It is necessary to distinguish between civilization as a sociocultural complex on the one hand, and civilization as a process, on the other. This is illustrated by invoking the work of Norbert Elias. For Elias, the civilizing process consisted in the way in which what were, historically, constraints on human behaviour became internalized, and is a process that takes different forms in different cultures. On the other hand, at the centre of civilization as sociocultural complex was the question concerning the (...) attributes of a human being, crystallizing as clear-cut criteria for adjudging the degree to which the people occupying a particular territory were or were not civilized. The conception of civilization as a complex has become contemporary via Huntington's ‘clash of civilizations’ thesis, and is indicative of the way in which the very word ‘civilization’ now carries with it a considerable ideological baggage. This article argues that the ideological use of civilization and the wider discourse of the war against terror involves the fusion, or conflation, of civilization as process and civilization as complex. The ancient Greek historian and political scientist Polybius is not as well known in the present day as figures such as Herodotus, Thucydides, Plato and Aristotle. This is in part due to his having lived in the Hellenistic period, an epoch often thought to be characteristic of Greek cultural and political decline, rather than in the earlier ‘golden age’ of Greek intellectual life in the 5th and 4th centuries BCE. Yet Polybius’s ideas have been of profound importance in modern western (...) thought, in areas as diverse as historiography, philosophy of history and the theorization of political institutions. This article illustrates the main contours of how subsequent thinkers have received and made use of Polybian ideas and themes, and argues for regarding Polybius as an important precursor of contemporary social scientific analyses of ‘globalization’. The article first excavates and identifies some of the main forms of appropriation of Polybius’s ideas that have occurred in the West over the last 500 years. Secondly, it delineates the most important appropriation of Polybius in the human sciences that has been effected in recent times, namely the use made of Polybian themes by Michael Hardt and Antonio Negri in Empire, their influential diagnosis of the contemporary state of world affairs. Thirdly, the article proffers a critique of these authors’ use of Polybius, and in its stead offers an alternative mode of appropriation of his work for the purposes of analytically reorienting the human sciences in light of present-day concerns with globalization and conditions of globality. It is argued that, far from being a figure of only antiquarian interest, Polybius continues to be of much relevance for human scientists today, for he may be seen as a foundational figure in efforts to think about the ‘global’ level in human affairs. ‘Globalization’ has become in recent years one of the central themes of social scientific debates. Social theories of globalization may be regarded as specific academic and analytic manifestations of wider forms of ‘global consciousness’ to be found in the social world today. These are ways of thinking and perceiving which emphasize that the whole world should be seen as ‘one place’, its various geographically disparate parts all being interconnected in various complex ways. In this article we set out how both (...) a general ‘ecumenical sensibility’ involving such ways of thinking, and its specifically academic variant, an ‘ecumenical analytic’, are simultaneously responses to ‘globalizing conditions’ and also products of the latter. We demonstrate how social theories of globalization, locatable in the overall set we call the ‘ecumenical analytic’, are reflexive thought-products, in that they both seek to investigate, and are made possible by, ‘globalizing conditions’. Rejecting the view that both an ecumenical sensibility and an ecumenical analytic are solely products of modernity, we show how such modes of consciousness and analysis were present in the period of Greek history between the death of Alexander the Great and the rise of the Roman Empire. We show how at that period a socio-political situation akin in certain ways to modern ‘globalizing conditions’ generated both an ecumenical sensibility and an ecumenical analytic, the latter most forcefully represented by a revolutionary new genre in historiography called Universal History. By examining the ideas of its most famous practitioner, the historian Polybius, we demonstrate that Universal History both provided a framework for understanding what we today would call ‘globalization’, and exhibited a remarkable degree of reflexive awareness about its own conditions of possibility. We seek to show that an attentiveness to ‘global’ processes and a reflexive understanding of what makes that form of thinking possible in the first place, are not solely confined to modernity but were identifiable features of intellectual production in the Hellenistic period of ancient Greece. In this way we argue that scholars today should not imagine that the contemporary ‘global turn’ in social thought is either unique or wholly historically unprecedented. (shrink)

Set in the immediate context of the recent UN conference on climate change in Glasgow and the sudden emergence of the variant, Omicron, this paper involves discussion of the present state of discourse concerning globalization in the broadest sense. It begins by contrasting the approaches and substance of two specific books: Globalization Matters by Manfred Steger and Paul James and Grave New World by Stephen King. The difference between the two books is brought into sharp relief by the economism of (...) the book by King and the multidimensionality of the volume by Steger and James. More generally, these recent books are chosen because they are almost complete opposites, the central difference being the adamant optimism about globalization in Globalization Matters and the extreme pessimism and negativity in Grave New World. It is also very important to emphasize the wide ranging and penetrative character of Globalization Matters compared with the latter. Also invoked is recent and very significant work by Dipesh Chakrabarty. Two themes are claimed here to be neglected, namely global history and the concept of glocalization. Attention is also drawn to the crucial omission of the fact that much of globalization talk began in the fields of religious study and theology. The disparity between these two latter fields of study and mainstream social science and conventional history is given attention. The contributions of other crucial commentators to the overall debate, Lovelock and Latour, are also invoked. The focus by Steger and James, on the one hand, and Chakrabarty on the other, on the Anthropocene is given attention. Overall, the article concludes by placing the global-local problematic at the centre of what is called here globalization discourse. (shrink)

This contribution consists in an attempt to make sense of one central aspect of the present worldwide turbulence, one which might well be called the contemporary, perfect, global storm. A pivotal problem that will be interrogated is the issue of the circumstances that have produced this phenomenon in most parts of the world, although it should be emphasized that the term populism is, more often than not, applied to the Western world rather than the East or, for the most part, (...) the global South. However, this reservation does not amount to a severe caveat, since all the contemporary signs are that what is here called populism is sweeping across the entire world as a whole, even though it is not necessarily given this name in non-Western regions. To this generalization it should be added that there are, rather obviously, parallels to what has become known as populism in the West. Examples of this are anarchism in nineteenth century Russia and the movement known as the Long March under the leadership of Mao Zedong in the years 1934 and 1935 particularly, as well as al Qaeda and its various offshoots. Recently there has been an upsurge in interest concerning the relationship between religion and international relations. Much of this has been expressed as if the relationship between these was entirely new. In contrast, this paper involves the argument that it is not so much a question of religion returning but rather why it is that students of international relations have neglected the connection since the Peace of Westphalia. This neglect has largely occurred because of the primacy given to changes and (...) events in the West, particularly since the formal separation of church and state and its imposition on or emulation by Eastern societies. The recent concern with globalization has provided the opportunity to undertake historical dis­cussion in new perspectives which overcome the Western “normality” of the absence of religion in the Realpolitik perspective. Moreover, it is argued that much of the neglect of religion in work on world affairs has largely been the product of the inaccurate and ideologically motivated perception of ongoing secularization. The overall discussion is framed by some objections to the limiting consequences of disciplinarity, particularly the way in which both IR and sociology were rhetorically constituted. (shrink)

This book offers a sustained critical assessment of Nietzsche's ethical thought and its significance for contemporary moral philosophy. Robertson develops an original, but critical, reading of Nietzsche's ethics, and uses it to address a range of longstanding issues to do with morality, moral psychology, value, and the good life.

This article briefly considers current positions about whether the inclusion of the perspectives and interests of marginalised groups in the construction of knowledge is of epistemic value. It is then argued that applied social epistemology is the proper epistemic stance to take in evaluating this question. Theorists who have held that diversity makes an epistemic contribution are interpreted as attempting to reform social pathways to knowledge in ways that make true belief more likely. Thus, the demand for diversity challenges the (...) individualistic and a priori nature of traditional epistemology. This stance has consequences for education. It supports greater attention to helping students examine the testimonial bases for their beliefs. And it prepares students for their role as citizens in supporting policies that maintain credible inclusive institutions of public knowledge. (shrink)

Abstract David Sobel (2001) objects to Bernard Williams's internalism, the view that an agent has a reason to perform an action only if she has some motive that will be served by performing that action. Sobel is an unusual challenger in that he endorses neo-Humean subjectivism, ?the view that it is the agent's subjective motivational set that makes it the case that an agent does or does not have a reason to φ? (219). Sobel's objection in fact arises from this (...) very commitment. Internalism, he says, is incompatible with the best subjectivist accounts of reasons for action?accounts that suggest that there are what he calls fragile reasons and perhaps also superfragile ones, both of which allegedly provide for counterexamples to internalism. I argue that such reasons do not in fact threaten internalism. I then briefly explore whether internalism is vulnerable to a related charge?that it commits the conditional fallacy. (shrink)

This chapter introduces the subject of personhood and its significance to Indic traditions and academic discourses. The category of 'person' is distinguished from the categories of 'self' and 'body' by virtue of its relational, permeable, and "extensional" or "expansive" character. The scholarly tendency to frame persons as "microcosms"-bodies that contain within the replication of the cosmos-at-large-is problematized. Indic persons are most often conceived as outward-facing, phenomenalistic, world-wide entities. Chapters of the work are summarized. : Embryonic stem cells, which have the potential to save many lives, must be recovered from aborted fetuses or live embryos. Although tissue from aborted fetuses can be used without moral complicity in the underlying abortion, obtaining stem cells from embryos necessarily kills them, thus raising difficult questions about the use of embryonic human material to save others. This article draws on previous controversies over embryo research and distinctions between intrinsic and symbolic moral status to analyze these issues. It argues (...) that stem cell research with spare embryos produced during infertility treatment, or even embryos created specifically for research or therapeutic purposes, is ethically acceptable and should receive federal funding. This overview of 10 years of stem cell controversy reviews the moral conflict that has made ESCs so controversial and how this conflict plays itself out in the legal realm, focusing on the constitutional status of efforts to ban ESC research or ESC-derived therapies. It provides a history of the federal funding debate from the Carter to the Obama administrations, and the importance of the Raab memo in authorizing federal funding for research with privately derived ESCs despite the Dickey-Wicker ban (...) on federal funding of embryo research. It also reviews the role that scientists themselves have played in developing regulations for ESC research, the emergence of ESCROs as special review bodies for ESC research, and the thorough consent requirements for donation of IVF embryos to ESC research. With research now transitioning from the lab to the clinic, the article reviews the challenges of ensuring safety and consent in translational research. It concludes with a call for respecting those persons who have to using or working with ESC products and an account of how obtaining stem cells from a person's own cells will alleviate some but not all of the controversy surrounding ESC research.
