Apresenta modelos de avaliação de políticas públicas e, utilizando o modelo baseado em objetivos, faz a análise dos números alcançados pelo PROUNI e publicados pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira – INEP. Com base no modelo de subvenção implantado no Chile discute semelhanças e diferenças com o PROUNI e deixa evidente a necessidade de uma avaliação de âmbito nacional sobre os resultados atingidos.
