The question I shall attempt to address in what follows is an essentially historical one, namely: Why did analytic philosophy emerge first in Cambridge, in the hands of G. E. Moore and Bertrand Russell, and as a direct consequence of their revolutionary rejection of the philosophical tenets that form the basis of British Idealism? And the answer that I shall try to defend is: it didn't. That is to say, the ‘analytic’ doctrines and methods which Moore and Russell embraced in (...) the very last years of the nineteenth century were not revolutionary, did not emerge first in Cambridge, were the creation of neither Russell nor Moore and cannot be explained by appeal to facts concerning British Idealism. The adoption of the doctrines and methods which characterised the earliest manifestations of British analytic philosophy are to be explained neither by reference to anything specifically British, nor by appeal to anything unproblematically philosophical. This study explores the role that news coverage plays in the allocation of Japanese development aid. Conceptually, it is expected that democratic foreign policy officials, including those working in bureaucratic governmental structures will try to match the magnitude of their actions with what they expect is the public's perception of the importance of the recipient. News media salience serves an easily accessible indicator of that domestic political importance and, in the case of foreign aid, this suggests that higher levels of (...) news coverage of a less-developed country will lead to higher aid commitments. The statistical analysis demonstrates that the level of news coverage is a statistically significant factor in Japanese aid distributions. More significantly, the analysis demonstrates that separating grant aid from other forms of aid is critical for the empirical examination of the determinants of Japanese aid. (shrink)

Social networks play a significant role in learning and thus in farmers’ adoption of new agricultural technologies. This study examined the effects of social network factors on information acquisition and adoption of new seed varieties among groundnut farmers in Uganda and Kenya. The data were generated through face-to-face interviews from a random sample of 461 farmers, 232 in Uganda and 229 in Kenya. To assess these effects two alternative econometric models were used: a seemingly unrelated bivariate probit model and a (...) recursive bivariate probit model. The statistical evaluation of the SUBP shows that information acquisition and adoption decisions are interrelated while tests for the RBP do not support this latter model. Therefore, the analysis is based on the results obtained from the SUBP. These results reveal that social network factors, particularly weak ties with external support, partially influence information acquisition, but do not influence adoption. In Uganda, external support, gender, farm size, and geographic location have an impact on information acquisition. In Kenya, external support and geographic location also have an impact on information acquisition. With regard to adoption, gender, household size, and geographic location play the most important roles for Ugandan farmers, while in Kenya information from external sources, education, and farm size affect adoption choice. The study provides insight on the importance of external weak ties in groundnut farming, and a need to understand regional differences along gender lines while developing agricultural strategies. This study further illustrates the importance of farmer participation in applied technology research and the impact of social interactions among farmers and external agents. (shrink)

Over five hundred years since it was named, utopia remains a vital concept for understanding and challenging the world we inhabit, even in or rather because of the condition of post-utopianism that supposedly permeates them. In Rethinking Utopia David M. Bell offers a diagnosis of the present through the lens of utopia and then, by rethinking the concept through engagement with utopian studies, a variety of radical theories and the need for decolonizing praxis, shows how utopianism might work (...) within, against and beyond that which exists in order to provide us with hope for a better future. He proposes paying a subversive fidelity to utopia, in which its three constituent terms: good, place, and no are rethought to assert the importance of immanent, affective relations. The volume engages with a variety of practices and forms to articulate such a utopianism, including popular education/critical pedagogy; musical improvisation; and utopian literature. The problems as well as the possibilities of this utopianism are explored, although the problems are often revealed to be possibilities, provided they are subject to material challenge. Rethinking Utopia offers a way of thinking about utopia that helps overcome some of the binary oppositions structuring much thinking about the topic. It allows utopia to be thought in terms of place and process; affirmation and negation; and the real and the not-yet. It engages with the spatial and affective turns in the social sciences without ever uncritically being subsumed by them; and seeks to make connections to indigenous cosmologies. This paper examines the relationship between learning and practice, rule and invention, in Japanese art. Drawing on Chinese precedent, learning through the close observation of conventional models for technical mastery or stylistic construction, underpinned training in almost all of the arts and crafts in Japan. The practice of building individually inventive projects was usually developed only after the successful completion of long apprenticeships in studio settings.
