Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the (...) widely used 1982 editions. This update provides selected information on nearly 4,000 doctoral programs in 41 subdisciplines at 274 doctorate-granting institutions. This volume also reports the results of the National Survey of Graduate Faculty, which polled a sample of faculty for their views on the scholarly quality of program faculty and the effectiveness of doctoral programs in preparing research scholars/scientists. The quality of doctoral-level chemistry (N=145), computer science (N=58), geoscience (N=91), mathematics (N=115), physics (N=123), and statistics/biostatistics (N=64) programs at United States universities was assessed, using 16 measures. These measures focused on variables related to: program size; characteristics of graduates; reputational factors (scholarly quality of faculty, effectiveness of programs in educating research scholars/scientists, improvement in program quality during the last 5 years); university library size; research support; and publication records. Chapter I discusses prior attempts to assess (...) quality in graduate education, development of the study plans, and the selection of disciplines and programs to be evaluated. Chapter II discusses the methodology used, focusing on each of the assessment measures. Chapters III to VIII present, respectively, findings from the analyses of the chemistry, computer science, geoscience, mathematics, physics, and statistics/biostatistics programs. Chapter IX includes a summary of results, correlations among measures, several additional analyses, and suggestions for future studies. Among the findings reported are those indicating that mathematics programs had, on the average, the largest number of faculty (N=33) in December 1980 followed closely by physics (N=28) and chemistry (N=23), and that 80 percent of computer science students had job commitments by graduation. Fifty years after the death of Edmund Husserl, the main founder of the phenomenological current of thought, we present to the public a four book collection showing in an unprecedented way how Husserl's aspiration to inspire the entire universe of knowledge and scholarship has now been realized. These volumes display for the first time the astounding expansion of phenomenological philosophy throughout the world and the enormous wealth and variety of ideas, insights, and approaches it has inspired. To introduce this collection of research studies, which stem from the pro grams conducted by The World Phenomenology Institute, we need say a few words about our aims and work. This will bring to light the significance of the present volume. The phenomenological philosophy is an unprejudiced study of experience in its entire range: experience being understood as yielding objects. Experi ence, moreover, is approached in a specific way, such a way that it legitima tizes itself naturally in immediate (...) evidence. As such it offers a unique ground for philosophical inquiry. Its basic condition, however, is to legitimize its validity. In this way it allows a dialogue to unfold among various philosophies of different methodologies and persuasions, so that their basic assumptions and conceptions may be investigated in an objective fashion. That is, instead of comparing concepts, we may go below their differences to seek together what they are meant to grasp. We may in this way come to the things them selves, which are the common objective of all philosophy, or what the great Chinese philosopher Wang Yang Ming called "the investigation of things". It is in this spirit that the Institute's programs include a "cross-cultural" dialogue meant to bring about a profound communication among philosophers in their deepest concerns. Rising above artificial cultural confinements, such dialogues bring scholars, thinkers and human beings together toward a truly human community of minds. This paper describes a research program that focuses on the explanation of political protest and its causes. The starting point is Mancur Olson’s theory of collective action. This theory is modified, extended and applied to explain political protest. In particular, it is argued that only a wide version of Rational Choice theory that includes ‘soft’ incentives as well as misperception is capable of providing valid explanations of protest behavior. Another part of the research program is the utilization of (...) survey research to test the predictions about protest behavior that are generated from the wide version of Rational Choice theory. The research program further aims at (a) comparing empirically Rational Choice and alternative propositions, (b) providing micro-macro explanatory models, (c) dynamic theoretical models, and (d) explaining preferences and beliefs which are usually treated as exogenous variables. The target article misunderstands the research program it criticizes. The work of Boyd, Richerson, Fehr, Gintis, Bowles and their collaborators has long included the theoretical and empirical study of models both with andwithoutdiffuse costly punishment. In triaging the situation, we aim to (1) clarify the theoretical landscape, (2) highlight key points of agreement, and (3) suggest a more productive line of debate.

Design research programs attempt to bring together the properties of available materials and the demands derived from intended applications. The logic of problem states and state transitions in such programs, including assessment criteria and heuristic principles, is described in settheoretic terms, starting with a naive model comprising an intended profile and the operational profile of a prototype. In a first concretization the useful distinction between structural and functional properties is built into the model. In two further concretizations (...) the inclusion of potential applications is motivated and described for the case of drug research as well as the inclusion of potential realizations for the case of complex products. Next, another line of concretization of the naive model, the incorporation of potentially relevant properties, is sketched. Then the partial analogy between product- and truth-approximation is indicated. We conclude with some remarks about the usefulness of our models for products reaching the market in comparison to the the so-called social construction of technology approach. (shrink)

We review some of the work already done around the notion of phenomenal intentionality and propose a way of turning this body of work into a self-conscious research program for understanding intentionality.

Dark matter is a fundamental component of the standard cosmological model, but in spite of four decades of increasingly sensitive searches, no-one has yet detected a single dark-matter particle in the laboratory. An alternative cosmological paradigm exists: MOND (Modified Newtonian Dynamics). Observations explained in the standard model by postulating dark matter are explained in MOND by proposing a modification of Newton's laws of motion. Both MOND and the standard model have had successes and failures – but only MOND has repeatedly (...) predicted observational facts in advance of their discovery. In this volume, David Merritt outlines why such predictions are considered by many philosophers of science to be the 'gold standard' when it comes to judging a theory's validity. In a world where the standard model receives most attention, the author applies criteria from the philosophy of science to assess, in a systematic way, the viability of this alternative cosmological paradigm. In this paper Kuipers' set-theoretic approach to scientific research programs as applied to design research programs is reviewed. The main criticism is that this approach, through its conception of properties as "atomic," cannot do justice to the fact that most properties that matter in design problems come in degrees. Thus the approach offers no help with a main difficulty in design problems: that of evaluating different design concepts or prototypes when multiple features or properties, each of (...) which giving rise to a comparative ordering of the concepts or prototypes, have to be taken into account. This problem is argued to be isomorphic to the well-known problem of social choice and therefore, in view of Arrow's theorem, a "deep" problem. (shrink)

One of the distinguishing features of mathematics is the exceptional level of consensus among mathematicians. However, an analysis of what mathematicians agree on, how they achieve this agreement, and the relevant historical conditions is lacking. This paper is a programmatic intervention providing a preliminary analysis and outlining a research program in this direction.First, I review the process of ‘negotiation’ that yields agreement about the validity of proofs. This process most often does generate consensus, however, it may give rise to (...) another kind of disagreement: whether the original and new proof are effectively the same, leading to potential disagreement about the validity of the original proof.Second, I historicize the phenomenon of consensus. I show that in earlier European mathematics and other mathematical cultures, consensus about the validity of arguments was substantially weaker or conceived differently than it is today. This means that contemporary consensus about the validity of mathematical proofs should be explained by historical changes in mathematical practice.Finally, I conjecture what brought about the contemporary form of mathematical consensus. Since a sharp rise in consensus occurs around the turn of the 20th century, it makes sense to explain this consensus by the concurrent formalization of mathematics. However, this explanation has a major flaw: it explains a really existing phenomenon (consensus) by something that hardly ever happens (writing proofs in formal languages). I will therefore explain the ways in which formalization does enter mathematical practice so as to account for contemporary forms of mathematical consensus. (shrink)

Michael Brownstein, Alex Madva, and Bertram Gawronski articulate a careful defense of research on implicit bias. They argue that though there is room for improvement in various areas, when we set the bar appropriately and when we are comparing relevant events, the test–retest stability and predictive ability of implicit bias measures are respectable. Edouard Machery disagrees. He argues that theories of implicit bias have failed to answer four fundamental questions about measures of implicit bias, and this undermines their utility (...) in further scientific research and policy making. In this article, I offer my perspective on this important debate. I argue that there is a theoretical mismatch in debating the merits of a research program on the terms of a specific theory within the research program. Nevertheless, the discussion allows us to see which questions are answered from within the perspective of a particular theory. I argue that the emphasis should be on whether implicit bias theories predict novel facts. (shrink)

Panentheism is best understood as a philosophical research program. Identifying the core of the research program offers a strong response to the demarcation objection. It also helps focus both objections to and defenses of panentheism — and to show why common objections are not actually criticisms of the position we are defending. The paper also addresses two common criticisms: the alleged inadequacy of panentheism’s double “in” specification of the relationship between God and world, and the “double God” objection. (...) Once the research program framework is in place, topics like these become opportunities for panentheists to engage in the kind of careful constructive work in theology and philosophy — historical, analytic, and systematic — that is required for making long-term, positive contributions to our field. Over the past decade or so, several commentators have called for mission-driven research programs on solar geoengineering, also known as solar radiation management (SRM) or climate engineering. Building on the largely epistemic reasons offered by earlier commentators, this paper argues that a well-designed mission-driven research program that aims to evaluate solar geoengineering could promote justice and legitimacy, among other valuable ends. Specifically, an international, mission-driven research program that aims to produce knowledge to enable well-informed decision-making about (...) solar geoengineering could (1) provide a more effective way to identify and answer the questions that policymakers would need to answer; and (2) provide a venue for more efficient, effective, just, and legitimate governance of solar geoengineering research; while (3) reducing the tendency for solar geoengineering research to exacerbate international domination. Thus, despite some risks and limitations, a well-designed mission-driven research program offers one way to improve the governance of solar geoengineering research relative to the ‘investigator-driven’ status quo. Purpose: In the paper, I discuss how Ernst Glasersfeld worked as a scientist on the project, Interdisciplinary Research on Number (IRON), and explain how his scientific activity fueled his development of radical constructivism. I also present IRON as a progressive research program in radical constructivism and suggest the essential components of such programs. Findings: The basic problem of Glasersfeld's radical constructivism is to explore the operations by means of which we assemble our experiential reality. Conceptual analysis is (...) Glasersfeld's way of doing science and he used it in IRON to analyze the units that young children create and count in the activity of counting. In his work in IRON, Glasersfeld first conducted a first-order conceptual analysis of his own operations that produce units and number, and then participated in a second-order analysis of the language and actions of children and inferred the mental operations that they use to produce units and number. Further, Glasersfeld used Piaget's concept of equilibration in the context of scheme theory in a second-order analysis of children's construction of number sequences and of more advanced ways and means of operating in the traffic of numbers. Research Implications: The scientific method of first- and second-order conceptual analysis transcends our work in IRON and it is applicable in any radical constructivist research program whose problem is to explore the operations by means of which we construct our conceptions. Because of the difficulties involved with introspection, conducting second-order conceptual analyses is essential in exploring these operations and it involves analyzing the language and actions of the observed. But conceptual analysis is only a part of the research process because the researchers are by necessity already involved in creating occasions of observation. The "experimenter" and the "analyst" can be the same person or they can be different people. Either case involves intensive and sustained interdisciplinary thinking and ways of working if the research program is to be maintained over a substantial period of time as a progressive research program. The Hungarian-born philosopher of science Imre Lakatos introduces the methodology of scientific research programs, and also makes a famous distinction between “progressive” and “degenerating” programs. Although Lakatos does not give extensive guidance as to whether philosophical rather than scientific theories could also be judged in this way, he does give some intriguing hints in his discussion of a debate on induction between Rudolf Carnap and Karl Popper. After considering two extant but misguided attempts to use “degenerating” as (...) a polemical term in philosophy, this article gathers the aforementioned hints from Lakatos and a few others from Alfred North Whitehead in an effort to identify what a “progressive philosophy” might look like. As students progress towards their PhD degrees, they will become more independent and practitioner-like; for those moving into academia, it is often assumed the programs of their PhD mentors will serve as prototypes for their own successful research programs. However, the author's research program as an Assistant Professor led him in directions never considered as a graduate student. The author had to make significant decisions in choosing a primary audience, finding an overarching theme, defining the individual (...) problems, and developing these problems into researchable projects. Infrastructure-related issues associated with the author's research program were also considered. The details of his journey from the end of his doctoral degree to his current position as an Assistant Professor are described in this article. (shrink)

Cognitive architectures - task-general theories of the structure and function of the complete cognitive system - are sometimes argued to be more akin to frameworks or belief systems than scientific theories. The argument stems from the apparent non-falsifiability of existing cognitive architectures. Newell was aware of this criticism and argued that architectures should be viewed not as theories subject to Popperian falsification, but rather as Lakatosian research programs based on cumulative growth. Newell's argument is undermined because he failed (...) to demonstrate that the development of Soar, his own candidate architecture, adhered to Lakatosian principles. This paper presents detailed case studies of the development of two cognitive architectures, Soar and ACT-R, from a Lakatosian perspective. It is demonstrated that both are broadly Lakatosian, but that in both cases there have been theoretical progressions that, according to Lakatosian criteria, are pseudo-scientific. Thus, Newell's defense of Soar as a scientific rather than pseudo-scientific theory is not supported in practice. The ACT series of architectures has fewer pseudo-scientific progressions than Soar, but it too is vulnerable to accusations of pseudo-science. From this analysis, it is argued that successive versions of theories of the human cognitive architecture must explicitly address five questions to maintain scientific credibility. (shrink)

The engineering knowledge research program is part of the larger effort to articulate a philosophy of engineering and an engineering worldview. Engineering knowledge requires a more comprehensive conceptual framework than scientific knowledge. Engineering is not ‘merely’ applied science. Kuhn and Popper established the limits of scientific knowledge. In parallel, the embrace of complementarity and uncertainty in the new physics undermined the scientific concept of observer-independent knowledge. The paradigm shift from the scientific framework to the broader participant engineering framework entails (...) a problem shift. The detached scientific spectator seeks the ‘facts’ of ‘objective’ reality – out there. The participant, embodied in reality, seeks ‘methods’, about how to work in the world. The engineering knowledge research program is recursively enabling. Advances in engineering knowledge are involved in the unfolding of the nature of reality. Newly understood, quantum uncertainty entails that the participant is a natural inquirer. ‘Practical reason’ is concerned with ‘how we should live’– the defining question of morality. The engineering knowledge research program is selective seeking ‘important truths’, ‘important knowledge’, ‘important methods’ that manifest value, and serve the engineering agenda of ‘the construction of the good.’ The importance of engineering knowledge research program is clear in the new STEM curriculum where educators have been challenged to rethink the relation between science and engineering. A 2015 higher education initiative to integrate engineering colleges into liberal arts and sciences colleges has stalled due to the confusion and conflict between the engineering and scientific representations of knowledge. Neutral Theory is controversial in ecology. Ecologists and philosophers have diagnosed the source of the controversy as: its false assumption that individuals in different species within the same trophic level are ecologically equivalent, its conflict with Competition Theory and the adaptation of species, its role as a null hypothesis, and as a Lakatosian research programme. In this paper, I show why we should instead understand the conflict at the level of research programs which involve more than theory. (...) The Neutralist and Competitionist research programs borrow and construct theories, models, and experiments for various aims and given their home ecological systems. I present a holistic and pragmatic view of the controversy that foregrounds the interrelation between many kinds of practices and decisions in ecological research. (shrink)

Critics of the target article objected to our account of art appreciators' sensitivity to art-historical contexts and functions, the relations among the modes of artistic appreciation, and the weaknesses of aesthetic science. To rebut these objections and justify our program, we argue that the current neglect of sensitivity to art-historical contexts persists as a result of a pervasive aesthetic–artistic confound; we further specify our claim that basic exposure and the design stance are necessary conditions of artistic understanding; and we explain (...) why many experimental studies do not belong to a psycho-historical science of art. Popper has provided a model for the scientific explanation of human actions and a metaphysical theory of man which can guide scientific research. In this paper I discuss the problems of the empirical content and nomicity of the Rationality Principle and extend the method of situational analysis to the problem of explaining beliefs. The domain of applicability of the Rationality Principle is bounded on one side by cases in which behavior is determined by processes which can not be influenced (...) by criticism and on the other side by the phenomenon of substantive creativity. The Free Energy Principle (FEP) states that all biological self-organizing systems must minimize variational free energy. The acceptance of this principle has given rise to a popular and far-reaching theoretical and empirical approach to the study of the brain and living organisms. Despite the popularity of the FEP approach, little discussion has ensued about its ontological status and implications. By understanding physicalism as an interdisciplinary research program that aims to offer compositional explanations of mental phenomena, this paper articulates what (...) it would mean for the FEP approach to be part of research program physicalism and to corroborate a physicalist outlook. In doing so, this paper contributes both to philosophical discussions regarding the FEP approach and to the literature on physicalism. It does the former by explicating the metaphysical standing of the FEP approach. It does the latter by showing how cutting-edge research in the empirical sciences of the mind can inform our attitudes regarding physicalism. (shrink)

Unifying traditional cognitive science is the idea that thinking is a process of symbol manipulation, where symbols lead both a syntactic and a semantic life. The syntax of a symbol comprises those properties in virtue of which the symbol undergoes rule-dictated transformations. The semantics of a symbol constitute the symbolsÕ meaning or representational content. Thought consists in the syntactically determined manipulation of symbols, but in a way that respects their semantics. Thus, for instance, a calculating computer sensitive only to the (...) shape of symbols might produce the symbol Ô5Õ in response to the inputs Ô2Õ, Ô+Õ, and Ô3Õ. As far as the computer is concerned, these symbols have no meaning, but because of its program it will produce outputs that, to the user, Òmake senseÓ given the meanings the user attributes to the symbols. NCMRD initiated the Women in Management Research Program in January 1988. One of the objectives of the program is to help managers and policy makers deal with issues arising from women's increased participation in managerial and professional jobs backing research to help arrive at solutions to the problems being encountered both by institutions and by women themselves. Significant research funds have been raised from the private sector and ten projects have been funded to date. Scientific communities expect early career researchers to become intellectually independent and to develop longer-term research plans. How such programs emerge during the early career phase is still poorly understood. Drawing on semistructured interviews with German ECRs in plant biology, experimental physics, and early modern history, we show that the development of such a plan is a research process in itself. The processes leading to IRPs are conditioned by the fields’ epistemic practices for producing new knowledge. By linking (...) the conditions under which ECRs work to the epistemic properties of their IRPs, we identify mechanisms that produce these programs and conditions facilitating or hindering the operation of these mechanisms. There is a trend within philosophy of biology to concentrate on questions that are strongly related to particular biological research programs rather than on the general scope of the field and its relation to other sciences. Projects of the latter kind, of course, are followed as well but will not be the topic of this review. Shifting the focus to particular research programs reflects philosophers’ increased interest in knowledge of, and contribution to, actual biological research, (...) which is organized in such programs. It is accompanied by the increasing enthusiasm of biologists to involve philosophers in the conceptual work of theoretical biology. I concentrate on the philosophies of four biological research programs, three of which are devoted to evolutionary biology, which is still the main field of interest among philosophers of biology: adaptationism, EvoDevo, and the developmental systems approach. In addition, a short sketch of the newly emerging philosophy of systems biology is given. Several lines of philosophical inquiry can be found in all of the fields considered here: philosophy contributes to the conceptual development of biological research programs, it analyzes structures and delineations of particular research programs, and sometimes it is involved in a comparative assessment of biological programs as well. Philosophical projects that start from the level of a particular research program may give rise to a bottom-up perspective on biology and allow for an integrative view of biological research. Providing a possible worlds semantics for a logic involves choosing a class of possible worlds models, and setting up a truth definition connecting formulas of the logic with statements about these models. This scheme is so flexible that a danger arises: perhaps, any logic whatsoever can be modelled in this way. Thus, the enterprise would lose its essential 'tension'. Fortunately, it may be shown that the so-called 'incompleteness-examples' from modal logic resist possible worlds modelling, even in the above wider sense. (...) More systematically, we investigate the interplay of truth definitions and model conditions, proving a preservation theorem characterizing those types of truth definition which generate the minimal modal logic. This paper is an attempt to reconstruct the history of genetic and evolutionary theories of same-sex sexual behavior using Imre Lakatos’ methodology of scientific research programs . Although distinct, those two programs are complementary. Whereas the genetic program maintains that homosexuality is genetically inherited, the evolutionary program attempts to explain how such a gene, which apparently reduces the reproductive fitness of its homozygous carrier, is maintained in the population. This appraisal reveals that the two research (...) class='Hi'>programs have not been empirically progressive in the Lakatosian sense. I argue that this situation has arisen precisely because of inappropriate over-commitment to the respective hard cores of the two research programs. As adherence to such cores is essential for success in research programs, according to Lakatos, I argue that Lakatos’ account of science may be descriptively adequate but is normatively inadequate. I provide grounds for generalizing this case as follows: the MSRP may successfully capture the logic of axiomised sciences, such as physics, but applies poorly to most sciences, including biological and social sciences, which do not lend themselves to axiomatic organization. The ways of thinking of things associated with a few indexical expressions—e.g. ‘I’, ‘now’, ‘that’—have a special role in the causation of action. They have a role not had by, for example, the guise associated with the ‘Superman’, or the guise associated with any other proper name. So, at least, an orthodox view about action—often associated with the phrase ‘essential indexical’—has it. Recently, this view has come under scrutiny. An increasing number of philosophers think it is a myth. In this (...) paper, I do two things. First, I argue that the orthodox view really is an insight, not a myth. Second, I offer an explanation of why it is that the insight holds. (shrink)

Although, when first introduced, Copernicus's theory considered as a whole was not superior to the Ptolemaic theory according to any of the usual criteria for comparing theories and determining their acceptability, it did have features which provided the early Copernicans with good reasons for entertaining it and trying to develop it further. These features are discussed and then three plausibility considerations which seem to be operative in this case are formulated.

It is argued that the debate over the positivist theory of historical explanation has made only a limited contribution to our understanding of how historians should defend the explanations they propose importantly because both positivists and their critics tacitly accepted two assumptions. The first assumption is that if the positivist analysis of historical explanation is correct, then historians ought to attempt to defend covering laws for each of the explanations they propose. The second is that unless a historian can justify (...) an explanation that he proposes, then his preference for that explanation is not rationally defensible. It is argued that the first assumption is false and that if in order to justify an explanation, one must justify a covering law for it, then the second assumption is also false. A program for investigating how historians should defend their explanations is suggested. (shrink)
