This chapter gives an overview of the evolution of the position of the rare-earth elements in the periodic system, from Mendeleev’s time to the present. Three fundamentally different accommodation methodologies have been proposed over the years. Mendeleev considered the rare-earth elements as homologues of the other elements. Other chemists looked upon the rare earths as forming a special intraperiodic group and therefore clustered the rare-earth elements in one of the groups of the periodic table. Still (...) others adhered to the intergroup accommodation of the rare earths, according to which the rare-earth elements do not show any relationship with the other elements, so that they had to be placed within the periodic table as a separate family of elements. The intergroup accommodation became the preferred one in the twentieth century. The advantages and disadvantages of the different representations of the modern periodic table are discussed. (shrink)

Many works of science fiction, for example those of David Brin, Larry Niven, and Poul Anderson, assume that our galaxy is populated by many intelligent alien species that we will eventually contact for cooperation, competition, or perhaps combat. Isaac Asimov, on the other hand, assumed in his Foundation Series that humanity would spread out into the empty galaxy and colonize it without encountering other intelligent species.

Rare earth elements have become increasingly important because of their relative scarcity and worldwide increasing demand, as well as China’s quasi-monopoly of this market. REEs are virtually not substitutable, and they are essential for a variety of high-tech products and modern key technologies. This has raised serious concerns that China will misuse its dominant position to set export quotas in order to maximize its own profits at the expense of other rare earth user industries. In fact, export restrictions (...) on REEs were the catalyst for the U.S. to lodge a formal complaint against China in 2012 at the World Trade Organization. This paper analyzes possible wealth transfer effects by focusing on export quota announcements by China, and the share price reactions of Chinese REE suppliers, the U.S. REE users, and the rest of the world REE refiners. Overall, we find limited support for the view of a wealth transfer in connection with MOFCOM announcements only when disentangling events prior to and post the initiation of the WTO trial, consistent with the trial triggering changes to China’s REE policy and recent announcement to abolish quotas. We do find, however, that extreme REE price movements have a first-order effect on all companies in the REE industry consistent with recent market trends to enable hedging against REE price volatility. Abstract:This article addresses the geospeculation of Kuannersuit, a mountain in southwest Greenland that holds a major deposit of rare earth minerals, including uranium. Through the concepts of “geofetishism” and “tender violence,” we consider the history of mineral speculation in Greenland, and how its colonial history bears on the now independent (Inuit) Greenlandic government, and the township of Narsaq. With a focus on the anti-uranium activist group, Urani? Naamik!, we show the challenges posed to Greenlanders in their resistance to the (...) mobilization of their mineral resources by the Australian mining company, Greenland Minerals and Energy (now renamed Energy Transition Minerals). After Heitler and London published their pioneering work on the application of quantum mechanics to chemistry in 1927, it became an almost unquestioned dogma that chemistry would soon disappear as a discipline of its own rights. Reductionism felt victorious in the hope of analytically describing the chemical bond and the structure of molecules. The old quantum theory has already produced a widely applied model for the structure of atoms and the explanation of the periodic system. This paper will show two (...) examples of the entry of quantum physics into more classical fields of chemistry: inorganic chemistry and physical chemistry. Due to their professional networking, George Hevesy and Michael Polanyi found their ways to Niels Bohr and Fritz London, respectively, to cooperate in solving together some problems of classical chemistry. Their works on rare earth elements and adsorption theory throws light to the application of quantum physics outside the reductionist areas. They support the heuristic and persuasive value of quantum thinking in the 1920–1930s. Looking at Polanyi’s later oeuvre, his experience with adsorption theory could be a starting point of his non-justificationist philosophy. (shrink)

Undergraduate geoscience students are rarely exposed to history and philosophy of science. I will describe the experiences with a short course unfavourably placed in the first year of a bachelor of earth science. Arguments how HPS could enrich their education in many ways are sketched. One useful didactic approach is to develop a broader interest by connecting HPS themes to practical cases throughout the curriculum, and develop learning activities that allow students to reflect on their skills, methods and their field (...) in relation to other disciplines and interactions with society with abilities gained through exposure to HPS. Given support of the teaching staff, the tenets of philosophy of science in practice, of conceptual history of knowledge, and of ethics of science for society can fruitfully and directly be connected to the existing curriculum. This is ideally followed by a capstone HPS course late in the bachelor programme. (shrink)

The paper provides a systematic account of Kant’s ‘right to be somewhere’ as introduced in the Doctrine of Right. My claim is that Kant’s concern with the concurrent existence of a plurality of corporeal agents on the earth’s surface occupies a rarely appreciated conceptual space in his mature political philosophy. In grounding a particular kind of moral relation that is ‘external’ but not property-mediated, it provides us with a fundamentally new perspective on Kant’s cosmopolitanism, which I construe as a cosmopolitanism (...) for ‘earth dwellers’. This essay interrogates the motives of eighteenth-century European naturalists to alternately show and hide their laboring-class fossil suppliers. Focusing on rare moments of heightened visibility, I ask why gentlemen naturalists occasionally, deliberately, and even performatively made visible the marginalized science workers on whom they crucially depended but more typically ignored or effaced. Comparing archival fragments from elite works of natural history across a considerable stretch of time and space, including Italy, France, Switzerland, Britain, Ireland, Germany, Spain, and French, Spanish, (...) and British America, this essay sketches the contours of a disparate group of people I term ‘earth workers’: laborers of very low social rank, such as quarrymen, shepherds, ditch-diggers, and fieldworkers, whose daily labor in and on the earth enabled the discovery of subterranean specimens. At the same time, archival traces of laboring lives ultimately reveal more about the naturalists who created them than they do about the marginalized laborers whose lives they faintly record. Cultural norms of elite masculinity and scholarly self-presentation in the Republic of Letters help us to understand why some eighteenth-century naturalists felt they had to publicly disavow a form of labor that would come to be recognized as a crucial and skilled part of scientific fieldwork in the modern era. Compared to other kinds of invisible labor that historians of science have brought into view, the social meaning of earth work rendered it uniquely visible in some ways and uniquely invisible in others. The article analyses a transdisciplinary wicked upstream–downstream conflict over water allocation in an arid region of Inner Mongolia. This conflict is about scarce water resources which can be either allocated to irrigation agriculture upstream or to preservation and restoration a rare ecosystem downstream. This conflict is located at the interface of environmental and agricultural ethics. The case study is about Heihe River, agricultural demands for irrigation in the region of Zhangye, and endangered Tugai forest at downstream Heihe in Ejina (...) oasis. Authors use a theoretical approach of environmental philosophy and rely on the concept of ‘strong sustainability’. From this background two normative yardsticks are derived: a constant natural capital rule and the overall satisfactory goodness of a river basin. Both yardsticks are not met at Heihe. Downstream, we see the endangered Tugai forest as a location which should be preserved de re. We argue for a viable institutional water saving strategy within the agricultural areas of Zhangye district by which Tugai forests at downstream Heihe might be restored. Our case study indicates that even wicked problems can find proper and prudent solutions. (shrink)

The stated goal of the book is to “triangulat[e Nietzsche’s] thought between nineteenth-century versions” of Hegel’s notion that his time was the “desired culmination of the world” (ix) and certain prevailing contemporary attitudes that in some respects look awfully close to this Hegelian idea, such as “apocalyptic religious passions” or “the apparent supremacy of the global market” (understood either as a laudable achievement or as an inevitability to which we should resign ourselves). Here, Shapiro aims to compile an instructive Nietzschean account, one that informs how we think about such attitudes and what we should do about them.According to Shapiro’s Nietzsche, we must resist Christian and Hegelian conceptions of the “world” that understand the present moment as a stage—perhaps even the final stage—in a progressive teleological process that culminates in a state of worldly perfection or completion, one in which “great events” that transform human life are no longer possible. In addition to good medical services, all aspects of an economy must work together to ensure a high level of public health. However, the abundant economies of the North are contributing heavily to global environmental disaster, with increasing concomitant damage to human health. Environmental health problems result from toxicity (i.e., pollution), scarcity (i.e., poverty), and energy degradation (i.e., entropy). Common to these three factors in environmental demise are the limits of the Earth. Production has evolved to a point where the (...) Earth is no longer safe from radical depletion. Therefore, simple living is a necessary feature of global public health. Rarely do readers of this journal see these limits first hand, but they are real. Our limited perceptions and efforts hinder our ability to understand how to reduce the impact of production on natural ecosystems. Contrary to standard media portrayals, growth and technology cannot solve our public health problems, because they are unequally distributed across the world and neither can they solve the problem of limits. The need for modest consumption in developed nations is an essential and almost completely ignored element of the answer to environmental and associated health problems. A radical and rapid change to public health is needed in order to avoid abysmal global health consequences during the next century. These changes involve a restructuring of our economy, including the health care industry. In the short run, this is an ethical demand. In the long run, this is an inevitability. There are distinctive methodological and conceptual challenges in rare and severe event (RSE) forecast verification, that is, in the assessment of the quality of forecasts of rare but severe natural hazards such as avalanches, landslides or tornadoes. While some of these challenges have been discussed since the inception of the discipline in the 1880s, there is no consensus about how to assess RSE forecasts. This article offers a comprehensive and critical overview of the many different measures used to (...) capture the quality of categorical, binary RSE forecasts – forecasts of occurrence and non-occurrence – and argues that of skill scores in the literature there is only one adequate for RSE forecasting. We do so by first focusing on the relationship between accuracy and skill and showing why skill is more important than accuracy in the case of RSE forecast verification. We then motivate three adequacy constraints for a measure of skill in RSE forecasting. We argue that of skill scores in the literature only the Peirce skill score meets all three constraints. We then outline how our theoretical investigation has important practical implications for avalanche forecasting, basing our discussion on a study in avalanche forecast verification using the nearest-neighbour method (Heierli et al., 2004). Lastly, we raise what we call the “scope challenge”; this affects all forms of RSE forecasting and highlights how and why working with the right measure of skill is important not only for local binary RSE forecasts but also for the assessment of different diagnostic tests widely used in avalanche risk management and related operations, including the design of methods to assess the quality of regional multi-categorical avalanche forecasts. In this paper I focus on Proclus’ concept of the instrumental cause in his commentary on the Timaeus (In Tim.). Unlike earlier Neoplatonists who do not make much use of this type of causality, Proclus relates the instrumental cause to the hypostasis of nature (φύσις). The Demiurge uses nature as an instrument in his ordering and creation of the cosmos. How does Proclus arrive at this understanding of nature? I argue that the definition of nature as an instrumental cause is (...) in part based on his critical reception of Aristotle who identifies nature with the formal, efficient, and/or final cause. That is, Proclus did not develop his views on the causality of nature only by looking at the Timaeus (and other Platonic sources), but also by engaging with Aristotle’s rich – and, to a certain extent, authoritative – reflections on this issue. In this paper I argue that Proclus’ criticism of the causality of Aristotle’s intellect is part of a general attack on Aristotle’s metaphysics. I show how Proclus criticises Aristotle for rejecting the One as a metaphysical principle and the metaphysical confusion that arises from this. Additionally, I claim that for Proclus Aristotle’s understanding of efficient causality differs from Plato’s and I discuss two of his arguments that Aristotle should have accepted the intellect as an efficient cause. In this paper, I argue that Plato conceives self-motion as non-spatial in Laws X. I demonstrate this by focusing on the textual evidence and by refuting interpretations according to which self-motion either is a specific type of spatial motion or is said to require space as a necessary condition for its occurrence. Moreover, I show that this non-spatial understanding differs from the identification of the soul’s motion with locomotion in the Timaeus. Consequently, I provide an explanation for this difference between (...) the Timaeus and Laws X by considering developmentalist and contextualist viewpoints. (shrink)

In a lengthy article E. Scerri and J. Worrall put forward the case for a novel ‘accommodationist’ version of the events surrounding the development of Mendeleef's Periodic Table 1869–1899. However these authors lay undue stress on the fact that President of the Royal Society of London Spottiswoode made absolutely no mention of Mendeleef's famous predictions in the Davy Medal eulogy in 1883 and undue stress on the fact that Cleve's classic 1879 Scandium paper contained an acknowledgement of Mendeleef's prior prediction (...) of eka-boron.They also fail to analyse in any detail the so-called ‘rare earth problem’ which, in the opinion of this author, causes problems for their account but not for a predictivist account. The article focuses on how media and religion relate, investigating the specific professional practices of media reporting on religion. Journalism is objective, while religion is subjective – however, scholars agree that today it is difficult to imagine religion isolated from the relation with media. Therefore, the media coverage of religion, that includes identifying the proper approaches to objectively frame subjective topics, becomes a challenge. The paper provides a theoretical background on the main characteristics of the media industry and the models (...) of journalism, good professional practices in reporting on religion, along with a brief overview at the situation of religious media content in worldwide media institutions and in Romania. Finally, a study on professional practices in local media was conducted, investigating how both mainstream and religious (niche) media journalists cover religious topics. Questions addressed by this paper refer to the principles of good reporting on religion, to the specific interaction between the Church and the media since more and more indicate media as source of knowledge for religion, and, finally, to the way media and religion are handling together the continuous challenges imposed by the fast technological progress in worldwide media communication. The aim of this conceptual paper is to discuss the issue of managing fake news in the online environment, from an organizational perspective, by using reactive PR strategies. First, we critically discuss the most important definitions of the umbrella term fake news, in the so-called post-truth era, in order to emphasize different challenges in conceptualizing this elusive social phenomenon. Second, employing some valuable contribution from literature, we present and illustrate with vivid examples 10 categories of fake news. Each type of (...) fake news is discussed in the context of organizational communication. Based on existent literature, we propose a 3D conceptual model of fake news, in an organizational context. Furthermore, we consider that PR managers can use either reactive PR strategies to counteract online fake news regarding an organization, or communication stratagems to temporarily transform the organization served into a potential source of fake news. The existing typology of reactive public relations strategies from the literature allow us to discuss the challenge of using them in counteracting online fake news. Each reactive PR strategy can be a potential solution to respond to different types of online fake news. Although these possibilities seem to be extensive, in some cases, PR managers can find them ineffective. In our view, this cluster of reactive PR strategies is not a panacea for managing fake news in the online environment and different strategic approaches may be need, such as communication stratagems. In this context, communication stratagems consist in using organization as a source or as a vector for strategic creation and dissemination of online fake news, for the benefit of the organization. We conclude that within online environment PR managers can employ a variety of reactive PR strategies to counteract fake news, or different communication stratagems to achieve organizational goals. Some people feel threatened by the thought that life might have arisen by chance. What is it about “chance” that some people find so threatening? If life originated by chance, this suggests that life was unintended and that it was not inevitable. It is ironic that people care about whether life in general was intended, but may not have ever wondered whether their own existence was intended by their parents. If it does not matter to us whether one's own existence (...) was intended, as will be hypothesized, then why should it matter whether there was some remote intent behind the creation of the first unicellular organism(s) billions of years ago? I will discuss three possible scenarios by which life might have originated. I will then argue that, in regard to whether one’s individual life can be meaningful, it does not matter whether life was intended or arose by chance. If complex life was unintended and is rare in this universe, this is not a reason to disparage life, but a reason to appreciate and value our existence. -/- . (shrink)

A large variety of periodic tables of the chemical elements have been proposed. It was Mendeleev who proposed a periodic table based on the extensive periodic law and predicted a number of unknown elements at that time. The periodic table currently used worldwide is of a long form pioneered by Werner in 1905. As the first topic, we describe the work of Pfeiffer, who refined Werner’s work and rearranged the rare-earth elements in a separate table below the main table (...) for convenience. Today’s widely used periodic table essentially inherits Pfeiffer’s arrangements. Although long-form tables more precisely represent electron orbitals around a nucleus, they lose some of the features of Mendeleev’s short-form table to express similarities of chemical properties of elements when forming compounds. As the second topic, we compare various three-dimensional helical periodic tables that resolve some of the shortcomings of the long-form periodic tables in this respect. In particular, we explain how the 3D periodic table “Elementouch”, which combines the s- and p-blocks into one tube, can recover features of Mendeleev’s periodic law. Finally we introduce a topic on the recently proposed nuclear periodic table based on the proton magic numbers. Here, the nuclear shell structure leads to a new arrangement of the elements with the proton magic-number nuclei treated like noble-gas atoms. We show that the resulting alignments of the elements in both the atomic and nuclear periodic tables are common over about two thirds of the tables because of a fortuitous coincidence in their magic numbers. The facts concerning the occurrence of superconductivity in R 2- z Ce z CuO 4 and in R 2- z Th z CuO 4 are studied using a combination of simple tools: a hard-sphere model, the self-consistent bond-valence-sum method and Madelung potential calculations. Doping by isolated substitutional Ce should produce Ce 3+ , and not Ce 4+ , causing us to conclude that the dopants are not isolated, but pairs, which make the material p type and not n type. The (...) L = 0 magnetic rare-earth ions Gd and Cm are unsplit pair breakers, unlike the other magnetic rare-earth ions which lead to superconductivity. As the rare-earth ions become smaller, the c -axis length shortens; then the O ions rotate after they come into contact with one another. Eu 1.85 Th 0.15 CuO 4 does not superconduct because quadrivalent Th is too large to fit at the dopant site, but Eu 1.85 Ce 0.15 CuO 4 does superconduct because Ce fits. (shrink)

How did the 3.5-inch Winchester hard disk drive become the fundamental building block of the modern data center? In attempting to answer this question, I theorize the concept of "data peripheries" to attend to the awkward, uneven, and unintended outsides of data infrastructures. I explore the concept of data peripheries by first situating Big Data in one of its many unintended outsides—an unassuming dog kennel in Indiana housed in a former permanent magnet manufacturing plant. From the perspective of this dog (...) kennel, I then build a history of the 3.5-inch Winchester hard disk drive, and weave this hard drive history through the industrial histories of rare earth mining and permanent magnet manufacturing, focusing principally on Magnequench, a former General Motors subsidiary, and its sale and movement of operations from Indiana to China in the mid-1990s and early 2000s. I then discuss how mobilities of rare earths, both as materials and political discourse, shape Big Data futures, and conclude by speculating on how using the situated lenses of data peripheries can open up new methods for studying the material entanglements of Big Data writ large. This paper addresses the issue of mineral resources’ governance and trading rules. In doing so, it takes a closer look at the 2012 World Trade Organization case pertaining to Chinese exportation quotas of rare earth elements and other minerals. It argues that the current governance system based on national responsibility over resources control and global trading rules is not well adapted to a sustainable and fair management of mineral resources, and concludes by suggesting two paths towards a better governance (...) of such resources. I reconsider a type of counterfactual argument often used in historical sciences on a recent widely discussed example of the so-called “rare Earth” hypothesis in planetary sciences and astrobiology. The argument is based on the alleged “rarity” of some crucial ingredient for the planetary habitability, which is, in Earth’s case, provided by contingent evolutionary development. For instance, the claim that a contingent fact of history which has created planet Jupiter enables shielding of Earth from most dangerous impact catastrophes, thus (...) increasing Earth’s habitability, leads often to the conclusion that such state-of-affairs must be rare in the Galaxy. I argue that this reasoning is deeply flawed, for several closely related reasons. In addition, the relevance of the philosophical problem of transworld identity for this kind of historical reasoning in science is put forward. This highlights many explanatory problems one faces when using historical counterfactuals in study of complex, nonlinear dynamical systems – and bolsters the relevance of philosophy for evaluation of scientific explanatory claims. The question of energy is among the most vital for the future of humanity and the flourishing of life on this planet. Yet, only very rarely (if at all) do we ask what energy is, what it means, what ends it serves, and how it is related to actuality, meaning-making, and instrumentality. Energy Dreams interrogates the ontology of energy from the first coinage of the word energeia by Aristotle to the current practice of fracking and the popularity of "energy drinks." (...) Its sustained, multi-disciplinary investigation builds a theoretical infrastructure for an alternative energy paradigm. This study unhinges stubbornly held assumptions about energy, conceived in terms of a resource to be violently extracted from the depths of the earth and from certain living beings (such as plants, converted into biofuels), a thing that, teetering on the verge of depletion, sparks off movement and is incompatible with the inertia of rest. Consulting the insights of philosophers, theologians, psychologists and psychoanalysts, economic and political theorists, and physicists, Michael Marder argues that energy is not only a coveted object of appropriation but also the subject who dreams of amassing it; that it not only resides in the dimension of depth but also circulates on the surface; that it activates rest as much as movement, potentiality as much as actuality; and that it is both the means and the end of our pursuits. Ultimately, Marder shows that, instead of being grounded in utopian naïveté, the dreams of another energy—to be procured without devastating everything in existence—derive from the suppressed concept of energy itself.
