In this paper we present an action-theoretic account of artefact using and designing and describe our ICE-theory of function ascriptions to technical artefacts. By means of this account and theory we analyse the thesis of the dual nature of technical artefacts according to which descriptions of technical artefacts draw on structural and intentional conceptualisations. We show that the ascription of technical functions to technical artefacts can connect the intentional and structural parts of descriptions of artefacts, but also separate these parts. (...) In this paper I evaluate the ICE-theory of function ascriptions to technical artefacts as proposed by Houkes and Vermaas, 2004a and Houkes and Vermaas, 2004b. This account adds non-structural concepts to functional description of artefacts, which are typically not employed by engineers when they ascribe functions to artefacts. The aim of this paper is to analyse to what extent the ICE-theory can reproduce the engineering view that artefacts have their functions in virtue of their physicochemical structure. It is (...) shown that this theory can reproduce this engineering view for components of artefacts but not for the artefacts themselves: engineers can ascribe functions to components on the basis of only the physicochemical structure of artefacts; but when engineers ascribe functions to artefacts as a whole, they have to consider explicitly the goals for which agents use artefacts and the actions that constitute this use.Keywords: Function theory; Technical artefacts; Components; Physics and chemistry; Engineering; Action theory. Modal interpretations take quantum mechanics as a theory which assigns at all times definite values to magnitudes of quantum systems. In the case of single systems, modal interpretations manage to do so without falling prey to the Kochen and Specker no-go theorem, because they assign values only to a limited set of magnitudes. In this paper I present two further no-go theorems which prove that two modal interpretations become nevertheless problematic when applied to more than one system. The first theorem (...) proves that the modal interpretation proposed by Kochen and by Dieks cannot correlate the values simultaneously assigned to three systems. The second and new theorem proves that the atomic modal interpretation proposed by Bacciagaluppi and Dickson and by Dieks cannot correlate the values simultaneously and sequentially assigned to two systems if one assumes that these correlations are uniquely related to the dynamics of the state of the systems. In this paper we consider the emerging position in metaphysics that artifact functions characterize real kinds of artifacts. We analyze how it can circumvent an objection by David Wiggins (Sameness and substance renewed, 2001, 87) and then argue that this position, in comparison to expert judgments, amounts to an interesting fine-grained metaphysics: taking artifact functions as (part of the) essences of artifacts leads to distinctions between principles of activity of artifacts that experts in technology have not yet made. We show, (...) moreover, that our argument holds not only in the artifactual realm but also in biology: taking biological functions as (part of the) essences of organs leads to distinctions between principles of activity of organs that biological experts have not yet made. We run our argument on the basis of analyses of artifact and biological functions as developed in philosophy of technology and of biology, thus importing results obtained outside of metaphysics into the debate on ontological realism. In return, our argument shows that a position in metaphysics provides experts reason for trying to detect differences between principles of activities of artifacts and organs that have not been detected so far. In this paper, we consider the meaning, roles, and uses of trust in the economic and public domain, focusing on the task of designing systems for trust in information technology. We analyze this task by means of a survey of what trust means in the economic and public domain, using the model proposed by Lewicki and Bunker, and using the emerging paradigm of value-sensitive design. We explore the difficulties developers face when designing information technology for trust and show how our (...) analysis in conjunction with existing engineering design methods provides means to address these difficulties. Our main case concerns a concrete problem in the economic domain, namely the transfer of control from customs agencies to companies. Control of individual items is increasingly untenable and is replaced by control on the level of companies aimed at determining whether companies can be trusted to be in control of their business and to be in compliance with applicable regulations. This transfer sets the task for companies to establish this trust by means of information technology systems. We argue that this trust can be achieved by taking into account philosophical analyses of trust and by including both parties in the trust relationship as clients for whom the information technology systems are to be designed. First we argue that, contrary to common opinion, functions cannot be the cornerstone of a characterisation of artefacts. Our argument suggests an alternative view, which characterises artefacts as objects embedded in what we call use plans. Second, we show that this plan-centred successor of the function-focused view is at odds (...) with the non-naturalness intuition. Third, we show that this intuition can be developed by defining artefacts as produced or human-made objects, but that the resulting definition might collapse into the plan-centred view, and has trouble distinguishing artefact types or kinds. Finally, we propose a division of labour between production and use plans: among objects in general, artefacts are distinguished as human-made objects; within the domain of artefacts, types or kinds are characterised by the use plans in which artefacts are embedded. Assuming it rational to treat other persons' probabilities as epistemically significant, how shall their judgements be weighted (Barnes [1998])? Several plausible methods exist, but theorems in classical psychometrics greatly reduce the importance of the problem. If scientists' judgements tend to be positively correlated, the difference between two randomly weighted composites shrinks as the number of judges rises. Since, for reasons such as representative coverage, minimizing bias, and avoiding elitism, we would rarely employ small numbers of judges (e.g. less than 10), (...) the difference between two weighting systems becomes negligible. Suggestions are made for quantifying verisimilitude, identifying 'types' of scientists or theories (taxometrics), inferring latent factors, and estimating reliability of pooled judgements. (shrink)

This paper proposes that autonomous vehicles should be designed to reduce light pollution. In support of this specific proposal, a moral assessment of autonomous vehicles more comprehensive than the dilemmatic life-and-death questions of trolley problem-style situations is presented. The paper therefore consists of two interrelated arguments. The first is that autonomous vehicles are currently still a technology in development, and not one that has acquired its definitive shape, meaning the design of both the vehicles and the surrounding infrastructure is open-ended. (...) Design for values is utilized to articulate a path forward, by which engineering ethics should strive to incorporate values into a technology during its development phase. Second, it is argued that nighttime lighting—a critical supporting infrastructure—should be a prima facie consideration for autonomous vehicles during their development phase. It is shown that a reduction in light pollution, and more boldly a better balance of lighting and darkness, can be achieved via the design of future autonomous vehicles. Two case studies are examined through which autonomous vehicles may be designed for “driving in the dark.” Nighttime lighting issues are thus inserted into a broader ethics of autonomous vehicles, while simultaneously introducing questions of autonomous vehicles into debates about light pollution. I adopt a cladistic view of species, and explore the possibility that there exists an equally valuable cladistic view of organismic traits. This suggestion seems to run counter to the stress on functional views of biological traits in recent work in philosophy and psychology. I show how the tension between these two views can be defused with a multilevel view of biological explanation. Despite the attractions of this compromise, I conclude that we must reject it, and adopt an essentially cladistic (...) conception of biological traits. (shrink)

The widely cited Nuffield Council on Bioethics ‘Intervention Ladder’ structurally embodies the assumption that personal autonomy is maximized by non-intervention. Consequently, the Intervention Ladder encourages an extreme ‘negative liberty’ view of autonomy. Yet there are several alternative accounts of autonomy that are both arguably superior as accounts of autonomy and better suited to the issues facing public health ethics. We propose to replace the one-sided ladder, which has any intervention coming at a cost to autonomy, with a two-sided ‘Balanced Intervention (...) Ladder,’ where intervention can either enhance or diminish autonomy. We show that not only the alternative, richer accounts of autonomy but even Mill’s classic version of negative liberty puts some interventions on the positive side of the ladder. (shrink)

This paper systematically compares two frameworks for analysing technical artefacts: the Dual-Nature approach, exemplified by the contributions to Kroes and Meijers , and the collectivist approach advocated by Schyfter , following Kusch . After describing the main tenets of both approaches, we show that there is significant overlap between them: both frameworks analyse the most typical cases of artefact use, albeit in different terms, but to largely the same extent. Then, we describe several kinds of cases for which the frameworks (...) yield different analyses. For these cases, which include one-of-a-kind artefacts and defect types, the Dual-Nature framework leads to a more attractive analysis. Our comparison also gives us the opportunity to respond to Vaesen’s critical paper. We do so by distinguishing two readings of the Dual-Nature framework and pointing out that on the sustainable, weaker reading, Vaesen’s considerations supplement the framework rather than offering an alternative to it.Keywords: Technical artefact; Dual Nature framework; Collectivist framework; Artefact use.
