brezhnev, the economy is taking on an entirely new scale of operations at the present stage. The basis of our economic power is coming to be industry with its numerous branches and a socialist agriculture organized on a large scale, advanced science, and skilled corps of workers, experts (...) in technology, and managers. Incomparably higher levels of the economy, of socialist social relationships, of culture, and of the consciousness of the broad masses of the workers are being attained. All this enables us today to set and attain objectives we could not have dreamed of at earlier stages in the building of socialism. (shrink)

The United States, which committed itself to alleviating the severe post-World War II global famine, failed to meet its relief commitments. Relief efforts failed largely because voluntary attempts at reducing consumption proved too difficult, and the U. S. government refused to return to mandatory rationing of food despite evidence indicating the majority of Americans, especially American women, would have welcomed such a move. Contributing to officials' opposition to mandatory post-war rationing were the revived ideology of government non-interference; a strong government/ (...) class='Hi'>agriculture alliance; the focus on private, as opposed to public, interests and obligations; and increasing Cold War tensions precluding any worldwide efforts at famine relief. It seemed only the fear of Communist takeover could provoke Congress in partnership with business interests into sufficiently alleviating famine conditions, but only for those countries willing to abide by U. The interest in and enthusiasm for urban agriculture (UA) in urban communities, the non-profit sector, and governmental institutions has grown exponentially over the past decade. Part of the appeal of UA is its potential to improve the civic health of a community, advancing what some call food democracy. Yet despite the increasing presence of the language of civic agriculture or food democracy, UA organizations and practitioners often still focus on practical, shorter-term projects in an effort both to increase (...) local involvement and to attract funding from groups focused on quantifiable deliverables. As such, it seems difficult to move beyond the rhetoric of food democracy towards significant forms of popular participation and deliberation within particular communities. In this paper we provide a theoretical framework—deep democracy—that helps to contextualize nascent attempts at civic agriculture or food democracy within a broader struggle for democratic practices and relationships. We argue that urban agriculture efforts are well positioned to help citizens cultivate lasting relationships across lines of difference and amidst significant power differentials—relationships that could form the basis of a community’s collective capacity to shape its future. We analyze the theory of deep democracy through recent experiences with UA in Denver, Colorado, and we identify ways in which UA can extend its reach and impact by focusing more consciously on its political or civic potential. A growing body of literature argues that achieving radical change in the agri-food system requires a radical renegotiation of our relationship with the environment alongside a change in our thinking and approach to transformational food politics. This paper argues that relational approaches such as a more-than-human ethic of care (MTH EoC) can offer a different and constructive perspective to analyse agri-food system transformation because it emphasises social structures and relationships as the basis of environmental change. A MTH EoC has not (...) yet been applied to regenerative agriculture, yet other literature on regenerative agriculture suggests that care may be present in these spaces and calls for the need for social science analysis of the regenerative movement. This paper uses a MTH EoC lens to reveal a diverse array of ways in which power is and can be deployed for change in the regenerative agriculture movement in Aotearoa, New Zealand. Globally, regenerative agriculture tends to be analysed through positivist, scientific approaches that focus on biophysical markers of ecological improvement. Yet, a relational approach reveals how engagement in regenerative agriculture is creating significant shifts in mindset towards more holistic and relational understandings of biological and social ecosystems. A regenerative mindset framework is suggested as a method of understanding the connection between a regenerative form of thinking, being and doing for farmers. Interviews suggested that this shift in farmers’ socio-ecological relations is crucial to the transformational potential of regenerative agriculture. This paper argues that relational analyses such as the MTH EoC approach used to analyse regenerative agriculture in this research, refresh the way we analyse agri-food system change. They also are critical to guiding and supporting on-the-ground socio-ecological shifts that are necessary to see agricultural transformation. (shrink)
