Because the visual system cannot process all of the objects, colors, and features present in a visual scene, visual attention allows some visual stimuli to be selected and processed over others. Most research on visual attention has focused on spatial or location-based attention, in which the locations occupied by stimuli are selected for further processing. Recent research, however, has demonstrated the importance of objects in organizing (or segregating) visual scenes and guiding attentional selection. Because of the long history of spatial (...) attention research, theories of spatial attention are more mature than theories of other visual processes, such as object segregation and object attention. In the present paper, I outline a biased competition account of object segregation and attention, following similar accounts that have been developed for spatial attention (Desimone and Duncan, 1995). In my biased competition account, I seek to understand how some objects can be segregated and selected over other objects in a complex visual scene. Under this account, there are two sources of visual information that allow an object to be processed over other objects: bottom-up information carried by the physical stimulus and top-down information based on an observer's goals. I use the biased competition account to combine many diverse findings from the object segregation and attention literatures into a common framework. (shrink)

Neuropsychological deficits have been widely used to elucidate normal cognitive functioning. Can patients with such deficits also be used to understand conscious visual experience? In this paper, we ask what it would be like to be a patient with apperceptive agnosia . Philosophical analyses of such questions have suggested that subjectively experiencing what another person experiences would be impossible. Although such roadblocks into the conscious experience of others exist, the experimental study of both patients and neurologically normal subjects can be (...) used to understand visual processing mechanisms. In order to understand the visual processes damaged in apperceptive agnosia, we first review this syndrome and present a case study of one such patient, patient J.W. We then review several theoretical accounts of apperceptive agnosia, and we conclude that studies of the patients themselves may not allow us to discriminate between the various explanations of the syndrome. To test these accounts, we have simulated apperceptive agnosia in neurologically normal subjects. The implications of our results for understanding both apperceptive agnosia and normal visual processing are discussed. (shrink)

In Political Liberalism John Rawls argues that “the reasonable” and “the rational” are “two distinct and independent” ideas. This differentiation is essential to the viability of Rawls' conception of political liberalism insofar as it facilitates the recognition and subsequent voluntary acceptance of the need for a public conception of justice that requires all individuals to forsake the unfettered pursuit of their personal ambitions. However, the soundness of Rawls' argument is premised upon a number of questionable claims that, in effect, render (...) his proposed distinction between the reasonable and the rational more chimerical than real, and in so doing critically undermine the ability of his conception of justice to secure the type of voluntary public consensus he deems necessary to establish and sustain a just and stable liberal democracy. It is concluded that the only way one can be assured of generating the sought after conditions is to develop a regulatory framework that publicly supports and protects the principles embodied in Rawls' conception of reasonableness, rather than relying upon the reasonableness of individuals to secure and nourish the required conditions. Beyond Rawls engages one of the most provocative and influential developments in contemporary political philosophy. Focusing on the idea- as opposed to a single conception- of purely 'political' liberalism, Shaun Young examines the work of a number of prominent political liberals, and concludes that as it presently manifests itself, the concept of political liberalism cannot achieve its stated goals.

Despite the relative ease and regularity with which it is used by policymakers and the functional role that it often plays in the policy development process, the concept of reasonableness has essentially been overlooked by public policy scholars in their analysis of the factors influencing the development of public policy. However, the maintenance of the analytical status quo is likely to prove increasingly difficult. As the issues that governments must address become increasingly complicated and controversial and it becomes correspondingly more (...) difficult to identify easily or clearly the most appropriate response to associated problems, policymakers will inevitably be forced to place greater reliance on the concept of reasonableness as the final court of appeal when seeking to determine the attractiveness and acceptability of policy decisions. Accordingly, it seems ‘reasonable’ to suggest that greater, explicit consideration be given to the concept of reasonableness and the role it does and should play in the development of public policy. This article simultaneously offers both a brief overview of the current situation with respect to the meaningful consideration of the concept of reasonableness by public policy scholars and practitioners and a preliminary argument for a reconsideration of the analytical status quo. For liberal political philosophers the notion of ?reasonableness? has provided a moral and legal standard for judging the acceptability and, by extension, legitimacy of government behaviour. In order for a government directive to constitute a legitimate obligation on citizens, it must be compatible with the dictates of reason and treat all citizens in a reasonable manner. Arguably, such an approach achieves its most powerful presentation (to date, at least) in the theories of ?political? liberals, who typically assert that reasonableness must (...) be the ?final court of appeal? in relation to decisions concerning matters of public import ? i.e., those that place demands upon all citizens of the polity. According to political liberals, only by adopting and maintaining a governance framework that assigns primacy to reasonableness is it possible to obtain and preserve the desired protection against the abuse of political power. The purpose of this essay is to offer a brief review of the ?reasonableness? paradigm promoted by political liberals (in particular), and in the course of doing so, identify and assess a number of difficulties that would seem to undermine its ability to achieve its stated goal. With the 1985 publication of "Justice as Fairness: Political not Metaphysical", John Rawls ushered in a new era in political philosophy. In JAF Rawls provided the first detailed articulation of his conception of "political liberalism"—a concept and a term that would soon thereafter become familiar features of contemporary political theory. In the wake of this development, theorists did more than simply analyse Rawls’ provocative, new propositions; a few also began to develop and articulate their own conceptions of political liberalism. One (...) such individual was Charles Larmore. Of those theorists who have joined Rawls in his effort to develop and promote the concept of political liberalism, none has been more dedicated to the endeavour than Larmore. Beginning most notably with his Patterns of Moral Complexity and continuing through to his 1999 article entitled "The Moral Basis of Political Liberalism," Larmore has sought to articulate a feasible conception of political liberalism and in the course of so doing explain the benefits and necessity of its adoption. Not surprisingly, there has been a substantial degree of convergence between Larmore’s and Rawls’ arguments. While both Larmore and Rawls readily acknowledge the similarities between their conceptions, Larmore also, understandably, believes that there are important differences between the two. In turn, Larmore argues that these differences enable him to better demonstrate the appropriateness and necessity of political liberalism, and thereby more effectively than Rawls justify the claim that the concept of political liberalism offers the "best" foundation for a conception of justice for modern liberal democracies. The purpose of this essay is to review the principal features of Larmore’s conception of political liberalism and note some important similarities and purported differences between it and Rawls’ conception. Completing this exercise will not only reveal the extent to which the two conceptions mimic each other, but also show that when examined closely the differences cited by Larmore are in fact cosmetic in character and insignificant in their effect. Few people watch Jeopardy! without pressing an invisible button and blurting out questions to their TV screen. Because of this personal and intellectual investment, most Jeopardy! fans are devout. Watching the show is valued as a daily ritual in which genuine intellectual skill and encyclopedic knowledge are not only respected and placed in the spotlight, but also rewarded with national prestige and prize winnings. Champion Ken Jennings has won over three million dollars and remained champion seventy-four times. For those who embrace Jeopardy! as an intellectual oasis in the arid desert of popular culture, it is the geeks who shall inherit the earth. Jeopardy!'s celebration of intellect and forward-thinking is well recognized throughout popular culture and among all age groups. Ken Jennings, Chuck Forrest, and other all-time champions are near celebrities, while the show itself regularly reaches out through special tournaments to different segments of American culture, such as actors and musicians, high-school and college students and senior citizens. Still, despite its widespread respect and, some might complain, smug self-respect, neither the show nor its fans take themselves too seriously. Jokes about host Alex Trebek's hair and famous parodies of Jeopardy! on Saturday Night Live are as familiar as Weird Al Yankovic's MTV-mainstay "I Lost on Jeopardy!" : Don't know what I was thinkin' of, I guess I just wasn't too bright. Difficult questions regarding the so-called limits of toleration or accommodation are inevitable in today’s diverse, immigration societies. Such questions cannot be satisfactorily answered through simple assertions of the majority’s will or by retreating to a defense of ‘core liberal values.’ Rather, dealing with the challenges of diversity in a manner consistent with liberal-democratic principles requires that decision-making concerning the terms of collective life be informed by sincere and respectful deliberation. But how and where do we go about engaging in such (...) deliberation? This essay suggests that the courts seem to offer an arena that is more conducive than other traditional democratic institutions in terms of enabling the type of dialogue and analysis essential to realizing meaningful deliberation. Paradoxically, then, the judicialization of politics can be understood to be an ally, not an enemy, of meaningful deliberation in diverse democracies. (shrink)

We consider three experimental treatments, one with equality, one with inequality but no knowledge of the income of other agents, and one with inequality and knowledge. Inequality, particularly when it is known, has a corrosive effect on trusting behaviours in this experiment. Agents appear to be less sensitive to known relative income differentials in markets than they are in the non-market settings, but trust (...) in markets appears generally more vulnerable to the introduction of inequality than in the non-market setting. This paper reviews some of the key responses to Hahn's famous retiring remarks and argues that none has satisfactorily addressed Hahn's suggestion that a discipline does not need to consciously discuss its foundations as it can rely on an evolutionary process to select them. The paper presents a general counter to Hahn on this point which, when applied to contemporary economics, supplies a strong case for the study of methodology now. One might expect that, in pure coordination games, coordination would become less frequent as the number of options increases. Contrary to this expectation, we report an experiment which found more frequent coordination when the option set was unrestricted than when it was restricted. To try to explain this result, we develop a method for eliciting the general rules that subjects use to identify salient options in restricted and unrestricted sets. We find that each such rule, if used by all subjects, (...) would generate greater coordination in restricted sets. However, subjects tend to apply different rules to restricted and unrestricted sets. (shrink)

In a providential account of the changing relation between political economy and economics, the late nineteenth-century development of economics is identified with the rational choice model; and the revival of political economy in the late twentieth century comes with the export of this model to politics and the other social sciences. An alternative prudential account locates the revival of political economy with a significant qualification to the rational choice model. This qualification restores an eighteenth- and nineteenth-century view of rule-following to (...) human agency. This essay sets out these accounts and draws the conclusion that the choice of one over the other matters, not least for the practice of contemporary politics. (shrink)

This paper uses evidence from laboratory experiments to identify a variety of tribalisms. This is important because some tribalisms encourage zerosum thinking and others do not; and some are not developed by Buchanan. This, in turn, supplies new insights into Buchanan’s project of identifying the kinds of environment that encourage his sense of moral progress. In particular, current levels of inequality become a significant barrier to moral progress not only because they create an economic form of tribalist zero-sum thinking but (...) they also undermine the scope for positive-sum.
