This book aims to show that recent developments in neuroscience permit a defense of free will. Through language, human beings can escape strict biological determinism.

Those who endorse the free energy principle as a theory of cognition are committed to three propositions that are jointly incompatible but which will cohere if one of them is denied. The first of these is that the free energy principle gives us a self-sufficient explanation of what all cognitive systems consist in: a specific computational architecture. The second is that all adaptive behavior is driven by the free energy principle and the process of model-based inference it entails. The third (...) is that cognition is not ubiquitous. These three incompatible propositions together comprise a problem of scope for the free energy principle as a theory of cognition. The prospects for rejecting each of these propositions are considered. To drop either the first or the second would limit the explanatory success of the principle. They are not taking the conceptual vehicles of “spiritual experience” (SE) and “psychotic phenomena” (PP) for a gentle outing, but exposing both of them to the hardest road test they can devise. From 1,000 accounts of “spiritual experiences” that were already so dramatic (...) that those involved were prepared to describe them, the authors selected three which most successfully blurred the boundaries between SE and PP. So we are not exploring whether these concepts have general practical validity, but whether their mutual frontiers are discrete or overlapping. The authors’ task is legitimate, but it needs to be recognized for what it is.Unusual spiritual experiences are interpreted by the authors as psychotic symptoms, and the definitions of the Present State Examination (PSE) descriptions are cited to justify this. However, we have known for a long time that using instruments for purposes for which they were not designed can produce unexpected results; it is rather like washing socks in a dishwasher and being surprised that it does little good to the socks. The PSE was devised for categorizing and quantifying existing psychiatric disorders in epidemiological studies. The further one gets from this, its true purpose, the less satisfactory it becomes as an instrument. A better way of evaluating symptomatology in an individual case is a skilled and painstaking interview by a well-trained descriptive psychopathologist. One can only conclude from the authors’ use of the PSE in distinguishing SE from PP, that the instrument itself is not capable of doing this, which is not really very surprising. One can form no views on the concepts of SE and PP themselves, except that in some circumstances they may be difficult to tell apart.It would be easy to dispute whether Simon’s beliefs were delusions. Believers from many religious backgrounds “know” that God gives them thoughts or ideas, and it requires detailed psychopathological examination, and not the application of a questionnaire, to distinguish this from the much more concrete experience as described in PSE of “inserted thoughts.”Rating scales, be they assessments of the quality of teaching in primary schools or quantification of established psychotic symptoms, are necessarily only a pale reflection and an over-simplification of the skilled work that professionals undertake. To imply that because a score could be given on the PSE to an otherwise healthy woman who describes the frequent experience of hearing God’s voice, denies the validity of her experience, but also affronts the professional skills of a trained psychopathologist. When psychiatrists, or even [End Page 79] untrained research workers, use the PSE they are presumably doing so as part of an epidemiological research study, and the validity of their individual result is evened out by results from a number of other subjects. If a psychiatrist is trying to decide whether Sara had “true” hallucinations, he or she will carry out a psychopathological interview in which the criteria for establishing true hallucinations are much more sophisticated than is possible in a questionnaire, and the interview will be individualized. Sara’s significant statement, “but God doesn’t take your free will away,” immediately distinguishes her diagnosis from schizophrenia. It was good that Sara’s priest did not need detailed knowledge of psychopathology to come to a common-sense evaluation of her experience.It was with some feelings of disappointment that I realized that when the authors use the word “psychotic” they merely mean that a tick could be placed in an appropriate box for the PSE. If one were to carry out an investigation of serum electrolytes on a fit athlete on completion of a marathon, one would get bizarre and probably abnormal results. For a quantified investigation to be meaningful, one must always take account of the context.When I read these three cases as a psychopathologist, I find no convincing psychotic phenomena, and the three human beings were undoubtedly not psychotic at the time of expression of their religious experiences. In this paper I give a novel argument for this view that the AGENT concept has an externalist semantics. The argument argues the conclusion from two premises: first, that our first relationships to agents is through a subpersonal mechanism which requires for its function an agential proto-concept which refers directly; and second, that there is a continuity of reference between this proto-concept and the mature concept AGENT. I argue the first on the basis of results in the developmental psychology of (...) social cognition. I argue the second on the basis of a process of elimination, by considering three possibilities for the relationship between the two concepts. On the basis of these two premises the conclusion is drawn that AGENT is a concept that refers directly. That has the following consequences for the philosophy of action: first, that “action” is not an appropriate term for reductive analysis, as the causal theory of action assumes; and second, that we should be looking to the appropriate empirical disciplines for an elucidation of the concept. Gallagher poses a phenomenologically-inspired challenge to a classical metaphysics of nature which is associated with contemporary natural sciences. This metaphysics can be reconstructed in terms of two distinct commitments: reductionism and individualism. This comment on Gallagher’s [2019] article attempts to show how a revision of the classical metaphysics can be made intelligible in light of those two commitments. It requires a strong interpretation of the ecological framework for understanding cognition. Such a revision would give agency a central place in the (...) revised metaphysics of nature. (shrink)

:Behavioural public policy has come under fire by critics who claim that it is illiberal. Some authors recently suggest that there is a type of BPP – boosting – that is not as vulnerable to this normative critique. Our paper challenges this claim: there's no non-circular way to draw the distinction between nudge and boost that would make the normative difference required to infer the permissibility of a policy intervention from its type-membership. We consider two strategies: paradigmatic examples and causal (...) mechanisms. We conclude by sketching some suggestions about the right way to approach the normative issues. (shrink)

There is an argument for incompatibilism that is based on the experience of agency. Authors who endorse this argument place pro tanto evidential weight on one or more of two putative aspects of the experience of being an agent: i) the experience of being the causal source of our actions; ii) the experience of having robust alternative possibilities available to one. With some exceptions, these authors and their critics alike neglect a third significant aspect of the experience of agency: iii) (...) the experience of the future as being modally open. This aspect is either neglected or conflated with or. In this paper I rehabilitate as a notable aspect in its own right, and demonstrate that it is a good candidate for having the same pro tanto evidential weight in the experiential argument for incompatibilism. Then, I go on to assess the prospects of this revised argument in the face of central compatibilist objections that are central to the literature. I find that it fares just as well, if not better, than the original argument. (shrink)

Libertarians about free will sometimes argue for their position on the grounds that our phenomenology of action is such that determinism would need to be false for it to be veridical. Many, however, have thought that it would be impossible for us to have an experience that is in contradiction with determinism, since this would require us to have perceptual experience of metaphysical facts. In this paper I show how the libertarian claim is possible. In particular, if experience depicts the (...) world such that there is more than one physically possible future, then determinism would need to be false for that experience to be veridical. I show that we have experiences, or perceptual episodes, of this kind on the basis of recent work in the study of perception. Theorists in this area have argued that we have vision-for-action, and that what we visually perceive are not just objects but also possibilities for action. If we experience that it is possible that we ϕ, then we also experience that it is possible that we not ϕ. Furthermore, we probably experience more than one possibility for action at any one moment. I argue that these are physical possibilities, and therefore that we experience the world such that there is more than one physically possible future. So the libertarian claim about the semantics of agential phenomenology is highly plausible, even if this does not entail libertarianism. (shrink)

Anosognosia for hemiplegia is the denial of neurologically-caused paralysis, and it often co-occurs with a number of distortions of belief and emotion such as somatoparaphrenia and an exaggeration of negative affect towards minor health complaints. The salience of these latter symptoms led early investigators to propose explanations of AHP which construed it as a process of motivated self-deception against the overwhelming anxiety and depression that knowledge of deficit would otherwise cause, and which was observed in hemiplegic patients without the anosognosia. Since some influential critiques of this approach, however, theories of this kind have largely been rejected on the grounds that they are inappropriately “psychogenic.” What has replaced them are a class of theories which explain the lack of awareness in terms of neurocognitive deficit, with the deficit in question variously described by researchers as involving spatial awareness, motor control, and other capacities. In this paper I argue – contra claims in the literature – that the patterns of explanation which are characteristic of the psychodynamic theory are not incompatible in principle with the notion that the illness involves neurocognitive deficit. That means that these patterns of explanation can be preserved where they make good sense of the obscure attitudinal and emotional symptoms that occur in AHP – symptoms that are otherwise difficult to explain. I suggest some ways in which this fact could be accommodated by deficit theories of the illness which are based on motor deficit. (shrink)

This paper examines the idea of objective phenomenology, or a way of understanding the phenomenal character of conscious experiences that doesn’t require one to have had the kinds of experiences under consideration. My central thesis is that structural facts about experience—facts that characterize purely how conscious experiences are structured—are objective phenomenal facts. I begin by precisifying the idea of objective phenomenology and diagnosing what makes any given phenomenal fact subjective. Then I defend the view that structural facts about experience are (...) objective. I also argue that structural facts about experience, despite being objective, nevertheless still give rise to an explanatory gap. (shrink)

This paper argues that pragmatists must be more cognizant of the concept of "power" and its consequences. To demonstrate this, I show how Foucault's analytics of power can be brought into Peirce's theory of signs. Central to both philosophers is the role of action. Using the concept of action, I explain that Foucault's conception of power, action on actions, can be understood as structuring Peircian habits, which are rules for action. From here I build out to Peirce's semiotics, illustrating how (...) power channels the meanings of signs in certain directions. The rest of the paper is dedicated to reconstructing in light of Foucault Peirce's claim that the subject is nothing more than the signs it uses. I argue that any understanding of the subject must account for the subject being distributed through a field of power. The paper concludes by proposing a new "philosophy of the subject" which seeks to reconcile Foucault's concerns with those of pragmatism. (shrink)

Perception is riddled with cases of reliable misperception. These are cases in which a perceptual state is tokened inaccurately any time it is tokened under normal conditions. On the face of it, this fact causes trouble for theories that provide an analysis of perceptual content in non-semantic, non-intentional, and non-phenomenal terms, such as those found in Millikan (1984), Fodor (1990), Neander (2017), and Schellenberg (2018). Some accounts of moral responsibility hold that an agent's responsibility is completely determined by some aspect of the agent's mental life at the time of action. For example, some hold that an agent is responsible if and only if there is an appropriate mesh among the agent's particular psychological elements. It is often objected that the particular features of the agent's mental life to which these theorists appeal (such as a particular structure or mesh) are not necessary for responsibility. We are all familiar with the phenomenon of a proposition seeming true. Many think that these seeming states can yield justified beliefs. Very few have seriously explored what these seeming states are. I argue that seeming states are not plausibly analyzed in terms of beliefs, partial beliefs, attractions to believe, or inclinations to believe. Given that the main candidates for analyzing seeming states are unsatisfactory, I argue for a brute view of seemings that treats seeming states as irreducible propositional attitudes.

For Kant, knowledge involves certainty. If “certainty” requires that the grounds for a given propositional attitude guarantee its truth, then this is an infallibilist view of epistemic justification. Such a view says you can’t have epistemic justification for an attitude unless the attitude is also true. Here I want to defend an alternative fallibilist interpretation. Even if a subject has grounds that would be sufficient for knowledge if the proposition were true, the proposition might not be true. And so there (...) is sometimes still rational room for doubt. The goal of this paper is to present four different models of what “certainty” amounts to, for Kant, each of which is compatible with fallibilism. (shrink)

In his 1978 paper “Mathematical Explanation”, Mark Steiner attempts to modernize the Aristotelian idea that to explain a mathematical statement is to deduce it from the essence of entities figuring in the statement, by replacing talk of essences with talk of “characterizing properties”. The language Steiner uses is reminiscent of language used for proofs deemed “pure”, such as Selberg and Erdős’ elementary proofs of the prime number theorem avoiding the complex analysis of earlier proofs. Hilbert characterized pure proofs as those (...) that use only “means that are suggested by the content of the theorem”, a characterization we have elsewhere called “topical purity”. In this paper we will examine the connection between Steiner’s account of mathematical explanation and topical purity. Are Steiner-explanatory proofs necessarily topically pure? Are topically pure proofs necessarily Steiner-explanatory? Answers to these questions will shed light on the general question of the relation between purity and explanatory power. (shrink)

While many aspects of cognition have been shown to be shared between humans and non-human animals, there remains controversy regarding whether the capacity to mentally time travel is a uniquely human one. In this paper, we argue that there are four ways of representing when some event happened: four kinds of temporal representation. Distinguishing these four kinds of temporal representation has five benefits. First, it puts us in a position to determine the particular benefits these distinct temporal representations afford an (...) organism. Second, it provides the conceptual resources to foster a discussion about which of these representations is necessary for an organism to count as having the capacity to mentally time travel. Third, it enables us to distinguish stricter from more liberal views of mental time travel that differ regarding which kind(s) of temporal representation is taken to be necessary for mental time travel. Fourth, it allows us to determine the benefits of taking a stricter or more liberal view of mental time travel. Finally, it ensures that disagreement about whether some species can mentally time travel is not merely the product of unrecognised disagreement about which temporal representation is necessary for mental time travel. We argue for a more liberal view, on the grounds that it allows us to view mental time travel as an evolutionarily continuous phenomenon, and to recognise that differences in the ways that organisms mentally time travel might reflect different temporal representations, or combinations thereof, that they employ. Our ultimate aim, however, is to create the conceptual framework for further discussion regarding what sorts of temporal representations are required for mental time travel. (shrink)

This three-part chapter explores a higher-order logic we call ‘Classicism’, which extends a minimal classical higher-order logic with further axioms which guarantee that provable coextensiveness is sufficient for identity. The first part presents several different ways of axiomatizing this theory and makes the case for its naturalness. The second part discusses two kinds of extensions of Classicism: some which take the view in the direction of coarseness of grain (whose endpoint is the maximally coarse-grained view that coextensiveness is sufficient for (...) identity), and some which take the view in the direction of fineness of grain (whose endpoint is the maximally fine-grained theory containing all distinctness claims compatible with Classicism). The third part introduces some techniques for constructing models of Classicism, and uses them to prove the consistency of many of the extensions of Classicism introduced in the second part. The aim of the Analytic of Concepts is to derive and deduce a set of pure concepts of the understanding, the categories, which play a central role in Kant’s explanation of the possibility of synthetic a priori cognition and judgment. This chapter is structured around two questions. First, what is a pure concept of the understanding? Second, what is involved in a deduction of a pure concept of the understanding? In answering the first, we focus on how the categories differ (...) from the pure forms of sensibility and examine whether they are known only to be the pure forms of human thinking or rather the forms of discursive cognition as such. In answering the second, we draw a distinction between the application and the exemplification of the categories and use it to identify different ways of understanding Kant’s project in the Transcendental Deduction of the Categories. These questions connect because the answer to the first determines how we should understand the kind of entitlement which is to be established in the Deduction. (shrink)

The fallacy fallacy is either the misdiagnosis of fallacy or the supposition that the conclusion of a fallacy must be a falsehood. This paper explores the relevance of these and related errors of reasoning for the appraisal of arguments, especially within virtue theories of argumentation. In particular, the fallacy fallacy exemplifies the Owl of Minerva problem, whereby tools devised to understand a norm make possible new ways of violating the norm. Fallacies are such tools and so are vices. Hence a (...) similar problem arises with argumentative vices. Fortunately, both instances of the problem have a common remedy. (shrink)

Comparative study of the philosophy of Cārvāka and David Hume, 1711-1776.

This chapter addresses an ambiguity in some of the literature on rational peer disagreement about the use of the term 'rational'. In the literature 'rational' is used to describe a variety of normative statuses related to reasons, justification, and reasoning. This chapter focuses most closely on the upshot of peer disagreement for what is rationally required of parties to a peer disagreement. This follows recent work in theoretical reason which treats rationality as a system of requirements among an agent's mental (...) states. It is argued that peer disagreement has either no, or a very limited, affect on what rationality requires of an agent in a given circumstance. This is in part because of difficulties generated by a novel example of evidence of evidence of p being evidence against p. This example calls into question the mechanisms whereby peer disagreement might affect what is rationally required of an agent. The chapter also reevaluates the importance of actual peer disagreement against the backdrop of prior expectations about whether disagreement is believed to be likely, arguing that peer disagreement is most likely to change what is rationally required of an agent when it is believed to be unlikely. Higher-order logic augments first-order logic with devices that let us generalize into grammatical positions other than that of a singular term. Some recent metaphysicians have advocated for using these devices to raise and answer questions that bear on many traditional issues in philosophy. In contrast to these 'higher-order metaphysicians', traditional metaphysics has often focused on parallel, but importantly different, questions concerning special sorts of abstract objects: propositions, properties and relations. The answers to the higher-order and the property-theoretic questions may coincide (...) sometimes but will often come apart. I argue that when they do, the higher-order questions are closer to the metaphysical action and so it would be better for these debates to proceed in higher-order terms. (shrink)
