In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this article, we focus on (...) the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. By focusing on the policy backdrop, we seek to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents. Pragmatists have traditionally been enemies of representationalism but friends of naturalism, when naturalism is understood to pertain to human subjects, in the sense of Hume and Nietzsche. In this volume Huw Price presents his distinctive version of this traditional combination, as delivered in his René Descartes Lectures at Tilburg University in 2008. Price contrasts his view with other contemporary forms of philosophical naturalism, comparing it with other pragmatist and neo-pragmatist views such as those of Robert Brandom and Simon Blackburn. Linking (...) their different 'expressivist' programmes, Price argues for a radical global expressivism that combines key elements from both. With Paul Horwich and Michael Williams, Brandom and Blackburn respond to Price in new essays. Price replies in the closing essay, emphasising links between his views and those of Wilfrid Sellars. Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. The world’s current model for economic development is unsustainable. It encourages high levels of resource extraction, consumption, and waste that undermine positive environmental outcomes. Transitioning to a circular economy (CE) model of development has been proposed as a sustainable alternative. Artificial intelligence (AI) is a crucial enabler for CE. It can aid in designing robust and sustainable products, facilitate new circular business models, and support the broader infrastructures needed to scale circularity. However, to date, considerations of the ethical implications of (...) using AI to achieve a transition to CE have been limited. This article addresses this gap. It outlines how AI is and can be used to transition towards CE, analyzes the ethical risks associated with using AI for this purpose, and supports some recommendations to policymakers and industry on how to minimise these risks. I discuss the relationship between the two forms of expressivism defended by Robert Brandom, on one hand, and philosophers in the Humean tradition, such as Simon Blackburn and Allan Gibbard, on the other. I identify three apparent points of difference between the two programs, but argue that all three are superficial. Both projects benefit from the insights of the other, and the combination is in a natural sense a global expressivism.

Robert Rees Davies, a Fellow of the British Academy, was a highly original historian who offered compelling new insights into medieval society through a body of work focused on Britain and Ireland and, above all, Wales. He deployed his formidable public skills as a chair of committees and eloquent promoter and advocate of the cause of history. To a considerable extent, Rees Davies' work as a historian was influenced by his higher education at University College London and the University of (...) Oxford, as well as by the example of Marc Bloch and of other French historians. He was born at Glanddwynant, Caletwr, near Llandderfel in Merioneth, the fourth and youngest son of William Edward and Sarah Margaret Davies. The publication in 1987 of Conquest, Coexistence, and Change: Wales 1063–1415, which won the Wolfson Literary Award for History, further enhanced Rees Davies' reputation as a scholar. Many philosophical naturalists eschew analysis in favor of discovering metaphysical truths from the a posteriori, contending that analysis does not lead to philosophical insight. A countercurrent to this approach seeks to reconcile a certain account of conceptual analysis with philosophical naturalism; prominent and influential proponents of this methodology include the late David Lewis, Frank Jackson, Michael Smith, Philip Pettit, and David Armstrong. Naturalistic analysis is a tool for locating in the scientifically given world objects and properties we quantify over in (...) everyday discourse. This collection gathers work from a range of prominent philosophers who are working within this tradition, offering important new work as well as critical evaluations of the methodology. Its centerpiece is an important posthumous paper by David Lewis, "Ramseyan Humility," published here for the first time. Huw Price has developed versions of naturalism and anti-representationalism to create a distinctive brand of pragmatism. ‘Subject naturalism’ focuses on what science says about human beings and the function of our linguistic practices, as opposed to orthodox contemporary naturalism’s privileging of the ontology of the natural sciences. Price’s anti-representationalism rejects the view that what makes utterances contentful is their representing reality. Together, they are to help us avoid metaphysical ‘placement problems’: how e.g. mind, meaning, and morality fit into the natural (...) world. By combining subject naturalism and his own ‘global’ version of expressivism with Robert Brandom’s inferentialism about content, Price proposes a pragmatist ‘anthropology’ as a replacement for substantively metaphysical approaches to placement problems. In this paper I argue that Price’s project cannot succeed, and that this shows something important about what form pragmatism ought to take. Price’s view doesn’t work because no subject naturalist vocabulary is sufficient to describe any assertional practice; there is no way to connect his expressive-functionalist explanations to the practices and concepts which are their subject – nor, even, to the human subjects who are the focus of a philosophical anthropology. I close by suggesting how we might improve on these shortcomings of Price’s pragmatism. (shrink)

Concepts employed in folk descriptions of the world often turn out to be more perspectival than they seem at first sight, involving previously unrecognised sensitivity to the viewpoint or 'situation' of the user of the concept in question. Often, it is progress in science that reveals such perspectivity, and the deciding factor is that we realise that other creatures would apply the same concepts with different extension, in virtue of differences between their circumstances and ours. In this paper I argue (...) that causal concepts are perspectival in this way, and describe the 'situation' on which they depend in terms of an abstract characterisation of the viewpoint of a deliberating agent. I argue that this approach makes better sense than rivals of the apparent asymmetry and temporal orientation of the causal relation. (shrink)

How do rational minds make contact with the world? The empiricist tradition sees a gap between mind and world, and takes sensory experience, fallible as it is, to provide our only bridge across that gap. In its crudest form, for example, the traditional idea is that our minds consult an inner realm of sensory experience, which provides us with evidence about the nature of external reality. Notoriously, however, it turns out to be far from clear that there is any viable (...) conception of experience which allows it to do the job. The original problem is to show that thought is rationally constrained by external reality. If sensory experience is to provide the solution--in particular, if it is to provide the answer to sceptical challenges--it must therefore meet two criteria. First, it must itself be `receptive'--i.e., appropriately constrained by external reality. Second, it must be the kind of thing that can enter into a logical or rational relationship with belief--it must already be `conceptual,' in other words. In arguing against the idea that anything could serve both roles, Wilfred Sellars termed this conception of experience "the Myth of the Given.". (shrink)

He also criticises my perspectival account of the direction of causation, which takes causal asymmetry to be a projection of our own temporal asymmetry as agents. In this reply I take issue with Dowe's argument at three main points: his claim (...) that the backward causation hypothesis in QM is incompatible with my perspectival approach to the direction of causation; his defence of the fork asymmetry approach against a general criticism of mine based on the time-symmetry of microphysics; and his application of his preferred account of the direction of causal processes to the relevant cases in QM. This article revisits materialist second-wave feminist debates about domestic labour in the context of digitalisation. Using a differentiated typology of labour, it looks at how the tasks involved in housework have undergone dramatic changes through commodification, decommodification and recommodification without fundamentally altering the gender division of labour in social reproduction, drawing on recent research on the use of online platforms to deliver social reproductive labour via the market in a context in which reproductive labour sits at the centre of an (...) intense time squeeze. It reflects on the implications of the commodification of domestic labour for feminist strategy. The author points to the inadequacy in this context of traditional feminist strategies—for the socialisation of domestic labour through public services, wages for housework or labour-saving through technological solutions—concluding that new strategies are needed that address the underlying social relations that perpetuate unequal divisions of labour in contemporary capitalism. A team of professionals considers whether a patient in her early 50s is developing Alzheimer’s. The patient is not experiencing the memory symptoms typical of that disease, with so far a few years of sporadic attentional lapses as the predominant cognitive complaint. Her most dramatic symptom is her impression that two versions of her husband live with her. One is her real husband, the other a “fake.” There is no elaborated story about who the fake is or why he is (...) there, and there is little in the way of behavior consistent with the idea. The best-known argument for Evidential Decision Theory (EDT) is the ‘Why ain’cha rich?’ challenge to rival Causal Decision Theory (CDT). The basis for this challenge is that in Newcomb-like situations, acts that conform to EDT may be known in advance to have the better return than acts that conform to CDT. Frank Arntzenius has recently proposed an ingenious counter argument, based on an example in which, he claims, it is predictable in advance that acts that conform to EDT will do (...) less well than acts that conform to CDT. We raise two objections to Arntzenius’s example. We argue, first, that the example is subtly incoherent, in a way that undermines its effectiveness against EDT; and, second, that the example relies on calculating the average return over an inappropriate population of acts. Plato’s Politicus argues for a striking normative claim about the law: the ideal expert ruler will not only change the laws of the city when he thinks it best, but will also contravene them. The Eleatic Stranger’s argument for this conclusion reveals important features of Plato’s views on expertise in general, and political expertise in particular. Laws should not be inviolable for an expert ruler because no craft lays down inviolable rules for its practitioners. There are no inviolable rules of (...) action for experts because crafts are teleological: expert action aims only to produce some good. The expert ruler’s political action recognizes no constraints besides the aim of best promoting the good condition of the whole city. Plato believes that the statesman will do markedly better at promoting this end when unconstrained by even the best laws, and there is evidence that he will harm individual citizens in order to do so. The Laws of Peoples (LP) has a great deal to offer in at least three different respects: as the completion of Rawls's philosophical project, as a guide to foreign policy, and as a different way of understanding international relations (IR). This chapter outlines arguments put forward in respect to these three themes, demonstrating that they represent promising avenues for further debate, while pointing to LP's broader value and merit. It focuses on specific elements of world politics where Rawls's ideas provide (...) promising alternatives. The chapter explains how Rawls's realistic utopianism represents a form of theorizing that could constitute a genuine challenge to more traditional forms of thinking in IR. It examines some of the key ideas of Rawls's international theory through mapping the development of his thought, and indicates how critiques such as Sen's initially represented the predominant response. In this paper we defend the view that the ordinary notions of cause and effect have a direct and essential connection with our ability to intervene in the world as agents.1 This is a well known but rather unpopular philosophical approach to causation, often called the manipulability theory. In the interests of brevity and accuracy, we prefer to call it the agency theory.2 Thus the central thesis of an agency account of causation is something like this: an event A is (...) a cause of a distinct event B just in case bringing about the occurrence of A would be an effective means by which a free agent could bring about the occurrence of B. In our view the unpopularity of the agency approach to causation may be traced to two factors. The first is a failure to appreciate certain distinctive advantages that this approach has over its various rivals. We have drawn attention to some of these advantages elsewhere, and we summarize below. However, the second and more important factor is the influence of a number of stock objections, objections that seem to have persuaded many philosophers that agency accounts face insuperable obstacles. This paper revisits some foundational questions concerning the abstract representation of a discourse context. The context of a conversation is represented by a body of information that is presumed to be shared by the participants in the conversation – the information that the speaker presupposes a point at which a speech act is interpreted. This notion is designed to represent both the information on which context-dependent speech acts depend, and the situation that speech acts are designed to affect, and so (...) to be a representation of context that is appropriate for explaining the interaction of context and the contents expressed in them. After reviewing the motivating ideas and the outlines of the apparatus, the paper responds to a criticism of the framework, and considers the way it can help to clarify some phenomena concerning pronouns with indefinite antecedents. Global supply chains (GSCs) present the International Labour Organization (ILO) with a challenge that goes to the heart of its founding mandate and structure, one built on the prominence of nation states and national representatives of employers and workers. In February 2020, discussions in the ILO on the rise of GSCs reached deadlock. To fully understand why the ILO has been unable to address decent work deficits in GSCs greater attention needs to be paid to contestation, power and legitimacy in (...) the deliberation of labour governance. Drawing on the concept of agonistic pluralism we examine the evolution of the ILO’s attempt to establish a new labour standard on GSCs under three empirical phases between 2002 and 2020. We argue that shifting power asymmetries between the tripartite constituents of governments, employers and workers, increased counter-hegemonic contestation, and intensified questioning of the deliberative legitimacy of the adversaries, explain the dissensual relations at the ILO. This article contributes to the literature on labour standards in GSCs in demonstrating how and why contestation underpins the evolution of labour governance over time. (shrink)
