Ethnicity and International Law presents an historical account of the impact of ethnicity on the making of international law. The development of international law since the nineteenth century is characterised by the inherent tension between the liberal and conservative traditions of dealing with what might be termed the 'problem' of ethnicity. The present-day hesitancy of liberal international law to engage with ethnicity in ethnic conflicts and ethnic minorities has its roots in these conflicting philosophical traditions. Before any citizen enters the role of scientist, medical practitioner, lawyer, epidemiologist, and so on, each and all grow up in a society in which the categories of human differentiation are folk categories that organize perceptions, relations, and behavior. That was true during slavery, during Reconstruction, the eugenics period, the two World Wars, and is no less true today. While every period understandably claims to transcend those categories, medicine, law, and science are profoundly and demonstrably influenced by the embedded folk (...) notions of race and ethnicity. This volume asks which national histories underpinned which national identity constructions in almost every nation state in Europe during the nineteenth and twentieth centuries. It explores the construction of national identities through history writing and analyses their interrelationship with histories of ethnicity/race, class and religion.

Aim Genetic research representative of the population is crucial to understanding the underlying causes of many diseases. In a prospective evaluation of informed consent we assessed the willingness of individuals of different ethnicities, gender and drug dependence history to participate in genetic studies in which their genetic sample could be shared with a repository at the National Institutes of Health. Methods Potential subjects were recruited from the general population through the use of flyers and referrals from previous participants and (...) clinicians with knowledge of our study. They could consent to 11 separate choices so that they could specify how and with whom their genetic sample could be shared. Rates of affirmative consent were then analysed by gender, ethnicity and drug dependence history. Results Of 1416 volunteers enrolled, 99.7% gave affirmative informed consent for studies of addiction conducted in our laboratory. No significant difference was found for participation in genetic studies conducted in our laboratory by gender, ethnicity or drug dependence history. Over all 11 questions, individuals with a history of drug use were more likely to agree to consent to participate in our study than were healthy volunteers. Conclusion A high percentage of each category of gender, ethnicity and drug history, gave affirmative consent at all levels. The level of detail in and the amount of time spent reviewing the informed consent, and a relationship of trust with the clinical investigator may contribute to this outcome. (shrink)

Perhaps it has always been so, but certainly in the post-Enlightenment era there are inevitable linkages between the fields of law, medicine, and science. Each of these realms of activity is embedded in the social milieu of the era, with practitioners emerging from families, communities, regions, and nations bearing deep unexamined assumptions about what is natural and normal. Equally important, these fields’ theoretical accounts of natural behavior will tend to dovetail and fit each other's – most especially as they pertain (...) to the grand social issues of the period.For the last century and a half, a conversation with a cross-section of lawyers, scientists, and physicians at any given historical juncture would produce a remarkable pattern, consistently repeated: There would be strong enthusiasm for the idea that the “current state of knowledge and practice” is both objective and transcends the current social milieu. In The Empire Strikes Back, African American actor Billy Dee Williams turned the trio into a quartet as Lando Calrissian. Novelist and social activist Alice Walker coined and defined colorism as the “prejudicial or preferential treatment of same‐race people based solely on their color,” according to Kimberly Jade Norwood and Violeta Solonova Foreman. For Norwood and Foreman, colorism is concerned with the lightness and darkness of skin tone, with preference given to whiteness. Colorism in the United States took root during (...) the period of slavery, when “coalescence of needs, beliefs, justifications, and practices had the effect of placing white skin at a premium and dehumanizing black skin.” Jennifer Bloomquist writes that there is “a protracted history of Whites creating Black caricatures,” which includes “underdeveloped Black characters” in American entertainment. Boyega overlooks the presence of culture and the representation of other races and ethnicities throughout the Star Wars films and even throughout the various television series. (shrink)

Writing in the cosmopolitan metropolis of Baghdad, Alfarabi (870-950) is unique in the history of premodern political philosophy for his extensive discussion of the nation, or Umma in Arabic. The term Umma may be traced back to the Qur'ān and signifies, then and now, both the Islamic religious community as a whole and the various ethnic nations of which that community is composed, such as the Turks, Persians, and Arabs. Examining Alfarabi's political writings as well as parts of his (...) logical commentaries, his book on music, and other treatises, Alexander Orwin contends that the connections and tensions between ethnic and religious Ummas explored by Alfarabi in his time persist today in the ongoing political and cultural disputes among the various nationalities within Islam. According to Orwin, Alfarabi strove to recast the Islamic Umma as a community in both a religious and cultural sense, encompassing art and poetry as well as law and piety. By proposing to acknowledge and accommodate diverse Ummas rather than ignoring or suppressing them, Alfarabi anticipated the contemporary concept of "Islamic civilization," which emphasizes culture at least as much as religion. Enlisting language experts, jurists, theologians, artists, and rulers in his philosophic enterprise, Alfarabi argued for a new Umma that would be less rigid and more creative than the Muslim community as it has often been understood, and therefore less inclined to force disparate ethnic and religious communities into a single mold. Redefining the Muslim Community demonstrates how Alfarabi's judicious combination of cultural pluralism, religious flexibility, and political prudence could provide a blueprint for reducing communal strife in a region that continues to be plagued by it today. This paper provides an analysis of U.S. farmland owners, operators, and workers by race, ethnicity, and gender. We first review the intersection between racialized and gendered capitalism and farmland ownership and farming in the United States. Then we analyze data from the 2014 Tenure and Ownership Agricultural Land survey, the 2012 Census of Agriculture, and the 2013–2014 National Agricultural Worker Survey to demonstrate that significant nation-wide disparities in farming by race, ethnicity and gender persist in the U.S. In (...) 2012–2014, White people owned 98% and operated 94% of all farmland. They generated 98% of all farm-related income from land ownership and 97% of income from farm owner-operatorship. Meanwhile, People of Color farmers were more likely to be tenants rather than owners, owned less land, and generated less farm-related wealth per person than their White counterparts. Hispanic farmers were also disproportionately farm laborers. In addition to racial and ethnic disparities, there were disparities by gender. About 63% of non-operating landowners, 86% of farm operators, and 87% of tenant farmers were male, and female farmers tended to generate less income per farmer than men. This data provides evidence of ongoing racial, ethnic and gender disparities in agriculture in the United States. Several researchers have proposed that humans are predisposed to treat ethnic identities as stable and inherent. However, the ethnographic, historical, and genetic records attest to the ubiquity of inter-ethnic migrations across human history. These two claims seem to be at odds. In this article we compare three evolutionary accounts of how people reason about identity stability, and the effect that the cultural evolution of ethnic group boundaries may have on these beliefs. We test our hypotheses among Himba pastoralists in (...) Namibia, whose recent fission from the neighboring Herero makes them ideal for studying the effect of cultural distance on folk beliefs about identity stability. In a vignette experiment, we asked participants whether an individual born in one group who moved to another group would retain their original group membership and cultural characteristics or acquire those of the new group. Across vignette conditions we examine the importance of the direction of migration, parental social influence, and age at migration on perceptions of identity stability. We also compare participant responses to two out-groups, the Herero, and the more distantly related Damara. We find that participants seldom thought of identity as stable or fixed at birth. Furthermore, we show that cultural distance and endogamous preferences are independent of beliefs of identity stability. Himba believed the Damara character was more likely to change identity and cultural traits than was the Herero character, despite their greater cultural distance from the former group, and despite the fact that all participants expressed more anti-Damara than anti-Herero sentiment. The paper aims to analyse the state of inter-ethnic relations in Kosovo between ethnic Albanians and ethnic Serbs, with special focus on the period after unilateral declaration of independence of Kosovo in 2008. Inter-ethnic conflict in Kosovo has exclusively been over its territory since both Serbs and Albanians have made claims about history and ethno-demography to justify their alleged exclusive right to this ethnically mixed region. Consequently, inter-ethnic relations between Albanians and Serbs in Kosovo have been rather problematic throughout (...) the most of the 20th century. During this period Albanians in Kosovo have been subjected to discrimination, intimidation and even mass expulsion by Yugoslav/Serb authorities. In late 1990s, these relations between Albanians and Serbs in Kosovo have progressively worsened and finally escalated in an armed warfare in 1999. Immediately after the war, Serbs in Kosovo were occasionally exposed to acts of inter-ethnic and retaliatory violence. Inter-ethnic relations between the two major ethnicities continued to be tense and fragile after independence of Kosovo in 2008. Dramatic changes of ethnic composition structure, atrocities and huge number of refugees due to the war, have left a legacy of deep mistrust and animosities between Albanians and Serbs in the newly created state. Consequently, Serbs in Kosovo have from the beginning refused to recognize Kosovo’s independence and have rigorously refused any governance by Kosovo authorities. Serbian community, especially in the North, claims stronger territorial autonomy, even separatism and unification with Serbia. The paper claims that in Kosovo inter-ethnic and interstate relations are basically the components of the same equation. Therefore, paper concludes that only overall improvement of relations between Kosovo and Serbia could contribute to overall relaxation of inter-ethnic relations between Albanians and Serbs in Kosovo. Unfortunately, the latest incidents between Kosovo and Serbia have increased the tensions between the two sides to alarming levels. (shrink)

On the 3rd of April, 2023, the Doctor of Philosophy, Larisa Viktorovna Anzhiganova celebrated her anniversary. She is the first and currently the only woman in the region with a degree of the Doctor of Philosophy. Her research interests are related to the study of ethnocultural problems of Khakassia, in particular, the philosophy of ethnos, ethnic culture, interethnic relations, gender studies. Her scientific activity was conducted within the walls of the N. F. Katanov Khakass State University (since 1980), Khakass Research (...) Institute for Language, Literature, and History (1994–1998). It is of particular interest due to the relevance of the topic of the doctoral dissertation “The evolution of the worldview of an ethnic group (by the example of the Khakass people)” (1999, Moscow) and other works that cover the value problems of the ethnic group, including women’s family values. The researcher pays significant attention to the issues of the Khakass’ ethnocultural foundations. An important stage in the development of scientific and organizational activities of L.V. Anzhiganova was the holding of the Interregional Сonference “Ethnic Capital: Resources and Institutional Forms”, which promises to become regular. The philosopher’s ideas played an important role in the formation of the ethnic culture of the Khakass people. (shrink)

The predominance and global expansion of homogenizing modes of production, consumption and information risks alienating non-Western and Western people alike from the intellectual and moral resources embedded in their own distinctive cultural traditions. In reaction to the erosion of traditional cultures and civilizations, we seem to be witnessing the re-emergence of a tendency to "re-ethnicize the mind" through renewed and more or less systematic cultural revivals worldwide (e.g., "hinduization," "ivoirization," "sinofication," "islamicization," "indigenization," etc.). How do and should philosophers understand and (...) assess the significance and impact of this phenomenon? Authors acquainted with the contemporary situation in Africa, Asia, the Middle-East, South-America, and Europe try to answer this question. In the final analysis, the authors of this original and groundbreaking collection of essays plead for a full critical engagement with one's own particularity while at the same time rejecting any form of cultural, national or regional chauvinism. They consider various ways in which local and global conceptions as well as practices can and already do judiciously inform and positively fertilize each other. At this juncture of history, they argue, societies and peoples must articulate their self-identity by looking critically at their respective cultural resources, and beyond them at the same time. Zionist national identity in Israel is today challenged by two mutuallyantagonistic alternatives: a liberal, secular, Post-Zionist civic identity, on the one hand, and ethnic, religious, Neo-Zionist nationalistic identity, on the other. The other, Zionist, hegemony contains an unsolvable tension between the national and the democratic facets of the state. The Post-Zionist trend seeks a relief of this tension by bracketing the nationalcharacter of the state, i.e., by separation of state and cultural community/ies; the Neo-Zionist trend seeks a relief of the (...) same tension by bracketing the democratic nature of the state, i.e., by consolidating the Jewish ethno-national character of the state. The focus of the study is upon two dimensions of this unfolding cultural-political strife: the conflicting perceptions of time and space, and the ways they affect the perceptions of the boundaries of the collectivity, either in an inclusionary manner (the ``post'') or in an exclusionary manner (the ``neo''). BackgroundThe experiences of UK ethnic minority healthcare workers are crucial to ameliorating the disproportionate COVID-19 infection rate and outcomes in the UKEM community. We conducted a qualitative study on UKEM healthcare workers’ perspectives on COVID-19 vaccine hesitancy in the UKEM community.MethodsParticipants were 15 UKEM healthcare workers. Data were collected using individual and joint interviews, and a focus group, and analyzed using thematic analysis.ResultsWe generated three themes: heterogeneity, mistrust, and mitigating. Therein, participants distinguished CVH in the UKEM community in educational attainment (...) and ethnicity. They pointed to the role of mistrust in CVH in the UKEM community. They opined that the mistrust underlying CVH in the UKEM community is rooted in history and religion, conspiracy theories, the speedy development and novelty of the vaccines, post-vaccination complications/side effects, false positive test results, and social media and social support/influence. Participants recommended that interventions targeted at mitigating CVH in the UKEM community need to, in a non-judgmental way, tackle dis/misinformation and provide education, and incorporate UKEM healthcare worker endorsement. They also suggested such interventions be community-oriented, enhance the convenience of vaccination centers and the possibility of vaccine choice, and appreciate that overcoming CVH and accepting vaccination is a gradual process involving personal assessment of risks and benefits.ConclusionCVH in the UKEM community is a multifaceted phenomenon requiring multicomponent interventions. Most have noted that there are competing narratives regarding the conceptions of race and ethnicity. Much of the scholarship has been based on social constructivist orientations. The Malaysian society, one of the successful and managed multi-ethnic societies, is replete of imbalances and there still underlie the racial and ethnic disproportions in geographical dwellings, educational and professional fields, and economic and political roles. The modern racial relation in Malaysia is the legacy of pre-colonial and colonial period of history dating back to fifteenth and sixteenth centuries. The unstable demographic balance, the unrestricted immigration policy or the policy of divide and rule by the colonial masters contributed besides (...) other reasons toward the troubled relations between ethnic communities of Malaysia- Malays, Chinese, Indians, and others. But the way the respective Malaysian governments have managed such sour relationship in their socio-economic and political spheres is the lesson that all multiethnic states can learn from. (shrink)

This article explores the ideological and historical basis of new authoritarian South Asian and Hindu movements, and considers the links between their ideologies and the history of racial and ethnic formations in the west during the Enlightenment period. Using Paul Gilroy's work on radical black conservatism as a starting point, the author explores some of the metaphysical ideas behind the late modern recovery of primordial ethnic belonging. The author considers the possibilities of a volkish anti-racism in contemporary movements by (...) highlighting the similarities between contemporary right-wing Hindu revival and older German romantic strands that cultivated `primordial' nationalisms based on an appropriation of archaic Vedic scriptures. The background to the concept `Aryan' is explored. The author considers how many far-right ideas about ethnicity and nationalism have found a deep resonance in `New Age' writings. Since the emergence of ̳new left‘, bottom up approach to history in the 1960s and 1970s, women‘s and gender history has become a rich field for historians. Ethnic and immigrant women‘s history, as part of this larger movement, has seen its own fair share of growth. This paper examines the emergence of racialized women‘s history in Canada and analyzes the increasingly inclusive and complex integration of this field through the works of notable authors in recent decades.

Ethnicity and im/migrant classification systems and their constituent categories have a long history in the construction of public health knowledge on tuberculosis in the United Kingdom. This article critically examines the categories employed and the epidemiological discourses on TB, im/migrants, and ethnic minorities in health reporting between 1965 and 2015. We employ a Sociology of Knowledge Approach to Discourse Analysis to trace the continuities and changes in the categories used and in the discursive construction of im/migrants, ethnic minorities, (...) and TB. These continuities and disjunctures are analysed within their socio-historical context to demonstrate the historical contingency of epidemiological knowledge production. We outline two historical phases in knowledge construction. The first coincides with the period of decolonisation, which witnessed a change in discursive identity ascriptions from ‘immigrants’ to ‘ethnic groups’ in health reporting as the ‘other’. The second commenced after 1991, when the adoption of the census ethnicity categories as a standard in the collection of population statistics entrenched ethnicity categories in health reporting. We argue the health reporting discourse reveals that the ‘new’ public health exhibits continuities with the ‘old’ by targeting the immigrant ‘other’ through biosecuritisation practices. We contend that these categories originated within a postcolonial paradigm and that increasing immigration and new forms of mobility are creating the preconditions for new discourses on identity construction that have implications for the current collaborative TB strategy. McCumber does not sustain with evidence his claims about the role of McCarthyism in the triumph of analytical philosophy. A balanced history would attend to other considerations potentially relevant to that triumph, including the connection between Anglo-Protestant cultural hegemony in the United States and the styles of philosophy — especially metaphysics and normative ethics — repudiated by the analytical philosophers. The crucial transition in the professional culture of philosophy in the United States is not that from pragmatism to logical (...) empiricism and ordinary language philosophy, but from philosophy that was engaged with Christianity to philosophy that was not. This essay explores how academics know when they are looking at something called “race.” Given that the term has an uneven history, there is some disagreement about when the concept fully emerged, and social scientists often now argue that race is implicitly at issue in public discourses, even if it does not appear overtly. I argue that there are significant continuities that allow us to recognize when race is at work; these are linked to “nature” and to colonial histories (...) and categories. During 1910s–1940s, Indian intellectuals developed physical anthropology as a modern nationalist discipline for the subcontinent. Through their contributions, they sought to construct themselves as disciplinary experts. To legitimize their expertise, even while they remained colonized subjects, Indian anthropologists foregrounded their research as more scientific than that of the colonial administrators. This claim of being better equipped to study the subcontinent’s anthropological diversity was based on the Indian anthropologists’ purported familiarity with the region’s culture and history. This essay shows how (...) their sociohistorical position helped them claim scientific expertise and yet also obscured other imaginations of community identities. Indian researchers insisted on keeping ethnicity and race separate. However, their choice of which communities to study and who to analyze racially reveals how ethnicity and race came to be co-constituted. Identities based on caste, regions, languages, and religion came to be ascribed with racial-biological meaning, often reinforcing existing social hierarchies. (shrink)

As this nation embarks on new efforts to reform the U.S. health system, we face a critical unfinished agenda from the mid- 1960s: persistent racial, ethnic, and socioeconomic disparities in health and health care. Medicaid, Medicare, and Community Health Centers — public programs with very different legislative histories and financing mechanisms — were the first federally funded, nationwide efforts to improve health care access for low-income and elderly Americans. Members of racial and ethnic minority groups also greatly benefited from these (...) efforts because recipients of federal funds, such as Medicare, were required to comply with the newly passed Civil Rights Act of 1964, which barred racial discrimination. Unquestionably, government played a major role in the gains in health care access that have occurred in the last half century. Yet today all Americans do not have the same opportunities for health, access to care, or quality of care when they receive it. (shrink)

The use of racial categories in biomedicine has had a long history in the United States. However, social hierarchy and discrimination, justified by purported scientific differences, has also plagued the history of racial categories. Because “race” has some correlation with biological and genetic characteristics, there has been a call not to “throw the baby out with the bathwater” by eliminating race as a research or clinical category. Religious conversion is a phenomenon that has frequently occurred in human history. As part of religious life, religious conversion reflects fluctuations and changes in social existence, especially changes in the economic, cultural, social, religious factors and one‟s own subjective religious convictions. Religious conversions are taking place in the ethnic communities in Southern Vietnam, but in a context that is space and time specific. So the process of evolution, the nature, dynamics and characteristics of the case of religious conversion here (...) is different and unique. Currently, the study of religious conversion in Vietnam in general and the South in particular, is modest. There have not been many studies regarding case specific religious conversion of people and no studies have done a full assessment of the nature and characteristics of religious conversion on social life in Southern Vietnam as well as forecasted the evolution and impact of the same. This article is intended to present and describe three cases of religious conversion in the south of Vietnam. These are the conversion to Protestantism of ethnic communities Khmer. (shrink)

The concept of ‘Ethnicity’ still enjoys some currency in the historical and social science literature. However, the cogency of the idea remains disputed. First coming to prominence in the 1980s, the word is often used to depict the character of social relations in the context of conflicts over sovereignty. The case of Northern Ireland presents a paradigmatic example. This article is a rejoinder to Ian McBride’s contention that my scepticism about the notion lacks justification. With reference to disputes over (...) the state, I show in response that ‘ethnicity’ in effect means nationality. I further claim that the nation state is a successor to the dynastic state. In clarifying the meaning of this arrangement, the article brings out how the nation is a juridical rather than empirical category. More specifically, it derives from the notion of corporate personality in law. For this reason, its retrospective integrity is a matter of fabrication, depending on the fiction of ancestral continuity. At the same time, its future-oriented cohesiveness means that it must be invested with a unifying will. I conclude that the legitimacy of a nation state rests on its democratic will, whose coherence is expressed in the action of its government. (shrink)

Siopis has always engaged in a critical and controversial way with the concepts of ‘race’ and ‘ethnicity’ in South Africa. For politically sensitive artists whose work has involved confronting the injustices of apartheid, the current post-apartheid situation has forced a reassessment of their practice and the terms on which they might engage with the fundamental changes which are now affecting all of South African society. Where mythologies of race and ethnicity have been strategically foregrounded in the art of (...) any engaged artist, to the exclusion of many other concerns, the demise of apartheid offers the possibility of exploring other dimensions of lived experience in South Africa. For feminists, this is potentially a very positive moment when questions of gender – so long subordinated to the structural issue of ‘race’ under apartheid – can now be explored. Penny Siopis’ work has long been concerned with the lived and historical relations between black and white women in South Africa. The discussion focuses on the ambivalent and dependent relationships formed between white middle-class women and black domestic labour during apartheid. Siopis’ work engages with how the appropriation of black women's time, lives, labour and bodies has shaped her ‘own’ history. (shrink)

This article compares the experiences of U.S.-born white women, Asian men, and Asian women immigrant engineers in Silicon Valley. It focuses on two particular characteristics of the region’s economic structure: the norm of job-hopping and the centrality of networks to high-skilled workers’ career livelihoods. While these characteristics might be assumed to exacerbate ethnic and gender inequality, the specific history of these groups’ entrance into Silicon Valley’s hi-tech industry enabled them to use these characteristics to their advantage in circumventing bias. The comparison of white women’s strategies to Asian immigrant men’s and women’s strategies highlights the interaction between the structure of opportunities, group histories, and network resources.
