The proliferation of electronic databases is raising someimportant questions about how the evolving access to new or previously inaccessible information is likely to change the practice of law. This paper discusses TRAC, an interesting electronic source of previously inaccessible information that is currently used by members of the media, public interest groups, lawyers, and the federal government. Summaries, reports, and snapshots of TRAC's data can be accessed through a series of public web sites. TRAC's subscription service (...) allows users access to the data warehouse and data mining tools (see http://tracfed.syr.edu/info.html for more information). Additionally the paper examines how AI can be employed to assist for the legal profession in utilization of TRAC's data. The distinction between uninformed learning (type-1) and learning based on recoding using prior information (type-2) helps to clarify some long-standing psychological problems, including misunderstanding of mathematics by children, the need for active construction of concepts in cognitive development, and the difficulty of configural learning tasks. However, an alternative to recoding some type-2 tasks is to represent the input as separate dimensions, which are processed jointly. This preserves the original structure, but is subject to processing capacity limitations.

Technological developments often bring about new risks. Informed consent has been proposed as a means to legitimize the imposition of technological risks. This principle was first introduced in medical practice to assure the autonomy of the patient.The introduction of IC in the field of technological practice raises questions about the comparability of the type of informed consent. To what extent are thepossibilities to include laypeople in making decisions regarding risks similar in the technological field to giving informed consent in the (...) medical field and whatdoes this imply for the design and implementation of IC in the technological field? Medical and the technological practice are clearly alike in that both fieldsare characterized by highly specialized, technical knowledge which can be quite inaccessible to the average layperson. However, a fundamental difference ariseswith regard to the aim, knowledge of risks and exclusiveness of the practices in each field. The differences in aim imply that the necessity for each practice isperceived differently by laypeople, thus leading them to assess the respective risks differently. The differences in knowledge of risks arise from the variabilityin the ways that can be used to describe a given risk. Definition of risk in medical practice is more homogenous in this respect than the risk definition intechnological fields. Futhermore, medical practice tends to be more exclusive, leading laypeople immersed in that practice to necessarily embrace most of thefundamental underlying that practice. These differences result in divergent recommendations for the implementation of informed consent in the technological field, basically: there is a need for more extensive procedure and for less decisive authority for the individual. Deutsch and Hayden claim to have provided an account of quantum mechanics which is particularly local, and which clarifies the nature of information transmission in entangled quantum systems. In this paper, a perspicuous description of their formalism is offered and their claim assessed. It proves essential to distinguish, as Deutsch and Hayden do not, between two ways of interpreting the formalism. On the first, conservative, interpretation, no benefits with respect to locality accrue that are not already available on either (...) an Everettian or a statistical interpretation; and the conclusions regarding information flow are equivocal. The second, ontological, interpretation, offers a framework with the novel feature that global properties of quantum systems are reduced to local ones; but no conclusions follow concerning information flow in more standard quantum mechanics. Many countries have imposed strict regulations on the genetic information to which insurers have access. Commentators have warned against the emerging body of legislation for different reasons. This paper demonstrates that, when confronted with the argument that genetic information should be available to insurers for health insurance underwriting purposes, one should avoid appeals to rights of genetic privacy and genetic ignorance. The principle of equality of opportunity may nevertheless warrant restrictions. A choice-based account of this principle implies that (...) it is unfair to hold people responsible for the consequences of the genetic lottery, since we have no choice in selecting our genotype or the expression of it. However appealing, this view does not take us all the way to an adequate justification of inaccessibility of genetic information. A contractarian account, suggesting that health is a condition of opportunity and that healthcare is an essential good, seems more promising. I conclude that if or when predictive medical tests (such as genetic tests) are developed with significant actuarial value, individuals have less reason to accept as fair institutions that limit access to healthcare on the grounds of risk status. Given the assumption that a division of risk pools in accordance with a rough estimate of people's level of (genetic) risk will occur, fairness and justice favour universal health insurance based on solidarity. Expert knowledge regularly informs personal and civic-decision making. To decide which experts to trust, lay publics —including policymakers and experts from other domains—use different epistemic and non-epistemic cues. Epistemic cues such as honesty, like when experts are forthcoming about conflicts of interest, are a popular way of understanding how people evaluate and decide which experts to trust. However, many other epistemic cues, like the evidence supporting information from experts, are inaccessible to lay publics. Therefore, lay publics simultaneously use (...) second-order social cues in their environment to inform decisions to trust. These second-order social cues, or ‘social indicators of trust’, prevent lay publics from having to trust blindly. Social indicators of trust therefore inform lay publics’ epistemic vigilance, or constant low level-monitoring of testimony from experts. This special issue examines the nature, acquisition and application of social indicators of trust for scientific experts and institutions. It also raises questions about the types of trust asked of lay publics and challenges traditional normative assumptions about the relationship between science and lay publics through study of attitudes, values, and experiences. The issue descriptively re-examines the structure of institutions, their role and methods for ferrying information, as well as how social indicators operate in times of crisis. In this collection of works, we bridge history, science, philosophy of science, science and technology studies, science communication and social epistemology, to broaden the discourse on trust in experts and more accurately reflect the imperfect yet indispensable endeavour that trusting is. Many scholars have conducted in-depth research on the evaluation and prediction of scholars’ scientific impact and meanwhile discovered various factors that affect the success of scholars. Among all these relevant factors, scholars’ ages have been universally acknowledged as one of the most important factors for it can shed light on many practical issues, e.g., finding supervisors, discovering rising stars, and research funding or award applications. However, due to the inaccessibility or the privacy issues of acquiring scholars’ personal data, there is (...) little research to explore the true ages of scholars currently. Alternatively, scholars’ publications’ information can be obtained through various digital libraries. Inspired by this fact, we propose a novel scholar’s age prediction method based on their articles’ information. Our method first classifies factors that affect scholars’ ages into intuitive and complex types according to their computational complexity and then apply machine learning algorithms to predict the ages of scholars based on these factors. The experimental results on the real dataset demonstrate that our method can effectively predict the true ages of scholars. Given that there is no completely accurate dataset because of the continuous publication of academic papers, we then apply our method on the incomplete dataset. Nevertheless, our method still has high prediction accuracy in such situations. (shrink)

We are never illness or disease, but, rather, always their sum in the world of day-to-day experience. Disease and illness are not closed systems, but mutually constitutive and continuously interacting worlds. In the patient’s case it is always experience as well. Pain, sickness and death help make that particular experienced identity unavoidable, and at some level ultimately inaccessible to medicine’s changing understanding of disease and tools for managing it. Health—rather than cost containment, specific conditions, or technologies—should be the central (...) focus for health care and health-care reform. This study addressed the question of whether L2 learners are able to utilize verb’s argument structure information in online structural analysis. Previous L2 research has shown that L2 learners have difficulty in using verb’s intransitive information to guide online syntactic processing. This is true even though L2 learners have grammatical knowledge that is correct and similar to that of native speakers. In the present study, we contrasted three hypotheses, the initial inaccessibility account, the intransitivity overriding account, and the (...) fuzzy subcategorization frame account, to investigate whether L2 learner’s knowledge of intransitive verbs is in fact ignored in L2 online structural analysis. The initial inaccessibility account and the fuzzy subcategorization frame account predicted that L2 learners cannot access intransitivity information in building syntactic structures in any situation. The intransitivity overriding account predicted that intransitivity information is accessed in L2 parsing, but this process is overridden by the strong transitivity preference when a verb is followed by a noun phrase. Importantly, the intransitivity overriding account specifically predicted that L2 learners would be able to use intransitive information in online syntactic processing when a noun phrase does not appear immediately following a verb. We tested the three accounts in an eye-tracking reading experiment using filler-gap dependency structures. We manipulated verb’s transitivity information and lexically based plausibility information and tested English native speakers as a control L1 group and Japanese-English L2 participants. The results showed that L2 learners as well as native speakers processed sentences differently depending on the subcategorization information of the verb, and adopted transitive analysis only when the verb was optionally transitive, providing support for the intransitivity overriding. The results further demonstrated that L2 learners had strong expectations for the transitive structure, which is consistent with the view proposed by the hyper-active gap-filling hypothesis. In addition, the results showed that the semantic mismatch in the incorrect transitive analysis facilitated native speaker’s processing but caused difficulty for L2 learners. Together, the current study provides evidence that L2 learners use intransitive information of the verbs to guide their structural analysis when there are no overriding constraints. (shrink)

In 1965, the American folklorist Alan Lomax set out on a mission: to view, code, catalogue and preserve the totality of the world’s dance traditions. Believing that dance carried otherwise inaccessible information about social structures, work practices and the history of human migration, Lomax and his collaborators gathered more than 250,000 feet of raw film footage and analyzed it using a new system of movement analysis. Lomax’s aims, however, went beyond the merely scientific. He hoped to use his (...) ‘Choreometrics’ project as the foundation for a universally available visual and textual atlas of human movement. This article explores how Lomax’s archival ambitions supported his efforts to enact a wholesale ‘recalibration of the human perceptual apparatus’ and situates Choreometrics at the nexus of new techniques of data-gathering and the cultural ferment of the 1960s. ABSTRACT While Samuel DeCanio is correct to maintain that the state has considerable autonomy due to the public’s vast ignorance of the government’s affairs, he neglects to consider that the public’s ignorance also stems from the deceptions of the politically powerful, who withhold and distort information in a variety of ways. This can take the form of outright lies; anonymous leaks; press and video releases that don’t mention the originating group or its interests; giving reporters access to otherwise (...) class='Hi'>inaccessible information, so that they will report favorably on a certain program or event; publicity stunts from groups as far afield as nasa and the Los Angeles Homeless Service Authority; or the financing of periodicals that are sympathetic towards one’s cause. State autonomy induced by public ignorance may thus be generated by the state itself. (shrink)

The acquisition of fully informed consent presents a central ethical problem for the procurement and storage of human tissue in biobanks. The tension lies between the apparent necessity of obtaining informed consent from potential research subjects and the projected future use of the tissue. Specifically, under the doctrine of informed consent medical researchers are required to inform their potential research subjects about the relevant risks and purposes of the proposed research (Declaration of Helsinki, 2008, “Section 24.” Accessed November 1, 2009. However, because human tissue – when stored in biobanks – can be put to multifarious uses, the information that medical researchers are expected to divulge to their subjects is epistemologically inaccessible. Biobank researchers are thus thought to be unable to obtain informed consent from their subjects, making the practice ethically suspicious. We propose that such suspicions of ethical failure should be reconsidered by presenting two possible solutions. Firstly we argue that the epistemological difficulty might be partially solved by adopting the “waiver model” of informed consent. Secondly, we put forward an argument that individual consent can be supplemented by group ethical models. We thus conclude that while informed consent is problematic for biobank researchers, alternative ethical solutions are available. (shrink)

Research in vision science, developmental psychology, and the foundations of cognitive science has led some theorists to posit referential mechanisms similar to indices. This hypothesis has been framed within a Fodorian conception of the early vision module. The article shows that this conception is mistaken, for it cannot handle the ‘interface problem’—roughly, how indexing mechanisms relate to higher cognition and conceptual thought. Benjamin Franklin famously wrote that “the good [that] men do separately is small compared with what they may do collectively” (Isaacson 2004). The ability to join with others in groups to accomplish goals collectively that would hopelessly overwhelm the time, energy, and resources of individuals is indeed one of the greatest assets of our species. In the history of humankind, groups have been among the greatest workers, builders, producers, protectors, entertainers, explorers, discoverers, planners, problem-solvers, and decision-makers. During the late 19th (...) and early 20th century, many social scientists employed the notorious “group mind” idiom to express the sensible idea that groups can function as the seats of cognition, intelligence, and agency in their own right (Allport 1968; Wilson 2004). In their quest to stress (rightly) that group phenomena are something “over and above” the sum of individual contributions, a fondness for vitalist metaphors led them to believe (wrongly) that genuine group cognition must be the result of tapping into individualistically inaccessible, “holistic” forces. Today, inspired in part by historically unparalleled forms of mass collaboration enabled by the internet, it has once again become popular to speak of collective intelligence, group agency, or even the emergence of a “global brain” (cf. the wiki-edited MIT Handbook of Collective Intelligence). -/- In this chapter, I review some contemporary developments of the idea of group cognition, defined broadly as the collaborative performance of cognitive tasks such as remembering, problem-solving, decision-making, or verbal creativity for the purpose of producing a group-level outcome. My discussion serves a two-fold purpose. First, by discussing how the idea of group cognition can be operationalized, I seek to show that we can retain some central theoretical insights of the “group mind” thesis without succumbing to its eccentric metaphysical overtones. Second, by providing a useful array of generalizable taxonomic resources, I hope to foster greater degrees of mutual awareness among insufficiently integrated areas of research on group performance. Historically, there has been great deliberation about the limits of human knowledge. Isaac Newton, recognizing his own shortcomings, once described himself as “a boy standing on the seashore... whilst the great ocean of truth lay all underscored before me.” In _Ignorance,_ Nicholas Rescher presents a broad-ranging study that examines the manifestations, consequences, and occasional benefits of ignorance in areas of philosophy, scientific endeavor, and ordinary life. Citing philosophers, theologians, and scientists from Socrates to Steven Hawking, Rescher seeks to uncover the (...) factors that hinder our cognition. Rescher categorizes ignorance as ontologically grounded, or epistemically grounded. He then defines the basis of ignorance: inaccessible data; statistical fogs; secreted information; past data that have left no trace; future discoveries; future contingencies; vagrant predicates; and superior intelligences. Such impediments set limits to inquiry and mean that while we can always extend our existing knowledge-variability here is infinite-there are things that we will never know. Cognitive finitude also hinders our ability to assimilate more than a certain number of facts. We may acquire additional information, but lack the facility to interpret it. More information does not always increase knowledge; it may point us further down the path toward an erroneous conclusion. In light of these deficiencies, Rescher looks to the role of computers in solving problems and expanding our knowledge base, but finds limits to their reasoning capacity. As Rescher's comprehensive study concludes, ignorance itself is a fertile topic for knowledge, and recognizing the boundaries of our comprehension is where wisdom begins. (shrink)
