The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Presence suggests that adapting the experiences of leading innovators may address a nightmare scenario of environmental destruction, a growing divide between the rich and poor, and escalating violence around the world. Innovation occurs by transforming sensing to identify limitations in existing solution sets, transforming perception to envision an entire whole, and transforming action to realize the future seeking to emerge from the whole. This U sequence follows the rite-of-passage phases of separation, liminality, and reincorporation documented by Victor Turner. By ending (...) in spontaneous communitas and avoiding a normative model, the U does not discuss how to mobilize resources and develop systems of social control. This omission, as well as depending on the constructive power of human ritual without recognition of its destructive potential, significantly limits the U’s analytic validity. Despite these limitations, Presence is an encouraging set of stories of attempts within the industrial context to mitigate the nightmare scenario and work toward a sustainable future. (shrink)

This chapter describes some basic, often puzzling features of intentionality, with an eye to its role not so much in ordinary folk ascriptions but in serious psychological explanations, especially in many of Noam Chomsky's own presentations of his theory. It then considers Chomsky's censure of the notion, leading him to deny what would seem to be the explicit intentionalisms on which he seems to rely. Implicit in Chomsky's treatment of grammar is the idea that the positing of the language faculty (...) offers an “abstract” perspective on a physical system (the human brain) that implements the relevant features of the abstracta in ways we currently don’t understand. Two initial problems might be raised for this picture, one regarding inference and the other, generalization. The proposed model is effectively saying that theorists track states and generalizations of the linguistic system in an explicitly representational format, but what the theory is true of need not have such representational properties. Temporal externalism (TE) is the thesis (defended by Jackman (1999)) that the contents of some of an individual’s thoughts and utterances at time t may be determined by linguistic developments subsequent to t. TE has received little discussion so far, Brown 2000 and Stoneham 2002 being exceptions. I defend TE by arguing that it solves several related problems concerning the extension of natural kind terms in scientifically ignorant communities. Gary Ebbs (2000) argues that no theory can reconcile our ordinary, practical (...) judgments of sameness of extension over time with the claim that linguistic usage determines word extensions. I argue that Ebbs shows at most that no theory other than TE can effect this reconciliation. Furthermore, while Ebbs’ argument undermines Jessica Brown’s solutions to two closely related problems about natural kind term extensions (Brown 1998), TE can solve both problems without difficulty. Some criticisms of TE are briefly addressed as well. (shrink)

BackgroundUse of modified texture diets—thickening of liquids and modifying the texture of foods—in the hope of preventing aspiration, pneumonia and choking, has become central to the current management of dysphagia. The effectiveness of this intervention has been questioned. We examine requirements for a valid informed consent process for this approach and whether the need for informed consent for this treatment is always understood or applied by practitioners.Main textValid informed consent requires provision of accurate and balanced information, and that agreement is (...) given freely by someone who knows they have a choice. Current evidence, including surveys of practitioners and patients in different settings, suggests that practice in this area is often inadequate. This may be due to patients’ communication difficulties but also poor communication—and no real attempt to obtain consent—by practitioners before people are ‘put on’ modified texture diets. Even where discussion occurs, recommendations may be influenced by professional misconceptions about the efficacy of this treatment, which in turn may poison the well for the informed consent process. Patients cannot make appropriate decisions for themselves if the information provided is flawed and unbalanced. The voluntariness of patients’ decisions is also questionable if they are told ‘you must’, when ‘you might consider’ is more appropriate. Where the decision-making capacity of patients is in question, inappropriate judgements and recommendations may be made by substitute decision makers and courts unless based on accurate information.ConclusionResearch is required to examine the informed consent processes in different settings, but there is ample reason to suggest that current practice in this area is suboptimal. Staff need to reflect on their current practice regarding use of modified texture diets with an awareness of the current evidence and through the ‘lens’ of informed consent. Education is required for staff to clarify the importance of, and requirements for, valid informed consent and for decision making that reflects people’s preferences and values. (shrink)

I have very little recollection of the accident, nor of the few (...) days that followed. However, I do recall being very aware that I was paralyzed.For some reason, I had for the previous few years been reading books by women who had spinal cord injuries as a result of some type of accident. I read Joni Eareckson’s book “Joni” and “The Other Side of the Mountain” about Jill Kinmont, and saw the movies about both women. Additionally, my mother bought me “Karen,” and “With Love, from Karen” the story of Karen Killalea, who has cerebral palsy. It seemed to me that reading these books prepared me for dealing with my disability in a positive way rather than “woe is me.”I’m actually one of the luckiest people you’ll ever know! While I have a C–4/C–5 SCI, it is pretty incomplete and as a result I’m pretty mobile. I wear an ankle–foot orthotic (AFO) on my right foot and use a cane. I do have Brown–Séquard syndrome, with better sensation on my right side and better function on the left. So, I was right–handed the first 17 years of my life and I’m now a leftie.A couple of days after my accident, while I was still in the intensive care unit (ICU), one of the nurses felt that it was important for me to realize that I would probably be paralyzed for the rest of my life; never to walk again. So she took it upon herself to deliver this message personally. Well, I wasn’t having any of that! I yelled and screamed and threw the biggest tantrum that one can throw while one’s head is clamped down by Gardner–Wells tongs. Given how well I have recovered, I have often thought how it would be to find Judy, walk up to her, and ask if she remembers me.My dad has often told me that he thinks I went through the grieving process pretty quickly after my accident. It wasn’t always easy, and I did have my down moments, but for the most part I think he’s right. I’ve always been a positive person and that helped get me through this and many other trying times in my life. I think at the time I also had a fear that no one would want to be around me if I was stuck in a wheelchair and was a Debbie Downer. I was only 17 after all.When I went away to college I was still mainly using a wheelchair. When I told a friend that I didn’t want to be in a dorm with all of the disabled students, she laughed and asked me why I didn’t want to be with “my people.” Aside from playing some wheelchair basketball, I had never really hung out with other people with disabilities. I was briefly involved with a disabled support type of group but many of them had really negative attitudes. I didn’t stick around for very long after I learned that one of the guys said to one of the women that she would be really attractive if it weren’t for “that wheelchair.” This coming someone in a wheelchair himself!During my second year at Michigan State I had my first realization that people don’t just see me as someone with a disability. A friend was talking with an acquaintance from the other side of our dorm and she mentioned me. The acquaintance said “oh, Dawn in the wheelchair?” and her response was “yeah, I guess she is in a wheelchair.” When she relayed this conversation to me later I was really moved that she didn’t see me as someone in a wheelchair first... Sensitivity only violates closure when combined with further auxiliary premises—regarding which of an agent’s commitments constitute that agent’s beliefs—which are optional for the sensitivity theorist.

Philosophers increasingly argue that collective agents can be blameworthy for wrongdoing. Advocates tend to endorse functionalism, on which collectives are analogous to complicated robots. This is puzzling: we don’t hold robots blameworthy. I argue we don’t hold robots blameworthy because blameworthiness presupposes the capacity for a mental state I call ‘moral self-awareness’. This raises a new problem for collective blameworthiness: collectives seem to lack the capacity for moral self-awareness. I solve the problem by giving an account of how collectives have (...) this capacity. The trick is to take seriously individuals’ status as flesh-and-blood material constituents of collectives. The idea will be: under certain conditions that I specify, an individual can be the locus of a collective's moral self-awareness. The account provides general insights concerning collectives’ dependence on members, the boundaries of membership, and the locus of collectives’ phenomenology. (shrink)

My contribution takes up a set of methodological and philosophical issues in linguistics that have recently occupied the work of Devitt and Rey. Devitt construes the theories of generative linguistics as being about an external linguistic reality of utterances, inscriptions, etc.; that is, Devitt rejects the ‘psychologistic’ construal of linguistics. On Rey’s conception, linguistics concerns the mental contents of speaker / hearers; there are no external linguistic items at all. I reject both views. Against Devitt, I argue that the philosophical (...) issues in linguistics should be framed in terms of the theories themselves, not pre-theoretical conceptions front either philosophy or commonsense as to what linguistics is about or what a language is. In this light, I suggest that Devitt’s key arguments (concerning parameter setting, psychological reality, and the role of intuitions) do not make sense of current linguistic inquiry and so do not offer an adequate philosophical basis of that work. To this extent, I agree with Rey. Ourdifferences emerge over the putative role of content in linguistic inquiry and how the concept of computation ought to be understood. Following the lead of Chomsky’s recent philosophical remarks, I argue that a theory of the language faculty should be understood as an abstract specification of the function that pairs ‘sound’ with ‘meaning’ rather than as a specification of the content the mind represents. But doesn’t ‘computation’ presuppose ‘representation’? I argue for a negative answer, at least if ‘representation’ is read intentionally. A ‘representation’ can be construed as brain structure that, at the present stage of inquiry, can only be picked out via the abstract concepts of linguistic theory. We are entitled to posit such structures insofar as they earn their explanatory keep over the output of the faculty. The linguistic function is a way of setting the boundary conditions on what the brain must be doing such that humans get to be competent speaker / hearers, although we do not therefore take the function to be a story of the causal spring of linguistic performance. A counterfactual is a conditional statement in the subjunctive mood. For example: If Suzy hadn’t thrown the rock, then the bottle wouldn’t have shattered. The philosophical importance of counterfactuals stems from the fact that they seem to be closely connected to the concept of causation. Thus it seems that the truth of the above conditional is just what is required for Suzy’s throw to count as a cause of the bottle’s shattering. If philosophers were reluctant to exploit this idea prior (...) to 1970, it was because of a widespread feeling that the truth-conditions of the counterfactual conditional were not sufficiently well understood. Darren Aronofsky’s two companion films The Wrestler (109 min, Wild Bunch, 2008, DVD) and Black Swan (108 min, Fox Searchlight, 2010, DVD). Both films (which were originally intended to be one film, explaining their thematic consistency)1 share three elements. First, both explore cultural forms, wrestling and dance, respectively, that punish the body of the performer in a spectacular way. Second, both films end with the ritualistic dying (if not the death) of the main character. Third, in both films, this dying is accompanied by a kind of transformation that can only be called “becoming-animal.”2 Though this last point is much easier to demonstrate [End Page 207] in the case of Black Swan, I will argue that this is also true for The Wrestler. In interpreting these films, I will rely mainly on René Girard’s ideas about mimetic desire and the surrogate victim mechanism, supplemented by Slavoj Žižek’s notion of symbolic death. Symbolic death or “second death” is Žižek’s Hegelian appropriation of the psychoanalytic death drive. The death drive holds a special place for Girard, since he considers Freud’s formulation of the death drive his admission that the Oedipal complex cannot explain the compulsion to repetition, an admission for which he credits Freud’s honesty. Martin is unable to die properly the first time, Eagleton argues, “because he is incapable of love. Only the good are capable of dying. Martin cannot yield himself up to death because he has never been able to yield himself up to others in life.”4 [End Page 208]Randy “The Ram” Robinson, born Robin Ramzinski, (Mickey Rourke), the protagonist of The Wrestler, is, like Pincher Martin, between two deaths, isolated from the rest of humanity because of his inability to connect with others. But while Pincher Martin is defiant and bound for a self-created Hell because of his deliberate rejection of love, Ram is a much more sympathetic character—though no less doomed—because he tries but fails time after time to accept the love of those who could save him. I argue that the dispute between two leading theories of interpretation of legal texts, textual originalism and textual evolutionism, depends on the false presupposition that changes in the way a word is used necessarily require a change in the word’s meaning. Semantic externalism goes a long way towards reconciling these views by showing how a word’s semantic properties can be stable over time, even through vicissitudes of usage. I argue that temporal externalism can account for even more semantic stability, however. (...) Temporal externalism is the theory that the content of an utterance at time t may be determined by developments in linguistic usage subsequent to t. If this semantic theory is correct, then the originalist and evolutionist positions effectively collapse. Originalism is correct in that the original meaning of the text is the meaning that is binding on jurists, but evolutionism is vindicated, as it is the current practices and standards that determine the meaning the text now has, and has always had. Objections to temporal externalism, and to its application to the interpretation of legal texts, are considered and addressed. (shrink)

Paul Collins combines wry, present-day travelogue with an odyssey down the forgotten paths of history as he searches for the remains of Tom Paine and finds them hidden in, among other places, a Paris hotel, underneath a London tailor's stool, and inside a roadside statue in New York. Along the way he crosses paths with everyone from Walt Whitman and Charles Darwin to sex reformers and hellfire ministers—not to mention a suicidal gunman, a Ferrari dealer, and berserk feral monkeys. By Georges Friedmann. (Paris: Gallimard, 1962. Pp. 350. 23 NF.) This is a "new edition revised and enlarged," the first edition having appeared in 1946. On its first appearance, the book was welcomed as a fresh and well-executed approach to one of the classical places for fruitful comparison in the history of philosophy: the doctrinal and personal relations between Spinoza and Leibniz. For a long while, historians relied upon the 1890 study by Ludwig Stein, who depicted Leibniz as having passed through an early phase of basic agreement with Spinoza and as having worked out his mature position largely through his tardy reaction to the Dutch philosopher's metaphysical views. But Friedmann felt that the evidence adduced by Stein did not justify the attribution of an early phase of Spinozism to Leibniz. The relationship was nmch more complex than that of a young Leibniz giving untroubled assent to Spinoza and then becoming disturbed about the pantheistic implications of the Ethics. Instead, Friedmann pointed out that the very writings of Leibniz cited by Stein show the German thinker to be in possession of his own governing ideas even as a young man and admirer of Spinoza. Moreover, a study of the standard edition of Leibniz's correspondence was sufficient to show that he gave ambivalent opinions about Spinoza even during his early years. When Leibniz.wrote to the friends of Spinoza, he was much more laudatory than when he wrote to his own friends among the Catholic and Protestant theologians. Friedmann concluded that there was a certain objective duplicity displayed by Leibniz and that this stood in sharp contrast with Spinoza's straightforward concern for truth. In his preface to this new edition (Friedmann calls it "the second edition," thus correcting the publisher's claim in my copy of a "fourth edition" issued late in 1946), the author specifies the sense in which this is a revised and enlarged edition. He has introduced nuances to make it perfectly clear that he is passing no moral judgment upon Leibniz for duplicity, which he equates with a multiplicity of attitudes and evaluations in respect to Spinoza's work taken as a whole. Furthermore, he takes account of recent work done by Belaval, Robinet, and others on the reactions in later seventeenth-century France to Spinozism. These researches show that Leibniz was not unique in looking both favorably and unfavorably upon the political and religious doctrines of Spinoza and then in concentrating fire upon a concocted phantom of Spinozistic pantheism. But the main justification for reconsidering the matter is the publication since World War II of many relevant manuscripts (in the collection made by Gaston Grua) and of a few important historical studies, notably Grua's own volumes on universal justification in Leibniz and Belaval's book on Leibniz as a critic of Descartes. In his first edition, BOOK REVIEWS 111 Friedmann had relied mainly on the same sources available in 1890 to Stein; now he adds evidence taken from these later publications. He is able to specify more closely the presence of Leibniz's own principles at least in germ in his early writings, as well as the only gradual discovery by Leibniz of the metaphysical teachings of the Ethics. When an organisation does wrong, each of the members is part of the entity that authored that wrong—or so I shall assume. But it does not follow that each of the members has herself done wrong. Doing wrong, I will assume, results from the combination of two conditions: first, authoring (or being part of the entity that authored) a harm; and second, lacking an excuse for that (part-) authorship. To answer my title question, then, we have to know which members (...) of an organisation have excuses for their part-authorship of an organisation’s wrong. I will argue that members gain excuses for their part-authorship only by using their role in the organisation to signal their disavowal of the organisation’s wrongdoing. The answer to the title question, then, is “all those members who don’t use their role to signal their disavowal of the organisation’s wrongdoing.” In the final section, I apply my proposal to citizens of liberal democratic states. This supports the common-sense intuition that, when such states do wrong, wrong is done by those citizens who support or acquiesce in the wrongful policy. (shrink)

In his Philosophical Inquiry concerning Human Liberty (1717), the English deist Anthony Collins proposed a complete determinist account of the human mind and action, partly inspired by his mentor Locke, but also by elements from Bayle, Leibniz and other Continental sources. It is a determinism which does not neglect the question of the specific status of the mind but rather seeks to provide a causal account of mental activity and volition in particular; it is a ‘volitional determinism’. Some decades (...) later, Diderot articulates a very similar determinism, which seeks to recognize the existence of “causes proper to man” (as he says in the Réfutation d’Helvétius). The difference with Collins is that now biological factors are being taken into account. Obviously both the ‘volitional’ and the ‘biological’ forms of determinism are noteworthy inasmuch as they change our picture of the nature of determinism itself, but my interest here is to compare these two determinist arguments, both of which are broadly Spinozist in nature – and as such belong to what Jonathan Israel called in his recent book “the radical Enlightenment,” i.e. a kind of underground Enlightenment constituted by Spinozism – and to see how Collins’ specifically psychological vision and Diderot’s specifically biological vision correspond to their two separate national contexts: determinism in France in the mid-1750s was a much more medico-biological affair than English determinism, which appears to be on a ‘path’ leading to Mill and associationist psychology. In Book II, chapter xxi of the Essay Concerning Human Understanding, on ‘Power’, Locke presents a radical critique of free will. This is the longest chapter in the Essay, and it is a difficult one, not least since Locke revised it four times without always taking care to ensure that every part cohered with the rest. My interest is to work out a coherent statement of what would today be termed ‘compatibilism’ from this text – namely, a doctrine which seeks (...) to render free will and determinism compatible. By emphasizing the hedonistic dimension of his argument, according to which we are determined by “the most pressing uneasiness” we feel, I show how a deterministic reading is possible. This was seen by Locke’s favorite and also most radical disciple, the deist Anthony Collins, whose treatise A Philosophical Inquiry Concerning Human Liberty (1717) is both a critique of Essay II.xxi and a radicalization of its contents. I argue that Collins articulated a form of determinism which recognizes the specificity of action, thanks in large part to the uniquely ‘volitional’ determinism suggested by Locke. (shrink)

By Georges Friedmann. (Paris: Gallimard, 1962. Pp. 350. 23 NF.) This is a "new edition revised and enlarged," the first edition having appeared in 1946. On its first appearance, the book was welcomed as a fresh and well-executed approach to one of the classical places for fruitful comparison in the history of philosophy: the doctrinal and personal relations between Spinoza and Leibniz. For a long while, historians relied upon the 1890 study by Ludwig Stein, who depicted Leibniz as having passed through an early phase of basic agreement with Spinoza and as having worked out his mature position largely through his tardy reaction to the Dutch philosopher's metaphysical views. But Friedmann felt that the evidence adduced by Stein did not justify the attribution of an early phase of Spinozism to Leibniz. The relationship was nmch more complex than that of a young Leibniz giving untroubled assent to Spinoza and then becoming disturbed about the pantheistic implications of the Ethics. Instead, Friedmann pointed out that the very writings of Leibniz cited by Stein show the German thinker to be in possession of his own governing ideas even as a young man and admirer of Spinoza. Moreover, a study of the standard edition of Leibniz's correspondence was sufficient to show that he gave ambivalent opinions about Spinoza even during his early years. When Leibniz.wrote to the friends of Spinoza, he was much more laudatory than when he wrote to his own friends among the Catholic and Protestant theologians. Friedmann concluded that there was a certain objective duplicity displayed by Leibniz and that this stood in sharp contrast with Spinoza's straightforward concern for truth. In his preface to this new edition (Friedmann calls it "the second edition," thus correcting the publisher's claim in my copy of a "fourth edition" issued late in 1946), the author specifies the sense in which this is a revised and enlarged edition. He has introduced nuances to make it perfectly clear that he is passing no moral judgment upon Leibniz for duplicity, which he equates with a multiplicity of attitudes and evaluations in respect to Spinoza's work taken as a whole. Furthermore, he takes account of recent work done by Belaval, Robinet, and others on the reactions in later seventeenth-century France to Spinozism. These researches show that Leibniz was not unique in looking both favorably and unfavorably upon the political and religious doctrines of Spinoza and then in concentrating fire upon a concocted phantom of Spinozistic pantheism. But the main justification for reconsidering the matter is the publication since World War II of many relevant manuscripts (in the collection made by Gaston Grua) and of a few important historical studies, notably Grua's own volumes on universal justification in Leibniz and Belaval's book on Leibniz as a critic of Descartes. In his first edition, BOOK REVIEWS 111 Friedmann had relied mainly on the same sources available in 1890 to Stein; now he adds evidence taken from these later publications. He is able to specify more closely the presence of Leibniz's own principles at least in germ in his early writings, as well as the only gradual discovery by Leibniz of the metaphysical teachings of the Ethics. In developing an "internal" sociology of science, the sociology of scientific knowledge drew on Wittgenstein’s later philosophy to reinterpret traditional epistemological topics in sociological terms. By construing scientific reasoning as rule following within a collective, sociologists David Bloor and Harry Collins effectively blocked outside criticism of a scientific field, whether scientific, philosophical, or political. Ethnomethodologist Michael Lynch developed an alternative, Wittgensteinian reading that similarly blocked philosophical or political critique, while also disallowing analytical appeals to historical or institutional contexts. I (...) criticize these Wittgensteinian sociologies and argue for the historical and contemporary significance of methodological criticisms of scientific practice that conjoin epistemological and political categories. I consider two such cases briefly: the Baconian criticism of Scholastic science in the early Royal Society and the criticism of AIDS drug testing protocols by activists. This research examines the extent to which similarities and differences exist in the codes of professional conduct of certified (chartered) accountants across the following countries: the United States, Taiwan, South Korea, Malaysia, Ontario (Canada), Australia, India, and Hong Kong. These eight countries exemplify some of the diversity in economic, political, legal, and cultural environments in which public accountants practice. The professional codes of ethics establish the ethical boundary parameters within which professional accountants must operate and they are a function of (...) these environments.The results of the study reveal that commonalities exist on some ethical rules indicating that some rules are indeed "culture free". Cross-country variations, however, exist as to the specificity and elaborateness of the rules. Such variations can be attributed to cultural and legal differences, as well as the length of time each professional organization has been in existence. An understanding of the similarities and differences in the codes is important to individuals who may work in these countries. Professional accountants involved in international business must understand the implications of the decisions they make in light of the ethical codes and moral values of their counterparts in foreign countries. After a discussion of the similarities and differences in the codes, the implications of these comparisons for accounting practice are discussed. (shrink)
