The coordinated attack scenario and the electronic mail game are two paradoxes of common knowledge. In simple mathematical models of these scenarios, the agents represented by the models can coordinate only if they have common knowledge that they will. As a result, the models predict that the agents will not coordinate in situations where it would be rational to coordinate. I argue that we should resolve this conflict between the models and facts about what it would be rational (...) to do by rejecting common knowledge assumptions implicit in the models. I focus on the assumption that the agents have common knowledge that they are rational, and provide models to show that denying this assumption suffices for a resolution of the paradoxes. I describe how my resolution of the paradoxes fits into a general story about the relationship between rationality in situations involving a single agent and rationality in situations involving many agents. Recently internalists have mounted a counter-attack on the attempt to redefine the bounds of cognition. The counter-attack is aimed at a radical project which I call "cognitive integration," which is the view that internal and external vehicles and processes are integrated into a whole. Cognitive integration can be defended against the internalist counter arguments of Adams and Aizawa (A&A) and Rupert. The disagreement between internalists and integrationists is whether the manipulation of external vehicles constitutes a cognitive process. Integrationists (...) think that they do, typically for reasons to do with the close coordination and causal interplay between internal and external processes. The internalist criticisms of the manipulation thesis fail because they misconstrue the nature of manipulation, ignore the hybrid nature of cognition, and take the manipulation thesis to be dependent upon a weak parity principle. Measurement realism, the view that measurement targets quantitative attributes and that not all attributes are quantitative, has come under attack both from metrologists and philosophers. In this paper, I take a close look at two influential arguments against measurement realism: the argument from obsolescence and the argument from coordination. I concede that these arguments do challenge the epistemological position traditionally taken by measurement realists, but argue that the metaphysical core of measurement realism survives the challenge posed by these arguments. The quest for a ‘unified field theory’, which aims to integrate gravitational and electromagnetic fields into a single field structure, spanned most of Einstein’s professional life from 1919 until his death in 1955. It is seldom noted that Hans Reichenbach was possibly the only philosopher who could navigate the technical intricacies of the various unification attempts. By analyzing published writings and private correspondences, this paper aims to provide an overview of the Einstein-Reichenbach relationship from the point of view of their (...) evolving attitudes toward the program of unifying electricity and gravitation. The paper concludes that the Einstein-Reichenbach relationship is more complex than usually portrayed. Reichenbach was not only the indefatigable ‘defender’ of relativity theory but also the caustic ‘attacker’ of Einstein’s and others’ attempts at unified field theory. Over the years, Reichenbach managed to provide the first, and possibly only, overall philosophical reflection on the unified field theory program. Thereby, Reichenbach was responsible for bringing to the debate, often for the first time, some of the central issues of the philosophy of space-time physics: (a) the relation between a theory’s abstract geometrical structures (metric, affine connection) and the behavior of physical probes (rods and clocks, free particles, and so on); (b) the question of whether such association should be regarded as a geometrization of physics or a physicalization of geometry; (c) the interplay between geometrization and unification in the context of a field theory. Conflict can profoundly affect individuals and their groups. Oftentimes, conflict involves a clash between one side seeking change and increased gains through victory and the other side defending the status quo and protecting against loss and defeat. However, theory and empirical research largely neglected these conflicts between attackers and defenders, and the strategic, social, and psychological consequences of attack and defense remain poorly understood. To fill this void, we model (1) the clashing of attack and defense as games (...) of strategy and reveal that (2) attack benefits from mismatching its target's level of defense, whereas defense benefits from matching the attacker's competitiveness. This suggests that (3) attack recruits neuroendocrine pathways underlying behavioral activation and overconfidence, whereas defense invokes neural networks for behavioral inhibition, vigilant scanning, and hostile attributions; and that (4) people invest less in attack than defense, and attack often fails. Finally, we propose that (5) in intergroup conflict, out-group attack needs institutional arrangements that motivate and coordinate collective action, whereas in-group defense benefits from endogenously emerging in-group identification. We discuss how games of attack and defense may have shaped human capacities for prosociality and aggression, and how third parties can regulate such conflicts and reduce their waste. (shrink)

The health care industry has moved at a rapid pace away from paper records to an electronic platform across almost all sectors — much of it at the encouragement and insistence of the federal government. Such rapid expansion has increased exponentially the risk to individuals in the privacy of their data and, increasingly, to their physical well-being when medical records are inaccessible through ransomware attacks. Recognizing the unique and critical nature of medical records, the United States Congress established the Health (...) Care Industry Cybersecurity Task Force under the Cybersecurity Information Sharing Act of 2015 for the purpose of reviewing cybersecurity risks within the health care industry and identifying who will lead and coordinate efforts to address such risks among the various agencies. The Task Force has since issued a report setting forth six high-level imperatives that the health care industry needs to achieve in order to combat cybersecurity, and, notably, many of the vulnerabilities plaguing the industry identified in the Report as requiring correction are not necessarily related to specific flaws in the current cybersecurity framework, but rather susceptibilities presented by the infrastructure and associated regulatory regime that has evolved over the last few decades over the health care industry generally. That is, the current health care infrastructure by its nature exacerbates cybersecurity risk. Between a lack of information sharing of industry threats, risks, and mitigations, disparate leadership and governance goals for cybersecurity, the confluence and contradiction of existing federal and state laws, fragmentation in the fee-for-service delivery system, lack of care coordination, and disparate resources across and among sectors, the industry suffers from heightened cyber risk. Solutions that are reactive to problems within the current infrastructure will likely have little long term impact toward reducing cybersecurity vulnerabilities because they do not address the underlying system challenges. All of these confluences causes one to wonder whether if in fact the current health care delivery infrastructure is a contributing factor to the incidents of cybersecurity attacks and the exorbitant costs associated with resolving data breaches, should Congress look not just to curb breach incidents, but to address root cause systematic challenges in the health industry infrastructure that create increased exposure of cybersecurity threats? This article argues that cybersecurity risks will continue to be heightened and more costly to the health care industry as compared to other industries unless and until some general system redesign is achieved that allows for greater sharing of resources among industry participants to ensure the same protections are implemented at all levels of the industry, which can be strengthened through greater interoperability of systems across the health care industry; and increased focus and attention on the importance of cybersecurity issues as a priority among system reforms. Long before the viewers of Ridley Scott's Alien catch their first, fleeting glimpse of the terrifying alien, they have already made the acquaintance of the alienated human beings aboard the USCSS Nostromo. The plot of Ridley Scott's Alien is well known to science fiction buffs and film enthusiasts more generally. In fact, the human members of the crew of the Nostromo exhibit “alienation”, a condition identified by Karl Marx in the “Estranged Labor” section of his Economic and Philosophic Manuscripts of (...) 1844. So long as the capitalist mode of production remains viable and authoritative, Marx insists, workers will suffer the indignities associated with alienated labor. In the transition from Alien to Aliens, the added s makes a huge difference. Alienated from their (admittedly clueless) leadership, their cloudy mission objectives, and one another, and overly dependent on their military hardware, the Colonial Marines are no match for the coordinated attack of the alien species. Some arguments against the assumption that ordinary people may share common knowledge are sound. The apparent cost of such arguments is the rejection of scientific theories that appeal to common knowledge. My proposal is to accept the arguments without rejecting the theories. On my proposal, common knowledge is shared by ideally rational people, who are not just mathematically simple versions of ordinary people. They are qualitatively different from us, and theorizing about them does not lead to predictions about our behavior. (...) According to we-mode accounts of collective intentionality, an experience is a "we-experience"—that is, part of a jointly attentional episode—in virtue of the way or mode in which the content of the experience is given to the subject of experience. These accounts are supposed to explain how a we-experience can have the phenomenal character of being given to the subject "as ours" rather than merely "as my experience" (Zahavi 2015), and do so in a relatively conceptually and cognitively undemanding way. Galotti (...) and Frith (2013) and Schmitz (2017) present we-mode accounts that are supposed to, in particular, avoid the need for the subjects of experience to have common knowledge of each other’s perceptual beliefs. In this paper, drawing in part on Schutz’s (1932/1967; 1953) writings on "the pure We-relationship", I argue that appeal to a we-mode does not render common knowledge unnecessary. To explain when we-experiences are veridical, we-mode accounts must (i) explain how a we-experience can enable rational interpersonal coordination in some high-risk situations and (ii) explain why what is experienced is "out in the open" between the subjects of the we-experience. To do this, proponents of we-mode accounts need an account of common knowledge. In addition, they must explain why certain inferences hold between we-mode and I-mode attitudes. In light of this, we-mode accounts fare no better than content accounts in illuminating how basic forms of collective intentionality are possible. (shrink)

The tripartite account of propositional, fallibilist knowledge that p as justified true belief can become adequate only if it can solve the Gettier Problem. However, the latter can be solved only if the problem of a successful coordination of the resources (at least truth and justification) necessary and sufficient to deliver propositional, fallibilist knowledge that p can be solved. In this paper, the coordination problem is proved to be insolvable by showing that it is equivalent to the ''''coordinated (...) class='Hi'>attack'''' problem, which is demonstrably insolvable in epistemic logic. It follows that the tripartite account is not merely inadequate as it stands, as proved by Gettier-type counterexamples, but demonstrably irreparable in principle, so that efforts to improve it can never succeed. This chapter makes the case for a relational version of an experientialist view of joint attention. On an experientialist view of joint attention, shifting from solitary attention to joint attention involves a shift in the nature of your perceptual experience of the object attended to. A relational analysis of such a view explains the latter shift in terms of the idea that, in joint attention, it is a constituent of your experience that the other person is, with you, jointly attending (...) to the object. We need such an analysis of joint attention to explain the possibility of success in tasks such as coordinated attack. (shrink)

Justification logics are epistemic logics that explicitly include justifications for the agents' knowledge. We develop a multi-agent justification logic with evidence terms for individual agents as well as for common knowledge. We define a Kripke-style semantics that is similar to Fitting's semantics for the Logic of Proofs LP. We show the soundness, completeness, and finite model property of our multi-agent justification logic with respect to this Kripke-style semantics. We demonstrate that our logic is a conservative extension of Yavorskaya's minimal bimodal (...) explicit evidence logic, which is a two-agent version of LP. We discuss the relationship of our logic to the multi-agent modal logic S4 with common knowledge. Finally, we give a brief analysis of the coordinated attack problem in the newly developed language of our logic. (shrink)

Epistemic protocols are communication protocols aiming at transfer of knowledge in a controlled way. Typically, the preconditions or goals for protocol actions depend on the knowledge of agents, often in nested form. Informal epistemic protocol descriptions for muddy children, coordinated attack, dining cryptographers, Russian cards, secret key exchange are well known. The contribution of this paper is a formal study of a natural requirement on epistemic protocols, that the contents of the protocol can be assumed to be common (...) knowledge. By formalizing this requirement we can prove that there can be no unbiased deterministic protocol for the Russian cards problem. For purposes of our formal analysis we introduce an epistemic protocol language, and we show that its model checking problem is decidable. (shrink)

The sociology of violence still struggles with two critical questions: What motivates people to act violently on behalf of groups and how do they come to identify with the groups for which they act? Methodologically the article addresses these puzzling problems in favor of a relational sociology that argues against both micro- and macro-reductionist accounts, while theoretically it proposes a twofold reorientation: first, it makes a plea for the so called cognitive turn in social theory; second, it proposes following praxeological (...) accounts of social action that focus on the dynamic interpenetration of cognition and socio-cultural practices. The argument is that symbolic boundaries constitute the “missing link” that allows for overcoming the micro-macro gap in violence research: Symbolic boundaries can cause people's participation in collective violence by providing the essential relational resources for violent action and by triggering the cognitive/affective mechanisms necessary for social actors to become drawn into mobilization processes that can cause their engaging in coordinated attacks on sites across the boundary. The article offers a new theoretical argument by drawing on knowledge from violence research, social action theory and cognitive science allowing for a non-reductionist theory of action that explains how and why people engage in collective violence. In their paper “Vagueness, Ignorance, and Margins for Error” Kenton Machina and Harry Deutsch criticize the epistemic theory of vagueness. This paper answers their objections. The main issues discussed are: the relation between meaning and use; the principle of bivalence; the ontology of vaguely specified classes; the proper form of margin for error principles; iterations of epistemic operators and semantic compositionality; the relation or lack of it between quantum mechanics and theories of vagueness.

Suicide attack is the most virulent and horrifying form of terrorism in the world today. The mere rumor of an impending suicide attack can throw thousands of people into panic. This occurred during a Shi‘a procession in Iraq in late August 2005, causing hundreds of deaths. Although suicide attacks account for a minority of all terrorist acts, they are responsible for a majority of all terrorism-related casualties, and the rate of attacks is rising rapidly across the globe. During (...) 2000–2004, there were 472 suicide attacks in 22 countries, killing more than 7,000 and wounding tens of thousands. Most have been carried out by Islamist groups claiming religious motivation, also known as jihadis. Rand Corp. vice president and terrorism analyst Bruce Hoffman has found that 80 percent of suicide attacks since 1968 occurred after the September 11 attacks, with jihadis representing 31 of the 35 responsible groups. More suicide attacks occurred in 2004 than in any previous year, and 2005 has proven even more deadly, with attacks in Iraq alone averaging more than one per day, according to data gathered by the U.S. military. The July 2005 London and Sinai bombings, a second round of bombings at tourist destinations in Bali in October, coordinated hotel bombings in Jordan in November, the arrival of suicide bombings in Bangladesh in December, a record year of attacks in Afghanistan, and daily bombings in Iraq have spurred renewed interest in suicide terrorism, with recent analyses stressing the strategic logic, organizational structure, and rational calculation involved. Whereas they once primarily consisted of organized campaigns by militarily weak forces aiming to end the perceived occupation of their homeland, as argued by University of Chicago political scientist Robert Pape in Dying to Win: The Strategic Logic of Suicide Terrorism, suicide attacks today serve as banner actions for a thoroughly modern, global diaspora inspired by religion and claiming the role of vanguard for a massive, media-driven transnational political awakening. Living mostly in the diaspora and undeterred by the threat of retaliation against original home populations, jihadis, who are frequently middle-class, secularly well educated, but often “born-again” radical Islamists, including converts from Christianity, embrace apocalyptic visions for humanity's violent salvation. In Muslim countries and across western Europe, bright and idealistic Muslim youth, even more than the marginalized and dispossessed, internalize the jihadi story, illustrated on satellite television and the Internet with the ubiquitous images of social injustice and political repression with which much of the Muslim world's bulging immigrant and youth populations intimately identifies. From the suburbs of Paris to the jungles of Indonesia, I have interviewed culturally uprooted and politically restless youth who echo a stunningly simplified and decontextualized message of martyrdom for the sake of global jihad as life's noblest cause. They are increasingly as willing and even eager to die as they are to kill. The policy implications of this change in the motivation, organization, and calculation of suicide terrorism may be as novel as hitherto neglected. Many analysts continue to claim that jihadism caters to the destitute and depraved, the craven and criminal, or those who “hate freedom.” Politicians and pundits have asserted that jihadism is nihilistic and immoral, with no real program or humanity. Yet, jihadism is none of these things. Do we really understand the causes of today's suicide terrorism? Do suicide attacks stem mainly from a political cause, such as military occupation? Do they need a strong organization, such as Al Qaeda? What else could be done to turn the rising tide of martyrdom? (shrink)

Some of my relatives have been living under occupation for the past nine years. After a year of occupation, parts of Ukrainian society stopped paying attention.But on February 24th (...) 2022, that changed. The whole country was awakened by missile attacks in almost every region. Kyiv, the capital, was heavily shelled by air strikes, and from the North, South, and Eastern borders, Russian troops entered our territory with long convoys of military vehicles. In one moment, we all woke up in a country at war.I have experience working in conflict zones. In 2017, I worked in Iraq in Internally Displaced Persons (IDP) camps for one year. On the 25th of February, 2022, my colleagues and founders of STEP-IN, the NGO with whom I used to work in Iraq, initiated a Zoom call. We decided immediately to start work in Ukraine—without any funding. Although my only previous work experience was being a doctor, I ended up taking on managerial responsibilities and established a Ukrainian branch of STEP-IN. I was also mother of a 1.5-year-old girl in a country of war. To say it was challenging is an understatement.In the first week of the full-scale invasion, STEP-IN opened a crisis intervention point on the Ukrainian-Slovak border crossing, where people could get psychological help and warm meals. We provided shelter and a place to sleep for those waiting in overcrowded border points.As soon as we received our first grant, we started a mobile medical team in the Western part of Ukraine, where thousands of IDPs were relocated. They were living in schools, huge sports halls without any privacy, kindergartens, churches, and at the end, any building that could provide shelter from winter weather.My colleague and I assessed the region and settled on ten permanent, consistent locations for biweekly visits. Aside from my role as coordinator, I also worked as a doctor for the first few weeks because we struggled to recruit any Ukrainian doctors. However, within a month, we had a full team with a psychotherapist and medical doctor. The team traveled through the Trascarpathian region in Western Ukraine and provided free consultations with physicians and psychotherapists as well as medicines, hygiene kits, and social services.After the de-occupation of northern Ukraine, the tension and hopelessness seem to have decreased. People started smiling on the streets. I feel like I can finally breathe and live. At the beginning of the war, my husband and I, with our young daughter, fled from Kyiv and were not sure we would ever be able to return. After the de-occupation, life started to feel more stable. During one of STEP-IN’s assessment trips, my husband and I visited our home. In such a situation, very small things unexpectedly become [End Page E1] very valuable to me. I was so happy to see pictures on the wall, a ceramic bowl I brought from Iraq and our child’s favorite toys.The project in the Transcarpathian region had been ongoing for a few months, and in October 2022, I went to work there for a week as a physician to cover for someone else. We were searching for a new candidate and didn’t want our beneficiaries to remain without medical help, especially in the peak flu season.There is a day that I remember vividly in all its details. I remember the smell in the room and how the light from the window lay on my patient’s face. It was Tuesday, and each Tuesday, we went to the Protestant church guesthouse, where around sixty IDPs were hosted. The church was one of my favorite places to work because the administration was very supportive and caring toward IDPs. Unfortunately, that was not the case everywhere. Disaster response is a highly collaborative and critical process that requires the involvement of multiple emergency responders (ERs), ideally working together under a unified command, to enable a rapid and effective operational response. Following the 9/11 and 11/13 terrorist attacks and the devastation of hurricanes Katrina and Rita, it is apparent that inadequate communication and a lack of interoperability among the ERs engaged on-site can adversely affect disaster response efforts. Within this context, we present a scenario-based terrorism case study to (...) highlight the challenges of operational disaster command and response. In this article, which is based on the French emergency response doctrine, we outline a semantics-based common operational command system that is designed to guarantee an efficient information flow among ERs. Our focus is on offering to all ERs, a real-time operational picture of the situation in order to enable multilevel coordination among firefighters, police, healthcare units, public authorities, and other stakeholders. Our approach consolidates information to promote timely sharing of data among ERs. The proposed system is based on an ontology that has been developed to represent the different types of knowledge on the part of ERs, providing a shared vocabulary that covers a variety of interoperability concerns. This paper defends the notion of downward causation. I will seek to elucidate this notion, explain why it is a useful way of thinking, and respond to criticisms attacking its intelligibility. My account of downward causation will be in many respects similar to the account recently advanced by Ellis. The overall framework I will adopt is the interventionist treatment of causation I have defended elsewhere: X causes Y when Y changes under a suitable manipulation of X. When X is at (...) a higher “level” than Y this allows for the possibility of downward causation from X to Y. True claims of downward causation must meet certain additional conditions, some of which have already been discussed by Ellis. These include the condition that X must have a homogenous effect on Y in the sense that the effect of X on Y must be the same regardless of how X is “realized” at lower levels. In addition, the most plausible examples of downward causation will involve causes X, that in a sense that I will try to specify, are capable of being manipulated by macro-level interventions that have a coordinated or organized impact on them, as when one manipulates the temperature of a gas by placing it in a heat bath.Three common criticisms of the notion of downward causation that I will consider are: the claim that this involves a whole acting downward on its parts which is an objectionable idea because wholes and parts are not sufficiently distinct to stand in causal relationships, that downward causation commits us to the existence of causal cycles in which X causes Y which in turn causes X and that the asymmetric nature of the causal relation rules out such cycles, and causal exclusion type worries, according to which all of the causal action occurs among “low level” variables, so that upper level variables are deprived of causal efficacy. In response I will argue that plausible examples of downward causation in the scientific literature do not involve whole to part causation, there is nothing wrong with causal cycles, which are common in, for example, biological contexts, exclusion type worries do not arise within the interventionist framework that I favor. Assembly of minimal genomes revealed many genes encoding unknown functions. Three overlooked functional categories account for some of them. Cells are prone to make errors and age. As a first key function, discrimination between proper and changed entities is indispensable. Discrimination requires management of information, an authentic, yet abstract, cur- rency of reality. For example proteins age, sometimes very fast. The cell must identify, then get rid of old proteins without destroying young ones. Implementing discrimination in cells leads to the (...) second set of functions, usually ignored. Being abstract, information must nevertheless be embodied into material entities, with unavoidable idiosyncratic properties. This brings about novel unmet needs. Hence, the buildup of cells elicits specific but awkward material implementations, ‘kludges’ that become essential under particular settings, while difficult to identify. Finally, a third functional category char- acterizes the need for growth, with metabolic implementations allowing the cell to put together the growth of its cytoplasm, membranes, and genome, spanning different spatial dimensions. Solving this metabolic quandary, critical for engineering novel synthetic biology chassis, uncovered an unexpected role for CTP synthetase as the coordinator of nonhomothetic growth. Because a significant number of SynBio constructs aim at creating cell factories we expect that they will be attacked by viruses (it is not by chance that the function of the CRISPR system was identified in industrial settings). Substantiating the role of CTP, natural selection has dealt with this hurdle via synthesis of the antimetabolite 30-deoxy-30,40-didehydro- CTP, recruited for antiviral immunity in all domains of life. The events of September 11, 2001 have prompted significant concern to protect against future terror attacks, especially attacks that would involve the use of biological weapons - the most dangerous weapons of massdestruction considered accessible to terrorist groups and organizations. This concern, in turn, has led to a re-evaluation of the public health system and its preparedness to meet the challenges of treating a large number of people in circumstances of public fear and significant demand for resources. One important result (...) of this re-evaluation has been the development of a Model State Emergency Health Powers Act that is designed to grant state officials the authority necessary to coordinate an effective response to biological tenor. The events of September 11, 2001 have prompted significant concern to protect against future terror attacks, especially attacks that would involve the use of biological weapons - the most dangerous weapons of massdestruction considered accessible to terrorist groups and organizations. This concern, in turn, has led to a re-evaluation of the public health system and its preparedness to meet the challenges of treating a large number of people in circumstances of public fear and significant demand for resources. One important result (...) of this re-evaluation has been the development of a Model State Emergency Health Powers Act that is designed to grant state officials the authority necessary to coordinate an effective response to biological tenor. This paper defends physical becoming against Grünbaum's attack, by constructing three arguments in favor of physical becoming. Of the three, I rely primarily on an argument from the philosophy of language, and especially on the principle that tensed discourse involves presuppositions and commitments that Grünbaum's account of becoming cannot handle. I show that Grünbaum's analysis of becoming can provide only a very implausible reconstruction of the temporal coordination of speakers engaged in discourse.

Our target article modeled conflict within and between groups as an asymmetric game of strategy and developed a framework to explain the evolved neurobiological, psychological, and sociocultural mechanisms underlying attack and defense. Twenty-seven commentaries add insights from diverse disciplines, such as animal biology, evolutionary game theory, human neuroscience, psychology, anthropology, and political science, that collectively extend and supplement this model in three ways. Here we draw attention to the superordinate structure of attack and defense, and its subordinate means (...) to meet the end of status quo maintenance versus change, and we discuss how variations in conflict structure and power disparities between antagonists can impact strategy selection and behavior during attack and defense; how the positions of attack and defense emerge endogenously and are subject to rhetoric and propaganda; and how psychological and economic interventions can transform attacker-defender conflicts into coordination games that allow mutual gains and dispute resolution. In my paper, I document a “travel” journey of concept formation and its concrete expression in law, which also constituted a literal travel journey across continents. Through poetic-hermeneutical approaches to language, guided by previously existing concepts stemming from experiences of the Holocaust, communism, and African-American feminist analyses of rape as an attack on a racial/ethnic group, a previously invisible domain of the human condition was charted. Throughout history, sexual atrocities have been committed within the context of wars, but their (...) weaponisation as acts of genocide remained unarticulated. This changed in the 1990s with Serbia-Yugoslavia’s genocidal wars against its neighbours (Editorial comment: The author uses the term Serbia-Yugoslavia to refer to the entity that succeeded the breakup of the Socialist Federal Republic of Yugoslavia after Croatia and Slovenia declared independence on June 25th, 1991. The SFRY up to that point consisted of the six republics Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia (including the so-called autonomous regions of Kosovo and Vojvodina), and Slovenia. Further declarations of independence by Macedonia and Bosnia and Herzegovina on April 27, 1992, left only Serbia and Montenegro who the same day declared themselves to be the Federal Republic of Yugoslavia (FRY). In 2003, the Federal Republic of Yugoslavia was reconstituted as the State Union of Serbia and Montenegro, which existed until Montenegro and Serbia declared their independence (on June 3rd and June 5th, 2006, respectively)). I sketch the genesis of the concept of sexual atrocities as genocide in connection with my personal journey and how it guided legal prosecution of this “new” crime. My own travel-experience began with my association with Asja Armanda, and her discovery of coordinated mass rapes, when she came to the aid of survivors fleeing the Serbian attacks on Croatia, crimes she attempted to bring to international attention to prevent their expansion into Bosnia-Herzegovina and Kosovo. Testimonials reached me in the U.S. as well. I went to Croatia to join Armanda, where we named the crime “sexual atrocities as genocide.” On the basis of this new concept, we filed a lawsuit in New York against Bosnian Serb leader Radovan Karadžić, pioneering this crime’s recognition under international law. I conclude with philosophical questions that Putin’s similar genocidal attack on Ukraine raises today. (shrink)

This essay argues that Antony and Cleopatra’s pitting of Egypt against Rome is a cipher of aesthetic resistance to modern rationality. The coordinates are Adornian. Antony’s and Cleopatra’s complex identities elude the disenchanting, nominalist machinery in which diffuse indeterminacy necessitates conceptual imposition. Here, the individuals are essentially dramatized: sensate, embodied selves composed and expressed in relations of passionate recognition. The lovers’ deaths, and especially Cleopatra’s self-conscious theatre, rewrite the ascetic, dominative, and pseudo-theatrical rationality of Octavian Rome. The protest, the passion (...) and singularity, lives mainly through its expressive emphases – such as hyperbole – and the re-functioning of the very dominative roles and norms being opposed. This reflects the restricted but critical – aesthetic – status of early modern drama, and specifies its opposition to the deepening attack on sensate knowing in its world. (shrink)

This article applies formal modeling to study a terrorist group''s choice of whether to attack or not, and, in the case of an attack, which of two potential targets to strike. Each potential target individually takes protective measures that influence the terrorists'' perceived success and failure, and, hence, the likelihood of attack. For domestic terrorism, a tendency for potential targets to overdeter is indicated. For transnational terrorism, cases of overdeterrence and underdeterrence are identified. We demonstrate that increased (...) information about terrorists'' preferences, acquired by the targets, may exacerbate inefficiency when deterrence efforts are not coordinated. In some cases, perfect information may eliminate the existence of a noncooperative solution. (shrink)

This article reviews the literature on Holocaust and genocide studies to consider the question, ‘what is the sex doing in the genocide?’ Of the three answers usually given: sexual violence is like other forms of genocidal violence, sexual violence is a coordinate in genocide and sexual violence is integral to genocidal violence, the author argues for the third position, but takes issue with Catharine MacKinnon’s claim that sexual violence destroys women as a group, thereby destroying the ethnic, racial, religious, or (...) national group to which women belong. Drawing on Hannah Arendt’s concept of natality, the author argues that sexual violence is an attack on a fundamental condition for the possibility of the existence of human groups. When political violence is used to force biological birth in the service of death, it is a form of thanatonatality. (shrink)

The edition is a new English translation, by various hands, of the celebrated Colli-Montinari edition, which has been acclaimed as one of the most important works of (...) scholarship in the humanities in the last half century. The present volume provides for the first time English translations of all of Nietzsche's unpublished notebooks from the summer of 1872 to the end of 1874. The major works published in this period were the first three _Unfashionable Observations_: "David Strauss the Confessor and the Writer," "On the Utility and Liability of History for Life," and "Schopenhauer as Educator." Translations of the preliminary notes for these pieces are coordinated with the translations of the published texts printed in Volume 2: _Unfashionable Observations_. The content of these notebooks goes far beyond the notes and plans for published and unpublished _Unfashionable Observations_, encompassing numerous sketches related to Nietzsche's major philological project from this period, a book on the pre-Platonic Greek philosophers. The ideas that emerged from Nietzsche's deliberations on these early Greek thinkers are absolutely central to his thought from this period and contribute in significant ways to the development of several of his major themes: the role of the philosopher vis-à-vis his age and the surrounding culture; the relationships among philosophy, art, and culture; the metaphorical nature of language and its relationship to knowledge; the unmasking of the modern drive for absolute "truth" as a palliative against the horror of existence; and Nietzsche's "unfashionable" attack on modern science and modern culture, especially on the Germany of the Bismarck Reich. Wood Human Communication Studies University of Denver In a moment familiar to many of us, one of the authors of this piece attended a philosophical meeting on the topic of Emmanuel Levinas. "So, you are in communication studies," said a philosopher (...) during a break. "Why would a speech person be interested in Levinas?"This paper probes the place of speech in Levinasian ethics. We hope to show that when philosopher Emmanuel Levinas rested his compelling life project on ethics, he said something new about the act of speaking itself. First, for Levinas, speaking begins with the imperative issued by the presence or face of the other. He calls that issuance the saying. Antecedent to words, the saying is the commitment of an approach to the other, the move to response, the signifying of signification. Second, the saying moves into language where it is subordinated to the said. It is in the coordination of the saying and the said that ethics shows itself or is betrayed. Although the saying is perhaps overwhelmed by the said, it remains present even in absence. Third, for Levinas we can sense the ineffable, yet present, call to responsibility in the trace. The trace, and here Levinas brings God to mind, reveals the saying, and is communicated in the face.1 The face, the saying, and the trace are where the Levinasian responsibility of the one for the other takes form. They are the home of ethics.2By paying close attention to the responsibility invoked by the face, heeded in the saying, and reminisced in the trace, Levinas defines ethics as the condition of dialogue. Later, he says that ethics allows us to pursue peace even if, or after, dialogue fails. It is in ethics that we learn that we can stand by unsolvable problems—attentive and vigilant, in dialogue (Levinas 1999a).Taken together, these ideas of the face of the other, the saying, and the trace provide the basis of ethics that is constituted in and constitutes communication. [End Page 317]Our effort here is to explore the bedrock of ethics in speech. We will do so by drawing on examples of care, rescue, and sacrifice that surfaced during the tragedy of September 11, 2001, and the days that followed. Within the context of that terrible attack, scores of eyewitnesses gave accounts of the ways that people responded to the needs of others. We argue that the ethical imperative to respond conditions every rhetorical situation and that is no more clearly seen than in times of crisis. Recognizing this ethical imperative demands that scholars examine more than words and gestures. The act of speaking itself is for Levinas at the heart of human ethics. Through this philosophical lens communication ethics not only applies to rhetorical situations but also goes forth, or does not go forth, as communicative action itself. So ethics is at the bedrock of communication and communication is at the heart of ethics. In the end we will ask, "Why would a philosopher not be interested in speech?" Ethics in communication For Levinas, ethics is metaphysical.3 Ethics does not emanate from the self as an ontological dimension, or from some predetermined epistemological principles. Levinas instead claims that the other is the basis of ethics. In sociality, we find ourselves responsible to respond to the call of the other, not as an ontological choice but rather as the recognition that ethics is otherwise than being.4 The demand issued by the other is felt corporeally. The past three years saw more suicide attacks than the last quarter century. Most of these were religiously motivated. While most Westerners have imagined a tightly coordinated transnational terrorist organization headed by Al Qaeda, it seems more likely that nations under attack face a set of largely autonomous groups and cells pursuing their own regional aims. Repeated suicide actions show that massive counterforce alone does not diminish the frequency or intensity of suicide attack. Like pounding mercury with (...) a hammer, this sort of top-heavy counterstrategy only seems to generate more dispersed and insidious forms of suicide terrorism. Even with many top Qaeda leaders now dead or in custody, the transnational Jihadist fraternity is transforming into a hydra-headed network more difficult to fight than before. Poverty and lack of education per se are not root causes of suicide terrorism. And Muslims who have expressed support for martyr actions and trust in Osama Bin Laden or the late Hamas leader Sheikh Yassin do not as a rule hate democratic freedoms or Western culture, although many despise American foreign policy, especially in the Middle East. Rising aspirations followed by dwindling expectations – especially regarding civil liberties – are critical factors in generating support for suicide terrorism. The United States, Israel, Russia and other nations on the frontline in the war on terror need to realize that military and counterinsurgency actions are tactical, not strategic responses to suicide terrorism, the most politically destabilizing and psychologically devastating form of terrorism. When these nations back oppressive and unpopular governments this only generates popular resentment and support for terrorism against those governments and their backers. To attract potential recruits away from Jihadist martyrdom – suicide terrorism's most virulent strain - and to dry up its popular support, requires addressing these grievances before a downward spiral sets in where core meaning in life is sought, and found, in religious networks that sanctify vengeance at any cost against stronger powers, even if it kills the avenger. Regarding philosophical importance, Edmund Husserl is arguably "the" German export of the early twentieth century. In the wake of the linguistic turn of the humanities, however, his claim to return to the "Sachen selbst" became metonymic for the neglect of language in Western philosophy. This view has been particularly influential in post-structural literary theory, which has never ceased to attack the supposed "logophobie" of phenomenology. "Phenomenology to the Letter. Husserl and Literature" challenges this verdict regarding the poetological and logical (...) implications of Husserl’s work through a thorough re-examination of his writing in the context of literary theory, classical rhetoric, and modern art. At issue is an approach to phenomenology and literature that does not merely coordinate the two discourses but explores their mutual implication. Contributions to the volume attend to the interplay between phenomenology and literature, experience and language, as well as images and embodiment. The volume is the first of its kind to chart a phenomenological approach to literature and literary approach to phenomenology. As such it stands poised to make a novel contribution to literary studies and philosophy. (shrink)

After they diverged from panins, hominins evolved an increasingly committed terrestrial lifestyle in open habitats that exposed them to increased predation pressure from Africa’s formidable predator guild. In the Pleistocene, _Homo_ transitioned to a more carnivorous lifestyle that would have further increased predation pressure. An effective defense against predators would have required a high degree of cooperation by the smaller and slower hominins. It is in the interest of predator and potential prey to avoid encounters that will be costly for (...) both. A wide variety of species, including carnivores and apes and other primates, have therefore evolved visual and auditory signals that deter predators by credibly signaling detection and/or the ability to effectively defend themselves. In some cooperative species, these predator deterrent signals involve highly synchronized visual and auditory displays among group members. Hagen and Bryant (_Human Nature_, _14_(1), 21–51, 2003) proposed that synchronized visual and auditory displays credibly signal coalition quality. Here, this hypothesis is extended to include credible signals to predators that they have been detected and would be met with a highly coordinated defensive response, thereby deterring an attack. Within-group signaling functions are also proposed. The evolved cognitive abilities underlying these behaviors were foundations for the evolution of fully human music and dance. (shrink)

The third chapter gives an account of the debates over Cartesianism outlined below, which shifted from the University of Utrecht to Leiden, where the new philosophy was introduced by Adriaan Heereboord in the early 1640s, and was carried on by Johannes de Raey at the end of the decade. In Leiden, the quarrels over Cartesianism were prompted by the intervention of the theologian Jacob Revius, criticising Descartes’s philosophy as a source of Pelagianism in 1647. This gave rise to a series (...) of attacks, replies, and counter-replies which would dominate Dutch Cartesianism well into the 1650s: Revius’s Methodi cartesianae consideratio theologica (1648), Statera philosophiae cartesianae (1650), and Cyriacus Lentulus’s Nova Renati Descartes sapientia (1651) offered a full-blown critique of Descartes’s philosophy, focusing on his metaphysics, method and on their uses in academia. Such critiques are analysed in this chapter as they brought about the first foundation of Cartesian philosophy after Descartes himself, namely, the development of a ‘Cartesian Scholastic’ by Johannes Clauberg, professor at Herborn and Duisburg. In fact, Clauberg’s defence and foundation of a Cartesian academic philosophy was not the effort of one philosopher, but was coordinated with De Raey and with other members of the Cartesian network in the Netherlands and in Germany (including Abraham Heidanus, Tobias Andreae and Christopher Wittich), as a means to avoid the bans on Cartesianism and to provide a decisive answer to the theologians. This coordinated strategy of defence is revealed by two letters of De Raey to Clauberg: their contents shed light on the background of Clauberg’s foundation, which constitutes the first, Cartesian reworking of the academic curriculum. In his works, indeed, Clauberg maintained a metaphysical foundation embodying rational-theological arguments, while providing at the same time a logical theory of the method for natural philosophy, as well as for law, theology and medicine. Yet, his concerns with the traditional structure of the curriculum led him to develop, besides a Cartesian first philosophy, also an ontosophia, whose object is being as such. This is considered by Clauberg not only in the light of the ‘first notions’ of mind and body, but also of those abstracted from concrete realities, as ‘unity’, ‘goodness’, ‘truth’, and so on. This ultimately results in the reduplication of metaphysics, which will be reduced by Clauberg’s followers – dealt with in the next chapters. (shrink)

In the trauma surrounding mass disasters, the need to identify victims accurately and as soon as possible is critical. DNA identification testing is increasingly used to identify human bodies and remains where the deceased cannot be identified by traditional means. This form of testing compares DNA taken from the body of the deceased with DNA taken from their personal items or from close biological relatives. DNA identification testing was used to identify the victims of the terrorist attack on the (...) World Trade Center in New York on September 11, 2001, and of the victims of the Tsunami that hit Asia on December 26, 2004. Shortly after the 9/11 attack, police investigators asked the victims' families for personal items belonging to the missing, and for DNA samples from family members themselves. The New York medical examiner's office coordinated the DNA identification testing program; however, some of the identification work was contracted out to private laboratories. (shrink)

The dynamic of changes in the rules in team games materialize from research and debate between experts and coaches before being implemented by the International Federations. In Handball, the last changes occurred in 2016, and one of them was to substitute the goalkeeper with an additional field player allowing teams to play “empty goal” while using the additional field player.This study aimed to analyze and characterize the use of the 7 vs. 6 strategical-tactical option for the attack in the (...) 2020 Men’s European Championship. We also analyzed whether the game time and partial score influenced the use of 7 vs. 6 and its efficiency. Observational methodology and a mixed ad hoc instrument combining field format and category systems validated by experts were used. Data were taken from 28 matches involving teams in the first 12 positions in the 2020 Men’s European Championship. The total number of offensive sequences in an organized attack method in 7 vs. 6 with an empty goal were analyzed. Sequential analysis techniques with lags, prospective and retrospective, and polar coordinate analysis were used. The results showed that these solutions had poor efficiency, except for the Portuguese National Team; teams using the 7 vs. 6 tactic option had no negative consequences or increased risk with the opponent response; partial score influenced the decision to use 7 vs. 6 strategic option, and game time was associated with 7 vs. 6 play options and detected patterns.
