Requirements for a Fundamental Physical Theory. The search for a so-called ‘Theory of Everything’ which should lead to the unification of all fundamental forces is seen, at present, as a matter of priority within theoretical high-energy physics. Some physicist identify this Theory of Everything today with aspecific type of superstring theory or its intended conceptual continuation, called M-Theory. The objective of this article is the discussion of the requirements a fundamental physical theory has to comply with. This question can only (...) be clarified if one takes into account that the claim that a physical theory is all-encompassing takes forgranted some tacit prerequisites which concern the conceptual and epistemological foundations of science and, not least, the question for the realizability of its reductionistic unity. The conceptual incompatibility between General Relativity and Quantum Mechanics is generally seen as a sufficient motivation for the development of a theory of Quantum Gravity. If - so a typical argumentation - Quantum Mechanics gives a universally valid basis for the description of the dynamical behavior of all natural systems, then the gravitational field should have quantum properties, like all other fundamental interaction fields. And, if General Relativity can be seen as an adequate description of the classical aspects of gravity (...) and spacetime - and their mutual relation -, this leads, together with the rather convincing arguments against semi-classical theories of gravity, to a strategy which takes a quantization of General Relativity as the natural avenue to a theory of Quantum Gravity. And, because in General Relativity the gravitational field is represented by the spacetime metric, a quantization of the gravitational field would in some sense correspond to a quantization of geometry. Spacetime would have quantum properties. But, this direct quantization strategy to Quantum Gravity will only be successful, if gravity is indeed a fundamental interaction. Only if it is a fundamental interaction, the given argumentation is valid, and the gravitational field, as well as spacetime, should have quantum properties. - What, if gravity is instead an intrinsically classical phenomenon? Then, if Quantum Mechanics is nevertheless fundamentally valid, gravity can not be a fundamental interaction; a classical and at the same time fundamental gravity is excluded by the arguments against semi-classical theories of gravity. An intrinsically classical gravity in a quantum world would have to be an emergent, induced or residual, macroscopic effect, caused by a quantum substrate dominated by other interactions, not by gravity. Then, the gravitational field (as well as spacetime) would not have any quantum properties. And then, a quantization of gravity (i.e. of General Relativity) would lead to artifacts without any relation to nature. The serious problems of all approaches to Quantum Gravity that start from a direct quantization of General Relativity (e.g. non-perturbative canonical quantization approaches like Loop Quantum Gravity) or try to capture the quantum properties of gravity in form of a 'graviton' dynamics (e.g. Covariant Quantization, String Theory) - together with the, meanwhile, rich spectrum of (more or less advanced) theoretical approaches to an emergent gravity and/or spacetime - make this latter option more and more interesting for the development of a theory of Quantum Gravity. The most advanced emergent gravity (and spacetime) scenarios are of an information-theoretical, quantum-computational type. Currently, string theory represents the only advanced approach to a unification of all interactions, including gravity. In spite of the more than thirty years of its existence, the sequence of metamorphosis it ran through, and the ever more increasing number of involved physicists, until now, it did not make any empirically testable predictions. Because there are no empirical data incompatible with the quantum field theoretical standard model of elementary particle physics and with general relativity, the only motivations for string theory (...) rest in the mutual incompatibility of the standard model and of general relativity as well as in the metaphysics of the unification program of physics, aimed at a final unified theory of all interactions including gravity. But actually, it is completely unknown which physically interpretable principles could form the basis of string theory. At the moment, "string theory" is no theory at all, but rather a labyrinthic structure of mathematical procedures and intuitions which get their justification from the fact that they, at least formally, reproduce general relativity and the standard model of elementary particle physics as low energy approximations. However, there are now strong indications that string theory does not only reproduce the dynamics and symmetries of our standard model, but a plethora of different scenarios with different low energy nomologies and symmetries. String theory seems to describe not only our world, but an immense landscape of possible worlds. So far, all attempts to find a selection principle which could be motivated intratheoretically remained without success. So, recently the idea that the low energy nomology of our world, and therefore also the observable phenomenology, could be the result of an anthropic selection from a vast arena of nomologically different scenarios entered string theory. Although multiverse scenarios and anthropic selection are not only motivated by string theory, but lead also to a possible explanation for the fine tuning of the universe, they are concepts which transcend the framework defined by the epistemological and methodological rules which conventionally form the basis of physics as an empirical science. The mutual conceptual incompatibility between General Relativity and Quantum Mechanics / Quantum Field Theory is generally seen as the most essential motivation for the development of a theory of Quantum Gravity. It leads to the insight that, if gravity is a fundamental interaction and Quantum Mechanics is universally valid, the gravitational field will have to be quantized, not at least because of the inconsistency of semi-classical theories of gravity. The objective of a theory of Quantum Gravity would then be to (...) identify the quantum properties and the quantum dynamics of the gravitational field. If this means to quantize General Relativity, the general-relativistic identification of the gravitational field with the spacetime metric has to be taken into account. The quantization has to be conceptually adequate, which means in particular that the resulting quantum theory has to be background-independent. This can not be achieved by means of quantum field theoretical procedures. More sophisticated strategies, like those of Loop Quantum Gravity, have to be applied. One of the basic requirements for such a quantization strategy is that the resulting quantum theory has a classical limit that is (at least approximately, and up to the known phenomenology) identical to General Relativity. However, should gravity not be a fundamental, but an induced, residual, emergent interaction, it could very well be an intrinsically classical phenomenon. Should Quantum Mechanics be nonetheless universally valid, we had to assume a quantum substrate from which gravity would result as an emergent classical phenomenon. And there would be no conflict with the arguments against semi-classical theories, because there would be no gravity at all on the substrate level. The gravitational field would not have any quantum properties to be captured by a theory of Quantum Gravity, and a quantization of General Relativity would not lead to any fundamental theory. The objective of a theory of 'Quantum Gravity' would instead be the identification of the quantum substrate from which gravity results. The requirement that the substrate theory has General Relativity as a classical limit – that it reproduces at least the known phenomenology – would remain. The paper tries to give an overview over the main options for theory construction in the field of Quantum Gravity. Because of the still unclear status of gravity and spacetime, it pleads for the necessity of a plurality of conceptually different approaches to Quantum Gravity. (shrink)

String Theory is the result of the conjunction of three conceptually independent elements: the metaphysical idea of a nomological unity of the forces, the model-theoretical paradigm of Quantum Field Theory, and the conflict resulting from classical gravity in a quantum world - the motivational starting point of the search for a theory of Quantum Gravity. String Theory is sometimes assumed to solve this conflict: by means of an application of the model-theoretical apparatus of Quantum Field Theory, interpreting gravity as the (...) result of an exchange of gravitons, taken here to be dynamical states of the string. But, String Theory does not really solve the conflict. Rather it exemplifies the inadequacy of the apparatus of Quantum Field Theory in the context of Quantum Gravity: After several decades of development it still exists only in an essentially perturbative formulation. And, due to its quantum field theoretical heritage, it is conceptually incompatible with central implications of General Relativity, especially those resulting from the general relativistic relation between gravity and spacetime. All known formulations of String Theory are background-dependent. And no physical motivation is given for this conceptual incompatibility. On the other hand, although String Theory identifies all gauge bosons as string states, it was not even possible to reproduce the Standard Model. Instead, String Theory led to a multitude of internal problems - and to the plethora of low-energy scenarios with different nomologies and symmetries, known as the String Landscape. All attempts to find a dynamically motivated selection principle remained without success, leaving String Theory without any predictive power. The nomological unification of the fundamental forces, including gravity, is only achieved in a purely formal way within the model-theoretical paradigm of Quantum Field Theory - by means of physically unmotivated epicycles like higher dimensionality, Calabi-Yau spaces, branes, etc. Finally, the possibility remains that some of the central assumptions of String Theory are physically wrong. On the one hand, the idea of a nomological unity of the forces could be simply wrong. On the other hand, even if a nomological unity of all fundamental forces should be realized in nature, the possibility remains that gravity is not a fundamental force, but a residual, emergent and possibly intrinsically classical phenomenon, resulting from a quantum substrate without any gravitational degrees of freedom. It is often said that knowledge is power, but more often than not relevant knowledge is not used when political decisions are made. This book examines how political decisions relate to scientific knowledge and what factors determine the success of scientific research in influencing policy. The authors take a comparative and historical perspective and refer to well-known theoretical frameworks, but the focus of the book is on three case studies: the discourse of racism, Keynesianism, and climate change. These cases cover (...) a number of countries and different time periods. In all three the authors see a close link between 'knowledge producers' and political decision makers, but show that the effectiveness of the policies varies dramatically. The article presents the sociology of knowledge approach to discourse (SKAD). SKAD, which has been in the process of development since the middle of the 1990s, is now a widely used framework among social scientists in discourse research in the German-speaking area. It links arguments from the social constructionist tradition, following Berger and Luckmann, with assumptions based in symbolic interactionism, hermeneutic sociology of knowledge, and the concepts of Michel Foucault. It argues thereby for a consistent theoretical and methodological grounding of (...) a genuine social sciences perspective on discourse interested in the social production, circulation and transformation of knowledge, that is in social relations and politics of knowledge in the so-called ‘knowledge societies’. Distancing itself from Critical Discourse Analysis, Linguistics, Ethnomethodology inspired discourse analysis and the Analysis of Hegemonies, following Laclau and Mouffe, SKAD’s framework has been built up around research questions and concerns located in the social sciences, referring to public discourse and arenas as well as to more specific fields of (scientific, religious, etc.) discursive struggles and controversies around problematizations (Foucault). Today political competition and thus the politicians’ incentives to cater for the citizens’ preferences are weakened by protectionist regulations aiming at the politicians’ origin, their incomes and the ‘production process of politics’. This paper suggests abolishing these regulations and institutionalizing an open, international market for politics. Foreign as well as profit-seeking ‘policy producers’ should be allowed to run directly for office without nominating specific individuals. This enables a policy supplier to become active in several countries and jurisdictions and thus to (...) build up an international reputation for being credible, i.e. of sticking to his promises and not exploiting the voters after election. The deregulation programme strengthens the influence of the weakly organized social groups and the governments' incentives to pursue what is of general interest. (shrink)

Cooperative discourse procedures produce consensual siting proposals for NIMBY-projects-but only if these proposals do not affect the final siting decision. Then, the members of the discourse commissions stay independent and face few incentives to pursue consequentialist interests. However, the more influential discourse procedures become, the stronger the interest groups’ incentives are to take advantage of them. Thus, cooperative discourses turn into competitive, interest-centred procedures whose outcome is rejected by the less influential groups. The evolution of discourse procedures into functionally specialized (...) parliaments or even into FOCJ (Functional, Overlapping, Competing Jurisdictions) seems worth pursuing. (shrink)

There are several reasons which suggest that the role of nuclear weapons for deterrence in Europe is gradually diminishing. Thus, Europeans are confronted with the question whether and under what conditions strategic stability can be obtained in a post-nuclear world. From the analysis of a simple conceptual model of military conflict the conclusion is reached that, in order to preserve crisis stability in a non-nuclear world and to dampen the arms race, the antagonistic land forces in Europe need to be (...) gradually restructured in a manner so that neither side may perceive the other as a potential threat to its territorial integrity. The requisite structural changes ought to be brought about before nuclear weapons become altogether invailable for deterrence in Europe, otherwise the War saw Pact’s conventional superiority would, in a serious crisis, leave Western Europe only the choice between military defeat and a priori capitulation. There should be military as well as economic incentives for the implementation of structural changes toward a reduction of the offensive capabilities of conventional forces, if the so-called ‘defense efficiency hypothesis’ were to be validated. Otherwise, a deterioration of crisis stability must be expected during the transition period. (shrink)

This paper puts forward a theoretical framework for the analysis of expertise and experts in contemporary societies. It argues that while prevailing approaches have come to see expertise in various forms and functions, they tend to neglect the broader historical and societal context, and importantly the relational aspect of expertise. This will be discussed with regard to influential theoretical frameworks, such as laboratory studies, regulatory science, lay expertise, post-normal science, and honest brokers. An alternative framework of expertise is introduced, showing (...) the limitations of existing frameworks and emphasizing one crucial element of all expertise, which is their role in guiding action. Transport through the nuclear pore complex (NPC), a keystone of the eukaryotic building plan, is known to involve a large channel and an abundance of phenylalanine–glycine (FG) protein domains serving as binding sites for soluble nuclear transport receptors and their cargo complexes. However, the conformation of the FG domains in vivo, their arrangement in relation to the transport channel and their function(s) in transport are still vividly debated. Here, we revisit a number of representative transport models—specifically Brownian affinity gating, selective (...) phase gating, reversible FG domain collapse, and reduction of dimensionality (ROD)—in the light of new data obtained by optical single transporter recording, optical superresolution microscopy, artificial nanopores, and many other techniques. The analysis suggests that a properly adapted, simplified version of the ROD model accounts well for the available data. This has implications for nucleocytoplasmic transport in general. (shrink)
