This exploratory ethics study of a publication and presentation practice herein defined as "streaming" investigates the attitudes of deans of schools of business and business professors regarding such behavior. Streaming publications is the practice of presenting or publishing an article at one outlet and then taking the same article with perhaps minor revisions and presenting or publishing it at another publication outlet. The results of the survey suggest that the most important ethical behavior regarding streaming practices is disclosure. If authors (...) fully disclose the intellectual history of a paper's developmental process, allegations of possible professional misconduct will be minimized if not eliminated. (shrink)

Oxidative damage to DNA has been associated with neurodegenerative diseases. Developmental exposure to lead has been shown to elevate the Alzheimer's disease related beta-amyloid peptide , which is known to generate reactive oxygen species in the aging brain. This study measures the lifetime cerebral 8-hydroxy-2'-deoxyguanosine levels and the activity of the DNA repair enzyme 8-oxoguanine DNA glycosylase in rats developmentally exposed to Pb. Oxo8dG was transiently modulated early in life , but was later elevated 20 months after exposure to Pb (...) had ceased, while Ogg1 activity was not altered. Furthermore, an age-dependent loss in the inverse correlation between Ogg1 activity and oxo8dG accumulation was observed. The effect of Pb on oxo8dG levels did not occur if animals were exposed to Pb in old age. These increases in DNA damage occurred in the absence of any Pb-induced changes in copper/zinc-superoxide dismutase , manganese-SOD , and reduced-form glutathion . These data suggest that oxidative damage and neurodegeneration in the aging brain could be impacted by the developmental disturbances. (shrink)

Achieving space situational awareness requires, at a minimum, the identification, characterization, and tracking of space objects. Leveraging the resultant space object data for purposes such as hostile threat assessment, object identification, and conjunction assessment presents major challenges. This is in part because in characterizing space objects we reference a variety of identifiers, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, operational processes, operational statuses, and so forth, which tend to be defined in highly heterogeneous and sometimes inconsistent (...) ways. The Space Domain Ontologies are designed to provide a consensus-based realist framework for formulating such characterizations in a way that is both consistent and computable. Space object data are aligned with classes and relations in a suite of ontologies built around the existing Space Object Ontology. They are stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space situational awareness and the needs of spacecraft operators and analysts. This paper provides an overview of the Space Domain Ontologies and their development and use. It presents the motivation for and advantages of the Space Domain Ontologies, including the benefits they provide for enhancing and maintaining long-term space situational awareness. (shrink)

This article examines a thesis of interest to social epistemology and some articulations of First Amendment legal theory: that a free market in speech is an optimal institution for promoting true belief. Under our interpretation, the market-for-speech thesis claims that more total truth possession will be achieved if speech is regulatedonlyby free market mechanisms; that is, both government regulation and private sector nonmarket regulation are held to have information-fostering properties that are inferior to the free market. After discussing possible counterexamples (...) to the thesis, the article explores the actual implications of economic theory for the emergence of truth in a free market for speech. When confusions are removed about what is maximized by perfectly competitive markets, and when adequate attention is paid to market imperfections, the failure of the market-for-speech thesis becomes clear. The article closes by comparing the properties of a free market in speech with an adversarial system of discourse. (shrink)

This commentary argues against the indictment of current experimental practices such as piecemeal testing, and the proposed integrated experiment design (IED) approach, which we see as yet another attempt at automating scientific thinking. We identify a number of undesirable features of IED that lead us to believe that its broad application will hinder scientific progress.

Although the overwhelming majority of terminally ill patients in Oregon who seek a physician's aid in dying are enrolled in hospice programs, hospices do not take a major role in this practice. An examination of fifty‐five Oregon hospices reveals that both legal and moral questions prevent hospices from collaborating fully with physician‐assisted death.

Investigators were from both the developed world and the Grenadian Ministry of Health . There was then no board on Grenada to protect research subjects or review ethical aspects of studies. Nurses from the MOH were asked to verbally inform their patients about the study, and request that patients become subjects of the study and give blood for screening. (...) If consent was given nurses took blood and administered a survey about each subjects' knowledge of HIV transmission routes. Nurses shared a spoken dialect and cultural heritage with prospective subjects and were probably more effective than foreign researchers at informing subjects. Informed consent was obtained with a simplified consent form supplemented by conversation with each prospective research subject. Facilitating discussion between people with common cultural backgrounds helps apply the Western approach to informed consent to communities in the developing world. Researchers must disclose all information to nurses or other mediators, and ensure that nurses disclose as much information as possible to prospective subjects. So modified, informed consent maintains respect for persons and becomes applicable and relevant to various cultures. (shrink)

The minimal perimeter enclosing N planar regions, each being simply connected and of the same area, is an open problem, solved only for a few values of N . The problems of how to construct the configuration with the smallest possible perimeter E and how to estimate the value of E are considered. Defect-free configurations are classified and we start with the naïve approximation that the configuration is close to a circular portion of a honeycomb lattice. Numerical simulations and analysis (...) that show excellent agreement to within one free parameter are presented; this significantly extends the range of values of N for which good candidates for the minimal perimeter have been found. We provide some intuitive insight into this problem in the hope that it will help the improvement in future numerical simulations and the derivation of exact results. (shrink)

A major barrier to recombination between bacterial species lies in the mismatch repair system, a complex of proteins that has evolved to proof‐read freshly replicated DNA. It now appears that a second system, involving an inducible DNA recombination, repair and mutagenesis pathway, also regulates interspecies recombination, but in a positive way, being required for recombination between Escherichia coli and Salmonella typhimurium(1). Thus the rate at which newly emerging species of bacteria diverge can be seen as a balance between a permissive (...) state associated with inducible repair and recombination, and the proof‐reading of intermediates in the recombination pathway by the mismatch correction system. This article describes the Vaccine/Injury Project Corpus, a collection of legal decisions awarding or denying compensation for health injuries allegedly due to vaccinations, together with models of the logical structure of the reasoning of the factfinders in those cases. This unique corpus provides useful data for formal and informal logic theory, for natural-language research in linguistics, and for artificial intelligence research. More importantly, the article discusses lessons learned from developing protocols for manually extracting the logical structure and generating the logic (...) models. It identifies sub-tasks in the extraction process, discusses challenges to automation, and provides insights into possible solutions for automation. In particular, the framework and strategies developed here, together with the corpus data, should allow “top–down” and contextual approaches to automation, which can supplement “bottom-up” linguistic approaches. Illustrations throughout the article use examples drawn from the Corpus. (shrink)

The sporadic nature of Alzheimer's disease argues for an environmental link that may drive AD pathogenesis; however, the triggering factors and the period of their action are unknown. Recent studies in rodents have shown that exposure to lead during brain development predetermined the expression and regulation of the amyloid precursor protein and its amyloidogenic beta-amyloid product in old age. Here, we report that the expression of AD-related genes [APP, BACE1 ] as well as their transcriptional regulator were elevated in aged (...) monkeys exposed to Pb as infants. Furthermore, developmental exposure to Pb altered the levels, characteristics, and intracellular distribution of Abeta staining and amyloid plaques in the frontal association cortex. These latent effects were accompanied by a decrease in DNA methyltransferase activity and higher levels of oxidative damage to DNA, indicating that epigenetic imprinting in early life influenced the expression of AD-related genes and promoted DNA damage and pathogenesis. These data suggest that AD pathogenesis is influenced by early life exposures and argue for both an environmental trigger and a developmental origin of AD. (shrink)

Le Dictionnaire d'économie politique et diplomatique paraît entre 1784 et 1788 sous la direction de J. N. Démeunier (1751-1814), homme politique français et publiciste. Sur la base d'une définition qui inscrit les questions économiques nouvelles dans le champ de la réflexion sociale et politique classique, le Dictionnaire présente une conception globalisante de l'économique relativement innovante. Dans le cadre du présent volume III (Économie politique) des Anthologies de l'encyclopédie méthodique, nous avons privilégié l'ensemble des articles consacrés aux États-Unis et à la (...) Virginie, ce nouveau Monde où « la réflexion politique moderne est mise à l'épreuve, et transformée par l'économie politique ». Le modèle américain est tendu par Démeunier à « la partie la plus saine de l'Europe » comme « le miroir de son avenir », en particulier quand il célèbre la dimension exemplaire du nouveau code civil et criminel préparé pour la Virginie, ou encore les dispositions sur la tolérance religieuse. Enfin, nous avons fait suivre le choix d'articles tirés du Dictionnaire de Démeunier d'extraits de la traduction française de l'abbé Morellet des Observations sur la Virginie, ouvrage rédigé par Jefferson et auquel Démeunier a abondamment emprunté. Le lecteur appréciera derechef la hauteur et la nouveauté de vues de ce grand homme, héritier exemplaire des Lumières, préoccupé tout entier de réformes et de changements pour cette nouvelle société en train de se constituer. Cette anthologie paraît de façon posthume. C'est en effet le dernier ouvrage que préparait Paule-Monique VERNES, professeure émérite de philosophie moderne et politique à l'Université de Provence, quand elle est décédée soudainement le 15 janvier 2013. J. Boulad-Ayoub s'est occupée de compléter, avec l'aide de Christian Jobin, la présente publication laissée inachevée par la disparition de son éditrice. (shrink)
