The rapidly changing field of genetics affects society through advances in health-care and through implications of genetic research. This study addresses the impacts of new genetic discoveries and technologies on different segments of today's society. The book begins with a chapter on genetic complexity, and subsequent chapters discuss moral and ethical questions arising from today's genetics from the perspectives of health care professionals, the media, the general public, special interest groups and commercial interests.

A wide array of phenomena lumped together under the rubric of the ?commercialization of science,? the ?commodification of research,? and the ?marketplace of ideas? are both figuratively and literally Ponzi schemes. This thesis grows out of my experience of working on two concurrent projects: the first, an attempt to understand the forces behind the progressive commercialization of science; and the second, when it dawned upon me that the financial crisis then unfolding was resulting in the deepest (...) worldwide economic contraction since the Great Depression of the 1930s. This lecture explores the parallels in three different areas: the biotech sector, technology transfer offices at major universities, and possible decline of numbers of American-authored papers in major science journals. The growing commercialization of scientific research has raised important concerns about industry bias. According to some evidence, so-called industry bias can affect the integrity of the science as well as the direction of the research agenda. I argue that conceptualizing industry’s influence in scientific research in terms of bias is unhelpful. Insofar as industry sponsorship negatively affects the integrity of the research, it does so through biasing mechanisms that can affect any research independently of the source of funding. (...) Talk about industry bias thus offers no insight into the particular epistemic shortcomings at stake. If the concern is with the negative effects that industry funding can have on the research agenda, conceptualizing this influence as bias obscures the ways in which such impact is problematic and limits our ability to offer solutions that can successfully address the concerns raised by the growing role of private funding in science. In this paper, I discuss the objectivity of science in the context of commercialized research. Objectivity has traditionally been associated with the behavior of individual scientists and their willingness and ability to base their reasoning on data and logic. By introducing some examples of problematic practices in current research, I show that this view is insufficient. A view that I call the Social View on objectivity succeeds better in accommodating the way in which commercialization affects research.

Certain segments of science are becoming increasingly commercialized. This article discusses the commercialization of academic science and its impact on various aspects of science. It also aims to provide an introduction to the articles in this special issue. I briefly describe the major factors that led to this phenomenon, situate it in the context of the changing social regime of science and give a thumbnail sketch of its costs and benefits. A fierce debate ensued after the announcement in 1913 in the U.S.A. that all rights and ownership of radium-bearing ores found on public land would be reserved by the government. At stake was the State monopolization of radium that pitted powerful industrialists with radium claims, mainly in the Colorado area, against the Bureau of Mines and prestigious physicians who wished to reserve radium for medical uses. This article describes the strategies of one of the biggest U.S. radium industries that dominated (...) the radium market, created huge customer bases, and legitimized their role within the scientific community. In contrast to the European “radium situation,” radium extraction, production, and marketing in the United States was controlled by the industry; and industrial in-house research was clearly separate from that done in academic circles. The production of knowledge was ready-made in the factory and was entangled with commercial orders and advertising patterns. (shrink)

According to advocates and authors from different disciplines interested in biomedicine, biomedical research in genetics and genomics has the potential to transform medicine, the economy, society, and humanity as a whole. Believing in this potential, biomedical scientists produce knowledge and participate in the decisions concerning the orientation of this research and its applications. Through a qualitative analysis of scientists' practice-related discourse, we identified three main sources of complexity in their involvement in the "commercial revolution" of science. First, scientists insist (...) on the existence of different types of university-industry relationships. Second, they urge that the multiple realities of genetic and genomic research be acknowledged. Third, they present themselves as individuals in a diverse scientific community, each with a unique position in this commercial revolution. This paper draws attention to these complexities because they must be considered when engaging in a study of genetics and genomics advances from a research ethics perspective. (shrink)

Based on data from a survey of biological scientists at 125 American universities, this article explores how the commercialization of the university affects the problems academic scientists pursue and argues that this reorientation of scientific agendas results in a shift from science in the public interest to science for private goods. Drawing on perspectives from Bourdieu on how actors employ strategic practices toward the accumulation of social capital and acquire dispositional and perceptional tendencies that in turn recondition (...) social structures, the commercialization of the university is construed not as something that ‘‘happens to,’’ but rather something that ‘‘happens through’’ academic scientists. The specific shape and direction of the commercialization of the university is therefore influenced by how scientists incorporate the new resources and social relations of commercialization into their scientific practice and how their creative engagement with shifting structural conditions remakes the culture of academic science. Indeed, this is the first serious book-length study of the subject by a philosopher of science.

This article describes the emerging bipartisan political coalition supporting commercial competitiveness as a rationale for research and development, points to selected changes in legal and funding structures in the 1980s that stem from the success of the new political coalition and suggests some of the connections between these changes and academic science and technology, and examines the consequences of these changes for universities. The study uses longitudinal secondary data on changes in business strategies and corporate structures that made business (...) elites in the defense and health industries consider supporting competitiveness R&D policies. The article identifies and assesses an array of national R&D legislation concerned with competitiveness that was passed in the 1980s and 1990s and that has implications for academic R&D. The effects of competitiveness R&D policies on universities and academic science and technology are appraised by analyzing changes in time-series data on science and technology indicators compiled by the National Science Foundation. As efforts to commercialize university research outputs continue, critics charge that universities and university scientists are failing to live up to their public-interest purpose. In this paper, I discuss the distinctions between public-interest and private-interest research institutions and how commercialization of university science may be undermining the public interest. I then use Jürgen Habermas’s concept of communicative action as the foundation for efforts to establish public spaces for ethical deliberation among scientists and university administrators. Such ethical deliberation is (...) necessary to facilitate discussion on whether public-interest science should be the research university’s primary purpose and what institutional rules and resources are needed to honor that purpose. The rapid advances made in genetic research and technology over the last few decades have led to a host of important discoveries that have allowed for the detection (and hopefully soon the treatment) of a number of genetic conditions and diseases. Not surprisingly, these advances have also raised numerous ethical concerns about how result­ ing technologies will be implemented, and the impact they will have on different com­ munities. One particular concern is the enormous costs involved in conducting genetic research (...) and the fact that the private sector has become heavily involved; the desire to commercialize the results and technology derived from genetic research is considered problematic. In September 1998, the Second International Conference on DNA Sampling, titled "The Commercialization of Genetic Research: Ethical, Legal and Policy Issues," was held of the conference, and of this book, was to in Edmonton, Alberta, Canada. The goal facilitate an interdisciplinary discussion of the legal, ethical, and policy implications arising from the commercialization of genetic research. We solicited contributions for the book from authors in fields as diverse as ethics, law, medicine, health policy, and the social sciences. The papers included, while based on presentations given at the conference, have been substantially expanded and enhanced by the commentary received and discussions held at the conference. (shrink)

The proponents of the entrepreneurial university have claimed that it implies adjustments in the normative structure of science. In this article, I will critically examine whether a qualitatively new kind of academic ethos can emerge from the commercialization of academic research. The traditional conception of norms of science as institutionalized imperatives is distinguished from the constructivist conception of norms as strategic or ideological resources. An empirical case study on the commercialization of the research of one academic (...) language-technology group is presented. The case study does not support the constructivist conclusion that the norms of science are malleable at will. (shrink)

The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division (...) over the years know well, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The journal aims to contribute to our understanding of Greco-Roman culture and its lasting influence on European civilization. The journal Philologus, conceived as a forum for discussion among different methodological approaches to the study of ancient texts and their reception, publishes original scholarly (...) contributions with a strong international focus. Publications languages are: German, English, Italian, French. As of 2014 the publication of supplementary volumes will be resumed. The series Philologus. Supplemente / Philologus. Those concerned over the excessive commercialization of health care, to the detriment of both professional and patient-centered values, commonly propose remedies that assume that meaningful change can occur largely within the health care sector. I argue instead that a major shift in the public culture and political discourse of the U.S. will be required if the commercialization of health care is to be adequately addressed. The notion that health and health care are commodities to be bought and sold (...) in the market is encouraged by the ideology that is preferably called economism, though also today labeled neoliberalism, market fundamentalism, market triumphalism, and other terms. This ideology has been successful in pushing aside alternative accounts and policies over the past four decades, so that economism-inspired policies seem both commonsensical and inevitable. This dominance of the public political discourse hides two important facts about economism — it is a quasi-religious ideology that pretends to be a reflection of economic science; and it is shot through with internal contradictions that ultimately render it self-defeating as a guide to policy. Advocates for reduced commercialism in health care must directly address economism and attempt to educate the public and policymakers about its flaws. (shrink)

Concern about the commercialization of research is rising, notably in testing new drugs. The problem involves oversimplified, polarizing assumptions about research and development (R&D) and intellectual property (IP). To address this problem this paper sets forth a more complex three phase RT&D process, involving Scientific Research (R), Technological Innovation (T), and Commercial Product Development (D) or the RT&D process. Scientific research and innovation testing involve costly intellectual work and do not produce free goods, but rather require IP regulation. RT&D (...) processes involve an unrecognized IP shift from a common IP right in public goods like information and knowledge to private IP in products and other hard assets. The question then is, what kind of IP right: private or common? Since scientific research and innovation testing require openness about adverse findings, and wide, low cost diffusion of results, they require a common, inclusive IP right. Common IP is appropriate to both sharing knowledge goods and recovering the cost of production. Research is furthermore compatible with commercialization and support by other social interests. On the other hand it is incompatible with the exclusionary private IP rights that permit restrictive publication or total suppression of information. Private IP rather than commercialization conflicts with the openness requirements of scientific research and innovation testing. Commercial funding, however, is in principle compatible with research and testing, especially when regulated by a common IP right. This reflects a pragmatic view of the fundamental interconnections of knowledge and other social interests. (shrink)

Capitalist dynamics in knowledge production are not limited to situations in which economic interests influence researchers’ practices. Building on laboratory studies and the French “pragmatic” tradition in sociology, this article proposes an approach to tackle more pervasive capitalist logics at work in contemporary research and their consequences. It uses the term epistemic capitalism to denote the accumulation of capital, as worth made durable, through the act of doing research, in and beyond academia. In doing so, it conceptualizes capitalism primarily not (...) as a system of circulation and accumulation of monetary value but rather as a cultural way of producing, attributing, and accumulating specific forms of worth, which need not be monetary. Empirically, the article studies variants in epistemic capitalism by addressing the differing role of the accumulation of different forms of capital and the regimes connected to it in two institutional settings in Austria, academic life science laboratories and biotechnology start-up companies. Concluding, it argues that analytically dissociating the concept of capitalism from its link to economic value allows a finer-grained cultural analysis of the importance and effects of processes of accumulation in contemporary research. It ends with discussing the normative implications of these findings for debates about the commercialization of academia. (shrink)
