The paper starts by exploring the negative contingencies that are associated with the core institution of capitalist societies, the labour contract: unemployment, poverty, and denial of autonomy. It argues that these are the three conditions that basic income schemes can help prevent. Next, the three major normative arguments are discussed that are raised by opponents of basic income proposals: the idle should not be rewarded, the prosperous don’t need it, and there are so many things waiting to be (...) done in the world. After demonstrating that proponents of basic income stand in no way empty-handed when facing these objections, a third part considers basic income in functional terms: would its introduction help to resolve problems of social and economic order that are unlikely to be resolved in more conventional ways? A recent wave of academic and popular publications say that utopia is within reach: Automation will progress to such an extent and include so many high-skill tasks that much human work will soon become superfluous. The gains from this highly automated economy, authors suggest, could be used to fund a universal basic income (UBI). Today's employees would live off the robots' products and spend their days on intrinsically valuable pursuits. I argue that this prediction is unlikely to come true. (...) Historical precedent speaks against it, but the main problem is that the prediction fundamentally misunderstands how capitalism works—its incentives to increase or decrease production, its principles of income allocation, and the underlying conception of merit. This paper examines a model of income and quality of life that controls the love of money, job satisfaction, gender, and marital status and treats employment status (full-time versus part-time), income level, and gender as moderators. For the whole sample, income was not significantly related to quality of life when this path was examined alone. When all variables were controlled, income was negatively related to quality of life. When (1) the love of money was negatively correlated (...) to job satisfaction and (2) job satisfaction was positively related to both income and quality of life, income was negatively related to quality of life for full-time, high-income, and male employees. When these two conditions failed to exist, income was not related to quality of life for part-time, median- or low-income, and female employees. This paper is about difficulties in the normative justification of an unconditional basic income-difficulties which are related to the scope of egalitarian justice as well as the dimension(s) of the equalisandum. More specifically, it is contended that Philippe Van Parijs’s justification derived from the principle of Maximin real freedom runs into problems in environments in which scarcity does not offer a conceptual basis for a satisfactory account of social interdependencies. We discuss the following cases: (i) Scarcity is seen as (...) a general equilibrium phenomenon in a dynamic environment. (ii) Social forces of production (particularly non-rival and only partially excludable inputs) play a role in creating wealth. This article considers the question of why labor income may be permissibly redistributed to the poor even though non-essential body parts should generally be protected from redistribution to the infirm – the body-income puzzle. It argues that proposed solutions that affirm self-ownership but reject ownership of labor income are unsuccessful. And proposed solutions that grant individuals entitlements to resources based on the centrality of those resources to the individual’s personal identity are also unsuccessful. Instead, this article defends (...) a solution to the body-income puzzle based on a novel conception of respect for the separateness of persons. This conception holds that the sphere of moral authority protected from interference by respect for the separateness of persons includes both the body and labor income. And the strength of the negative rights constituting this sphere vary based on these rights' importance to the personal identity of the right-holder. It is shown that a commitment to helping the disadvantaged tempered by this conception of respect for the separateness of persons can solve the body-income puzzle. (shrink)

This book is an anthology of some of the most influential research on basic income in the period of roughly 1960-2010.

The position underlying this article is that while pilots are not strictly required to justify moving in the direction of a basic income system, nevertheless they can play several useful functions in the debate. These include rebutting common preconceptions, for instance that basic income will make people ‘lazy’, indicating non-monetary benefits such as improved health and wellbeing, and testing how a basic income might best be introduced in a given region, country or city. This paper investigates the relationship between ethics and income among individuals of different religions in the HKSAR of China. The presence of both traditional Chinese religion and Christianity from the West makes our study particularly interesting. The content of ethical beliefs varies with religion and thus the effect of ethics on income may also vary across religion. Furthermore, a reverse causal relationship may run from income to ethics. Since culture and taste affect the consumption behavior of a (...) person, depending on the religion of the person, a person with a higher income may or may not like to ‘acquire’ more ethics. Our empirical results find that there is indeed a simultaneous relationship between income and being ethical so that a single equation estimation of income on ethics and vice versa generates biased estimates. Using a two-stage instrumental variable estimation, our study finds that being ethical contributes to higher income for Christians and the non-religious group, but lowers it for people of traditional Chinese religion. On the other hand, an increase in income increases the likelihood of a person’s being ethical for both Christians and the people of traditional Chinese religion, but reduces it for the non-religious group. This paper examines the justice of unconditional basic income (UBI) through the lens of the Hegel-inspired recognition-theory of justice. As explained in the first part of the paper, this theory takes everyday social roles to be the primary subject-matter of the theory of justice, and it takes justice in these roles to be a matter of the kind of freedom that is available through their performance, namely ‘social’ freedom. The paper then identifies the key criteria of social freedom. The (...) extent to which the introduction of an UBI would meet these criteria is then examined, with a focus on the social role that stands to be most affected by an UBI, namely that of the worker-earner. It is argued that while an UBI is likely to be only partially effective as an instrument of specifically social freedom, its main justification lies not here, but in securing a basis for the subjective freedom that social freedom presupposes. ABSTRACT This paper mounts a Rawlsian argument for unconditional basic income on the grounds that it maximins the distribution of income and wealth understood as a social basis of (...) self‐respect. The most important objection to this argument available to Rawlsians is that basic income violates the demands of reciprocity, where reciprocity in any scheme of distribution is a requirement of justice. The second half of the paper addresses this objection. It is argued there that even if the objection can be made successfully by Rawlsians (and this is not clear), it is not sufficient to divest them of a commitment to basic income, given some practical considerations about the implementation of alternatives to basic income. This paper reports the results of an economic lab experiment designed to test the impact of Basic Income (BI) on wages and productivity. The experimental design is based on the classic gift exchange game. Participants assigned the role of employer were tasked with making wage offers, and those assigned as employees chose how hard they would work in return. In addition to a control without any social security net, BI was compared to unemployment benefits, and both types of cash (...) transfers were tested at two levels. The results are that wage offers were increased in both the BI and unemployment benefit treatments compared to the control. The higher-level BI treatment also significantly increased effort. Further experimentation could shed more light on how the potential extra value created in the labor market through increased productivity would be divided between employers and employees. (shrink)

In this paper I shall deal with the question of whether a State-granted minimal income (which is not the same as a basic income) is a necessary condition in order for individuals (1) to attain a basic level of autonomy; and (2) to develop capabilities that allow them to improve the quality of their life. As a theoretical basis for my analysis I shall use Honneth’s theory of recognition, Sen’s capability approach (also in the version offered by Nussbaum), (...) and Simmel’s concept of independency as developed in his Philosophy of Money. A minimal income aims at guaranteeing not only the survival of the extremely poor (this could also be achieved by emergency programs), but also – in cooperation with other State programs such as education, medical and legal assistance etc – at enabling these individuals to be more independent from their social environment, where dependence often constitutes a strong obstacle to the development of their autonomy. The social and political inclusion of millions of people, both in threshold countries and in poor countries, depends upon the existence of such programs. (shrink)

Family income is associated with gray matter morphometry in children, but little is known about the relationship between family income and white matter structure. In this paper, using Tract-Based Spatial Statistics (TBSS), a whole brain, voxel-wise approach, we examined the relationship between family income (assessed by income-to-needs ratio) and white matter organization in middle childhood (N = 27, M = 8.66 years). Results from a nonparametric, voxel-wise, multiple regression (threshold-free cluster enhancement, p < 0.05, FWE corrected) (...) indicated that lower family income was associated with lower white matter organization (assessed by fractional anisotropy) for several clusters in white matter tracts involved in cognitive and emotional functions including fronto-limbic circuitry (uncinate fasciculus and cingulum bundle), association fibers (inferior longitudinal fasciculus, superior longitudinal fasciculus), and corticospinal tracts. Further, we examined the possibility that cumulative risk exposure might function as one of the potential pathways by which family income influences neural outcomes. Using multiple regressions, we found lower fractional anisotropy in portions of these tracts, including those found in the left cingulum bundle and left superior longitudinal fasciculus, was significantly related to greater exposure to cumulative risk (β = -0.47, p < 0.05 and β = -0.45, p < 0.05). This research uses a normative approach to examine the relationship between basic income and migration. The decisive variable is the effect of labour automation, which increases economic insecurities globally, leaving some nation states in a position to cope with this and others not. The insecurities will increase migratory pressures on one hand but also justify the introduction of basic income on a nation state level on the other. The normative guideline is the republican conception of freedom as non-domination. (...) This is used to justify a basic income, analyse how labour automation creates dominating structures and how borders dominate migrants seeking to move to countries which introduce a basic income. The result is that nation states that introduce a basic income to counter internal domination through labour automation, also have to look outside of their nation state. The imposition of borders in order to keep a basic income sustainable as well as labour automation itself, establish a form of domination over less developed countries and thus demand international regulation. This article explores how and why high levels of income inequality result from configurations of different types of entrepreneurial activities and elements of the institutional context in a multicountry sample. A configurational approach is used to unpack the complexities associated with how income inequality arises from different types of entrepreneurial activities embedded in different institutional contexts associated with Whitley’s national business systems dimensions. The findings from fuzzy-set qualitative comparative analysis reveal that high levels of both high-growth and necessity (...) entrepreneurial activity are associated with income inequality in certain contexts that are characterized by distinct institutional complementarities. Deep brain stimulation has been regarded as an efficient and safe treatment for Parkinson’s disease since being approved by the Food and Drug Administration in 1997. It is estimated that more than 150 000 patients have been implanted, with a forecasted rapid increase in uptake with population ageing. Recent longitudinal follow-up studies have reported a significant increase in postoperative survival rates of patients with PD implanted with DBS as compared with those not implanted with DBS. Although DBS tends to increase (...) life expectancy for most patients with PD, this medical benefit does not come without attendant negative consequences. For example, emerging forms of iatrogenic harms are sometimes induced—harms which were not initially expected when clinicians proposed neurosurgery and patients or their guardians consented to the treatment. We report and discuss the clinical case of a patient who was implanted with DBS more than 20 years ago and is now experiencing unexpected stages of PD. This case illustrates how extending the life span without improving quality of life may introduce a burden of harms for patients and families. As well, this case shows why we should prepare for the expanding numbers of PD-implanted patients experiencing a gain of longevity but with severe stages of disease leading to diminution in quality of life. This newly observed effect of DBS treatment requires us to explore ethical questions related to iatrogenic harms, informed consent, end of life and caregivers’ burden. (shrink)

This paper is based on the assumption that the high incomes of some professional sports athletes, such as players in professional leagues in the United States and Europe, pose an ethical problem of social justice. I deal with the questions of what should follow from this evaluation and in which ways those incomes should be regulated. I discuss three different options: a) the idea that the incomes of professional athletes should be limited, b) the idea that they should be vastly (...) taxed by the state, and c) the idea that there is a moral obligation for the athletes to spend portions of their incomes on good causes. I will conclude that in today’s circumstances there are good reasons to advocate both option one (limitation) and option two (taxation), but that priority should be given to taxation. (shrink)

The issue of income justice in professional sports, while a topic of high ethical and social interest, is nevertheless not at the forefront of research. The differences between team and individual sports are significant, and this article will focus on team sports, where income is generally set by fixed contracts rather than bonuses or money prizes. First, I will illustrate the overall problem by presenting some figures on the relation of athletes' salaries from Major League Baseball (MLB) to (...) the median income of the overall population in the USA. I will then outline a model of income justice based on David Miller's definition of social justice, and will discuss two separate claims against which player salaries ought to be justified: those of fellow US citizens and those of fellow MLB players. Incomes are just if they fulfill both demands. Finally, I conclude that the disproportionately high salaries of professional athletes such as those in MLB are socially unjust, and therefore should be limited either by the governing bodies of the respective leagues or by the state. Income inequality is emerging as the socioeconomic topic of our era. Yet there is no clear conclusion as to how income inequality affects the most comprehensive human outcome measure, subjective well-being. This study provides an explanation for the relationship between income inequality and SWB, by delving into its mechanisms, including egalitarian preferences, perceived fairness, social comparison concerns, as well as perceived social mobility. In a rigorous analysis using a large cross-country dataset, and accounting for the nested structure (...) of the data, as well as controlling for a variety of individual and country characteristics, we find that SWB is higher where income inequality is higher. Importantly, we also find support for this relationship being moderated by perceptions of poverty being caused by unfairness, an individual’s relative socioeconomic standing, as well as beliefs about hard work leading to success. Our study highlights the dire need for further scholarly attention to income inequality and its complex effects on SWB. (shrink)

This study examines a model involving income, the love of money, pay satisfaction, organizational commitment, job changes, and unethical behavior among 211 full-time employees in Hong Kong, China. Direct paths suggested that the love of money was related to unethical behavior, but income (money) was not. Indirect paths showed that income was negatively related to the love of money that, in turn, was negatively related to pay satisfaction that, in turn, was negatively associated with unethical behavior. The following essay analyzes the arguments made by the principal academic proponent of income taxation, Columbia University economist E. R. A Seligman, after it was found to be unconstitutional in 1894. Seligman thought that the prevalent theory of just taxation, that it should be based on a natural right to one’s person and property, was wrong. The principal American philosophical proponent of this natural rights-based approach to taxation was the late Brown University philosopher and economist, Francis Wayland. The essay (...) analyzes the flaws in Seligman’s contention that there are no natural rights and, therefore, no natural property rights, so that taxation could not be justified by the benefits received for the protection of such rights. Instead, he claimed taxation should rest upon a person’s financial capacity. Since that capacity would be most accurately measured by net worth, we would have expected Seligman to endorse a proportionately assessed net worth tax (which was commonly used by the states in the nineteenth century). Alternatively, he argued for an income tax progressively assessed. This essay argues that since income is only a portion of financial capacity, his argument fails. (shrink)

In contrast to the assumptions of standard economic theory, recent experimental evidence shows that the income of peers has a systematic impact on observed degrees of risk aversion. This paper reports the findings of two experiments examining the impact of income inequality on risk preferences and whether the knowledge of inequality mediates the decisions. In Experiment 1, participants who were recruited for a real-effort task were paid either a low wage or a high wage. Half of the participants (...) were aware of the income inequality, while the other half were not. After completing their task, they were invited to invest a part of their salary in a risky asset. In Experiment 2, we replicated the same experiment in the laboratory with windfall endowments to test the consistency of results in the laboratory settings. The results of the first experiment show that high-wage subjects take higher risks than low-wage participants do if they are aware of the inequality in wages. This finding supports the idea that income comparisons shape risky decisions. In Experiment 2, on the other hand, we did not observe any significant differences in decisions. This may suggest that the income comparison is sensitive to house-money effect. (shrink)

This paper defends a regularly paid basic income as being better equipped to tackle unfair inequalities of outcome. It is argued that the timing of "option-luck" failures – in particular, whether they occur early in a lifetime of calculated gambles, and whether they are clustered together – may lead to a form of "brute bad luck," referred to as "cumulative misfortune." A basic income that is paid on a regular basis provides a way to prevent the emergence of (...) cumulative misfortune, because the basic income at least partially replenishes the individual's ability to take the next calculated gamble. The upshot of this is a nonpaternalistic justification for an unconditional basic income that is paid regularly and is nonmortgageable. This has an important bearing on the debate between those who advocate a one-off endowment at the start of adult life and those who advocate a basic income paid regularly throughout one's life. The paper contends that a regular basic income represents a superior social policy because it prevents the emergence of cumulative misfortune, rather than belatedly attempting to compensate for its effects during our senior years. Proposals for a universal basic income have reemerged in public discourse for a variety of reasons. Marx’s critique of exploitation suggests two apparently opposed positions on a basic income. On the one hand, a basic income funded from taxes on labor would appear to be exploitative of workers. On the other hand, a basic income liberates everyone from the vulnerable condition in which one is forced to sell one’s labor in order to survive, and so seems (...) to be one way of abolishing exploitation at its root. This paper will develop a conception of exploitation that resolves the conflict in favor of basic income. The conception of exploitation is grounded in a liberal egalitarian conception of justice rather than in Marx’s labor theory of value or an exclusive focus on the worker-capitalist relation. This position is not premised on an acceptance of the basic institutions of capitalism, but rather is a standpoint from which to evaluate them. It is not necessary to downsize our ideas of freedom and equality. But it is less obvious than it appeared in classic Marxist formulations that socialism is necessary for social justice. To quote the title of a famous article, there could be a ‘capitalist road to communism’, if a substantial basic income is feasible in a capitalist society. (shrink)

I argue that, in the currently gender-unjust societies a basic income would not advance feminist goals. To assess the impact of a social policy on gender justice I propose the following criterion: a society is gender-just when the costs of engaging in a lifestyle characterized by gender-symmetry (in both the domestic and public spheres) are, for both men and women, smaller or equal to the costs of engaging in a gender-asymmetrical lifestyle. For a significant number of women, a basic (...) income would increase the costs of leading gender-symmetrical lifestyles because it would make it easier for both women and men to pursue gender-unjust preferences. I argue that preference satisfaction is distinct from justice. I conclude by showing why a basic income would lead to further privatisation of caregiving, and I outline the negative effects this would have on women. (shrink)

This paper investigates individual differences-based income entitlements in a context of political equality. Three regimes for distributing income are considered: guaranteed basic income, no guaranteed income, and guaranteed work opportunities. Whereas GBI attends to equality while remaining silent on difference and NGI attends to difference while de-emphasizing equality, GWO attends to both difference and equality. Balancing individual differences and political equality is a plausible goal for distributive justice, and the GWO regime seems well suited to accommodate (...) these joint concerns. (shrink)

This study examined the associations of family income and parental education with Chinese preschool children’s cognitive school readiness and the sequential mediating role of parenting style and parental involvement in these relations. A total of 307 5–6 years old kindergarten children from Shanghai, China and their parents participated in the study. Using structural equation modeling method, the results indicated that parental education was directly related to children’s cognitive school readiness, while no direct relationship was found for family income. (...) The link of parents’ education with children’s cognitive school readiness was sequentially mediated by authoritative parenting and home-based parental involvement. Authoritative parenting and parental involvement at home can be targeted by government administrators to effectively improve children’s cognitive school readiness skills. Between 2017 and 2019, Barcelona was one of the first European cities to implement a basic income experiment, the B-MINCOME pilot, aimed at reducing poverty and social exclusion in a low-income area of the city. A new cash grant was designed along with a package of active policies. Four modalities of participation were then established depending on two criteria: whether attending these policies was mandatory or not, and whether participants’ additional income altered the amount of the grant (...) or was instead net added on top. The context which initially moulded the pilot is firstly explained. Then, the cash schema and the active policies are described followed by an explanation of its experimental design. The main results at individual, community and institutional levels formerly released in the official reports are now integrated and jointly addressed. Finally, conclusions discuss some issues raised by the pilot’s results in light of the findings gathered in other similar basic income experiments. (shrink)

Recent research indicates that there is a gap in life expectancy between the rich and the poor. This raises the question: should we on egalitarian grounds use income-based equity weights when we assess benefits of alternative benevolent interventions, so that health benefits to the poor count for more? This article provides three egalitarian arguments for using income-based equity weights under certain circumstances. If income inequality correlates with inequality in health, we have reason to use income-based equity (...) weights on the ground that health inequality is bad. If income inequality correlates with inequality in opportunity for health, we have reason to use such weights on the ground that inequality in opportunity for health is bad. If income inequality correlates with inequality in well-being, income-based equity weights should be used to mitigate inequality in well-being. Three different ways in which to construe income-based equity weights are introduced and discussed. They can be based on relative income inequality, on income rankings and on capped absolute income. The article does not defend any of these types of weighting schemes, but argues that in order to settle which of these types of weighting scheme to choose, more empirical research is needed. Universal basic income proposes providing instalments of constant magnitude to all. One problem with a stable basic income across life is that it seems unfair to shorter-lived persons, who are worst-off due to premature death and receive less over their whole lives. Basic capital solves this problem by providing a one-off grant to the young, but I argue that it mistreats long-lived persons, as it does not guarantee their real freedom across life. There is a dilemma between these (...) proposals regarding their respective unfairness to the short- and long-lived. The solution I propose is a net basic income of decreasing magnitude until a specific age, after which the income is constant. This solution is compatible with constant income benefits across life, and it offers a fair answer to the problem of unequal longevity, a widely neglected but essential challenge in debates about basic income. The paper highlights the need to discuss the norm of reciprocity in the context of basic income experiments. Considering how the norm of reciprocity is an important objection to basic income, both at a normative level, but also in empirical discussions, a case is made for considering it in basic income experiments. The paper proposes several hypotheses on basic income and reciprocity and concludes with two distinct points: the first is focused on what in fact experiments (...) could be telling us about behaviours that seem relevant to reciprocity, and how this could enhance our understanding of both basic income and the norm of reciprocity. The second point is a reflection on how our theoretical debate is shaped on ideal settings, whereas experiments take place in real-world conditions, hence non-ideal ones. This reflection might contribute to the need to reframe our theoretical account of the norm of reciprocity. (shrink)

The income gap in Chinese society has increased significantly in recent years. This disparity can be confirmed by the critical level of China’s current Gini coefficient. In response, que­stions concerning social stratification and mobility in China, and how to improve China’s income distribution have become key discussions among Chinese sociologists.The income gap, a result of economic development, can be examined via discussions of income disparity between different regions, occupational groups and ethnic groups. Previous analyses based on (...) official government and academic statistical data have tended to focus primarily on regional and occupational differences in relation to income disparity. However, the income gap exhibited between different ethnic groups is in effect directly linked to inconsistencies in income acquisition and employment opportunities. Furthermore, this link is intimately related to China’s national policies in ethnic affairs. (shrink)

To many in the Netherlands it seems that basic income’s time has come, following the wide appeal of several municipal experiments. These random-control trial designs study the effects on employment, social participation, health and well-being of exempting social assistance claimants from the duties of seeking work and participating in training activities under the workfare-oriented Participation Act. In some treatment groups, claimants also retain a larger percentage of earnings, thereby reducing the poverty trap. These two design features resemble an unconditional (...) basic income. I situate the experiments in the wider context of basic income and discuss their theoretical background and policy orientation. Under existing legal strictures, the experimental designs are too limited to judge the effects of replacing the conditional scheme of social assistance by an unconditional one. Yet these experiments point the way for future trials which can compare the effectiveness of basic income-oriented versus workfare-oriented treatments. (shrink)

For transition economies, income inequality is positively correlated with the share of output produced in the informal economy. Increases in income inequality also tend to be correlated with increases in the share of output produced in the unofficial economy. These hypotheses are supported significantly by empirical data for sixteen transition economies between 1987 to 1989 and 1993 to 1994. Various causal mechanisms may operate in both directions, an increasingly large informal economy causing more inequality due to falling tax (...) revenues and weakened social safety nets, and increasing inequality causing more informal activity as social solidarity and trust decline. (Purpose) The purpose of the study is to present Thomas Piketty’s demand view on the issue of growing income and wealth inequalities in highly industrialized countries. It should be indicated here that in his research, Piketty not only explains the mechanism of growing inequalities, but also defines the tools to tackle inequalities (a combination of theoretical and pragmatic views). (Methodology) The aim of the study is achieved through the literature review method as well as the descriptive methods, complemented by (...) comparative analysis. (Results) Piketty’s considerations clearly show that the problem of income and wealth inequalities will not disappear spontaneously, so market automatism will not only not eliminate their causes, but also will not create conditions for a fair distribution of production outcomes between capital and labor. Therefore, reducing the level of inequality requires a return to the concept of the welfare state. (Contribution to the discipline) The conducted analysis may become part of a larger research project showing the relationship between the level of economic development and its impact on the scale of income and wealth inequalities. Jurgen De Wispelaere and Lindsay Stirton point out that basic income must be designed in light of the features of the society in which the policy is to be implemented. Yet, in Canada, scholars and politicians have neglected one crucial aspect of the context in which basic income stands to be implemented – namely, a settler-colonial one. In a settler-colonial context, we must consider the compatibility of such a policy proposal with the worldviews of Indigenous peoples who continue (...) to assert, apply, and revitalize their laws on this land. As such, in this paper, I consider the compatibility of a basic income with Anishinaabe worldview and legality. Ultimately, I find that while dominant justifications for basic income are not compatible with Anishinaabe worldview, the implementation of the policy may nonetheless support the urgent imperative of Indigenous law revitalization. Rising income inequality was a major factor in the surge of household debt that brought on the financial crash and Great Recession. Other studies have identified rising household debt as a cause of the crash but not income inequality as a cause of the rising debt. Here the unusual rise in household debt post 1995 is documented. Econometric evidence links rising income inequality to the rise of household debt. Consumer expenditure data shows that prices of major necessities (...) —shelter, healthcare and education—rose faster than inflation as demand by high-income households surged. In order to maintain their consumption of such necessities, lower-income households resorted to massive borrowing. Their rising debt precipitated the financial crash and Great Recession. That link was overlooked by mainstream economists because they adhere to a theory of household consumption that posits no role for income inequality. (shrink)

Interest in universal basic income has risen recently as an alternative to existing exchequer-sourced social security methods, such as conditional cash transfers. This article presents a survey of multiple experiments investigating the impact of basic income cash transfers on recipients while presenting a meta-analysis of the results across nine categories. Many findings indicate successful outcomes across financial security, health, and educational dimensions. Children were amongst the strongest beneficiaries of the trials and observed a 4.5 % reduction in obesity, (...) a 19.5 % increase in their normal weight-for-age, a 30 % increase in female secondary school attendance, and an increase in the educational attainment of one year in response to the cash transfers. This article discusses three policy ideas that address the limitations of the traditional welfare state: universal basic income (UBI), universal basic services (UBS), and the social economy. As a lens from which to evaluate these policy alternatives, we develop a concept of active citizenship as an interactive and recursive process between people’s equal political influence and the institutional conditions in which they are placed. While the social policy discourse on active citizenship has centred on the debate between increasing individual (...) responsibilities or enhancing people’s capabilities, our conception recentres the political dimension of active citizenship as people’s capacity, not only to exercise individual self-determination, but also collective self-determination over shared conditions. We conclude that, in addition to the conditions for security and autonomy, opportunities for organised social cooperation are necessary to achieve a virtuous cycle between people’s political influence and the institutions that support it.
