The behavior of two-dimensional coupled map lattices is studied with respect to the global stabilization of unstable local fixed points without external control. It is numerically shown under which circumstances such inherent global stabilization can be achieved for both synchronous and asynchronous updating. Two necessary conditions for inherent global stabilization are derived analytically.

This paper considers political agency and space as found in Cavarero's For More Than One Voice: Toward a Philosophy of Vocal Expression in order to take a critical philosophical approach to human rights education and the political implications of its increasingly legal discourse. Like Arendt, Cavarero is concerned with a radical rethinking of political space, as not limited to place or legal borders, but bound by our human condition of plurality and relationality. Both Arendt and Cavarero want politics to be (...) coupled with justice, nevertheless, Cavarero provides a notion of politics that lets us think beyond territorial terms of a polis, which opens for exploring an expanded conceptualization of human rights politics, as not bound by national legislative measures, but as concerning political action in-between human beings. In contrast to the dominant discourse on ‘human rights experts’ who frame the content for HRE, the notion of ‘absolute local space’ questions the dichotomy of universal/particular in raising the importance of a plurality of unique voices who create a spectrum for the universality of rights. This paper extends scholarship on multi-stakeholder initiatives (MSIs) in the context of corporate social responsibility in three ways. First, I outline a framework to analyze the strength of couplings between actors participating in MSIs. Characterizing an MSI as consisting of numerous local networks that are embedded in a wider global network, I argue that tighter couplings (within local networks) and looser couplings (between local networks) coexist. Second, I suggest that this coexistence of (...) class='Hi'>couplings enables MSIs to generate policy outcomes which address the conditions of a transnational regulatory context. I argue that MSIs’ way of organizing enables them to cope with three challenges: the stability, flexibility, and legitimacy of governance. Reflecting on these challenges, the article identifies a number of problems related to MSIs’ role in transnational governance. Third, I discuss the UN Global Compact as an illustrative case and examine problems and opportunities related to its stability, flexibility, and legitimacy. (shrink)

Discussions of ethics within in-service teacher education tend to focus on microethical concerns (e.g., discipline) that deal with decision making at interpersonal levels. Issues concerning educational technology are no exception. Yet, as teachers choose and are expected to integrate technological devices (e.g., laptops) and sociotechnical systems (e.g., learning management systems) into pedagogical practices, their classrooms and schools may become implicated in macroethical issues (e.g., electronic waste) that reach beyond the local consequences of their direct actions. Necessitated by tight (...) class='Hi'>couplings of technology and education, this article presents the concept of macroethics for teacher educators by grounding it in three areas of concern: obsolescence, automation, and big data. These three areas offer opportunities to make economic and environmental issues more central to case studies on technology in teacher education. At the same time, teacher educators will need to put emphasis on critical reflection and collective action in units on macroethics since the limited impact of individual decision-making on these issues may put teachers in double binds (i.e., dilemmas with contradictory demands). In this paper, the ethical, legal, and social implications of Thailand’s surrogacy regulations from both domestic and global perspectives are explored. Surrogacy tourism in Thailand has expanded since India strengthened its visa regulations in 2012. In 2015, in the wake of a major scandal surrounding the abandonment of a surrogate child by its foreign intended parents, a law prohibiting the practice of surrogacy for commercial purposes was enacted. Consequently, a complete ban on surrogacy tourism was imposed. However, some Thai (...) physicians and surrogate mothers cross into neighboring countries to provide foreign clients with the commercial surrogacy services that are forbidden in Thailand. Under this legislation, the needs of Thai couples who are unable to conceive are accommodated by legally accessible, non-commercial surrogacy services; however, there is currently no provision in place aimed at protecting the rights and interests of surrogate mothers and children. It is widely believed that the abolition of surrogacy tourism, an industry that give rise to several major scandals, and legal access to surrogacy by Thai couples were the Thai government’s primary goal in implementing this legislation. Identifying biomarkers of developing mental disorder is crucial to improving early identification and treatment—a key strategy for reducing the burden of mental disorders. Cross-frequency coupling between two different frequencies of neural oscillations is one such promising measure, believed to reflect synchronization between local and global networks in the brain. Specifically, in adults phase–amplitude coupling (PAC) has been shown to be involved in a range of cognitive processes, including working and long-term memory, attention, language, and fluid intelligence. Evidence suggests (...) that increased PAC mediates both temporary and lasting improvements in working memory elicited by transcranial direct-current stimulation and reductions in depressive symptoms after transcranial magnetic stimulation. Moreover, research has shown that abnormal patterns of PAC are associated with depression and schizophrenia in adults. PAC is believed to be closely related to cortico-cortico white matter (WM) microstructure, which is well established in the literature as a structural mechanism underlying mental health. Some cognitive findings have been replicated in adolescents and abnormal patterns of PAC have also been linked to ADHD in young people. However, currently most research has focused on cross-sectional adult samples. Whereas initial hypotheses suggested that PAC was a state-based measure due to an early focus on cognitive, task-based research, current evidence suggests that PAC has both state-based and stable components. Future longitudinal research focusing on PAC throughout adolescent development could further our understanding of the relationship between mental health and cognition and facilitate the development of new methods for the identification and treatment of youth mental health. Unprepared, I give some anemic responses about social responsibility and global citizenship.He looks at his screen and clicks on a couple of links. Suddenly, he turns to me and exclaims, "I get it! You guys are going because then you can put your PWAB on your CV!" I give him a blank look.He stands and goes over to the dry erase board to write: "PWAB—Picture With an African Baby."I'm amused for a moment, and then suddenly hurt. What does this mean? Is he questioning our intentions, our moral resolve? The PWAB, however, implies that for an important number of other students, global health is becoming a social capital commodity: an edu-vacation, something to make your mother proud, win a mate, maybe even just another mandatory rotation needed to spice up the application for a career in a highly competitive subspecialty.If students are the future of this field, then the way that global health educators like myself manage this issue may ultimately determine the objectives and scope of countless potential projects hoping to help the billions of people barely surviving abject poverty. I have a career in global health that is more than a hobby because of the clear vision and strong leadership of my mentors and our university (Farmer, 2011). When I was hired as faculty, they worked with me to find the right full-time equivalent (FTE) split so that I could both make a living as an attending, and also still have time to teach, think, research, and manage a project abroad pro bono. This book reflects on Indonesia's recent experience with REDD (Reducing Emissions from Deforestation and forest Degradation), all set within a broader discussion of neoliberal environmentalism, hyper-capitalism and Indonesian carbon politics. Drawing on the author's political ethnographic fieldwork conducted in Jakarta, Central Sulawesi and Oslo, where the author examined Norway's interests and role in implementing REDD, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the carbon stored (...) within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD is a leading example, increases the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD implementation. Using a political ecology approach, the book links the literature on REDD with that covering Indonesia's recent democratic regression, highlighting how the country's environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD cannot replace global policies that drastically reduce industrial carbon emissions. This book will be of great interests to students and scholars of political ecology, deforestation, climate change, environmental politics, natural resource management and environmental conservation. Based on the global urban economic competitiveness data in 2017, this study conducts coupling analyses of the competitiveness indicator system. The comprehensive study on the coupling coordination degree among explanatory indexes of urban economic competitiveness concludes that the city with higher economic competitiveness rankings has a higher degree of coupling coordination ; the city ranked lower in the economic competitiveness has a lower DCC. The cities with higher DCC are mainly those global cities or metropolis known for financial (...) and technological innovations, while cities with bare coupling coordination are mainly in underdeveloped countries in Asia, Africa, and Latin America. Based on the findings, the paper employs a model that combines linear regression and quantile regression to identify the specific driving factors that affect the cities’ competitiveness around the world. Therefore, every city should act according to local conditions, focus on the key drivers of urban development, and address the inadequacies to balance the economic development so as to enhance its competitiveness. A number of important decision domains, including decisions about hiring, global warming, and weather hazards, are characterized by a global–local incompatibility. These domains involve variables that cannot be observed by a single decision maker (DM) and require the integration of observations from locally available information cues. This paper presents a new bifocal lens model that describes how the structure of the environment can lead to a unique form of overconfidence when generalizing the reliability of the local (...) environment to a global scale. When the local environment does not reliably reflect the global environment, they are incompatible. While local perspectives vary across DMs, global–local incompatibility can be understood using the structure of classical test theory as the difference between (a) perceived estimates of the reliability derived from the local environment and (b) the true reliability of the local environment. I model global–local incompatibility as the difference between the true and estimated reliability when the assumptions of classical test theory are violated. Using a series of case studies and an empirical study, I demonstrate the widespread utility of this framework, and I conclude by discussing implications for cognitive–ecological theory, risk communication, and overconfidence. The essential idea of Leibniz’s Theodicy was little understood in his time but has become one of the organizing themes of modern mathematics. There are many phenomena that are possible locally but for purely mathematical reasons impossible globally. For example, it is possible to build a spiral staircase that is rising at any given point, but it is impossible to build one that is rising at all points and comes back to where it started. The necessity is mathematically provable, so (...) not subject to exception by divine power. Leibniz’s Theodicy argues that God could improve the universe locally in many ways, but not globally. This paper defends Leibniz, giving positive reasons for believing that there are so many necessary interconnections between goods and evils that God is faced with a choice like the classic Trolley case, where all of the scenarios that could be chosen upfront contain evils, but some more than others. Local changes for the better seem easy to imagine, but a proper understanding of global constraints undermines the initial impression that they can be done without global cost. The paper concludes by explaining how the context of the Leibnizian argument makes it reasonable to pursue the issue of whether there are no worlds better than this one. (shrink)

The Amazon rainforest is one of the most important topics of transnational activism. Based on the assumption that the consumption of timber in the Northern hemisphere is largely responsible for deforestation, campaigners have focused on the global timber trade. From a strategy of boycotting tropical timber in the 1980s, environmentalists shifted their approach to one influenced by a discourse on ‘sustainable development’ in the 1990s. Believing that they could persuade loggers to use less predatory practices, the mainstream NGOs developed (...) a certification scheme in association with timber companies known as the FSC – Forest Stewardship Council. Since then, the NGOs have gained influence over international policies. The focus on the so-called ‘Amazon forestry vocation’, however, may lead to doubtful results when sustainability of local societies and ecosystems is considered. This article discusses some dimensions of the new Amazon policies that are driven by a global market perspective and which may consequently render local and diverse cultures invisible. (shrink)

The effects of the COVID-19 pandemic have rippled across the United States’ (US) agri-food system, illuminating considerable issues. US seed systems, which form the foundation of food production, were particularly marked by panic-buying and heightened safety precautions in seed fulfillment facilities which precipitated a commercial seed sector overwhelmed and unprepared to meet consumer demand for seed, especially for non-commercial growers. In response, prominent scholars have emphasized the need to support both formal (commercial) and informal (farmer- and gardener-managed) seed systems to (...) holistically aid growers across various contexts. However, limited attention to non-commercial seed systems in the US, coupled with a lack of consensus surrounding what exactly a resilient seed system looks like, first warrants an exploration into the strengths and vulnerabilities of existing seed systems. This paper seeks to examine how growers navigated challenges in seed sourcing and how this may reflect the resilience of the seed systems to which they belong. Using a mixed-methods approach which includes data from online surveys (n = 158) and semi-structured interviews (n = 31) with farmers and gardeners in Vermont, findings suggest that growers were able to adapt – albeit through different mechanisms depending on their positionality (commercial or non-commercial) within the agri-food system. However, systemic challenges emerged including a lack of access to diverse, locally adapted, and organic seeds. Insights from this study illuminate the importance of creating linkages between formal and informal seed systems in the US to help growers respond to manifold challenges, as well as promote a robust and sustainable stock of planting material. Any attempt at consciousness assessment in organoids requires careful consideration of the theory of consciousness that researchers will rely on when performing this task. In cognitive neuroscience and the clinic, there are tools and theories used to detect and measure consciousness, typically in human beings, but none of them is neither fully consensual nor fit for the biological characteristics of organoids. I discuss the existing attempt relying on the Integrated Information Theory and its models and tools. Then, I revive the (...) distinction between global theories of consciousness and local theories of consciousness as a thought-provoking one for those engaged in the difficult task of adapting models of consciousness to the biological reality of brain organoids. The “microconsciousness theory” of Semir Zeki is taken as an exploratory path and illustration of a theory defending that minimal networks can support a form of consciousness. I suggest that the skepticism prevailing in the neuroscience community regarding the possibility of organoid consciousness relies on some assumptions related to a globalist account of consciousness and that other accounts are worth exploring at this stage. The terms “patriotism” and “nationalism” are distinguished historically, conceptually, and geographically. Historically, patriotism is shown to have roots in the classical republican tradition of political thought, according to which citizens should give priority to the common good of their political or civic, as distinct from national, community. Conceptually, it is argued that patriotism is best understood as a political philosophy, an account of the form or forms of dialogue that citizens should engage in when responding to their conflicts, whereas nationalism (...) is a political ideology, an account of the kinds of things that citizens should be saying within those dialogues, in particular, when they take the form of negotiation. Patriotism, then, is that political philosophy which endorses the maxim “conversation first, negotiation second, force third,” since conversation between citizens has the best prospects for realizing and developing the common good. Nationalism, by contrast, is the ideology of those who, when it comes to political negotiations, give the greatest weight to the needs of their national community. Finally, regarding geography, patriotism is shown to be concerned with the jurisdiction of the state, whereas nationalism emphasizes the permanent and sharply demarcated territory where the national community is located. The chapter then concludes with the recommendation that we all need to affirm a global patriotism, alongside the more local forms. (shrink)

Pressure from the public and non-governmental organisations is pushing lead companies in the cocoa and chocolate sectors towards becoming more environmentally sustainable and socially just. Because of this, several sustainability programmes, certification schemes and delivery initiatives have been introduced. These have changed the relationship between chocolate companies, cocoa exporters, and small-scale farmers. This paper observes how large companies in the cocoa export and consumer markets are shifting away from their traditionally remote position in the cocoa sector. The pressure to ensure (...) sustainability and justice has provoked more mutually dependent relationships with cocoa producers. Our analysis outlines the implications this emerging reconfiguration of global-local relationships has for procedural justice principles of interdependence and refutability, and the distributive justice principles of need and equity. These principles are important because they enable the different dimensions of inclusion: ownership, voice, risk, and reward. This paper highlights and qualifies arrangements surrounding these justice principles that manifest in the way five service delivery initiatives - associated with sustainability programmes and led by major buying companies in Ghana’s cocoa sector – are implemented. We show inclusiveness as an outcome of dynamic global-local relationships that are constantly reworked in response to smallholder farmers’ agency and state regulations. Portraying inclusiveness as an outcome of interactions changes its conceptualisation from a predefined ethical standpoint included in the design of standards to a result of unfolding mutual dependencies, which refashion how inclusive agriculture value chains work. This paper investigates how and when pairs of terms such as “local–global” and “im Kleinen–im Grossen” began to be used by mathematicians as explicit reflexive categories. A first phase of automatic search led to the delineation of the relevant corpus, and to the identification of the period from 1898 to 1918 as that of emergence. The emergence appears to have been, from the very start, both transdisciplinary (function theory, calculus of variations, differential geometry) and international, although the AMS-Göttingen (...) connection played a specific part. First used as an expository and didactic tool (e.g. by Osgood), it soon played a crucial part in the creation of new mathematical concepts (e.g. in Hahn’s work), in the shaping of research agendas (e.g. Blaschke’s global differential geometry), and in Weyl’s axiomatic foundation of the manifold concept. We finally turn to France, where in the 1910s, in the wake of Poincaré’s work, Hadamard began to promote a research agenda in terms of “passage du local au general.”. (shrink)

With the advent of globalization, the track record of multinational corporations (MNCs) has been mixed at best in relation to their Corporate Social Responsibility (CSR) involvement in developing countries. This article attempts to cross-fertilize insights from the business-society and international business political behavior literature streams to identify relevant dimensions and contingencies that can be used to analyze the CSR of MNCs in developing countries and the extent of standardization or localization of their strategies. The article makes use of the new (...) theoretical framework in the context of an interpretive research methodology to examine the CSR orientations of a sample of MNC subsidiaries in Lebanon. The findings reveal patterns of global CSR being diffused to developing countries, but also being diluted along the way in view of specific subsidiary endowments and host market characteristics. The neoliberal globalization project of expanding and maintaining capitalism globally requires the shaping of neoliberal nation-states that will entrench its ideology, political structures, and practices. In that sense, the neoliberal nation-state provides an appropriate conceptual site for investigating the local-global nexus in the dynamics of global capitalism. Using the Philippines as an example, this paper investigates the various factors or dimensions in the making of the Philippines as a neoliberal nation-state from the colonial era to the supranational (...) structures that exert external control on the Philippine political economy: the global power of transnational corporations, the IMF, American and Chinese imperialism, including the American military aid that supports militarization and counter-insurgency against movements that challenge the neoliberal agenda of the past and current regimes. A norm of local expert deference says that your credence in an arbitrary proposition A, given that the expert's probability for A is n, should be n. A norm of global expert deference says that your credence in A, given that the expert's entire probability function is E, should be E(A). Gaifman (1988) taught us that these two norms are not equivalent. Stalnaker (2019) conjectures that Gaifman's example is "a loophole". Here, I substantiate Stalnaker's suspicions by providing characterisation (...) theorems which tell us precisely when the norms give different advice. They tell us that, in a good sense, Gaifman's example is the only case where the two norms differ. I suggest that the lesson of the theorems is that Bayesian epistemologists need not concern themselves with the differences between these two kinds of norms. While they are not strictly speaking equivalent, they are equivalent for all philosophical purposes. (shrink)

The global pessimistic meta-induction argues from the falsity of scientific theories accepted in the past to the likely falsity of currently accepted scientific theories. I contend that this argument commits a statistical error previously unmentioned in the literature and is self-undermining. I then compare the global pessimistic meta-induction to a local pessimistic meta-induction based on recent negative assessments of the reliability of medical research. If there is any future in drawing pessimistic conclusions from the history of science, (...) it lies in local meta-inductions, but these meta-inductions will not result in global distrust of the results of science. Analysing some of the key discourses of ‘globalization’ and their relationship to global/local processes of gender, the article makes a distinction between the ‘global’ and ‘globalization’, such that the latter is seen as only one dimension of the ‘global’. Globalization is understood as comprising complex and contradictory phenomena with diverse and differential impact across distinct categories of people, localities, regions and hemispheres. Hence, the notion of being straightforwardly ‘for’ or ‘against’ globalization is problematized. The essay explores (...) media response to a major global event — the bombing of the World Trade Center in New York and the Pentagon in Washington DC on 11 September — in terms of the ‘agenda setting’ role of the US's ‘mainstream’ national television news coverage in the aftermath of the first two weeks. A subsequent peace rally, the ‘International Day Against War and Racism’, held in Washington DC, is analysed as the site for the emergence of a new oppositional political subject in the current context. Philosophers have recently argued that we should revise our understanding of character. An individual's behaviour is governed not by a set of ‘global’ traits, each elicited by a certain kind of situational feature, they argue, but by a much larger array of ‘local’ traits, each elicited by a certain combination of situational features. But the data cited by these philosophers support their theory only if we conceive of traits purely in terms of stimulus and response, rather than in (...) the more traditional terms of inner mental items such as inclinations. We should not adopt the former conception, moreover, since doing so would impede pursuit of the ethical aims for which we need a theory of character, whereas retaining the latter conception will facilitate this pursuit.
