This paper examines the implications of the General Agreement on Trade in Services (GATS), the World Trade Organization’s agreement governing trade in health-related services, for health policy and healthcare reform in the United States. The paper describes the nature and scope of US obligations under the GATS, the ways in which the trade agreement intersects with domestic health policy, and the institutional factors that mediate trade-offs between health and trade policy. The analysis suggests that the GATS provisions on market access, (...) national treatment and domestic regulation, which are designed to eliminate ‘regulatory barriers’ to global trade in health services, limit the range of options that state and federal regulators and legislative bodies can employ to regulate the health sector and implement healthcare reforms. As such, the paper identifies the broader social and ethical implications of free trade policy. (shrink)

The discipline of musicology, like the word itself which the Oxford English Dictionary dates only back to 1909 (or even 1915), is a twentieth-century, specifically Anglo-American, institution echoing the tradition of French musicologie and with analogies to German Musikwissenschaft. As a modern and ineluctably postmodern project, musicology derives from a predominantly Austro-German generation of scholars who translated a continentally European tradition of analysis (Heinrich Schenker and, in London, Donald Francis Tovey and Hans Keller) and formal music theory (routinely articulated by (...) then-contemporary new composers: Arnold Schoenberg, Rudolf Réti, and Theodor Adorno, as well as Karl-Heinz Stockhausen and Pierre Boulez) into English language university contexts. Traditionally, analytic philosophers writing on aesthetics have given short shrift to nature. The last thirty years, however, have seen a steady growth of interest in this area. The essays and books now available cover central philosophical issues concerning the nature of the aesthetic and the existence of norms for aesthetic judgement. They also intersect with important issues in environmental philosophy. More recent contributions have opened up new topics, such as the relationship between natural sound and music, the beauty of animals, (...) and the aesthetics of gardens. Using these materials, it is now easy to include a module on the aesthetics of nature as one part of an introductory course on aesthetics, or even to design an entire upper-level undergraduate or graduate seminar around the topic. The main purpose of this paper is to define and study a particular variety of Montague-Scott neighborhood semantics for modal propositional logic. We call this variety the first-order neighborhood semantics because it consists of the neighborhood frames whose neighborhood operations are, in a certain sense, first-order definable. The paper consists of two parts. In Part I we begin by presenting a family of modal systems. We recall the Montague-Scott semantics and apply it to some of our systems that have hitherto (...) be uncharacterized. Then, we define the notion of a first-order indefinite semantics, along with the more specific notion of a first-order uniform semantics, the latter containing as special cases the possible world semantics of Kripke. In Part II we prove consistency and completeness for a broad range of the systems considered, with respect to the first-order indefinite semantics, and for a selected list of systems, with respect to the first-order uniform semantics. The completeness proofs are algebraic in character and make essential use of the finite model property. A by-product of our investigations is a result relating provability in S-systems and provability in T-systems, which generalizes a known theorem relating provability in the systems S 2° and C 2. We consider equational theories for functions defined via recursion involving equations between closed terms with natural rules based on recursive definitions of the function symbols. We show that consistency of such equational theories can be proved in the weak fragment of arithmetic S 1 2 . In particular this solves an open problem formulated by TAKEUTI (c.f. [5, p.5 problem 9.]).

When Matthew Arnold wrote Culture and Anarchy over a hundred years ago, he gave expression to the ideal of excellence in the fostering of culture, by describing it as "getting to know, on all the matters that most concern us, the best which has been thought and said in the world, and, through this knowledge, turning a stream of fresh and free thought upon our stock notions and habits." Arnold was an inspector of schools, and a champion of (...) higher education, and he believed in excellence in education as the way not only to staff the economy, important though that is, but to produce an enculturated society which will live up to the ideal in Aristotle's dictum: "we educate ourselves in order to make noble use of our leisure.". The arguments contained in books criticizing American social scientists by C. Wright Mills ( The Sociological Imagination) and Bernard Crick (The Science of American Politics) are discussed, compared and criticized. It is argued that Mills' criteria of evaluation and constructive alternatives to the tendencies he criticizes are immeasurably sounder than those found in Crick's book. An effort to supplement Mills' argument by providing a more explicit statement of its moral underpinnings is made. Finally, it is argued that though both critiques (...) have serious empirical flaws, the authors have undeniably demonstrated that important tendencies for irresponsible thought and action do exist within the American social sciences.
