There is increasing criticism on the use of big data and algorithms in public governance. Studies revealed that algorithms may reinforce existing biases and defy scrutiny by public officials using them and citizens subject to algorithmic decisions and services. In response, scholars have called for more algorithmic transparency and regulation. These are useful, but ex post solutions in which the development of algorithms remains a rather autonomous process. This paper argues that co-design of algorithms with relevant stakeholders from government and (...) society is another means to achieve responsible and accountable algorithms that is largely overlooked in the literature. We present a case study of the development of an algorithmic tool to estimate the populations of refugee camps to manage the delivery of emergency supplies. This case study demonstrates how in different stages of development of the tool—data selection and pre-processing, training of the algorithm and post-processing and adoption—inclusion of knowledge from the field led to changes to the algorithm. Co-design supported responsibility of the algorithm in the selection of big data sources and in preventing reinforcement of biases. It contributed to accountability of the algorithm by making the estimations transparent and explicable to its users. They were able to use the tool for fitting purposes and used their discretion in the interpretation of the results. It is yet unclear whether this eventually led to better servicing of refugee camps. In recent years, we have witnessed the emergence of political activism through an irruption of citizen movements – 5M or Occupy–, the birth of new political platforms –5 Stelle, Zyrisa, Podemos– and the rise of new direct action groups, such as Anonymous, Stop-Evictions Movements, cooperatives, to name just a few. In some countries this activism has not just placed substantial pressure on traditional actors of representative democracy and governments, but has also opened up opportunities for structural changes in the policymaking (...) context and procedures (García Marzá, 2012). In this paper I revive two important formal approaches to the interpretation of natural language, that of Montague and that of Karttunen and Peters. Armed with insights from dynamic semantics (Heim, Krifka) the two turn out to stand up against age-old criticisms in an orthodox fashion. The plan is mainly methodological, as I only want to illustrate the technical feasibility of the revived proposals. Even so, there are illuminating and welcome empirical consequences on the subject of scope islands (as discussed (...) by Abusch and Kratzer, among many others), as well as unintended theoretical implications in the contextualist debate (Grice, Recanati, Simons, Stanley, and many others again). With this paper I aim to demonstrate that a look beyond the Aristotelian square of opposition, and a related non-conservative view on logical determiners, contributes to both the understanding of Aristotelian syllogistics as well as to the study of quantificational structures in natural language.

Good nursing is more than exercising a specific set of skills. It involves the personal identity of the nurse. The aim of this article is to answer two questions: (1) what kind of person should the hospice nurse be? and (2) how should the hospice nurse engage in caring conversations? To answer these questions we analyse a nurse’s story that is intended to be a profile of an exemplary hospice nurse. This story was constructed from an analysis of five semistructured (...) interviews with hospice nurses, based on the ‘ethics of the caring conversation’, which is inspired by the ethical perspective of Paul Ricoeur. The research questions concentrate on the norms of respect, responsibility and reciprocity, which are integral parts of the ‘ethics of the caring conversation’. (shrink)

In this paper, I want to contribute to understanding and improving on Keenan'sintriguing equivalence result about reducible type quantifiers (Keenan, 1992).I give an alternative proof of his result which generalizes to type quantifiers, andI show how the reduction of a reducible type quantifier to (the composition of) ntype quantifiers can be effected.

El pensamiento sobre la sociedad civil siempre ha estado caracterizado por una doble referencia hacia las relaciones sociales existentes y hacia los ideales sociales. La principal hipótesis de numerosas investigaciones sobre la sociedad civil es que una floreciente esfera que lleva este nombre es el portador del ideal de una sociedad más civilizada. Este artículo empieza con una pequeña discusión sobre el trasfondo histórico y los debates públicos en torno a la sociedad civil, y continúa con un planteamiento más analítico (...) del concepto como designación de un orden social asociacional y una esfera de la sociedad dominada por las asociaciones voluntarias. Más adelante nos centramos en esta esfera describiendo sus caracteres nacionales en Europa y analizando las reivindicaciones de sus beneficios civilizadores: la formación de capital social y de discurso público. Encontramos muy pocas evidencias para tales reivindicaciones y por ello profundizamos en el desarrollo de la sociedad moderna occidental, una sociedad en la que las asociaciones voluntarias se han convertido en menos relevantes, mientras que otras esferas de la sociedad, en particular los ensanchados márgenes de la sociedad civil, son más importantes para el desarrollo de una sociedad más civilizada.The thinking about civil society has always been characterized by the double reference to existing social relations and to societal ideals. The basic hypothesis of much civil society research is that a flourishing sphere with this name is the carrier of the ideal of more civilized society. This article starts with a brief discussion of the historical background and public debates about civil society, and continues with a more analytic approach of the concept as designation of an associational social order and a sphere of society dominated by voluntary associations. We further focus on this sphere, describe its national patterns in Europe and analyze claims of its civilizing benefits: the formation of social capital and public discourse. We find very limited evidence for the claims and look deeper into developments of modern western society, which have made voluntary associations less important and other spheres of society, in particular the broader margins of civil society, more important for the development of a more civilized society. The 2007 edition of the Amsterdam Colloquium is the Sixteenth in a series which started in 1976. Originally, the Amsterdam Colloquium was an initiative of the Department of Philosophy of the University of Amsterdam. Since 1984 the Colloquium is organized by the Institute for Logic, Language and Computation (ILLC) of the University of Amsterdam.

In 1985 Cleymans showed in this journal that politica! participation in Belgium did not differ much from what was found in international research in other European countries. In this article some pieces of "conventional wisdom" in the international literature about structure and selectivity of political participation are questioned with Dutch data. Furthermore, information about participation in the Netherlands is important in itself. As neighbouring countries with close connections and interrelated histories, Belgium and Holland certainly deserve more attention as objects for (...) comparative study. In a range of ten activities from trying to contact politicians to joining a demonstration it seems to make less and less sense to look for a polarity of conventional and unconventional participation in the Netherlands. The overall political participation since 1973 appears to remain at the same level. This finding questions popular beliefs about shifts from a rebellious beginning of the seventies to a quiet period in the second half of that decade to spectacular outbursts of unconventional political behaviour at the beginning of the eighties and resulting in political apathy at the moment. On a macro-level the stability of participation seems to be combined with a constant or slowly rising passive political involvement. Political involvement and participation in the 1980'sare still related with individual and social background characteristics as education, sex, age, involvement in the Labour force and religion. However, relationships are not very strong in the 1980's. Following political participation of some social categories in the 1973-1986 period, it appeared that education and leftright-selfrating are of most and possibly still growing importance. Besides the higher educated and leftisht people, public employees are the "big participators" during all the years. Students evidently lose position. The gap between the sexes seems to disappear. Whereas in Belgium working outside the home does not seem to be a factor that stimulates the participation of wamen, in the Netherlands it seems to be of an utmost importance.It turns out that there are similarities and differences in political involvement and participation between Belgium and the Netherlands. Same differences may result from the fact that Cleymans used data of 1975, whereas we used data until 1986. It is clear, however, that there have been developments in the structure andselectivity of participation in the Netherlands and it would be interesting to have more recent comparative information about Belgium. In the last decade the enterprise of formal semantics has been under attack from several philosophical and linguistic perspectives, and it has certainly suffered from its own scattered state, which hosts quite a variety of paradigms which may seem to be incompatible. It will not do to try and answer the arguments of the critics, because the arguments are often well-taken. The negative conclusions, however, I believe are not. The only adequate reply seems to be a constructive one, which puts (...) several pieces of formal semantics, in particular dynamic semantics, together again.In this paper I will try and sketch an overview of tasks, techniques, and results, which serves to at least suggest that it is possible to develop a coherent overall picture of undeniably important and structural phenomena in the interpretation of natural language. The idea is that the concept of meanings as truth conditions after all provides an excellent start for an integrated study of the meaning and use of natural language, and that an extended notion of goal directed pragmatics naturally complements this picture. None of the results reported here are really new, but we think it is important to re-collect them. (shrink)

This comment on Erik Claes values his treatment of in-depth interviews to gain a better understanding of how volunteers make sense of their activities, but it questions the representativeness, meaningfulness and civicness of what is found. Meaning as deep personal commitment to an objective value is probably quite exceptional. The values and goals of Claes’s volunteers are deeply human and wide-ranging, but too ignorant of disagreement, power and politics to be called civic.

Social health disparities are increasing in most countries around the world. During the past two decades, a large amount of evidence has emerged about the health consequences of social inequalities. Despite such evidence, the concept of medical fairness, as traditionally defined by the World Medical Association, has remained unchallenged and even reinforced by some scholars who emphasize that doctors should remain neutral to the socioeconomic status of their patients when providing clinical care. The inconsistency between public health and clinical care (...) perspectives raises tension between a narrow interpretation of the ethics of justice, which stresses the importance of equality and impartiality, and the ethics of care, which highlights the importance of particularity and individuality in clinical practice. This article analyzes the concept of medical fairness using the emerging evidence that demonstrates the impact of social health disparities on clinical care. It proposes a new approach of medical fairness based on equity rather than on equality and provides a consistent ethical framework based on Paul Ricoeur’s three levels of medical judgments. This integrative framework provides a better balance between public health and clinical care in medical practice. (shrink)

Rosa Menkman proposed that the concept of glitch should be considered a tipping point, a momentum, that can be seized, in which the power of subjectivity and the collaborative efforts of creators and the active spectators take centre stage. This article will discuss how in the last decades the glitch as noise and techne has shifted towards glitch as precarious aesthetics and how it has become associated with decolonial and feminist modes of critique. While the glitch is still seen as (...) a material, a techne, there is a resistant aesthetics of mutiny, a tactical revolt of the material that is confronting systemic standardization, bias and institutionalization. As presented in the exhibition VJ Um Amel, Beit Um Amel (2020), the technologically induced phenomena are analogous with the crises and states of emergency in various global infrastructures, systems and information channels. In this article some of the presuppositions that underly the current ideas about decision making capacity, autonomy and independence are critically examined. The focus is on chronic disorders, especially on chronic physical disorders. First, it is argued that the concepts of decision making competence and autonomy, as they are usually applied to the problem of legal (in)competence in the mentally ill, need to be modified and adapted to the situation of the chronically (physically) ill. Second, it is argued that autonomy (...) and dependence must not be considered as two mutually exclusive categories. It is suggested that decision making may take on the form of a more or less conscious decision not to be involved in making all kinds of explicit and deliberate decisions. Elaborating on Agich's distinction between ideal and actual autonomy, the concept of Socratic autonomy is introduced. (shrink)

For a few decades, patients with Parkinson's disease have been treated with intracerebral transplantations of fetal mesencephalic tissue. The results of open trials have been variable. Double blind, placebo-controlled studies have recently been started in order to further investigate the efficacy of this new medical technique. In this paper we challenge the need for sham surgery in neurotransplantation research on PD patients. Considerations regarding the research subjects' informed consent, therapeutic misconception, the integrity of the human body, and the assessment of (...) risks and benefits argue against sham surgery for patients with PD. Moreover, there is an alternative, less harmful mode of research that can provide the same or comparable scientific evidence. A plea is made for intrapatient research based on quantitative measurements of the patient's pre- and post-operative condition combined with similar research on a reference group of patients who have received the standard treatment. Medicine does not usually consider the human body from an aesthetic point of view. This article explores the notion of the lived body as aesthetic object in anthropological medicine, concentrating on the views of Buytendijk and Straus on human uprightness and gracefulness. It is argued that their insights constitute a counter-balance to the way the human body is predominantly approached in medicine and medical ethics. In particular, (1) the relationship between anthropological, aesthetic and ethical norms, (2) the possible danger of (...) a naturalistic fallacy, (3) the implications for the care of disabled people and (4) the intrinsic aesthetic quality of the human body are dealt with.
