This paper focuses on the contributions to natural history, particularly in methods of plant classification of the Portuguese botanist, man of letters, diplomat, and Freemason Abbé José Correia da Serra (1751-1823), placing them in their national and international political and social contexts. Correia da Serra adopted the natural method of classification championed by the Frenchman Antoine-Laurent de Jussieu, and introduced refinements of his own that owe much to parallel developments in zoology. He endorsed the view that the classification of plants (...) should be based on the establishment of affinities rather than of differences. The emphasis on affinities went hand in hand with the development of the concept of symmetry. This idea was introduced by Correia da Serra in systematics and was adopted and further developed by his friend, Augustin-Pyramus de Candolle. Correia da Serra also argued that Cryptogamia reproduce sexually, advocated extension of methods of comparative anatomy from zoology to botany, and applied them to the study of fruits. Correia da Serra was one among many of the estrangeirados, Portuguese "Europeanized" intellectuals who traveled extensively abroad in most cases to escape political or religious persecution at home. The estrangeirados were important contributors to 18th and 19th century European thinking. Most of the estrangeirados were pivotal in the introduction, dissemination and propagation of the new sciences in Portugal, but unlike most of his fellow estrangeirados, Correia da Serra was also an innovative man of science in his own right. This article examines the conditions of internet access and uses by children and young people from socially disadvantaged environments in Portugal. Adapting the EU Kids Online questionnaire, a sample of 279 participants in an intervention program on digital inclusion was interviewed in order to analyze their online experiences, bearing in mind the EU Kids Online results and the wider debate on digital inclusion. This issue was examined at two levels: access, and practices and uses. Although economic deprivation, parents’ low educational (...) attainment and children’s age and gender seem to matter in terms of access, reported uses were analogous to the average Portuguese and EU Kids Online data. However, with these children apparently being more oriented towards entertainment and having less informational skills, it is questionable if policies that merely assure access are entirely sufficient. Nevertheless, one cannot say straightforwardly that ‘social exclusion’ equates ‘digital exclusion’. (shrink)

The proposed reflection intends to present the problem of judicial adjudication as a substantially-axiologically founded autonomous moment on the practical realization of law, and to explore this understanding in confrontation with external exigencies, mostly teleologically determined—hence, beyond strict deductive application, as a syllogistic reference of facts to norms, and finalistically determined decision, as an option among possible alternatives to achieve specific aims. The main objective is to enter into a discussion on the methodological meaning of “integrity”, “hard cases” and “right (...) answer”, as presented by Ronald Dworkin, and a critical reflection on the criticism of that approach levelled by Neil MacCormick, so as to confront the relevance of principle and policy arguments, in order to bring about a different methodological approach, an alternative jurisprudentialist conception of adjudication, incorporating a practical-normative constitutive dialectics between legal controversy and legal system, such as that presented by Castanheira Neves. The focus will, then, be the legitimacy of the connection of arguments of principle and consequentialist arguments in adjudication, its selection and its justification, stating, therefore, a specifically assumed judicium, a judicative decision, having the legal system as its horizon of normative reference and of substantial and institutional autonomy. In 1877 Louis Paul Cailletet in France and Raoul Pictet in Switzerland liquefied oxygen in the form of a mist. The liquefaction of the first of the so-called permanent gases heralded the birth of low-temperature research and is often described in the literature as having started a ‘race’ for attaining progressively lower temperatures. In fact, between 1877 and 1908, when helium, the last of the permanent gases, was liquefied, there were many priority disputes—something quite characteristic of the emergence of a (...) new research field. This paper examines Cailletet’s path to the liquefaction of oxygen, as well as a debate between him and the Polish physicist Zygmunt Wróblewski over the latter’s contribution to the liquefaction of gases. Rationality and reasonableness can be illustrated as Janus-faced concepts, not only in a descriptive diagnosis but also in a normative construction of adjudication, and in the analysis of its practical and rhetorical effects. Considering such an illustration, the present reflection returns to the discussion on the relevance of rationality and reasonableness in legal interpretation, aiming at distinguishing and/or connecting principles and criteria, beyond formally logical and/or procedurally argumentative decision-making, and, thus, within a normatively practical adjudication. Such an approach will be (...) presented in two main steps. In a first step, the rationality/reasonableness dichotomy will be discussed within a constitutive connection between principles and criteria in adjudication, and understanding legal principles as normatively substantial foundations to legal criteria—the former as axiological references filtered into the juridical system and the latter as their concretizations, and whose practical adequacy is rhetorically assigned by the interpretive communities involved in/by adjudication, and normatively referred both to their practical accordance to the axiological normativity of the principles they shall presuppose and to their suitability as practical operators to the problematic relevance of the sub judice cases. In a second step, and consequently, encompassing the projection of legal interpretation, in semiotic and in practical-normative perspectives, in order to discuss their constituting practical relevance in adjudication, the rationality/reasonableness dichotomy will be experimented within formal-logical procedures and within practical-dialectical connections between juridical problem and juridical system—therefore stating a discussion on the foundations, the intentionality and the consequences of adjudication, amongst deduction and analogy. Following the 15th anniversary of the European Society for the History of Science (ESHS), one can definitely say that this relatively young society has come of age. Through regular meetings, a journal, a prize, fellowships and various other activities, the ESHS has been striving to create a space fostering diversity, plurality and internationalization among historians of science, located in Europe and elsewhere. This paper revisits my own research on the past of the sciences in Portugal, examining in particular the role (...) of the 18th century naturalist and diplomat Abbé Correia da Serra. As a member of an extended network of estrangeirados (Europeanized intellectuals), Correia da Serra played a decisive role in the circulation of knowledge in Europe and also in the world, a role forgotten by his peers within the time interval of a generation. This case study acts as a springboard to discuss the importance of geographical and methodological diversity in the past of the sciences in Europe. In the present historiographical predicament in which the international community finds itself, I advocate that one of the main challenges faced by the ESHS is to turn its historical gaze to Europe again, while fiercely repudiating Eurocentrism. This enables to show how much the building of the European spaces of scientific practice were never a prerogative of a few regions or a small set of countries, but, on the very contrary, took shape as the result of complex interactions between diverse spaces and cultures, not only intra-European but also non-European. This paper addresses the legendary total solar eclipse of 29 May 1919. Two British teams confirmed the light bending prediction by Albert Einstein: Charles R. Davidson and Andrew C. C. Crommelin in Sobral, Brazil and Arthur S. Eddington and Edwin T. Cottingham on the African island of Príncipe, then part of the Portuguese empire.By jointly analyzing the two astronomical expeditions supported by written and visual sources, I show how, despite extensive scholarship on this famous historical episode and the historiographical emphasis (...) on the plural dimensions of knowledge construction, many human and non-human actors have been kept in the shadow of the eclipse. I do so by focusing on what I call knowledge from the periphery together with knowledge from below, grounded literally on how localities (sites) affect choices and events, and growing outward to encompass a wide range of participants. I show how the geopolitical status of the two nations where the observational sites were located, and specifically Portugal's condition of colonial power, affected main decisions and events, while highlighting the active role of participants, ranging from experts from the peripheries and those involved in the travels to local elites and anonymous peoples, some of whom contributed to the observation of totality. Among various case studies addressing the reception of relativity, very few deal with Portugal at either the international or the national level. The national literature on the topic has mainly concentrated on the reactions to relativity of the Portuguese mathematical community. The absence of Portuguese astronomers alongside Eddington during the 1919 expedition to Principe, then a Portuguese island, has been implicitly equated with the astronomical community's lack of interest in the event. In reception studies dealing with general relativity, analysis has (...) tended to focus on the physics and mathematics communities, less on the astronomers. Given that relativity was born at the interface of physics, mathematics and astronomy, reactions of members of these scientific communities depended on differences in shared traditions, values, problems and expectations, as well as on individual practitioners' idiosyncrasies. This paper addresses the contributions of the overlooked Portuguese astronomical community, evaluates the actions and reactions of its members to the expedition and assesses their role in the process of appropriation of relativity. ArgumentThis paper analyses a process of co-construction of knowledge and its multiple forms of communication in a country of the European periphery in the early twentieth century. It focuses on Lieutenant Manuel Soares de Melo e Simas, a politically engaged Portuguese astronomer, who moved from amateur to professional during the political transition from the monarchy to the republic. Melo e Simas paralleled his professional career in continuous activity of communicating science to the public in the context of republicanism in a (...) double way, by responding to the agenda of republicanism and by playing an active role in shaping it. He aimed at educating lay audiences in the various ways of astronomy, and he reached out to as many people as possible by exploring a multitude of communication channels, from lectures to articles in newspapers and journals. Voiced often within newly created republican institutions, the praxis and the ideas of Melo e Simas helped to mold the new republican scientific ethos. By going beyond mere emphasis on scientism and positivism, usually taken to be the defining characteristics of the new republican ethos, this paper argues that science and the specificities of its multiple forms of communication were central to the way Melo e Simas shaped the republican ideology. Furthermore, popularization of science was used to legitimize the status of professional scientists at the same time that it helped reinforce their institutional setting, still to be negotiated in the forthcoming decades through a complex process which deserves further historical analysis. Summary This study offers a detailed analysis of an episode of the popularization of astronomy which took place in Portugal, a peripheral country of Europe, and occurring in the early twentieth century. The episode was driven by the 28 May 1900 total solar eclipse which was seen on the Iberian Peninsula (Portugal and Spain). Instead of focusing on one of the ends of the popularization process, we analyze the circulation of knowledge among scientists and the public, contrast the aims of (...) the various expeditions, professional and amateur, which took place on Portuguese soil, analyze their repercussions in the Portuguese astronomical landscape, and the different ways used by the Portuguese political elite and astronomical community to successfully appropriate this astronomical event to serve their varied agendas, political, social and scientific. In this episode of public enthusiasm for science, a central figure emerged in the network of the official commission, professional and amateur communities and the ‘general public’: Frederico Tomás Oom (1864–1930), an astronomer of the Lisbon Astronomical Observatory. This paper aims to illustrate the different layers of the circulation process, and at proving that the popularization of science was not a unidirectional process from scientists to lay people nor did it serve only a particular agenda, be it political, social or scientific. Discussing the relationship of mathematics to chemistry is closely related to the emergence of physical chemistry and of quantum chemistry. We argue that, perhaps, the most significant issue that the 'mathematization of chemistry' has historically raised is not so much methodological, as it is philosophical: the discussion over the ontological status of theoretical entities which were introduced in the process. A systematic study of such an approach to the mathematization of chemistry may, perhaps, contribute to the realist/antirealist debate. To this (...) end, in this paper we briefly discuss Lewis' introduction of fugacity and activity to his chemical thermodynamics and more fully analyze the issues surrounding the appropriation of resonance by Linus Pauling into quantum chemistry, particularly as these issues arose in organic chemistry as discussed by George W. Contribution to a symposium on Kostas Gavroglu and Ana Simões, Neither Physics nor Chemistry, The MIT Press, Cambridge, Massachusetts.

In this paper we will discuss some of the issues related to the attempts of Ralph Howard Fowler and Nevil Vincent Sidgwick to create a legitimizing space for quantum and theoretical chemistry in Britain. Although neither Fowler nor Sidgwick made original contributions to quantum chemistry, they followed closely the developments in the discipline, participated in meetings and discussions and delivered lectures, talks and addresses, where methodological topics, ontological questions and implicitly the problem of autonomy of the new discipline vis-à-vis both (...) physics and chemistry were taken to be pressing issues. In particular, they encouraged young people to work within the nascent discipline. Viewing quantum chemistry as a branch of applied mathematics became an emblematic characteristic of the practice of the new discipline in Great Britain. (shrink)

Pulmonary rehabilitation has demonstrated patients’ physiological and psychosocial improvements, symptoms reduction and health-economic benefits whilst enhances the ability of the whole family to adjust to illness. However, PR remains highly inaccessible due to lack of awareness of its benefits, poor referral and availability mostly in hospitals. Novel models of PR delivery are needed to enhance its implementation while maintaining cost-efficiency. We aim to implement an innovative community-based PR programme and assess its cost-benefit. A 12-week community-based PR will be implemented in (...) primary healthcare centres where programmes are not available. Healthcare professionals will be trained. 73 patients with CRD and their caregivers will compose the experimental group. The control group will include dyads age- and disease-matched willing to collaborate in data collection but not in PR. Patients/family-centred outcomes will be dyspnoea, fatigue, cough and sputum, impact of the disease, emotional state, number of exacerbations, healthcare utilisation, health-related quality of life and family adaptability/cohesion. Other clinical outcomes will be peripheral and respiratory muscle strength, muscle thickness and cross sectional area, exercise capacity, balance and physical activity. Data will be collected at baseline, at 12 weeks, at 3- and 6-months post-PR. Changes in the outcome measures will be compared between groups, after multivariate adjustment for possible confounders, and effect sizes will be calculated. A cost-benefit analysis will be conducted. This study will enhance patients access to PR, by training healthcare professionals in the local primary healthcare centres to conduct such programmes and actively involving caregivers. The cost-benefit analysis of this intervention will provide an evidence-based insight into the economic benefit of community-based PR in chronic respiratory diseases. This paper offers a novel interpretation of the 1890 British Ultimatum, by bringing to the front of the stage its techno-diplomatic dimension, often invisible in the canonical diplomatic and military narratives. Furthermore, we use an unconventional historical source to grasp the British–Portuguese imperial conflict over the African hinterland via the building of railways: the cartoons of the politically committed and polyvalent Portuguese artist and journalist Rafael Bordalo Pinheiro (1846–1905), published in his journal Ponto nos iis, from the end of 1889 (...) and throughout 1890. We argue that the Ponto nos iis cartoons played a so far overlooked role in the unfolding of British–Portuguese affairs, as they shaped at a distance a diplomatic exchange with the British satirical journal Punch. Attacking and counterattacking his fellow cartoonists in Britain, Pinheiro surged into the role of informal diplomat. This cartoon visual and public diplomacy unfolded in the pages of both journals and was tied to the two countries’ colonial conquests in Africa, where the Portuguese and British empires were competing to dominate the African hinterland through large technological systems. Hence the cartoons made visible to wider audiences the otherwise hidden role that technologies played in the two countries’ affairs. In turn, the cartoons aimed at persuading the Portuguese public and ruling classes alike that only regime change, from monarchic to republican, would restore the wounded Portuguese national pride. This paper analyzes the ongoing university reform in Russia by underlining historical roots and peculiarities of its system of higher education. It is pointed out that the Soviet model of economy, political and ideological bias deeply impacted the university system and enforced its estrangement from foreign universities. A limited number of the best Soviet higher education institutions which provided a military-oriented education and fundamental research were re-casted along the so called “PhysTech” system after the end of the WWII. As a (...) result of this system, higher education and R&D in Russia is not presently competitive in the educational international market. Closing the gap between Russian universities and the “global university” approach and raising university competitiveness are the main objectives of the current reform in science and education. As universities are considered core actors of knowledge economy, a new set of federal and national research universities was created. However, reform faces numerous conceptual and institutional obstacles, risks and constraints are significant, and positive outcomes elusive. (shrink)

In line with their previous studies dedicated to quantum chemistry (Gavroglu and Simões 1994, 2000; Simões and Gavroglu 1997, 2001), the last joint publication by Kostas Gavroglu and Ana Simões provides the readers not only with a fine-grained, rigorous, and highly valuable book on the history of science but also with stimulating epistemological insights about the way ‘in-between’ disciplines, to use the authors’ turn of phrase, emerge from the convergence of diverging ‘styles’ of research and heterogeneous practices. (...) To make their point, the authors divide their work into four main chapters before drawing epistemological and historiographical conclusions in the fifth and last part of their work. The first chapter entitled ‘Quantum Chemistry qua Physics: The Promises and Deadlocks of Using First Principles’ focuses mainly on German researchers’ contributions in the development of quantum chemistry. Emotions are the focus of intense debate both in contemporary philosophy and psychology, and increasingly also in the history of ideas. Simo Knuuttila presents a comprehensive survey of philosophical theories of emotion from Plato to Renaissance times, combining rigorous philosophical analysis with careful historical reconstruction. The first part of the book covers the conceptions of Plato and Aristotle and later ancient views from Stoicism to Neoplatonism and, in addition, their reception and transformation by early Christian thinkers from Clement and Origen (...) to Augustine and Cassian. Knuuttila then proceeds to a discussion of ancient themes in medieval thought, and of new medieval conceptions, codified in the so-called faculty psychology from Avicenna to Aquinas, in thirteenth century taxonomies, and in the voluntarist approach of Duns Scotus, William Ockham, and their followers. Philosophers, classicists, historians of philosophy, historians of psychology, and anyone interested in emotion will find much to stimulate them in this fascinating book. (shrink)
