Information is clearly vital to public health, but the acquisition and use of public health data elicit serious privacy concerns. One strategy for navigating this dilemma is to build 'trust' in institutions responsible for health information, thereby reducing privacy concerns and increasing willingness to contribute personal data. This strategy, as currently presented in public health literature, has serious shortcomings. But it can be augmented by appealing to the philosophical analysis of the concept of trust. Philosophers distinguish trust and trustworthiness from (...) cognate attitudes, such as confident reliance. Central to this is value congruence: trust is grounded in the perception of shared values. So, the way to build trust in institutions responsible for health data is for those institutions to develop and display values shared by the public. We defend this approach from objections, such as that trust is an interpersonal attitude inappropriate to the way people relate to organisations. The paper then moves on to the practical application of our strategy. Trust and trustworthiness can reduce privacy concerns and increase willingness to share health data, notably, in the context of internal and external threats to data privacy. We end by appealing for the sort of empirical work our proposal requires. (shrink)

Einstein’s unpublished 1927 deterministic trajectory interpretation of quantum mechanics is critically examined, in particular with regard to the reason given by Einstein for rejecting his theory. It is shown that the aspect Einstein found objectionable—the mutual dependence of the motions of particles when the (many-body) wavefunction factorises—is a generic attribute of his theory but that this feature may be removed by modifying Einstein’s method in either of two ways: using a suggestion of Grommer or, in a physically important special case, (...) using a simpler technique. It is emphasized though that the presence or absence of the interdependence property does not determine the acceptability of a trajectory theory. It is shown that there are other grounds for rejecting Einstein’s theory (and the two modified theories), to do with its domain of applicability and compatibility with empirical predictions. That Einstein’s reason for rejection is not a priori grounds for discarding a trajectory theory is demonstrated by reference to an alternative deterministic trajectory theory that displays similar particle interdependence yet is compatible with quantum predictions. It is argued that awareness of the distinction between dynamical and variational symmetries is crucial to understanding the significance of Noether's 1918 work. Specific attention is paid, by way of a number of striking examples, to Noether's first theorem, which establishes a correlation between dynamical symmetries and conservation principles.

The aim of this paper is to illustrate four properties of the non-relativistic limits of relativistic theories: that a massless relativistic field may have a meaningful non-relativistic limt, that a relativistic field may have more than one non-relativistic limit, that coupled relativistic systems may be "more relativistic" than their uncoupled counterparts, and that the properties of the non-relativistic limit of a dynamical equation may differ from those obtained when the limiting equation is based directly on exact Galilean kinematics. These properties (...) are demonstrated through an examination of the non-relativistic limit of the familiar equations of first-quantized QED, i.e., the Dirac and Maxwell equations. The conditions under which each set of equations admits non-relativistic limits are given, particular attention being given to a gauge-invariant formulation of the limiting process especially as it applied to the electromagnetic potentials. The difference between the properties of a limiting theory and an exactly Galilean covariant theory based on the same dynamical equation is demonstrated by examination of the Pauli equation. It is known that the Schrödinger equation may be derived from a hydrodynamic model in which the Lagrangian position coordinates of a continuum of particles represent the quantum state. Using Routh’s method of ignorable coordinates it is shown that the quantum potential energy of particle interaction that represents quantum effects in this model may be regarded as the kinetic energy of additional ‘concealed’ freedoms. The method brings an alternative perspective to Planck’s constant, which plays the role of a hidden variable, (...) and to the canonical quantization procedure, since what is termed ‘kinetic energy’ in quantum mechanics may be regarded literally as energy due to motion. A wide range of anatomical features are shared by all vertebrates, but absent in our closest invertebrate relatives. The origin of vertebrate embryogenesis must have involved the evolution of new regulatory pathways to control the development of new features, but how did this occur? Mutations affecting regulatory genes, including those containing homeobox sequences, may have been important: for example, perhaps gene duplications allowed recruitment of genes to new roles. Here I ask whether comparative data on the genomic organization and expression (...) patterns of homeobox genes support this hypothesis. I propose a model in which duplications of particular homeobox genes, followed by the acquisition of gene‐specific secondary expression domains, allowed the evolution of the neural crest, extensive organogenesis and craniofacial morphogenesis. Specific details of the model are amenable to testing by extension of this comparative approach to molecular embryology. (shrink)

We observe that Schrödinger’s equation may be written as two real coupled Hamilton–Jacobi (HJ)-like equations, each involving a quantum potential. Developing our established programme of representing the quantum state through exact free-standing deterministic trajectory models, it is shown how quantum evolution may be treated as the autonomous propagation of two coupled congruences. The wavefunction at a point is derived from two action functions, each generated by a single trajectory. The model shows that conservation as expressed through a continuity equation is (...) not a necessary component of a trajectory theory of state. Probability is determined by the difference in the action functions, not by the congruence densities. Internal global symmetries exist for the free non-relativistic Schrodinger particle, whose associated Noether charges---the space integrals of the wavefunction and the wavefunction multiplied by the spatial coordinate---are exhibited. Analogous symmetries in classical electromagnetism are also demonstrated.

Hidden variables are usually presented as potential completions of the quantum description. We describe an alternative role for these entities, as aids to calculation in quantum mechanics. This is illustrated by the computation of the time-dependence of a massless relativistic spinor field obeying Weyl’s equation from a single-valued continuum of deterministic trajectories (the “hidden variables”). This is achieved by generalizing the exact method of state construction proposed previously for spin 0 systems to a general Riemannian manifold from which the spinor (...) construction is extracted as a special case. The trajectories form a non-covariant structure and the Lorentz covariance of the spinor field theory emerges as a kind of collective effect. The method makes manifest the spin 1/2 analogue of the quantum potential that is tacit in Weyl’s equation. This implies a novel definition of the “classical limit” of Weyl’s equation. (shrink)

This essay introduces a cluster of articles titled “Devalued Currency: An Elegiac Symposium on Paradigm Shifts.” Eagleton's piece addresses, from a perspective indebted to Walter Benjamin, the notion of Thomas Kuhn that “shifts” in the controlling paradigms of disciplines and practices are entirely transformative not only of their futures but also of their pasts. Benjamin argued that a work of art is a set of potentials that may or may not be realized in the vicissitudes of its afterlife. The true (...) significance of works might be said, therefore, to emerge only after some as-yet-unexpected event or upheaval makes their significance apparent. In this sense, we might argue that historical events make full sense only in the light of “judgment day”; until then, history remains an incoherent chronicle. But the totality that will one day be revealed cannot be anticipated. The past is open-ended because the present is, and meanwhile, the meaning of history is in our hands to change. Since we have that power, Eagleton suggests that we recycle figures of the past as characters in a comedy rather than tragedy. Still, it is never possible to say which figures of the past and which works are ultimately important and which are not, because we cannot say which mutations will result in major developments to come. No work or person is important or peripheral in itself or himself; it is the critic and historian who render them so. (shrink)

The paper discusses the problem of triaging the elderly in the period of the COVID-19 pandemic crisis by analyzing the triage process, caused by lack of resources, in Germany, Holland, the Czech Republic, and Slovakia. We apply inductive, deductive, and normative bioethical methods, comment on various recommendations for the indication of intensive care during a crisis, and discuss the utilitarianism of benefit maximization. As it follows from the evaluation of the elderly by the frailty parameter, medically inappropriate treatment, as (...) a result of limited resources, is characterized by clinical and bioethical uncertainty. If the main bioethical objective of general bioethics for the COVID-19 pandemic is, in the case of limited resources, based on the non-utilitarian consequentialism paradigm, from the perspective of medical ethics, we face a borderline situation closely related to the topic of dying and death. Such a situation requires social, ethical, and professional reflection. An algorithm for intensive care indication in the situation of crisis and limited resources in the period of the pandemic requires a definition of criteria that identify an acceptable reason for abandoning the treatment in the context of the autonomy of the elderly and by respecting their human dignity and humanity. A global objective of general bioethics in the situation of the pandemic crisis should be based on the paradigm of social justice. (shrink)

In 1985 Cleymans showed in this journal that politica! participation in Belgium did not differ much from what was found in international research in other European countries. In this article some pieces of "conventional wisdom" in the international literature about structure and selectivity of political participation are questioned with Dutch data. Furthermore, information about participation in the Netherlands is important in itself. As neighbouring countries with close connections and interrelated histories, Belgium and Holland certainly deserve more attention as objects (...) for comparative study. In a range of ten activities from trying to contact politicians to joining a demonstration it seems to make less and less sense to look for a polarity of conventional and unconventional participation in the Netherlands. The overall political participation since 1973 appears to remain at the same level. This finding questions popular beliefs about shifts from a rebellious beginning of the seventies to a quiet period in the second half of that decade to spectacular outbursts of unconventional political behaviour at the beginning of the eighties and resulting in political apathy at the moment. On a macro-level the stability of participation seems to be combined with a constant or slowly rising passive political involvement. Political involvement and participation in the 1980'sare still related with individual and social background characteristics as education, sex, age, involvement in the Labour force and religion. However, relationships are not very strong in the 1980's. Following political participation of some social categories in the 1973-1986 period, it appeared that education and leftright-selfrating are of most and possibly still growing importance. Besides the higher educated and leftisht people, public employees are the "big participators" during all the years. Students evidently lose position. The gap between the sexes seems to disappear. Whereas in Belgium working outside the home does not seem to be a factor that stimulates the participation of wamen, in the Netherlands it seems to be of an utmost importance.It turns out that there are similarities and differences in political involvement and participation between Belgium and the Netherlands. Same differences may result from the fact that Cleymans used data of 1975, whereas we used data until 1986. It is clear, however, that there have been developments in the structure andselectivity of participation in the Netherlands and it would be interesting to have more recent comparative information about Belgium. This article investigates aspects of the law of fixtures: items of personal property which have been attached to land in such a way that they have become part of it. The question of whether a chattel has become a fixture can be relevant in a number of contexts, including disputes between vendors and purchasers of land, between heirs and executors of land-owners, and between mortgagors and mortgagees of land. The article looks at the origins (both in Roman and in English (...) law) of the classic tests formulated in the 19th century case of Holland v Hodgson—the ‘degree of annexation’ and the ‘object of annexation’—and traces the development of these in English law from the early 16th century to the end of the 19th century. The writer explores the contribution made to the law by early textbook writers, argues that the case-law does not show the smooth progression that has been claimed for it, and suggests how some of the confusion in the modern law of fixtures has arisen. Indeed, last month, Randall Tobias, the top foreign aid adviser in the US State Department, resigned after acknowledging that he had used an escort service described as providing “high-end erotic fantasy” – although Tobias said he only had a massage. In Oregon, doctors are allowed to kill patients who are terminal and want to die. In Vermont, they're debating whether to do that. And in Holland, they not only allow euthanasia, but also at least two doctors there are killing babies born with catastrophic illness.

The 1992 incorporation of an article by referendum in the SwissConstitution mandating that the federal government issue regulations onthe use of genetic material that take into account the dignity ofnonhuman organism raises philosophical questions about how we shouldunderstand what is meant by ``the dignity of nonhuman animals,'' andabout what sort of moral demands arise from recognizing this dignitywith respect to their genetic engineering. The first step in determiningwhat is meant is to clarify the difference between dignity when appliedto humans and (...) when applied to nonhumans. Several conceptions of humandignity should be rejected in favor of a fourth conception: the rightnot to be degraded. This right implies that those who have it have thecognitive capacities that are prerequisite for self-respect. In the caseof nonhuman organisms that lack this capacity, respecting their dignityrequires the recognition that their inherent value, which is tied totheir abilities to pursue their own good, be respected. This value isnot absolute, as it is in the case of humans, so it does not prohibitbreeding manipulations that make organisms more useful to humans. But itdoes restrict morally how sentient animals can be used. In regard togenetic engineering, this conception requires that animals be allowedthe uninhibited development of species specific functions, a positionshared by Holland and Attfield, as opposed to the Original Purposeconception proposed by Fox and the Integrity of the Genetic Make-upposition proposed by Rolston. The inherent value conception of dignity,as here defended, is what is meant in the Swiss Constitution article. (shrink)
