The various forms of human knowledge can be regarded as an integral, historically developing system. Universal cultural categories are a system-building factor. They form the core of the cultural and historical code by which a type of society is reproduced. The differences in the meaning of universals in traditional and technogenic cultures determine the difference in the organization of knowledge forms. The modern system of knowledge is developing under two general conditions: the search for a new worldview, as well (...) as the intensification of cross-cultural dialogue. The transition to the technological mastery of complex, historically evolving systems forms new images of nature from the scientific perspective, as well as new strategies of activity. These new images of nature accord not only with the values of the European culture, but correlate with the worldviews of different Eastern cultures which had previously been rejected as unscientific. In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree that the framework (...) came from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. Premodern Financial Systems: A Historical Comparative sStudy describes the financial superstructure, such as the method of financing the government, and links it to the essential characteristics of the infrastructure of nearly a dozen societies ranging from Athens in the late fifth century BC to the United Provinces in the mid-seventeenth century. The health of a nation tells much about the nature of a social contract between citizen and state. The way that health care is organised, and the degree to which it is equitably accessible, constitutes a manifestation of the effects of moments and events in that country's history. Research around health inequalities often focuses on demonstrating current conditions, with little attention paid to how the conditions of inequality have been achieved and sustained. This article presents a novel approach to inequalities (...) research that focuses on examining powerful historical discourses as legitimising processes that serve to sustain unequal conditions. The use of this Foucauldian historical genealogical approach in a study of the Irish health care system is explored and proposed as a novel approach to the research of health inequities. (shrink)

During the first two decades of the 20th century, the expansion of private foundations and philanthropic initiatives in the United States converged with a comprehensive, nationwide agenda of progressive education and post-war social reconstruction that situated childhood at its core. From 1924 to 1928, the Laura Spelman Rockefeller Memorial was the main foundation behind the aggressive, systematic funding of the child development movement in North America. A pioneering institution, the Institute of Child Welfare Research, established in 1924 at Columbia's Teachers (...) College, was the first Rockefeller-funded programme of its kind at an American university. The Institute was influential in helping set up a nationwide network of child welfare institutes at other universities. Twelve years later, it would also be the first of those institutes to close. Nonetheless, the Institute's context, emergence, and development have been overlooked or misrepresented by previous scholarship, which calls for a new, critical historical analysis. By drawing on a number of archival sources and unpublished materials, this paper offers a critical reconstruction of the Institute's internal, often unstable history, emphasizing its origins, members, and administrative changes. I argue that the demise of the Institute should be understood in the context of both the revision of philanthropic policies in the late 1920s and the Institute's singular emphasis on teaching and training over research. The resulting narrative allows for a deeper, more informed understanding of both the Institute's origins and its eventual folding. (shrink)

At present, Hong Kong does not have a publicly-managed mandatory contributory retirement protection scheme. The Hong Kong Government launched a consultation on the universal pension scheme in 2015. The Government’s plan provoked many controversies and eventually failed. This paper will examine the problem of the welfare ideology and system in Hong Kong from a historical perspective, taking the universal pension scheme as an example. This paper argues that the reason for the failure of the universal pension scheme was that (...) Hong Kong people do not have a complete sense of citizenship and hold a distorted welfare ideology for historical reasons. This paper is one of the first to offer some reflections on the question of poverty and lack of social justice from a historical perspective. (shrink)

Systems of units still fail to attract the philosophical attention they deserve, but this could change with the current reform of the International System of Units. Most of the SI base units will henceforth be based on certain laws of nature and a choice of fundamental constants whose values will be frozen. In this paper, the historical development of the clitic systems of Standard Modern, Cypriot and Pontic Greek is discussed. These three varieties not only present the whole range of variation one can find across clitic systems in Greek but, furthermore, derive from a common linguistic ancestor, i.e. Koine Greek. This paper argues that the transition from Koine Greek to the Medieval varieties and from the Medieval varieties to the respective modern ones can be explained by making the (...) assumption that routinisation and parsing/hearer assymetries are two important factors behind syntactic change. The claim is that the transition from Koine to the Medieval Greek varieties involves the emergence of a clitic system with encoded syntactic constraints out of a freer one, where clitic positioning was regulated by pragmatic preferences rather than syntactic constraints. Then, the transition to the modern varieties from the respective medieval ones is explained, at least partly, on the assumption that production/parsing mismatches are capable of triggering syntactic change. This last assumption combined with: the tendency to obtain more generalised parsing triggers for parsing the individual clitics and the fact that the Medieval varieties in question differ in minimal but crucial ways, provides us an explanation for the transition to the modern varieties. We discuss in this paper the question of the scope of the principle of tolerance about languages promoted in Carnap's The Logical Syntax of Language and the nature of the analogy between it and the rudimentary conventionalism purportedly exhibited in the work of Poincaré and Hilbert. We take it more or less for granted that Poincaré and Hilbert do argue for conventionalism. We begin by sketching Coffa's historical account, which suggests that tolerance be interpreted as a conventionalism that allows (...) us complete freedom to select whatever language we wish—an interpretation that generalizes the conventionalism promoted by Poincaré and Hilbert which allows us complete freedom to select whatever axiom system we wish for geometry. We argue that such an interpretation saddles Carnap with a theory of meaning that has unhappy consequences, a theory we believe he did not hold. We suggest that the principle of linguistic tolerance in fact has a more limited scope; but within that scope the analogy between tolerance and geometric conventionalism is quite tight. (shrink)

This volume provides Dilthey's most mature and best formulation of his Critique of Historical Reason. It begins with three "Studies Toward the Foundation of the Human Sciences," in which Dilthey refashions Husserlian concepts to describe the basic structures of consciousness relevant to historical understanding. The volume next presents the major 1910 work The Formation of the Historical World in the Human Sciences. Here Dilthey considers the degree to which carriers of history--individuals, cultures, institutions, and communities--can be articulated (...) as productive systems capable of generating value and meaning and of realizing purposes. Hegel's idea of objective spirit is reconceived in a more empirical form to designate the medium of commonality in which historical beings are immersed. Any universal claims about history need to be framed within the specific productive systems analyzed by the various human sciences. Dilthey's drafts for the Continuation of the Formation contain extensive discussions of the categories most important for our knowledge of historical life: meaning, value, purpose, time, and development. He also examines the contributions of autobiography to historical understanding and of biography to scientific history. The finest summary of Dilthey's views on hermeneutics can be found in "The Understanding of Other Persons and Their Manifestations of Life." Here, Dilthey differentiates understanding relative to three kinds of manifestations of life. After giving his analysis of elementary understanding, he examines the role of induction in higher understanding and interpretation, and the relevance of transposition and re-experiencing for grasping individuality. This study explores the history of nanotechnology from the perspective of protein engineering, which differs from the history of nanotechnology that has arisen from mechanical and materials engineering; it also demonstrates points of convergence between the two. Focusing on directed evolution—an experimental system of molecular biomimetics that mimics nature as an inspiration for material design—this study follows the emergence of an evolutionary experimental system from the 1960s to the present, by detailing the material culture, practices, and techniques involved. Directed evolution, (...) as an aspect of nanobiotechnology, is also distinct from the dominant biotechnologies of the 20th century. Employing what he calls "the method used with such care by Aristotle," Maritain begins with the discovery of ethics by Socrates, moves on to the impact of Christianity upon moral philosophy, (...) the ethics of Kant, and the great "illusion" of post-Kantian dialecticism, and concludes with a telling criticism of so-called existentialist ethics and Bergsonian supra-morality. Semantic categories in the world's languages often reflect a historical process of chaining: A name for one referent is extended to a conceptually related referent, and from there on to other referents, producing a chain of exemplars that all bear the same name. The beginning and end points of such a chain might in principle be rather dissimilar. There is also evidence supporting a contrasting picture: Languages tend to support efficient, informative communication, often through semantic categories in which all (...) exemplars are similar. Here, we explore this tension through computational analyses of existing cross-language naming and sorting data from the domain of household containers. We find formal evidence for historical semantic chaining, and evidence that systems of categories in this domain nonetheless support near-optimally efficient communication. Our results demonstrate that semantic chaining is compatible with efficient communication, and they suggest that chaining may be constrained by the functional need for efficient communication. Japan is one of several East Asian countries that share an ethical system of mutual support. A review of Japan’s health care system reveals a strong egalitarian ethos often considered unique by outside observers.

The first question we will try to answer is how did a Communist Party that rejected all forms of a market economy during its first 30 years in power succeed in establishing capitalism in China when so many attempts had failed after the mid-nineteenth century. Instead of relying on the traditional economic explanation based on labor, capital, and productivity that is favored by economists and that has been well discussed in the economic literature, we will focus more on the political (...) and social factors that explain this acceleration of history.The second question is related to the different problems that the Chinese economy faces today. China has registered one of the fastest economic growth rates in the history of capitalism, but this take-off still appears fragile in many analyses, potentially reversible. Again, if we consider what has been achieved during 25 years of reform, the question we can ask is whether the problems that create the concern with fragility represent a real threat to the economic modernization launched in 1978, and to the definitive establishment of a capitalism system in China.Finally, a third question that has been repeated like a mantra in foreign government circles and by reformers in China: Will the economic transformations that have taken place in the People’s Republic soon lead to the emergence of a democratic regime that will enable China to complete its cycle of modernization? This article proposes an alternative approach in sustainability assessment. The conceptual framework was developed by modifying Ken Wilber's All Quadrants, All Levels (AQAL) approach, and focuses on the inter-relatedness/inter-connection of various perspectives inherent to the concept of sustainability. To look at how our framework can facilitate the practice of sustainability assessment, we apply the framework to examine the relationships between social systems and the environmental changes in the Ili River basin across the period 1900?2008. This approach enables us to (...) investigate the environmental problems of the Ili River basin in a four-quadrant framework, and combine the empirics of quadrants obtained from traditional disciplinary methodologies. The four-quadrant framework adopted in this study illustrates the interlocking relationships among various perspectives of environmental issues in the Ili River basin, namely, physical perspective, personal perspective, cultural perspective, and social perspective. In particular, the protruding development (evolution) of the lower right dimension is the fundamental cause of the environmental degradation and its related social problems in the Ili River basin. Compared to other established approaches in literature that emphasize on the tradeoffs of various perspectives of sustainability, our findings indicate the potential contributions of four-quadrant framework to sustainability assessment through its focus on the inter-relatedness/inter-connection of different perspectives. During the British period, there were different kinds of education system to make the retreated women society of Bengal into a leading class. “Zenana” education is one of its education processes. The word, “Zenana” derives from Persian and means “Harem” or inside the household. So, the education system of those women who live in Harem is called “Zenana” education system. Generally, the introduction of home education for the Bengali women began from the middle ages. But the “Zenana” education is the (...) alternate form of the instruction of concealed women which was different from the existing home education system. This cultural education was initiated by the Christian Missionaries in the earlier part of nineteenth century. Later on, the Hindu society of Bengal also took part in it. But neither the opportunity nor the eagerness of taking Zenana Education continued among the Muslim women for a long time. “Dhaka Muslim Friendship Congress” which was established in 1883 started bringing into practice the “Zenana Education” among Muslim women. Later on the British government began patronizing the Zenana education for the Muslim women alongside the Hindu. The present paper examines the rise and development of Zenana education in the Muslim women society in Bengal from 1883 to 1933 on the basis of contemporary official, demo-official source materials. In addition, this paper will brief the reason of abolition of Zenana education system in 1933. (shrink)

This paper analyzes the relevance and interconnection of two forms of historicity in ecological restoration, namely historical fidelity and path dependence. Historical fidelity is the practice of attempting to restore an ecological system to some sort of idealized past condition. Path dependence occurs when a system can evolve in alternative local equilibria, and that the order and timing of the events that follow from the initial state influence which equilibrium is reached. Using theoretical examples and case studies, the (...) following analysis shows that path dependence can seriously impinge the feasibility of historical fidelity, thus reinforcing the idea that restoration ecology needs to move away from a rigid reliance on historical fidelity and is sometimes justified to endorse an interventionist agenda. Yet, contra recent criticisms, I argue that ecological restoration, directed by prudential and evidence-based reasoning, should maintain historical fidelity as one of its guiding objectives. (shrink)
