Information is a force multiplier. Knowledge of the enemy's capability and intentions may be of far more value to a military force than additional troops or firepower. Situation assessment is the ongoing process of inferring relevant information about the forces of concern in a military situation. Relevant information can include force types, firepower, location, and past, present and future course of action. Situation assessment involves the incorporation of uncertain evidence from diverse sources. These include photographs, radar scans, and other forms (...) of image intelligence, or IMINT; electronics intelligence, or ELINT, derived from characteristics (e.g., wavelength) of emissions generated by enemy equipment; communications intelligence, or COMINT, derived from the characteristics of messages sent by the enemy; and reports from human informants (HUMINT). These sources must be combined to form a model of the situation. The sheer volume of data, the ubiquity of uncertainty, the number and complexity of hypotheses to consider, the high-stakes environment, the compressed time frame, and deception and damage from hostile forces, combine to present a staggeringly complex problem. Even if one could formulate a decision problem in reasonable time, explicit determination of an optimal decision policy exceeds any reasonable computational resources. While it is tempting to drop any attempt at rational analysis and rely purely on simple heuristics, we argue that this can lead to catastrophic outcomes. We present an architecture for a ``complex decision machine'' that performs rational deliberation to make decisions in real time. We argue that resource limits require such an architecture to be grounded in simple heuristic reactive processes. We thus argue that both simple heuristics and complex decision machines are required for effective decision making in real time for complex problems. We describe an implementation of our architecture applied to the problem of military situation assessment. (shrink)

A primary function of mind is to form and manipulate representations to identify and choose survival-enhancing behaviors. Representations are themselves physical systems that can be manipulated to reason about, predict, or plan actions involving the objects they designate. The field of knowledge representation and reasoning turns representation upon itself to study how representations are formed and used by biological and computer systems. Some of the most versatile and successful KRR methods have been imported from computational physics. Features of a problem (...) are mapped onto dimensions of an imaginary physical system in which solution quality is inversely related to energy. Simulating the fictitious physical system on a digital computer yields a low-energy, and hence high-quality, solution to the original problem. This paper suggests a rethinking of the traditional metaphor of cognition as execution of algorithms on a digital computer. It may be both more fruitful and more accurate to conceive of representation as mapping problem features to an energy surface, learning as identifying representations that map good solutions to low free energy, and problem solving as efficient search for low free energy states. This conception of cognition is in natural accord with Stapp's theory of efficacious conscious choice. Because intelligent agents employ physically embodied cognitive systems to reason about the world, their cognitive abilities are constrained by the laws of physics. Scientists have used digital computers to develop and validate theories of physically embodied cognition. Computational theories of intelligence have advanced our understanding of the nature of intelligence and have yielded practically useful systems exhibiting some degree of intelligence. However, the view of cognition as algorithms running on digital computers rests on implicit assumptions about the physical world that (...) are incorrect. Recently, the view is emerging of computing systems as goal-directed agents, evolving during problem solving toward improved world models and better task performance. A full realization of this vision requires a new logic for computing that incorporates learning from experience as an intrinsic part of the logic, and that permits full exploitation of the quantum nature of the physical world. This paper proposes a theory of physically embodied cognitive agents founded upon first-order logic, Bayesian decision theory, and quantum physics. An abstract architecture for a physically embodied cognitive agent is presented. The cognitive aspect is represented as a Bayesian decision theoretic agent; the physical aspect is represented as a quantum process; and these aspects are related through von Neumann’s principle of psycho-physical parallelism. Alternative metaphysical positions regarding the meaning of quantum probabilities and the role of efficacious choices by agents are discussed in relation to the abstract agent architecture. The concepts are illustrated with an extended example from the domain of science fiction. (shrink)

Study of rationalism in Urdu literature.

Constitutional and judicial law-making is increasingly beginning to find its reflection not only in the Anglo-Saxon, but also in the Romano-Germanic legal family. However, the prerequisites for the use of this legal instrument are different, which determines the relevance of conducting a comparative analysis regarding the provision of such a mechanism in the USA and Kazakhstan. The purpose of the research is to identify common and distinctive features in the process of implementation of constitutional and judicial law-making in countries belonging (...) to different legal systems. The article uses the methods of analysis, synthesis, comparison, deduction and generalization. As a result, the specificity of ensuring the mechanism of constitutional law-making in the USA was expressed, taking into account various forms of law-making activity. It has been established that the development of constitutional provisions in the United States takes place with the help of the constitutional doctrines of the Supreme Court of the United States, which provide for the introduction of amendments to constitutional provisions without a formal procedure. As a result of the study of the experience of Kazakhstan, it was established that special priority was given to the role of precedent, in particular, the decision of the Supreme Court of the Republic of Kazakhstan. This is explained by the integrative nature of the Romano-Germanic legal system, which allows effective development of national legislation as a whole and its provisions. The obtained results can be used during the professional training of judges in the Republic of Kazakhstan. (shrink)

K. Satchidananda Murty (1924-2011) was a vociferous writer and an iconoclast. This volume is a collection of his unpublished writings. It includes Murty's views on the Veda, its meaning, relevance, and study, and shows the significance of the Vedāntic vision to the modern world. Murty elucidates the basic tenets of Advaita Vedānta and expounds the Advaitic doctrine of the relationships between Brahman and God, Brahman and the individual self, as well as between God and the world. In his writings, Murty (...) contrasts empirical knowledge with transcendental wisdom and surveys the history of Indian science and scientific views in ancient times. The book also includes Murty's musings on the scholar Śankara's philosophy, authorship and religious life. This chapter provides an introduction to higher-order metaphysics as well as to the contributions to this volume. We discuss five topics, corresponding to the five parts of this volume, and summarize the contributions to each part. First, we motivate the usefulness of higher-order quantification in metaphysics using a number of examples, and discuss the question of how such quantifiers should be interpreted. We provide a brief introduction to the most common forms of higher-order logics used in metaphysics, and indicate a (...) number of questions which can be raised in such systems using logical vocabulary alone. Using a further example, we return to applications of higher-order logics in metaphysics. We also mention key developments in the history of higher-order logic as it pertains to metaphysics. Finally, we mention certain arguments which have been raised against the use of higher-order logic, and some ways of responding to them. (shrink)

This monograph aims to mathematically codify the notion of "moral systems" and define a sensible distance between them. It consists of three parts, aimed at an audience with varying interests and mathematical backgrounds. The first part steers philosophical, formally defining moral systems and several related concepts. The second part studies black box algorithms, including questions of inference and metric construction. The third part explores the technical construction of metrics amongst conditional probability distributions.

Principles of justice, David Estlund argues, cannot be falsified by people’s unwillingness to satisfy them. In his Utopophobia, Estlund rejects the view that justice must bend to human motivation to deliver practical implications for how institutions ought to function. In this paper, I argue that a substantive argument against such bending of justice principles must challenge the reasons for making these principles sensitive to motivational limitations. Estlund, however, provides no such challenge. His dispute with benders of justice is therefore a (...) verbal one over the true meaning of justice, which need not worry those with the intuition that justice should perform a function that requires bending. By focusing on John Rawls’s reasons for bending his justice principles, I point towards a substantive critique of bent justice. (shrink)
