This 4000 word entry to Routledge’s Handbook of Development Ethics (Jay Drydyk & Lori Keleher, eds., 2018) considers development within United States of America and Canada. Indigenous peoples and their nations are also featured. Canada and USA are both characterized by the UN Development Program as maintaining very high human development. Addressable weaknesses are nevertheless evident when performance is compared, for example, with OECD member nations. This entry focuses upon such comparison, noting characteristic political institutions and attendant social inequality in (...) the areas of social welfare, education and health. The histories of both nations over the past half-century suggest that cultural shifts within USA have displaced the ethos of social responsibility that the country had previously shared with Canada, replacing it with an ideal of self-reliance. The turn may be a factor in the USA’s increasing inequality and general weakness in social welfare programs since the 1980s. Events since 2016 especially also display a turn towards another ideal of self-reliance: isolationism. USA’s reduction in global commitments – to open trade, to limits on environmental impact, and especially, to immigration – contrast greatly with Canada’s evolving commitment to a global society and to a cultural ideal of multiple non-assimilated cultures within its borders, including cultures of new immigrant populations. Canada is by many measures a more equal society, but it shares with USA continued failings in development for aboriginal groups and vulnerability for that group and others. (shrink)

In today's world, moral uncertainty is found everywhere. MORALITY USA calls for recognition of the multiplicity of moral structures that now exist and argues that we need to rethink our concepts of morality.

Many newspapers have emulated innovative news form and content associated with USA Today. At the same time, critics tutored in social responsibility theory have raised serious ethical concerns about this innovation. The situation would seem to pose an ethical dilemma for rank-and-file newsroom professionals. To illuminate the nature and extent of that dilemma, this study employed a two-step methodology: (a) a content analysis of the 230 largest U.S. dailies to identify two clusters of newspapers - adopters and nonadopters of the (...) innovation, and (b) a mail survey of 200 staff-level newsroom reporters and editors in each cluster. Results indicate that journalists generally have less concern than the critics about USA Today-style innovation. However, adoption of innovation has produced some ethical unease, which is roughly patterned by news work type (hard vs. soft news) and news work function (writer vs. editor). (shrink)

This paper surveys some of the innovations introduced by USA Today during its first three and one?half years of publication. It finds that USA Today's innovations in design, market research, and news have not been widely accepted because these approaches have raised significant ethical dilemmas to many journalists. Professional reservations about USA Today are discussed as well as some of the newspaper's advances in color reproduction, use of information graphics, promotion, and sports coverage.

In her preface to this collection of 11 new essays on Ramsey, Frápolli clarifies the nonhistorical orientation of the volume: ‘Our way of honoring Ramsey has been to think with him and, wherever possible, to go beyond that, putting his ideas to work and seeing how far they can reach’ (ix). This certainly makes sense for the topics of many of these essays, building as they do on Ramsey’s rich contributions to economics and reliabilist epistemology as well as on his (...) suggestive proposals about truth, pragmatism and the content of scientific theories. Unfortunately, such an orientation leads to mixed results for the four essays that squarely focus on Ramsey’s philosophy of logic and mathematics. Here Ramsey’s contemporary significance is more debatable and the most fertile mathematical innovation that Ramsey offered, namely ‘Ramsey theory’, is not noted by the contributors to this volume. Individuals unvaccinated against COVID-19 (C19) experienced prejudice and blame for the pandemic. Because people vastly overestimate C19 risks, we examined whether these negative judgements could be partially understood as a form of scapegoating (ie, blaming a group unfairly for an undesirable outcome) and whether political ideology (previously shown to shape risk perceptions in the USA) moderates scapegoating of the unvaccinated. We grounded our analyses in scapegoating literature and risk perception during C19. We obtained support for our speculations through two vignette-based (...) studies conducted in the USA in early 2022. We varied the risk profiles (age, prior infection, comorbidities) and vaccination statuses of vignette characters (eg, vaccinated, vaccinated without recent boosters, unvaccinated, unvaccinated-recovered), while keeping all other information constant. We observed that people hold the unvaccinated (vs vaccinated) more responsible for negative pandemic outcomes and that political ideology moderated these effects: liberals (vs conservatives) were more likely to scapegoat the unvaccinated (vs vaccinated), even when presented with information challenging the culpability of the unvaccinated known at the time of data collection (eg, natural immunity, availability of vaccines, time since last vaccination). These findings support a scapegoating explanation for a specific group-based prejudice that emerged during the C19 pandemic. We encourage medical ethicists to examine the negative consequences of significant C19 risk overestimation among the public. The public needs accurate information about health issues. That may involve combating misinformation that overestimates and underestimates disease risk with similar vigilance to error. (shrink)

Civil liberty and privacy advocates have criticized the USA PATRIOT Act (Act) on numerous grounds since it was passed in the wake of the World Trade Center attacks in 2001. Two of the primary targets of those criticisms are the Act’s sneak-and-peek search provision, which allows law enforcement agents to conduct searches without informing the search’s subjects, and the business records provision, which allows agents to secretly subpoena a variety of information – most notoriously, library borrowing records. Without attending to (...) all of the ways that critics claim the Act burdens privacy, I examine whether those two controversial parts of the Act, the section 213 sneak-and-peak search and the section 215 business records gag-rule provisions, burden privacy as critics charge. I begin by describing the two provisions. Next, I explain why those provisions don’t burden privacy on standard philosophical accounts. Moreover, I argue that they need not conflict with the justifications for people’s claims to privacy, nor do they undermine the value of privacy on the standard accounts. However, rather than simply concluding that the sections don’t burden privacy, I argue that those provisions are problematic on the grounds that they undermine the value of whatever rights to privacy people have. Specifically, I argue that it is important to distinguish rights themselves from the value that those rights have to the rights-holders, and that an essential element of privacy rights having value is that privacy right-holders be able to tell the extent to which they actually have privacy. This element, which is justified by the right-holders’ autonomy interests, is harmed by the two provisions. (shrink)
