Prior to the end of the Cold War, the word 'democracy' was rarely used by international lawyers. Few international organisations supported democratic governance, and the criteria for recognition of governments took little account of whether regimes enjoyed a popular mandate. But the events of 1989–1991 profoundly shook old assumptions. Democratic Governance and International Law attempts to assess international law's new-found interest in fostering transitions to democracy. Is an entitlement to democratic government now emerging in international law? If so, what are (...) its normative foundations? How have global and regional organisations encouraged transitions to democracy, and are their efforts consistent with their constitutional frameworks? How should international law react to elections in which profoundly anti-democratic parties win the vote? “Democratization” has recently become a popular trope in Western public discourses on medicine, where it refers to patient participation in the gathering and distribution of health-related data using various digital technologies, in order to improve healthcare technically and socially. We critically analyze the usage of the term from the perspective of the “politics of buzzwords.” Our claim is that the phrase works primarily to publicly justify the dramatic increase in the application of information and data technologies in healthcare and therefore (...) fosters the corresponding industry. As a buzzword, “democratizing healthcare” is characterized by vagueness, which is why it receives meaning only through a word collective—a group of words that provide it with a context and are often used together with it. We examine key terms associated with “democratization” in the healthcare discourse—participation, empowerment, and personalized medicine—and show that the buzzword receives rhetorical power through the ambiguous reference to these concepts. As a consequence, the idea of “democracy” becomes diluted into meaning merely “access to,” and “healthcare” is reduced to the notion of a preventive, nonacute, monitored form of medical care. Signs do not only “represent” something for somebody, as Peirce’s definition goes, but also “mediate” relations between us and our world, including ourselves, as has been elaborated by Vygotsky. We call the first the representational function of a sign and the second the epistemological function since in using signs we make distinctions, specify objects and relations, structure our observations, and organize societal and cognitive activity. The goal of this paper is, on the one hand, to develop a model in which (...) both these functions appear as complementary and, on the other, to show that this complementarity is essential for the dynamics of scientific activity, causing a dialectical process of generating new epistemological and representational means. This will be demonstrated with an example of how two scientists with different background knowledge analyze educational data collaboratively. (shrink)

It is definitely a welcome contribution to Nietzsche scholarship that a volume on Beyond Good and Evil has been published in the German series Klassiker Auslegen, established by Ottfried Höffe. The series aims at providing cooperative commentaries by leading scholars in the field on the most important works in the history of philosophy. As with the other “classics” that have been covered, the order of contributions follows the order of the original publication; in the case of Beyond Good and Evil, (...) there is one contribution for each of the nine chapters, plus one contribution each analyzing the “preface” and “aftersong” and a general introduction by the editor. Living systems are characterized as self-generating and self-maintaining systems. This type of characterization allows integration of a wide variety of detailed knowledge in biology.The paper clarifies general notions such as processes, systems, and interactions. Basic properties of self-generating systems, i.e. systems which produce their own parts and hence themselves, are discussed and exemplified. This makes possible a clear distinction between living beings and ordinary machines. Stronger conditions are summarized under the concept of self-maintenance as an almost unique character of living (...) systems. Finally, we discuss the far-reaching consequences that the principles of self-generation and self-maintenance have for the organization, structure, function, and evolution of single- and multi-cellular organisms. A central challenge for research on how we should prepare students to manage crossing boundaries between different knowledge settings in life long learning processes is to identify those forms of knowledge that are particularly relevant here. In this paper, we develop by philosophical means the concept of a dialectical system as a general framework to describe the de-velopment of knowledge networks that mark the starting point for learning processes, and we use semiotics to discuss the epistemological thesis that any cognitive (...) access to our world of objects is mediated by signs and diagrammatic reasoning and abduction as those forms of practical knowledge that are crucial for the development of knowledge networks. The rich-ness of this theoretical approach becomes evident by applying it to an example of learning in a biological research context. Different situations — like school and workplace — demand different forms of knowledge. Even more important, in particular for lifelong learning, are forms of knowledge we need for managing movements between those situations. To develop a better understanding of how to ‘navigate’ knowledge boundaries, this paper analyzes, firstly, interviews with scientists interpreting familiar and unfamiliar graphs. Our goal is to identify those forms of knowledge that should receive special attention in education. Secondly, the article elaborates — based on Peirce’s semiotics (...) — an epistemologically reflected semiotic model to describe the role and conditions of knowledge necessary for crossing knowledge boundaries. Evolutionary developmental biology (evo-devo) has undergone dramatic transformations since its emergence as a distinct discipline. This paper aims to highlight the scope, power, and future promise of evo-devo to transform and unify diverse aspects of biology. We articulate key questions at the core of eleven biological disciplines—from Evolution, Development, Paleontology, and Neurobiology to Cellular and Molecular Biology, Quantitative Genetics, Human Diseases, Ecology, Agriculture and Science Education, and lastly, Evolutionary Developmental Biology itself—and discuss why evo-devo is uniquely situated to substantially improve (...) our ability to find meaningful answers to these fundamental questions. We posit that the tools, concepts, and ways of thinking developed by evo-devo have profound potential to advance, integrate, and unify biological sciences as well as inform policy decisions and illuminate science education. We look to the next generation of evolutionary developmental biologists to help shape this process as we confront the scientific challenges of the 21st century. (shrink)

Toward the end of his life, the Russian psychologist L.S. Vygotsky turned away from his earlier work that he has become famous for only to sow the seeds for a new theory. In this theory, affect was to play a central role, there was to be a primacy of social relations, and anything mental (mind, thought, self, other, knowledge) was an event rather than a thing. This is essentially a transactional perspective. In this book, the author articulates a transactional psychology (...) of education drawing on the works of G.H. Mead, J. Dewey, G. Bateson, F. Mikhailov, and E. Il'enkov. All theoretical positions are developed out of videotaped exchanges, thereby giving concrete character to every psychological concept articulated. (shrink)

A previously unexplored method, combining logical and mathematical elements, is shown to yield substantial numerical improvements in the area of Diophantine approximations. Kreisel illustrated the method abstractly by noting that effective bounds on the number of elements are ensured if Herbrand terms from ineffective proofs of Σ 2 -finiteness theorems satisfy certain simple growth conditions. Here several efficient growth conditions for the same purpose are presented that are actually satisfied in practice, in particular, by the proofs of Roth's theorem (...) due to Roth himself and to Esnault and Viehweg. The analysis of the former yields an exponential bound of order exp(70ε -2 d 2 ) in place of exp(285ε -2 d 2 ) given by Davenport and Roth in 1955, where α is (real) algebraic of degree d ≥ 2 and $|\alpha - pq^{-1}| . (Thus the new bound is less than the fourth root of the old one.) The new bounds extracted from the other proof are polynomial of low degree (in ε -1 and log d). Corollaries: Apart from a new bound for the number of solutions of the corresponding Diophantine equations and inequalities (among them Thue's inequality), $\log \log q_\nu , where q ν are the denominators of the convergents to the continued fraction of α. Before one can give a fully adequate account of action, one must know where the action is. This amounts to understanding the nature of basic or unmediated action, the performance of which does not require performing any other act as a means. There is little consensus on what sort of act is basic. Volitionists such as H. A. Prichard, Brian O'Shaughnessy, Jennifer Hornsby and Carl Ginet, hold that a special type of mental act is basic and underlies all overt bodily (...) action. They believe that action, in its fundamental form, occurs in the head or mind of the agent that performs it. "Corporealists" like Donald Davidson hold that the basic act is one of bodily movement. Finally, "environmentalists" include events beyond the body as part of the basic act. ;The dissertation is devoted to establishing the viability and exploring the ramifications of the environmentalist conception of basicness. Ideas of various theorists are discussed, including Donald Davidson, G. E. M. Anscombe, George Wilson, Gilbert Harman, John Searle, Alfred Mele, Tyler Burge, and John Perry. I address a number of arguments for volitionism or corporealism which draw upon some aspect of action, such as its individuation , its description , its rationalization , and its intentionality or content--in particular its self-referential content . Discussions of these topics serve to further articulate the environmentalist notion that in acting we can have an unmediated or direct effect upon our surroundings. A defense of environmentalism offers, in turn, a new understanding of these various aspects of action. (shrink)

Roth claims that in constituting the sorts of events they want to connect, historians conceive matters that may not correlate with any inventory of elements eligible for admission by natural science. Given “the liabilities incurred by the very questions historians choose to ask,” the question of historical explanation is a problem of our own making. “Previous challenges to the epistemic legitimacy of historical explanations lose their point,” for no one can ask what kind of science or what kind of (...) explanation history is, since it is none! This is, unsurprisingly, an unacceptable outcome for me. A case can be made for intersubjective assertability of a historical interpretation and the contestation of it - however tentatively, fallibly, partially - without a complete collapse into the aesthetics of form or the politics of the formulator. The task of the philosophy of history is to work out the reconciliation of the performative with the constative in historical writing and in historical appraisal. (shrink)
