Genomic research results and incidental findings with health implications for a research participant are of potential interest not only to the participant, but also to the participant's family. Yet investigators lack guidance on return of results to relatives, including after the participant's death. In this paper, a national working group offers consensus analysis and recommendations, including an ethical framework to guide investigators in managing this challenging issue, before and after the participant's death.

Using data from a randomized field experiment within a Deliberative Poll, this paper examines deliberation’s effects on both policy attitudes and the extent to which ordinal rankings of policy options approach single-peakedness (a help in avoiding cyclical majorities). The setting was New Haven, Connecticut, and its surrounding towns; the issues were airport expansion and revenue sharing – the former highly salient, the latter not at all. Half the participants deliberated revenue sharing, then the airport; the other half the reverse. This (...) split-half design helps distinguish the effects of the formal on-site deliberations from those of other aspects of the treatment. As expected, the highly salient airport issue saw only a slight effect, while much less salient revenue-sharing issue saw a much larger one. (shrink)

ABSTRACT:A wide range of research uses patterns of genetic variation to infer genetic similarity between individuals, typically referred to as genetic ancestry. This research includes inference of human demographic history, understanding the genetic architecture of traits, and predicting disease risk. Researchers are not just structuring an intellectual inquiry when using genetic ancestry, they are also creating analytical frameworks with broader societal ramifications. This essay presents an ethics framework in the spirit of virtue ethics for these researchers: rather than focus on (...) rule following, the framework is designed to build researchers’ capacities to react to the ethical dimensions of their work. The authors identify one overarching principle of intellectual freedom and responsibility, noting that freedom in all its guises comes with responsibility, and they identify and define four principles that collectively uphold researchers’ intellectual responsibility: truthfulness, justice and fairness, anti-racism, and public beneficence. Researchers should bring their practices into alignment with these principles, and to aid this, the authors name three common ways research practices infringe these principles, suggest a step-by-step process for aligning research choices with the principles, provide rules of thumb for achieving alignment, and give a worked case. Secondary findings for adult-onset diseases in pediatric clinical sequencing can benefit parents or other family members. In the absence of data showing harm, it is ethically reasonable for parents to request such information, because in other types of medical decision-making, they are often given discretion unless their decisions clearly harm the child. Some parents might not want this information because it could distract them from focusing on the child's underlying condition that prompted sequencing. Returning genomic research results to family members raises complex questions. Genomic research on life-limiting conditions such as cancer, and research involving storage and reanalysis of data and specimens long into the future, makes these questions pressing. This author group, funded by an NIH grant, published consensus recommendations presenting a framework. This follow-up paper offers concrete guidance and tools for implementation. The group collected and analyzed relevant documents and guidance, including tools from the Clinical Sequencing Exploratory Research Consortium. The authors then (...) negotiated a consensus toolkit of processes and documents. That toolkit offers sample consent and notification documents plus decision flow-charts to address return of results to family of living and deceased participants, in adult and pediatric research. Emotions, according to David Hume, are “simple and uniform impressions,” “internal” impressions which are related to other impressions according to an empirically demonstrable set of “laws of association.” The notion that an emotion is “simple” and a mere “impression” accounts for the relatively little attention the topic of “the passions” has received in modern philosophy, at least until very recently. Unlike “ideas,” to which such “impressions” are usually contrasted, emotions are thought to be preconceptual, unintelligent, irrational, causal products of “animal (...) spirits” of a sub-human nature, mere “feelings” which deserve none of the careful analysis so often dedicated to the structures of perception, knowledge and reason. In Descartes’ treatise on the passions, for example, “animal spirits” and the crude physiology of emotions take priority over his quick and often glib quasi-conceptual analyses of them. His analysis is thoroughly strait jacketed by the dubious dualism that usually bears his name, and ever since, the question whether emotions should be thought of as mere “feelings” or “impressions” or rather conceived of in terms of their physiology and manifestations in behavior has dominated what little study of emotions existed before this century. The question 'Why should I obey the law?' introduces a contemporary puzzle that is as old as philosophy itself. The puzzle is especially troublesome if we think of cases in which breaking the law is not otherwise wrongful, and in which the chances of getting caught are negligible. A common reductionist assumption is that macro-scale behaviors can be described "bottom-up" if only sufficient details about lower-scale processes are available. The view that an "ideal" or "fundamental" physics would be sufficient to explain all macro-scale phenomena has been met with criticism from philosophers of biology. Specifically, scholars have pointed to the impossibility of deducing biological explanations from physical ones, and to the irreducible nature of distinctively biological processes such as gene regulation and evolution. This paper takes a step back (...) in asking whether bottom-up modeling is feasible even when modeling simple physical systems across scales. By comparing examples of multi-scale modeling in physics and biology, we argue that the “tyranny of scales” problem presents a challenge to reductive explanations in both physics and biology. The problem refers to the scale-dependency of physical and biological behaviors that forces researchers to combine different models relying on different scale-specific mathematical strategies and boundary conditions. Analyzing the ways in which different models are combined in multi-scale modeling also has implications for the relation between physics and biology. Contrary to the assumption that physical science approaches provide reductive explanations in biology, we exemplify how inputs from physics often reveal the importance of macro-scale models and explanations. We illustrate this through an examination of the role of biomechanics modeling in developmental biology. In such contexts, the relation between models at different scales and from different disciplines is neither reductive nor completely autonomous, but interdependent. (shrink)

I have been arguing, for almost thirty years now, that emotions have been unduly neglected in philosophy. Back in the seventies, it was an argument that attracted little sympathy. I have also been arguing that emotions are a ripe for philosophical analysis, a view that, as evidenced by the Manchester 2001 conference and a large number of excellent publications, has now become mainstream. My own analysis of emotion, first published in 1973, challenged the sharp divide between emotions and rationality, insisted (...) that we reject the established notion that the emotions are involuntary, and argued, in a brief slogan, that ‘emotions are judgments.’ Since then, although the specific term ‘judgment’ has come under considerable fire and my voluntarist thesis continues to attract incredulousness the general approach I took to emotions has been widely accepted in both philosophy and the social sciences. When Paul Griffiths took on what he misleadingly characterized as ‘propositional attitude’ theories of emotion as the enemy of all that was true and scientifically worthy, I knew that we had made it. Such ferocious abuse is surely a sign that we had shifted, in Kuhnian terms, from being revolutionary to becoming the ‘normal’ paradigm. The current counter-revolution of affect programmes and neuro-reductionism says a lot about who we are and how far we have come. Prime matter plays an indispensable role in Aristotle’s philosophy, enabling him to avoid the pitfalls of both naïve Platonism and nominalism. Prime matter is best thought of as a kind of infinitely divisible and atomless bare particularity, grounding the distinctness of distinct members of the same species. Such bare particularity is needed in symmetrical situations, like a world consisting of indistinguishable Max Black spheres. Bare particularity is especially important in modern physics, given the homogeneity and isotropy of space. With the (...) importance of fields in classical, relativistic, and quantum physics, we have good reason to prefer something like Aristotle’s continuous, infinitely divisible matter over indivisible particles. Mass and energy in relativistic physics also points in the direction of prime matter as the enduring substrate of these quantities. Recent work on Aristotelian interpretations of quantum mechanics, further underscores the contemporary relevance of prime matter. (shrink)
