This study uses an interdisciplinary perspective to shed light on Ukraine’s continuous problems with media independence, which to date have not allowed Ukraine to become a country with a truly free media: since Ukraine’s independence in 1991 its media have consistently remained only “partly free.” The approach proposed in the paper combines theoretical tools of post-communist media studies with advancements in political science research in regime change and state-building to explore the continuities and changes in the institutional environment for (...) the media in post-communist new democracies. The approach is applied to analyze two cases of post-communist media change, both problematic to explain within the framework of media studies alone: the case of incomplete media transformation in a hybrid regime and the incident of backsliding in independent media in an advanced new democracy. The paper is structured as follows: I first present the shortcomings in the way institutions, or more specifically the institutional environment for media freedom, were previously approached in post-communist media studies. I then propose a more advanced approach based on theories and concepts originating from comparative-politics studies of regime change and state and institution-building. I apply this approach to analyze the institutional environment for the media in Ukraine. Next, I explore the case of a radical reconstruction of media-related institutions in Hungary after Viktor Orbán’s Fidesz party came to power in 2010. (shrink)

The study of the post-Communist towns of East Europe and Russia does not only present the social sciences with the opening of a new field and the attraction of exoticism close at hand. They are a remarkable observatory of the complex relations which unite the material facets of urban life (extension of the built-up area, architectural forms, types of distribution of infrastructures and services) and the social structures (mode of government, nature of the economic initiative, expressions of sociability). In (...) three-quarters of a century for Russia, in fifty years for the countries of East Europe, cities many ages old were to have two changes of system: from liberal industrial capitalism to the controlled Communist economy, from interventionist autarchy to the globalized market. In this paper we theorize that cognitive ethical orientations play an influential role in the beliefs of consumers when faced with different ranges of moral dilemmas. We examine this proposition in transitional Eastern Europe and results from a sample of 210 Romanian consumers suggest that Romanians are faced with a moral situation where low levels of Machiavellianism and high levels of idealism appear to relate to a higher ethical concern about passively benefiting at the expense of others.

If, for triumphal conservatives, the events of late 1989 encompassed an endorsement of “democratic capitalism” that augured “the end of history,” for liberal and social democrats they could be understood as the repudiation by the peoples of the former Soviet bloc of Marxism-Leninism in all (...) its varieties, and the reemergence of a humanist socialism that was free of Bolshevik deformation. The structure of political and economic institutions appropriate to the transition from post-Communism in the Soviet bloc to genuine civil society was, accordingly, modeled on Western exemplars—the example of Anglo-American democratic capitalism, of Swedish social democracy, or of the German social market economy— or on various modish Western academic conceptions, long abandoned in the Soviet and post-Soviet worlds, such as market socialism. No prominent school of thought in the West doubted that the dissolution of Communist power was part of a process of Westernization in which contemporary Western ideas and institutions could and would successfully be exported to the former Communist societies. None questioned the idea that, somewhere in the repertoire of Western theory and practice, there was a model for conducting the transition from the bankrupt institutions of socialist central planning, incorporated into the structure of a totalitarian state, to market institutions and a liberal democratic state. Least of all did anyone question the desirability, or the possibility, of reconstituting economic and political institutions on Western models, in most parts of the former Soviet bloc. (shrink)

The majority of studies of post-communism – habitually grouped under the heading of 'transitology' – understand the transition ultimately as a political and cultural convergence of the ex-communist societies with Western Europe. Even those critical approaches that regard the post-communist transition as a relatively unique phenomenon (as in the approaches of path dependency and neo-classical sociology) tend to conflate normative prescriptions with empirical descriptions and to move within an overall framework of what Michael Kennedy has aptly called (...) 'transition culture'. This article argues instead that the transition's nature can only be fully grasped if a case-specific and historical-contextual approach is taken. In theoretical terms, a three-step movement to grasp diversity in Central and Eastern Europe is proposed: (1) the acknowledgement of the plurality of modernizing agency and its creativity; (2) the acknowledgement of multi-interpretability and difference as primary elements of modernity; and (3) a sensitivity to the resulting institutional variety in societal constellations. In substantive terms, it is argued that diversity is a distinctive mark of Europe that is bound to persist in an enlarged Europe, despite the spirit of assimilation in the accession process. By challenging the state and corporate prerogatives to distinguish between “good” and “bad” development, social movements by and in support of inhabitants of Rosia Montana (Transylvania) are subverting prevailing perceptions about Central and Eastern Europe (CEE)’s liberal path of development illustrating its injustice in several ways that will be detailed in this article under the heading “inhibitions of political economy” or Balkanism. The significance of the “Save Rosia Montana” movement for post-communism is that it invites post-communist subjects (...) to reflect and revise their perception about issues such as communism, capitalism and development and to raise questions of global significance about the fragile edifice of justice within the neo-liberal capitalist economy. However, r esistance to injustice (and implicitly affirmations of other senses of justice) is an ambiguous discursive practice through which Rosieni make sense as well as partake their sense of Rosia Montana. The movement brings about a public dispute which may be compared with a differend : (in Lyotard’s words), a conflict that cannot be confined to the rules of “cognitive phrases,” of truth and falsehood. This article argues that while post-communist events of “subjectification” are unstable and thus, are to be viewed aesthetically, this same ambiguous multiplication of political subjectivity may facilitate the creation of social spaces for imagining alternative possibilities of development. This study aims at chronicling current aspects and transformations in the relationship between the Jehovah's Witnesses religious minority and the Romanian state (1989-2010), focusing on this religious group's changing official status. Considering both previous contributions and debates on the relations between state and religion, and the distinction between the concepts of denomination versus sect, the present work analyzes the key issues of the long-lasting conflict between the state and this particular religious minority, as well as the factors influencing these relations (...) in Post-Communist Romania. It will be argued that the latest improvements concerning the recognition of religious freedom (Jehovah's Witnesses were officially recognized as a religious denomination in 2003) owes less to internal factors than to an external influence, namely the pressure exerted by the international community at the time of Romania's accession to both NATO and the EU. Furthermore, the study concludes that the evolution of the relation between the state and the Jehovah's Witnesses has influenced the background on which this relation has evolved, as well as the internal evolution of the religious minority. The essay is the critical reflection on the current state of global politics. It points to the importance of reconnecting politics with more substantial “human affairs”. The search for new understanding and conceptual tools is necessary on both sides of the political spectrum, however, the left should press for its lost identity more urgently. But what is even more urgent is the planetary vision based on reflexive rationality and a politics of dialogue, respect for the environment and civil society, overcoming (...) obsolete and pointless political strategies and forms of life. This paper looks at the state of research on churchstate relations in post-communist Romania in order to provide an outline of the most important questions which need to be addressed in the coming years. The article consists of two parts. First, a survey of academic studies published over the past two decades on the relationship between the country’s churches and state after 1990. This article is concerned with writing in Poland since the collapse of Communism. It focuses mainly on the generation of Polish writers who made their debut around the time of the collapse of Communism and whose work has since begun to appear in English translation. It considers the changing focus of the post-Communist generation of writers, asks how the translations of their work represent Poland to the world and what these works might indicate about changes within contemporary (...) Polish literary and political culture. In particular the article looks at recent fiction from Polish Women Writers and themes in recent writing including the ideas of Poland as Post-Communist, Post-nationalist, Post-Jewish and Post-German. Drawing on stakeholder theory and the evolutionary approach to institutions, this paper investigates the channels through which corporate social responsibility (CSR) is developed in post-communist economies by focusing on the employee background factors that shape the employees' expectations with regard to corporate socially responsible behaviour. We identify three channels through which exogenous and endogenous CSR are developed: employees with work experience in multinational enterprises (MNEs) (leading to exogenous CSR), employees with CSR knowledge (leading to exogenous CSR) and employees with (...) experience of the socialist system (leading to endogenous CSR). Furthermore, we argue that the interactions between these channels lead to hybrid CSR in transition economies. We use a questionnaire-based survey with employees of domestic and MNEs in Romania and we conduct regression analysis. We find that employees with work experience in MNEs act as channels for exogenous CSR, while employees with experience of the socialist system act as channels for endogenous CSR. Furthermore, employees with experience of the socialist system and CSR knowledge or work experience in an MNE act as channels for hybrid CSR in transition economies. Hardt and Negri's Empire pronounces the end of socialist/communist history based upon class and colonial struggles. The only dialectic of history is in the capacity of American capitalism for self-transformation and universalization. Empire presents a revisionary narrative of American republicanism, New Deal and post-war hegemony that has evolved into the current new world order. In this project, the struggle for social justice has shifted from national to international institutions of humanitarian justice and security sanctioned by US military and commercial (...) power. Yet Empire delivers its own post-communist manifesto, arguing that information capitalism cannot dominate the general intellect of its symbolic labour force. The latter must be understood in terms of Spinoza's concept of the constitutional capacity of the multitude for exercising its collective freedom, becoming-communist. Empire concedes the privatization of the industrial commons and ignores the repressive and violent interventions of old-order US imperialism. (shrink)

This article invites the view that the Europeanization of an antitotalitarian “collective memory” of communism reveals the emergence of a field of anticommunism. This transnational field is inextricably tied to the proliferation of state-sponsored and anticommunist memory institutes across Central and Eastern Europe (CEE), but cannot be treated as epiphenomenal to their propagation. The diffusion of bodies tasked with establishing the “true” history of communism reflects, first and foremost, a shift in the region’s approach to its past, one (...) driven by the right’s frustration over an allegedly pervasive influence of former communist cliques. Memory institutes spread as the CEE right progressively perceives their emphasis on research and public education as a safer alternative to botched lustration processes. However, the field of anticommunism extends beyond diffusion by seeking to leverage the European Union institutional apparatus to generate previously unavailable forms of symbolic capital for anticommunist narratives. This results in an entirely different challenge, which requires reconciling of disparate ideological and national interests. In this article, I illustrate some of these nationally diverse, but internationally converging, trajectories of communist extrication from the vantage point of its main exponents: theanticommunist memory entrepreneurs, who are invariably found at the helm of memory institutes.Inhabiting the space around the political, historiographic, and Eurocratic fields, anticommunist entrepreneurs weave a complex web of alliances that ultimately help produce an autonomous field of anticommunism. Tax Revenues of Post - Communist E.U. Member Countries This article aims to analyze and evaluate tax policy of 10 post communist countries of the EU, especially the Slovak Republic and Czech Republic, during the their first 5 years in the community through the development of their tax revenues. Data to analyze are the data of the European Commission for the years 2003 to 2008. The subject of analysis is the total tax burden and the tax structure, i.e. (...) direct and indirect taxes, VAT, excise tax, environmental taxes, personal income tax and corporation tax. The analysis uses charts of the development of the monitored values.Overall, it is possible to say that although the 10 post-communist countries joined the European Union in the same period, and although in general these countries face similar problems in the economic and tax policies, their response to internal and external influences in area of tax revenues and mix are very often different. This is due to both their historical and cultural traditions, so the current specifics. (shrink)

The essay examines the various manifestations of Russian influence on present-day Bulgarian nationalism. Although this phenomenon dates back to the early days of Bulgarian nationalist thought in the 19 th century, it gained particular prominence in recent years, especially in the context of Russian hybrid warfare. After outlining the political landscape of Bulgarian nationalism in the post-communist period, the article offers an in-depth analysis of the dominant pro-Russian narratives that are vociferously reproduced by the country’s major nationalist actors. While (...) some of these messages have been firmly adapted in the collective memory of generations of Bulgarians due to various historical reasons (e.g., the narrative of the “Russian liberators”), others are a direct product of today’s Kremlin propaganda (the notions of the alleged “decadence” of the West). Furthermore, the growing divisions within Bulgarian society that took shape against the background of this prolonged Russian influence have also been thoroughly addressed. The paper argues that Kremlin-backed actors are trying to monopolize and privatize the patriotic discourse in Bulgaria, thereby disrupting the country’s pro-Western orientation. (shrink)

This article presents some of the personal observations of a veteran Israeli scholar whose long-years' encounters with the 'real' as well as the 'imagined' eastern Europe have shaped his historical research. As an Israeli-born historian of Polish-Ukrainian origin, he claims to share an ambivalent attitude towards his countries of origin with other fellow- historians. Jewish emigrants from eastern Europe have been until very late in the modern era members of an old ethno-religious group. One ethnos out of many in a (...) diverse multi-ethnic environment, whose demographic core survived and flourished for centuries in the old places. Several decades of social, economic, and political upheavals exposed the Jewish population to drastic changes. These changes lead several intellectuals who left their home countries to look back at what have happened as both involved actors, and distant observers. Israeli historians of east European origin found themselves confronted with a crucial question: in what way the past in the Old Country connected to the history of Israel. Following some 40 years of academic career in the field of eastern European Jewish history, it is claimed that until the collapse of the Soviet Union, the image of eastern Europe that runs through the Israeli historical research has been shaped in large part by members of the different generations of emigrants, outside of eastern Europe. The renewed direct contact after 1989 caused a dramatic change: within a few years, Israeli historians were examining archives and libraries throughout eastern Europe. After seven decades of isolation between the Israeli historian and the primary sources necessary to his/her research in the archives, the new wave of documents was celebrated in Israeli Universities. Yet far more influential was the revolution prompted in 1989 on the historical perspective from which Israeli historians could now examine the Jewish past. What happened in 1989 has seemed, to some Israeli historians, a breaking point marking the end of the eastern European period in the course of Jewish history. The article concludes with some thoughts on a new historical perspective. A one that fits a time when hundreds of thousands of immigrants from what was the largest eastern-European Jewish collective in the world inhabit a remote Middle Eastern nation-state. (shrink)

This article summarizes the history of the Bulgarian Orthodox Church after 1989 in the context of the post-communist situation. It highlights some of the changes that have taken place in the religious consciousness of Bulgarian people. Absurdity is the key concept. A string of absurd events are discussed; they are viewed as representative of the ambiguous mentality characteristic of the transitional period that is under way in the post-communist societies of Eastern Europe.

L'article se propose d'étudier la Francophonie dans la lumière de la transition post-communiste. L'objectif est d'opposer à l'approche quantitative, qui mesure souvent l'impact de la Francophonie dans les pays non francophones de l'Europe de l'Est par le nombre d'élèves, une autre approche qui cherche le lien entre la Francophonie et les problèmes stratégiques du développement des pays respectifs. Le prisme est moins celui de la diversité culturelle que celui de la démocratisation. L'article est structuré en trois parties. The objective is to develop a different approach in opposition to the common quantitative one which consists of measuring the impact of Francophony by the number of students, an approach that focuses on its relations with the strategic problems of the respective countries. The prism is more the one of democratization rather than of cultural diversity. The article is structured in three parts. The first analyses voluntarism and the incoherence of the politics of adherence to Francophony, the second studies the new modalities and the last part deals with the emerging figures in civil society who are replacing the State in the implementation of Francophony locally. This book explores the richness of contemporary philosophical reflection in Eastern and Central Europe. Philosophers from Poland, Russia, the Czech Republic, and the United States discuss the status of democracy, nationalism, language, economics, education, women, and philosophy itself in the aftermath of communism. Fresh ideas are combined with renewed traditions as poignant problems are confronted.

Marx was and remained a philosopher. This simple fact was forgotten when Marxism became a system. Now that the system has been defeated, the philosophy re-emerges. However, its "Marxist" adherents have never understood that this philosophy was always political - in short, they have never understood politics, and therefore will never understand philosophy. Thus, the claim of the article is that, correctly read, Marx can be seen as the true philosophical founder of a modern theory of democracy.

Introduction to the special cluster of articles by feminists from Eastern Europe and the former Soviet Union.

In the light of the dramatic events in political society in Serbia the author examines the most basic question of political theory of constitutionalism, i.e. how is it possible for a revolution to culminate in a viable form of constitutional government.

Starting from the hypothesis that the predominant church, religion and belief in Romania (i.e. the Romanian Orthodox Church, the Orthodox religion and the Orthodox belief) are paradigms that help understand politics, we will highlight in the present article three major aspects of the political phenomenon in post-communist Romania: de-symbolizing the democratic function, institutionalizing “democratism” and manifesting integralism in the public space. Our analysis is based on a communicational approach which postulates the conceptual oppositions as a fundament of understanding. The (...) interpretation of these oppositions has lead us to discovering a series of coherent actions, behaviors, facts, etc., but also a series of incoherent, at some point irrational situations in the relation between the religious and the political spheres. The importance of this article lies in the fact that, once highlighted, these structures allow us to take into consideration the possibility of analyzing the meaning of the relation between the religious and the political spheres. In the last 7 years, Russia has seen deep changes in all spheres of political and economic life. Some new realities have appeared in Russian medicine as well. This paper tells the story of how these changes came about, what kind of unusal situation were created, and how these situation are recognized in professional and public debates.

Considering this issue to be particularly significant as a research challenge for the sociologies of religion in the so-called post-socialist countries, the subject of this research has been to determine the character, status and direction of religious changes in predominantly orthodox territories of Yugoslavia and Russia that became evident in the last decade of the twentieth century marked by turbulent socio-political changes in those countries. With the subject of the research being defined in that way, the main goal of (...) the research has been to identify and examine basic tendencies in religious changes. Relying on the huge empirical material on the changes in question, an attempt has been made to precisely detect the scope of these changes in the various areas of religious, spiritual and social lives of people in the period of the so-called post-socialist transformation. Therefore, the goal of the research has not been just to determine the scope and direction of changes of religiousness with people, but also to try to set the above mentioned religious changes into the proper social context, which is the starting point in their theoretical explanation. Smatrajuci da je predlozena tema posebno znacajana kao istrazivacki izazov za sociologije religije u zemljama tzv. postsocijalizma, predmet ovog istrazivanja je odredjen kao utvrdjivanje karaktera, stanja i smera religijskih promena na pravoslavno dominantnim prostorima Jugoslavije i Rusije aktuelnim u poslednjem desetlecu burnih socijalno-politickih previranja u njima. U ovako odredjenom predmetu istrazivanja glavni zadatak istrazivanja sastoji se u identifikovanju i preispitivanju osnovnih tendencija u religijskim promenama. Oslanjajuci se na obiman empirijski materijal o pomenutim promenama, u radu treba uciniti pokusaj preciznog detektovanja obima tih promena u razlicitim sferama religijskog, duhovnog i drustvenog zivota mnostva ljudi u tzv. postsocijalistickoj transformaciji drustva. Stoga cilj istrazivanja nije samo utvrdjivanje obima i smera promena religioznosti gradjana, nego je jedan od glavnih ciljeva istrazivanja pokusaj smestanja navedenih religijskih promena u odgovarajuci drustveni kontekst od koga se polazi u njihovoj teorijskoj eksplikaciji.
