In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. This study conducted the first empirical testing of Baker and Martinson's TARES test of ethical consideration factors for public relations practitioners. The TARES test is composed of 5 interconnected parts: truthfulness of the message, authenticity of the persuader, respect for the persuadee, equity of the appeal, and social responsibility for the common good. Results of an online exploratory survey indicate that the TARES test is better suited for a 3-factor configuration based on Day's definition of moral knowledge (...) and that ethical consideration levels differ based on age, education, gender, and political ideology. The public interest statement contained in the PRSA Code of Professional Standards is unduly vague and provides neither a working definition of public interest nor any guidance for the performance of what most professions consider to be a primary value. This paper addresses the question of what might constitute public relations service in the public interest, and calls for more stringent guidelines to be developed whereby the profession may advance its service goals more clearly.

In this study the author argues that public relations practitioners must not ignore the public interest even though the term has been the subject of vigorous debate within both academic and professional circles. The author maintains - not-withstanding the controversy - that the public interest is intrinsic to the very definition of what it is public relations people do. The aim of this conceptual paper is to discuss the issue of managing fake news in the online environment, from an organizational perspective, by using reactive PR strategies. First, we critically discuss the most important definitions of the umbrella term fake news, in the so-called post-truth era, in order to emphasize different challenges in conceptualizing this elusive social phenomenon. Second, employing some valuable contribution from literature, we present and illustrate with vivid examples 10 categories of fake news. Each type of (...) fake news is discussed in the context of organizational communication. Based on existent literature, we propose a 3D conceptual model of fake news, in an organizational context. Furthermore, we consider that PR managers can use either reactive PR strategies to counteract online fake news regarding an organization, or communication stratagems to temporarily transform the organization served into a potential source of fake news. The existing typology of reactive public relations strategies from the literature allow us to discuss the challenge of using them in counteracting online fake news. Each reactive PR strategy can be a potential solution to respond to different types of online fake news. Although these possibilities seem to be extensive, in some cases, PR managers can find them ineffective. In our view, this cluster of reactive PR strategies is not a panacea for managing fake news in the online environment and different strategic approaches may be need, such as communication stratagems. In this context, communication stratagems consist in using organization as a source or as a vector for strategic creation and dissemination of online fake news, for the benefit of the organization. We conclude that within online environment PR managers can employ a variety of reactive PR strategies to counteract fake news, or different communication stratagems to achieve organizational goals. Public relations literature laments the lack of a theoretical base for the practice and ethics of public relations. Drawing primarily upon Koehn (The Ground of Professional Ethics, 1994) and Hutton (Public Relations Review, 1999), this paper proposes such a theoretical ground.The paper adopts Hutton's assertion that "the central organizing theme of public relations theory and practice" is relationships(Hutton, 1999, p. 209). It also relies upon Koehn (1994) to provide a theoretical discussion of (...) the nature of professions, and the ground upon which professional ethics and public trust in the professions are based. It concludes, from a Koehnian perspective, that for public relations to move from the expertise and contractual models of practice into a covenantal model as a profession worthy of public trust, the field must devote itself to a defined human good (relationships), and must be grounded in a public pledge to serve this good. Economist-philosopher Amartya Sen's writings on social and political issues have attracted wide audiences. Section 2 introduces his contributions on: how people reason as agents within society; social determinants of people's (lack of) access to goods and of the effective freedoms and agency they enjoy or lack; and associated advocacy of self-specification of identity and high expectations for ‘voice’ and reasoning democracy. Section 3 considers his relation to social theory, his tools for theorizing action in society, and his limited degree of (...) attention to work by sociologists and to capitalism and power structures. Section 4 characterizes a style marked by conceptual refinement, emphases on complexity and individuality, including personal individuality, and reformist optimism. Section 5 shows the features from Sections 3 and 4 at work in his conception of personhood that advocates freedom to make a reasoned composition of personal identity. Similarly, Section 6 addresses his conception of public reasoning and neglect of the sociology of democracy. It contrasts the ideal of a reasoning polity with features in many countries. Sen's programmes for critical autonomy in personhood and for reasoned politics play, nevertheless, a normic role, while his analytical formats help investigation of obstacles to more widespread agency, voice, and democratic participation. This paper evaluates the proof-theoretic definition of ground developed by Poggiolesi in a range of recent publications and argues that her proposed definition fails. The paper then outlines an alternative approach where logical consequence relations and the logical operations are defined in terms of ground.

In this report we focus on the definition of autonomous weapons systems (AWS). We provide a comparative analysis of existing official definitions of AWS as provided by States and international organisations, like ICRC and NATO. The analysis highlights that the definitions draw focus on different aspects of AWS and hence lead to different approaches to address the ethical and legal problems of these weapons systems. This approach is detrimental both in terms of fostering an understanding of AWS and in (...) facilitating agreement around conditions of deployment and regulations of their use and, indeed, whether AWS are to be used at all. We draw from the comparative analysis to identify essential aspects of AWS and then offer a definition that provides a value-neutral ground to address the relevant ethical and legal problems. In particular, we identify four key aspects—autonomy; adapting capabilities of AWS; human control; and purpose of use—as the essential factors to define AWS and which are key when considering the related ethical and legal implications. Public health ethicists face two difficult questions. First, what makes something a matter of public health? While protecting citizens from outbreaks of communicable diseases is clearly a matter of public health, is the same true of policies that aim to reduce obesity, gun violence or political corruption? Second, what should the scope of the government’s authority be in promoting public health? May government enact public health policies some citizens reasonably object to or policies that are (...) paternalistic? Recently, some theorists have attempted to address these questions by arguing that something is a matter of public health if and only if it involves a health-related public good, such as clean water or herd immunity. Relatedly, they have argued that appeals to the promotion of public health should only be used to justify the provision of health-related public goods. This public goods conception of public health (PGC) is meant to enjoy advantages over its rivals in three respects: it provides a better definition of public health than rival views, it respects moral disagreement, and it avoids licensing objectionably paternalistic public health policies. We argue, however, that the PGC does just as poorly, or worse, than its rivals in all three respects. (shrink)

Many Public Administrations structure their services around the notion of users’ need. However, there is a gap between private, subjectively perceived needs (self-attributed) and needs that are attributed by PA to citizens (heteroattributed). Because of the gap, citizens’ needs are often only partially satisfied by PAs services. This gap is in part due to the fact that the meaning of the word “need” is ambiguous and full of antinomic nuances. In 1974, the Liberal government of Pierre Trudeau released a “green paper” known as the Lalonde Report, after the health minister at that time. The report formulated perspectives on health and the main concepts and ideas developed in it, particularly the concept of “lifestyle,” which became the foundation of public health policies in many different European countries and the United States. The concept of “lifestyle” connected personal behaviour and habits to the individual health condition; people were not dying due (...) to a lack of access to medical care but because they lived a life prone to personal risk taking. Furthermore, what is seldom discussed is that this report not only propagated the (neo)liberal view of citizens as autonomous rational actors (homo oeconomicus), with personal responsibility for their health, but it was a first step in the transformation of Medicare and went far beyond the question of health promotion. Health was no longer something that happened to a person but was created through personal choice and, therefore, one had to assume responsibility for one's behaviour. Using Foucault's definition of government as the “conduct of conduct,” we will demonstrate that the Lalonde report must be understood as a specific “technology of government” and contributed to a neoliberal transformation of health care despite the fact that the Canadian system of Medicare was based on the idea of universality, meaning citizens had equal access to health care independent of their socio‐economic situation. As we will demonstrate, the Lalonde report undermined this foundation and initiated a profound reorientation, not only of the healthcare system, but even more importantly, it radically changed the way we think about our behaviour around health‐related issues. We will also discuss how the making of the report contributed to the redefinition of politics and demonstrated a lack of concern with liberal‐democratic decision‐making processes. (shrink)

[End Page 199]My focus on (...) confession and repentance as a nontriumphal public witness is aimed... mostly at white Protestants who benefit in countless recognized and unrecognized ways from being part of the dominant culture, because this reflects my own social location and the churches and para-church groups in which I was raised. Bonhoeffer writes... from a position of social power and privilege and argues from that place that the acknowledgment of guilt is definitive for the church. My theology of public witness defines the church as the body called to repentance—as the body called, in the words of Bonhoeffer, to accept guilt or take responsibility for social sin.(9)McBride shows that “repentance” carries various connotations in Bonhoeffer’s writings. In Discipleship, he “links metanoia with the church’s conformation to the crucified Christ (a prevalent theme throughout his theology).” In Ethics, he links “repentance to the church’s this-worldly activity when he defines the church’s repentance as preparing this ‘penultimate’ world for its redemptive transformation.” In Letters and Papers from Prison, he defines metanoia as “living completely in” this world’s tasks, questions, successes and failures, experiences, and perplexities, taking seriously the suffering of God in the world (14). “As the acceptance of divine judgment, repentance participates in the unfolding of redemption. Thus, it is... energized by hope for the world and humanity, animated by joyful expectation as much as lament, and oriented toward future transformation as much as past and present sin” (107). Interpreting repentance through the person of Christ directly challenges the common understanding that repentance primarily concerns one’s individual standing before God; instead, as participation in Christ, repentance constitutes existence for others. Her interpretation is far richer and more insightful than I can represent in a short review.McBride bases her argument on three dimensions of Bonhoeffer’s theology: Christology, this-worldliness, and ecclesiology (12). By “Christology,” she is pointing to “nothing other than the crucified Christ who accepts responsibility for sin” (139). By “this-worldliness,” we can also point to Christology, in Bonhoeffer’s incarnational theme of entering into the full dimensions of human life. McBride’s ecclesiology urges “that the church’s presence in public life be conformed to Christ’s mode of being in the world” (54).In his Ethics (134–45) Bonhoeffer wrote a profound confession of his own, the churches’ and nation’s guilt that was taken up by some churches and church groups after the war’s end, and then by President Richard von Weizsäcker and Chancellor Willy Brandt. This public repentance has been the key to healing within Germany and in its relation with other nations.McBride credits Larry Rasmussen and John de Gruchy for inspiring us to develop new implications of Bonhoeffer’s theological ethics for our different contexts. Scholars have long posited justice as a core value of public relations. However, that value has been criticized as being improbably idealistic. Philosopher David Hume locates the origins of justice within the need for property and the reliable exchange of resources. Hume thus embeds the origins of justice within a staple of public relations theory: resource dependency theory. Additionally, Hume believes a respect for justice to be the foundation of a positive reputation. Along with the notion of being a person (zuo ren 做人), the notion of doing business (zuo shi 做事) in ordinary Chinese is basically an over-all notion of the norms in the practical and associative activities, carrying typically obscure meanings on practice and association affairs in some external world. Ordinary Chinese not only distinguishes these two notions but also defines a dictionary order of them, with the affairs of the internal world prior to those of the external. The fact that (...) the notion of doing business refers to business (shi 事) rather than person (ren 人) makes this order clear at a deeper level. It shows that this notion regards the practical affairs of the external world less important to the person itself than those of the internal. Except for these qualities, the notion of doing business holds some normative meanings, although contains no definite rules. These meanings indirectly relate to the notion of person that people form in their private associations and emerge as some mixture with a tactical attitude out of the need of earning a life. The notion of person gives birth to some obscure requirements, for instance, the requirement of 'doing business in accordance with your conscience' and that of 'doing business seriously'. The core world of family is marginalized in the public transition of associations. There are reasons to anticipate that in this process the notion of doing business will undergo more radical changes than that of being a person. (shrink)

This study was designed to examine the prevalence of a code of ethics and to analyze its content among public relations agencies in the United States. Of the 1,562 public relations agencies reviewed, 605 (38.7%) provided an ethical statement. Among the ethical statements provided by these public relations agencies, ‹respect to clients,’ ‹service,’ ‹strategic,’ and ‹results’ were the values most frequently emphasized. On the other hand, ‹balance,’ ‹fairness,’ ‹honor,’ ‹social responsibility,’ and ‹independence’ were the (...) least frequently mentioned in the ethical codes. Abstract This study was designed to investigate the factors affecting ethical practices of public relations professionals in public relations firms. Public relations practitioners are uniquely positioned to promote ethical communication and practice. As Kruckeberg (2000) explained, “public relations practitioners-if they prove worthy of the task—will be called upon to be corporate—that is organizational—interpreters and ethicists and social policy-makers, charged with guiding organizational behavior as well as influencing and reconciling public perceptions within a global context (p. 37).” Public relations practitioners, however, may never take an ethics course as a student, receive on-the-job ethical training, (...) or use the many professional codes of ethics available to them. This lack begs the question: How are they tackling the various ethical decisions they face? This study examines how public relations professionals engage in ethical decision making and make meaning of deontological ethical models. Such inquiry regarding ethical decision making may assist public relations practitioners and scholars to better understand themselves, serve society, and advance the communication profession. Four primary ethical behaviors are explored in five situations among 258 undergraduate students, mostly in public relations (PR), in two mid?Atlantic public universities. Student self?reported ethical beliefs are found to be multidimensional, with data suggesting interpretations based on theories of reasoned action.

The ethics of Public Relations is changing: the pragmatical approach is giving way to the dialogical approach. Pragmatical PR Ethics concentrates on issues and cases and hardly has a conceptual core. Dialogical PR Ethics concentrates on procedures and structures and uses symmetric communication as its core concept. Both approaches of PR ethics have their strong and weak points. A metaethical framework is presented to combine both approaches.

The quality of doctoral-level biochemistry (N=139), botany (N=83), cellular/molecular biology (N=89), microbiology (N=134), physiology (N=101), and zoology (N=70) programs at United States universities was assessed, using 16 measures. These measures focused on variables related to: (1) program size; (2) characteristics of graduates; (3) reputational factors (scholarly quality of faculty, effectiveness of programs in educating research scholars/scientists, improvement in program quality during the last 5 years); (4) university library size; (5) research support; and (6) publication records. Chapter I discusses prior attempts (...) to assess quality in graduate education, development of the study plans, and the selection of disciplines and programs to be evaluated. Chapter II discusses the methodology used, focusing on each of the assessment measures. Chapters III to VIII present, respectively, findings from the analyses of the biochemistry, botany, cellular/molecular biology, microbiology, physiology, and zoology programs. Chapter IX includes a summary of results, correlations among measures, several additional analyses, and suggestions for future studies. Among the findings reported are those indicating that cellular/molecular biology programs had, on the average, the largest number of faculty and that students in cellular/molecular biology, biology, biochemistry, microbiology, and physiology received a relatively high fraction of financial support. This article outlines a discursive framework for understanding public policy uses in different narrative contexts. The framework describes a definition of the term «discourse,» its historic and intuitionally related nature, and how descriptions of «state» and «policy» transforms into legal, political science, managerial, and «public/state policy» discursive practices. The author postu- lates that the discourse of public policy is a place of a «clash of rationalities» in the industry. Because of this, the SS concludes that the (...) essence of public policy, its perception, understanding, and reaction to it are determined by the dominance of certain institutional discourses and the dominance of their bearers: «political scientists», human rights defenders, lawyers, managers and their ideas about the nature of the state and its «politics». The dominant discourses have the na- ture of uncritical extrapolations, or transfers of certain rationality inherent in one area to another, qualitatively different from it. The consequence of such an expansion of rationality from one sphere to another is the «inadequacy» of the discourse. It then discusses a comparative explica- tion of fundamentals, which constitute the narrative practices of each discourse. Furthermore, it proposed an explanation of the subject specifics of «public policy» as an area centered around «problems,» «options,» «impacts,» and «interests / stakes,» and then traces the significant distor- tions and contortions of this topic in the semantic horizons of related discourses. The article focuses on the rising issues of public policy, depending on the specifics of the discourse — whether «political», «legal,» or «managerial». For example, «political science» discourse emphasizes the problems of the consequences of one of the dimensions of influence for the interests of different parts of society; «Legal» discourse focuses on one group of instruments of influence (norms); «Managerial» discourse draws attention to a separate stage of implementation of already estab- lished public policy. Discussions of the Tylenol and Exxon Valdez cases found in textbooks, public relations scholarship, and news coverage are assessed to understand the meanings that practitioners, educators, critics, and journalists have attributed to those events. The essay objects to a central claim made by critics who say these cases set standards for ethical behavior in public relations. This claim, according to us, mistakes moral drama for ethical deliberation.

Public health emergencies such as pandemics can put health systems in a position where they need to ration medical equipment and interventions because the resources available are not sufficient to meet demand. In public health management, the fair allocation of resources is a permanent and cross-sector issue since resources, and especially economic resources, are not infinite. During the COVID-19 pandemic resources need to be allocated under conditions of extreme urgency and uncertainty. One very problematic aspect has concerned intensive (...) care medicine and age discrimination has been among the most hotly discussed issues, as age has been touted as a probable criterion for selection. In this paper we analyse some documents originating from scientific societies and medical associations, mainly related to EU sphere and available in English, French, Spanish and Italian, concerning the criteria for admission to the intensive care units. We highlights how, in most of these documents, it is explicitly stated that “age itself” is not a criterion for patient selection. Our conclusion is that these criteria should be defined in advance of a crisis situation and be grounded in clinical indicators. Establishing “cut-off” policies with regard to criteria such as age or chronic disability is definitely an unjustifiable form of discrimination even in the context of a public health emergency. This session was convened, in part, to discuss the value of creating an electronic system to track public health legal information. Public health surveillance is the “ongoing, systematic collection, analysis, interpretation, and dissemination of data regarding a health-related event (...) for use in public health action to reduce morbidity and mortality and to improve health. Data disseminated by a public health surveillance system can be used for immediate public health action, program planning and evaluation, and formulating research hypotheses.” There is currently no system available that meets the goals of this definition of “surveillance” for public health laws. Drawing upon contemporary virtue ethics theory, The Model of The Principled Advocate and The Pathological Partisan is introduced. Profiles are developed of diametrically opposed archetypes of public relations and advertising practitioners. The Principled Advocate represents the advocacy virtues of humility, truth, transparency, respect, care, authenticity, equity, and social responsibility. The Pathological Partisan represents the opposing vices of arrogance, deceit, secrecy, manipulation, disregard, artifice, injustice, and raw self-interest. The Department of Fisheries and Wildlife Sciences (FWS) graduate program at Virginia Tech held a student-led, discussion-based, 9-week seminar in the philosophy of science during the fall 1999 semester. This seminar presented the sociologist of science with the opportunity to investigate questions such as, How does a contemporary scientific discipline use the philosophy of science? What do scientists hope to gain from an understanding of demarcation issues? And how do they perceive themselves as a science? Issues of demarcation between science (...) and pseudo-science are prevalent in FWS. The role of public funding is at the forefront of the department’s concerns, as governmental agencies are responsible, to a dominant degree, for funding research that the public assumes will benefit them. Thus, the concerns of the department are of utility, or the perception thereof. An investigation of the sort proposed here is practical yet restrictive. The topics are preselected and noncomprehensive because the seminar organizers in FWS chose select readings pertinent to their discipline. Discussions revolved around such topics as the definition of science, methodology, credibility, specialization within FWS, the value (or lack thereof) of theory in FWS, the manager-scientist distinction, and the use of models. The intent of this article is to provide a brief ethnographic view of the seminar. It will review some of the seminar topics and relate them to the broader issue of scientific self-definition and the concept of science as a social mechanism. It is not an evaluative article about FWS but a descriptive article about how a scientific discipline regards itself. (shrink)

Sanitary engineering is burdened by several challenges that attract bioethical attention: there are many ambiguities regarding the definition of the profession; its methodology seems to be a combination of several approaches from different sciences; and it often appears to be an amalgam of different disciplines. We argue that the bioethical perspective helps to show that these features can be taken as a stimulating challenge. Moreover, bioethics may illuminate how these features can become an asset to sanitary engineering in light (...) of the growing need for holistic approaches. First, we present a bioethical analysis of the aforementioned features as a useful way to clarify and strengthen the identity of the profession. Second, we argue that professional ethics have received the least attention, but are crucial to giving the profession stronger independence and professional identity and to creating a unique worldview at the crossroads of environmental and public health ethics. Finally, we propose a general framework of sound professional ethics of sanitary engineering as a necessary step towards rethinking the core values of the profession, clearly articulating a genuine professional ethic, and reforming educational politics related to professional education. The article at hand presents the results of a literature review on the ethical issues related to scientific authorship. These issues are understood as questions and/or concerns about obligations, values or virtues in relation to reporting, authorship and publication of research results. For this purpose, the Web of Science core collection was searched for English resources published between 1945 and 2018, and a total of 324 items were analyzed. Based on the review of the documents, ten ethical themes have been (...) identified, some of which entail several ethical issues. Ranked on the basis of their frequency of occurrence these themes are: 1) attribution, 2) violations of the norms of authorship, 3) bias, 4) responsibility and accountability, 5) authorship order, 6) citations and referencing, 7) definition of authorship, 8) publication strategy, 9) originality, and 10) sanctions. In mapping these themes, the current article explores major ethical issue and provides a critical discussion about the application of codes of conduct, various understandings of culture, and contributing factors to unethical behavior. The main aim of this paper is to explore why it is so important for Hume to defi ne ‘cause’ as he does. This will shed light on the signifi cance of the natural/philosophical relation (hereafter NPR) distinction in the Treatise. Hume's use of the NPR distinction allows him to dismiss on general grounds conceptions of causation at odds with his own. In particular, it allows him to avoid having to engage in detailed re-interpretation of potentially confl icting theories formulated (...) by natural philosophers. Moreover, it provides an instance of the normative nature of Hume's “science of man.” The paper argues that the NPR distinction - in conjunction with the so-called copy principle - is meant to undercut appeals to the authority of theories not founded on Hume's “principles.” In order to illustrate its claims about Hume, this essay explores some aspects of Newton's natural philosophy. Finally, this paper resolves a long-standing interpretive problem: how to reconcile Hume's two “defi nitions” of causation in the Treatise. (shrink)

As a relatively young profession, public relations seeks a realistic ethics foundation. A continuing debate in public relations has pitted journalistic/objectivity ethics against the advocacy ethics that may be more appropriate in an adversarial society. As the journalistic/objectivity influence has waned, the debate has evolved, pitting the advocacy/adversarial foundation against the two-way symmetrical model of public relations, which seeks to build consensus and holds that an organization itself, not an opposing public, sometimes may (...) need to change to build a productive relationship. A similar battle between adversarial advocacy and symmetry occurred during the emergence of rhetoric in the Athens of the 4th century B.C. Plato and Aristotle favored adversarial/advocacy rhetoric, whereas Isocrates favored a symmetrical rhetoric. Four criteria of comparison of those rhetorics are examined: success of the respective schools, success of the respective graduates, the evaluation of later Roman rhetoricians, and the impact on the future of education. History shows that Isocrates's symmetrical rhetoric clearly was more effective than its adversarial/advocacy rivals. Recent studies of the two-way symmetrical model concur, indicating that it may well be the most effective foundation for public relations ethics. (shrink)

Public relations scholars have demonstrated contradictory views regarding the application of universal versus culture-specific approaches for understanding global public relations ethics. However, few comparative studies have empirically explored public relations ethics on a global scale. To that end, this study represents an exploratory attempt to provide a descriptive picture of public relations professional associations and their codes of ethics across 107 countries. In conclusion, we argue that honesty, safeguarding of confidences of clients, (...) and prohibition of conflicts of interest of competing clients should be accepted as the universal values, while other issues, such as free flow of information and fees and gifts, could be understood as the relativistic values specific to a nation's situation and needs. This book is an attempt to examine the concept of "public interest" and show that, while it has no general, unchanging, descriptive meaning applicable to all policy decisions, it does have a non-arbitrary descriptive meaning which can be determined in particular cases. This meaning can be found through "reasoned discourse" which attempts to relate the anticipated effects of a policy to community values. The concept of public interest is, the author argues, neither a vacuous phrase nor a verbal (...) device useful only for propaganda purposes. The author then attempts to see whether "reason" as it appears in "reasoned discourse" mentioned above can carry the burden assigned to it. In a close examination of what "giving reasons" consists of in the absence of a hierarchy of values, the author shows that it amounts to more than an infinite logical regress. The author admits that there remains an arbitrary element in value judgments which is much smaller and capable of more precise definition than is usually thought). In situations of conflict and diversity of values among reasoning men, the dilemma is resolved by the principle of "authority." Authority itself is required to justify its decisions by giving reasons, but precisely what authority is, beyond this giving of reasons based on somewhat arbitrary values, is not examined.—S. W. The first section, “The Imperative of a Public Theology,” includes essays by editor Michael Shahan, Carl Braaten, Jean Bethke Elshtain, and Richard John Neuhaus. Shahan’s essay provides a helpful exposition of Benne’s intellectual trajectory. Braaten offers a defense of the historic, bodily resurrection of Jesus as the “crux of Christianity’s case.” Elshtain takes [End Page 206] up C. S. Lewis’s concerns in his Abolition of Man (1944) as she diagnoses the “cultural disorder” reflected in current debates about euthanasia and abortion. Neuhaus’s wistful essay looks back over his efforts in the public square, stating that he and Benne have shared a common concern: “A renewal of Christian confidence in providing a morally informed philosophy for a more just and virtuous society in the tradition of liberal democracy” (47). Taken together, these four chapters sketch the assumed intellectual and cultural landscape that sets the context for the volume as a whole.The second section, “The Lutheran Necessity in Public Theology,” begins with a largely autobiographical essay by James Nuechterlein about his journey in Lutheranism and the value of its theological distinctives, especially the famous simul. Abstract Recently, there has been a growing interest in public health and public health ethics. Much of this interest has been tied to efforts to draw up national and international plans to deal with a global pandemic. It is common for these plans to state the importance of drawing upon (...) a well-developed ethics framework and we argue that this framework should reflect the values and insights of feminist relational theory. More specifically, we argue that pandemic planning must be squarely situated in the larger realm of public health and that an ethics framework for public health will be one that recognizes the need to pay particular attention to the vulnerability of subpopulations lacking in social and economic power. We propose an ethics framework for public health that builds on the notions of relational personhood (including relational autonomy and social justice) and relational solidarity.
