This paper explores the primary causes or factors underlying cultural conflict in all its forms and seeks to answer the questions that follow. Why do people hate and wage wars against each other in the name of culture? Are cultural wars necessary or inherent in the very nature of culture as a phenomenon of human life? Can cultural differences be a justifiable cause of war? In my attempt to explicate and answer these questions, I shall first advance (...) a concept of culture. What do we mean when we speak of culture? What is the essential structure or building blocks of culture as a human phenomenon? The proposition I shall defend is that the tendency of animosity, tension, and conflict among people is not and cannot be inherent in their cultures. Accordingly, any claim that cultural difference is directly or indirectly a cause of cultural violence is not tenable, even though such violence may take place in the name of culture or cultural allegiance. But, if the tendency towards animosity, tension, or conflict is not inherent in the essential structure of culture, what might be the roots of the so-called cultural wars? The thesis I advance and elucidate in detail is that an answer to this question should proceed from an analysis of Socrates’s dictum that ignorance is the source of human evil. A discussion of this dictum and its implications, in the process of examining the roots of cultural wars, will reveal that the real culprits behind cultural conflicts are a cluster of political, intellectual, economic, psychological, and educational factors. This paper will provide a preliminary and indirect contribution to the debate between multiculturalism and interculturalism by focusing on a dimension of diversity which is usually overlooked and calls for specific interventions and social engagement. Instead of considering diversity from the point of view of doctrinal incompatibility, this paper suggests to start from the frictions in daily interactions between the society’s majority and minority groups. In this case, at stake there are conventions and social norms that are instruments of social (...) cooperation rather than conceptions of the good or comprehensive doctrines. The merging of social norms and the redesigning of social cooperation is complicated and insidious in its own way. The analysis will first illustrate what social standards are, and explain why they are so crucial in social interactions, and, second, will connect social standards with a specific virtue, civility. Civility, will be argued, is put under stress by the upsetting of social standards by newcomers. Finally, various solutions to the conflicts produced by the encounter of different social standards will be considered both on the institutional side and on the social relations side. (shrink)

Given that Enlightenment rationality developed in Europe as European nations aggressively claimed other parts of the world for their own enrichment, scholars have made rationality the subject of postcolonial critique, questioning its universality and objectivity. In _On Reason_, the late philosopher Emmanuel Chukwudi Eze demonstrates that rationality, and by extension philosophy, need not be renounced as manifestations or tools of Western imperialism. Examining reason in connection to the politics of difference—the cluster of issues known variously as cultural diversity, political correctness, (...) the culture wars, and identity politics—Eze expounds a rigorous argument that reason is produced through and because of difference. In so doing, he preserves reason as a human property while at the same time showing that it cannot be thought outside the realities of cultural diversity. Advocating rationality in a multicultural world, he proposes new ways of affirming both identity and difference. Eze draws on an extraordinary command of Western philosophical thought and a deep knowledge of African philosophy and cultural traditions. He explores models of rationality in the thought of philosophers from Aristotle, René Descartes, Francis Bacon, and Thomas Hobbes to Noam Chomsky, Richard Rorty, Hilary Putnam, and Jacques Derrida, and he considers portrayals of reason in the work of the African thinkers and novelists Chinua Achebe, Ngugi wa Thiong’o, and Wole Soyinka. Eze reflects on contemporary thought about genetics, race, and postcolonial historiography as well as on the interplay between reason and unreason in the hearings of South Africa’s Truth and Reconciliation Commission. Multiculturalism is, he thinks, an important position; relativism is not. Berlin describes what has now become a very familiar cliché. There are many diverse social systems. And since each has real value, we try to understand every other culture on its own terms.A great deal has been written recently about cultural conflicts. What can visual art show us about this subject, about relationships between radically opposed societies? Pre-modern civilizations were not usually tolerant of exotic cultures. Islam and Europe were often at war. "The menace of Islam was seen as something which threatened the souls as well as the bodies of Christian Europe."2 But although the Italians often fought with their Muslim neighbors, they did also import carpets to decorate the interiors of palaces and, in Venice, to adorn the facades of their homes.3 And many Venetian paintings depict these Islamic rugs. In Giovanni Mansueti's Miracles of the Bridge at San Lio (1494), now in the Accademia, Venice, or in Vittore Carpaccio's Meeting and Departure of the Betrothed (1490) showing the Episodes from the Life of St. Ursula, carpets are represented. In such pictures, the historian Paul Hills observes:... rich colours in soft textiles overlay the hardness of marble; and the eye of the Venetian painters and their public became attuned to fine degrees of hardness and softness, of fixity and pliancy, as when silken textiles move in a current of air but marbles stand fast. 4The Venetians were famous for incorporating alien artifacts, making them "their own without losing a sense of the exotic and the unfamiliar."5 And so it is unsurprising that painters freely inserted objects from another culture into works of art. The exotic decorative fabrics must surely have inspired the [End Page 115] Venetians. But because Islamic culture was foreign, Renaissance Europeans did not say much about the aesthetic qualities of these carpets.Representations of carpets are also found elsewhere in Italian art. The Siena Cathedral contains frescoes by Pinturicchio (1502-9) showing the life of Pius II, the fifteenth-century Pope. In the sixth scene, he enters Mantua to preside over the assembly called to mount an expedition against the Turks.6 (The venerable Christian capital Constantinople had just fallen to the Muslims.) On the table in the porch sheltering the Pope and his attendants, under some books, is a magnificent carpet. Even as these Christians plot, the room is decorated by art made by their enemies. Perhaps the carpet placed underfoot in this picture is treated as a trophy, like the flags of the defeated foes displayed in military museums. But often in other European paintings, Islamic rugs are depicted set on tables or hung from windows in ways that acknowledge their visual appeal.7Renaissance Italians seem to have had no concern with understanding Islamic carpets. Modern historians, by contrast, interested in the elaborate symbolism of these carpets, note that the rugs serve sacred functions.8 The Quran gives elaborate directions about how and when to pray. But it does not mention carpets. "Apart from mosque lamps the only other furnishing commonly found in mosques was some kind of floor covering," a historian explains.9 "The custom no doubt evolved from the religious requirement that all must enter the mosque unshod." Because carpets are used for prayer, both believers and Christians naturally associate them with religious observances. Our analysis indicates that it is correct to interpret non-participation and a vote for the Extreme Right as at least partly due to a legitimation crisis which seems to be the expression of a new alignment of values. This alignment describes a deep cultural cleavage that divides the higher from the less educated. People who hold pronounced positions on this alignment are more likely than others to turn away from the established, "traditional" parties. People with the values and attitudes typical (...) of the "progressive" or "new left'' side of the cleavage, vote disproportionately for the Greens. People with the values and attitudes typical of the "conservative" or "new right" side of the cleavage, opt disproportionately for non-participation and for the Extreme Right. In the recent political debate in Flanders, both non-participation and the Extreme Right have been regarded as symptoms of a legitimation crisis, and ofpolitical protest. The difference between the two expressions of cultural opposition or political protest can be understood as a choice for either an "exit" or a "voice" option. People select the "exit" option when they feel especially politically powerless. The "voice"-option is chosen by people for which the value conflict over the position of"migrants" is the most salient issue.The long term causes of the symptoms of a legitimation crisis seem to be the growing economic and cultural gap between the higher and less educated, and the ensuing growth of a conflict in which cultural and social-economic differences are strongly linked. A critical examination of Richard Miller's position in his recent "Children, Ethics, and Modern Medicine" on how to handle pediatric interventions in cases of cross-cultural conflict between parents and doctors with respect to treating young children. In speaking of a right in relation to identity formation, I have avoided many important questions, including questions about how properly to understand identity formation itself. Evoking such a right does draw from existing trends, but it remains speculative. Nonetheless, it captures one valuable insight in criticisms of human rights as a Western imposition, namely the insight that an important kind of oppression figures in the imposition of identities. By affirming a human right in relation to identity formation, we can (...) not only confront this kind of oppression but see that it has specific weight in contemporary globalizing politics, economics, and culture. Moreover, we see that human rights can offer a critical relation to that kind of identity assertion and cultural imperialism that has itself employed the language of universal principles. One reason to emphasize this possibility of human rights discourse is to explore how this discourse offers more generally a significant normative perspective for challenging various kinds of oppression and domination today. Emphasizing such possibilities is a way of exploring the respects in which any viable notion of democracy must provide an important place for human rights. (shrink)

Liberal political theory acknowledges the interdependence of the wellbeing of individuals and the flourishing of the cultural groups to which they belong. Consequently, many liberal political philosophers have proposed policies and laws aimed at multicultural accommodation. That is, policies and laws aimed at assisting communities to preserve their cultural values and practices, and at allowing them greater autonomy and self-government. However, certain religious and cultural groups hold beliefs, values, and practices that are oppressive and discriminatory against some of their own (...) members. Accommodating such groups may contribute to the discrimination and oppression. This question of “minorities within minorities” poses a real dilemma for liberal political philosophy. In this Paper I focus on certain cases that fall under the “minorities within minorities” framework that raise particularly complicated theoretical considerations. These are the cases where the demands for equal treatment are raised not by the state or by outsiders, but by disadvantaged individuals and groups within a community, who base their claim for greater equality not on the superiority of liberal values over the values of their culture but rather on an alternative, competing, interpretation of the values of their culture. I suggest that strong normative considerations support the view that the liberal state should assist challenges by marginalized individuals within communities to reinterpret cultural values and traditions in ways more favorable to them. The practice of critical care medicine has long been a difficult task for most critical care physicians in the densely populated city of Hong Kong, where we face limited resources and a limited number of intensive care beds. Our triage decisions are largely based on the potential of functional reversibility of the patients. Provision of graded care beds may help to relieve some of the demands on the intensive care beds. Decisions to forego futile medical treatment are frequently physician-guided family-based (...) decisions, which is quite contrary to the Western focus on patient autonomy. However, as people acquire knowledge about health care and they become more aware of individual rights, our critical care doctors will be able to narrow the gaps between the dif ferent concepts of medical ethics among our professionals as well as in our society. An open and caring attitude from our intensivists will be important in minimizing the cross-cultural conflict on the complex issue of medical futility. (shrink)

Many familial and cultural traditions rely on animals for their fulfillment - think of Christmas ham, Rosh Hashannah chicken soup, Fourth of July barbeques, and so forth. Though philosophers writing in animal ethics often dismiss interests in certain foods as trivial, these food-based traditions pose a significant moral problem for those who take animals’ lives and interests seriously. One must either turn one’s back on one’s community or on the animals. In this paper, I consider the under-theorized area of intra-cultural (...) critique. My focus is how we should think about and seek to resolve inter-animal conflicts of interest that arise within our own communities and cultural or religious groups. How should a theory that takes animals seriously approach a conflict between animals’ interests and culturally important human interests in the context of one’s own cultural, ethnic, or religious group? How, for example, should we think about the person staring down at a bowl of her grandmother’s chicken soup while recognizing the moral impermissibility of slaughtering chickens for human consumption? In contrast to traditional approaches that fail to take these robust, food-based, interests into account, I offer an ecofeminist approach that highlights the importance of respecting animals’ interests while also undertaking the work of moral repair to address damage done to relationships of love and care in the process. This article portrays the unique aspects of ethics education in a multicultural, multireligious and conflict-based atmosphere among Jewish and Arab nursing students in Jerusalem, Israel. It discusses the principles and the methods used for rising above this tension and dealing with this complicated situation, based on Yoder's `bridging' method. An example is used of Jewish and Arab students together implementing two projects in 2008, when the faculty decided to co-operate with communities in East Jerusalem, the Arab side of the (...) city. The students took it upon themselves to chaperon the teachers who came to watch them at work, translate, and facilitate interaction with a guarded and suspicious community. This approach could also be relevant to less extreme conditions in any inter-religious environment when trying to produce graduates with a strong ethical awareness. (shrink)

In this article I develop a big picture of the evolution of human cooperation, and contrast it to an alternative based on group selection. The crucial claim is that hominin history has seen two major transitions in cooperation, and hence poses two deep puzzles about the origins and stability of cooperation. The first is the transition from great ape social lives to the lives of Pleistocene cooperative foragers; the second is the stability of the social contract through the early Holocene (...) transition to complex hierarchical societies. The first of these transitions is driven, at least initially, by individual advantage: cooperation paid off for individual foragers, initially through mutualist interaction, then through reciprocation. This argument leads to a reanalysis of the role of violence and the nature of the freeriding threat to cooperation. But the conditions that select for cooperative individuals in the Pleistocene were eroded in the Pleistocene–Holocene transition. So we need an alternative account of the survival, and indeed the expansion, of cooperation in the Holocene. Group selection driven by intercommunal conflict really may well be central to this second transition. (shrink)

This study examines the cultural roots of ethical conflicts in the global business environment. It begins with a brief look at worldviews on ethical behavior in general. Based on this, it is argued that an in-depth understanding of ethical conflicts has been hampered by an overreliance on Western models and viewpoints. Three common sources, or bases, of ethical conflicts are discussed as they relate to business practices, including conflicts over tastes and preferences, the relative importance of moral imperatives compared to (...) legal requirements, and people’s level of tolerance for different values among others. It is then argued that an understanding of ethical conflicts can be facilitated through different levels of understanding, including the meaning of universal values, the relationship between values and practices, and the existence of multiple levels of conflict within the same organizations or industries. These specific and interrelated ingredients in cross-cultural ethical conflicts form the basis for a broader discussion of the meaning of truth as it relates to such conflicts. The paper concludes with the need for more research that is cross-cultural and multidisciplinary in order to improve theory building and managerial practice. (shrink)

The present research used archaeological data, i.e., the data obtained from kamekan jar burials in the Mikuni Hills of the northern Kyushu area in the Mid- dle Yayoi period, to test the parochial altruism model. This model argued that out-group hate and in-group favor coevolved via prehistoric intergroup conflicts. If this model is accurate, such an out-group hate and in-group favor could be re- flected in the archaeological remains, such as pottery making; the more frequent intergroup conflicts are and the (...) more each group is opposed, the more independent and coherent each group will be and more evident cultural identity could be estab- lished within each group. We employed an elliptic Fourier analysis for the shapes of kamekan jar burials. We examined whether frequent intergroup conflicts in the period influenced kamekan jar pottery between subareas of the Mikuni Hills. The results suggested that the shapes of kamekan jar burials after the KIIIa type are slightly different between subareas, which is partially consistent with the model. America is experiencing a cultural malaise. The article presents an in-depth analysis of epistemic cultures in conflict by exemplifying the epistemic conflict between high energy physics and astronomy which emerged after the discovery of “dark energy” and the accelerating expansion of the universe. It suggests a theoretical framework combining Knorr-Cetina’s concept of epistemic cultures with Whitley’s theory of dependencies in the sciences system, which explains that epistemic conflicts occur, if the strategic and functional dependency of two incommensurable epistemic cultures is suddenly growing. The pre-history (...) of the conflict is discussed on a micro-level for the two research groups involved in the breakthrough. The analysis of the consequent epistemic conflict on a macro-level reveals that it embraces the preferred epistemic strategy, the collaboration style, the instrumental concepts and the question how social legitimacy can be generated.
