Las nuevas técnicas de neuroimagen, que están comprendidas en el gran campo de las neurociencias, nos permiten indagar el estudio de la funcionalidad cerebral en el momento en el cual realizamos una determinada tarea o elaboramos un pensamiento. Además del estudio de los estados post-coma, se ha abierto así el gran capítulo de las así llamadas "neurociencias cognitivas", es decir, el estudio de las funciones simbólicas superiores que caracterizan a la persona humana. Somos hoy capaces de trazar el mapa de (...) la áreas cerebrales que están implicadas en la memoria, en las percepciones y en las emociones, en la elaboración del proceso decisional, hasta llegar a la conducta ética. El indudable enorme valor científico de estas investigaciones lleva consigo el riesgo de una peligrosa "invasión de campo", en argumentos de alcance ético que conciernen a otras disciplinas, de la filosofía a la antropología, de la teología a la psicología. La tentación de reducir la complejidad de la persona humana a una "máquina" neurológicamente predeterminada, con una arquitectura neuronal construida sobre la estructura genética no modificable, lleva en sí el pesado redimensionamiento de grandes instancias éticas como la decisión libre y la responsabilidad. Ha nacido una nueva disciplina, la neuroética, que se propone leer al hombre, en su individualidad y totalidad, a la luz de la neurobiología documentada de las neurociencias. En realidad, precisamente partiendo de los datos científicos, genéticos y neurológicos, podemos rigurosamente demostrar y afirmar que esta impostación es reductiva, limitada, con lagunas y, por tanto, objetivamente inaceptable. Se requiere la fundación de una ética de la neurociencias, más que la actual derivación de las neurociencias de la ética.The new neuroimaging technology allows us to investigate the study of brain function at the moment in which a specific task is executed or a thought is elaborated. In this way, the vast chapter on the so called "cognitive neurosciences" has been opened. Today we are able to map the areas of the brain involved in memory, perception and emotions, in the elaboration of the decisional process, all the way to ethical conduct. The temptation to reduce the complexity of humans to a neurologically predetermined "machine" with an unalterable genetic structure built with a neuronal architecture carries with it a heavy downsizing of important ethical issues, such as freedom of choice and personal responsibility. In reality, starting precisely from scientific, genetic and neurological data, we can state and rigorously demonstrate that this formulation is reductive, limited and faulty and therefore unacceptable objectively. We request the formulation of an ethics for neurosciences rather than the existing neurosciences of ethics into which we have draft. (shrink)

According to libertarianism about free will, at least some of the choices we make are free and undetermined. Many libertarians also accept the thesis that, before we make an undetermined choice, there is a nontrivial objective probability that we will make that choice. In the literature on free will, the ascription of objective probabilities is sometimes justified via an “Argument from Motivation,” which adverts to the fact that typically, in situations of choice, we are more motivated to choose some options (...) over others. In this paper, I will examine this argument and I will argue that it is unsound, as one of its premises is at odds with a widely accepted principle governing the evolution of objective probabilities over time. Antiretroviral pre-exposure prophylaxis (PrEP) is protective against HIV. Low utilization rates amongst HIV vulnerable populations are due in part to the high cost of PrEP. Generic PrEP offers the potential to improve health at significantly reduced costs. In this study, we examine early utilization patterns and prices for generic PrEP. We discuss the opportunities and challenges for generic PrEP to improve health among HIV vulnerable populations.

Este artigo se divide em quatro partes. Inicialmente apresentamos a noção de biopolítica de modo introdutório, considerando a relação entre poder soberano e biopoder. Voltamo-nos para a elaboração foucaultiana do termo de modo a esclarecer, em linhas gerais, seu sentido. Essa breve análise da noção de biopolítica encaminha-nos para o conceito de tanatopolítica, que aparece, na segunda parte do texto, como epíteto da derivação funesta da biopolítica. Na terceira parte, a partir de uma perspectiva biopolítica, lançamos luz sobre a crise (...) que enfrentamos. Trata-se de um esforço de evidenciar o sentido biopolítico da crise atual, considerando o conteúdo das reflexões de Foucault. Finalmente, na quarta parte, atualizamos o debate acerca da biopolítica por meio de uma análise da noção de imunidade formulada por Esposito, a qual fornece uma importante chave interpretativa da pandemia atual. Philosopher of science Bruno Latour defines the image as “any sign, work of art, inscription or painting serving as a mediation to reach something else.” According to this definition, mediation could very well be a synonym for image. In this article, I would like to use Latour’s work to argue for the crucial role that images play in overcoming a certain modern worldview that has divided the world into ontological essences that separate subject and object, nature and culture. It is (...) precisely the erasure of the mediations, the images that connect these different forms of life together, that has led to the positing of the modern constitution of autonomous essences, cut off from the many agencies that give them life. Using the art installations of artist Tomas Saraceno, this article will show that it is precisely this mediating role of art that lends it such an interdisciplinary and phenomenological role in allowing the invisible webs connecting earth and sky, nature and culture, human and non-human, to be seen. El objetivo de este artículo es presentar los diferentes conceptos del Cosmismo ruso como una alternativa al vacío existencial que permea todo el Transhumanismo. Si tenemos en cuenta que el fenómeno original del Cosmismo ruso es una síntesis de enfoques científicos generales, científico-naturales y culturales para el estudio de la dimensión cosmoplanetaria del hombre, es posible ver en el movimiento del Transhumanismo, por el contrario, supone una amenaza para la humanidad que podría culminar en la realización de sus ideales y (...) sobrepasar todas las zonas de riesgo existentes: la utilización de la innovación tecnológica para el reemplazo gradual del cuerpo humano natural en un cyborg puede llegar a destruir la humanidad tal y como la conocemos. El artículo muestra que el Cosmismo ruso es fundamentalmente diferente del Transhumanismo por la presencia de una enseñanza ética según la cual las nuevas habilidades evolutivas deben tener como base la mejora espiritual y moral de la persona. Al reducir la conciencia humana a un medio electrónico, el Transhumanismo devalúa los valores de la cultura europea. Junto a los sueños audaces sobre las posibilidades evolutivas del hombre, el Cosmismo ruso contiene programas de investigación en los que demuestra que la materia viva de nuestro planeta ha sido generada por diversas radiaciones cósmicas. De ahí que su filosofía anteponga, ante la magnitud que puede llegar a alcanzar la búsqueda de la inmortalidad defendida por el Transhumanismo, el concepto de la naturaleza cósmica de la vida y el "corazón" como un centro psicofisiológico especial de una persona, y que son estos dos conceptos los que podrán contribuir a resolver el problema del estrecho contacto con las tecnologías de última generación. The complexity and inefficiency of the U.S. health care system complicates the distribution of life-saving medical technologies. When the public health is at stake, however, there are alternatives. The proposal for a national PrEP program published in this issue of the Journal applies some of the lessons of the national COVID vaccine campaign to HIV prevention. We question the idea that the mirror neuron system is the substrate of social affordances perception, and we suggest that most of the activity seen in the parietal and premotor cortex of the human brain is independent of mirroring activity as characterized in macaques, but rather reflects a process of one's own action specification in response to social signals.

In Feb. 2022 Sungho Kimlee passed away. In his memory, we present this revised and abridged version of a portion of his dissertation, Factions and Orders: from Machiavelli to Madison. Sungho summarized the work as follows: “Since antiquity, thinkers have held that every society consists of two hostile orders – the few and the many. But they have disagreed on the proper method for defusing this civic divide, and their various proposed remedies can be classified into three approaches. The first (...) approach aims to eliminate the division between the rich and the poor by abolishing private property. Plato’s Republic inaugurated this method, which was later embraced with ambivalence by Thomas More and vigorously defended by Karl Marx. The second approach merely aims to contain the harmful effects of the binary civic divide. Plato proposed two methods for accomplishing this in the Laws: Plutarch championed the first method, and Aristotle the second. My dissertation traces the genealogy of the third approach – the method of supplanting the binary civic divide with more numerous divisions. This oft-neglected method was pioneered by Rousseau, who prescribed the creation of artificial divisions by the state as a remedy for majority factions. (shrink)

SummaryThis article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 (...) and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe. In order to explore some of the divergences within new materialism and elucidate their relationship to actor-network theory, this article will develop Latour’s theory of agency and then compare it to those new materialists who uphold a ‘flat ontology’ that includes technological tools and those who uphold an animate/inanimate distinction. In light of the ecological crisis called the Anthropocene, the dissolution of the animate/inanimate distinction will be defended in order to address both polar bears and glaciers, coral reefs and clown (...) fish. Though Latour himself has defended such a dissolution, his political proposals to address the ecological crisis revert back to the modern and dualist position he has himself critiqued for so long. Using the gains of actor-network theory, while differentiating a new materialist ecological politics from that of Latour, will be shown to be necessary in order to find a solution to the crisis of the Anthropocene. Robots are versatile devices that are promising tools for supporting teaching and learning in the classroom or at home. In fact, robots can be engaging and motivating, especially for young children. This paper presents an experimental study with 81 kindergarten children on memorizations of two tales narrated by a humanoid robot. The variables of the study are the content of the tales (knowledge or emotional) and the different social behaviour of the narrators: static human, static robot, expressive human, and expressive (...) robot. Results suggest a positive effect of the expressive behaviour in robot storytelling, whose effectiveness is comparable to a human with the same behaviour and better when compared with a static inexpressive human. Higher efficacy is achieved by the robot in the tale with knowledge content, while the limited capability to express emotions made the robot less effective in the tale with emotional content. In the past decades, an enormous amount of precious information has been collected about molecular and genetic characteristics of cancer. This knowledge is mainly based on a reductionistic approach, meanwhile cancer is widely recognized to be a ‘system biology disease’. The behavior of complex physiological processes cannot be understood simply by knowing how the parts work in isolation. There is not solely a matter how to integrate all available knowledge in such a way that we can still deal with complexity, (...) but we must be aware that a deeply transformation of the currently accepted oncologic paradigm is urgently needed. We have to think in terms of biological networks: understanding of complex functions may in fact be impossible without taking into consideration influences outside of the genome. Systems Biology involves connecting experimental unsupervised multivariate data to mathematical and computational approach than can simulate biologic systems for hypothesis testing or that can account for what it is not known from high-throughput data sets. Metabolomics could establish the requested link between genotype and phenotype, providing informations that ensure an integrated understanding of pathogenic mechanisms and metabolic phenotypes and provide a screening tool for new targeted drug. Today political theorists and the public generally often associate descriptive representation with democracy. However, in Victorian Britain supporters of descriptive representation tended to be arrayed against democracy. The impression that democracy was incompatible with descriptive representation and a set of related values, primary among which was deliberation, formed one of the great obstacles which democratic theory faced in this period. These values belonged to a traditional theory of representation which held that Parliament ought to be a mirror of the nation (...) in its diversity and which judged democracy, in contrast, to be an illiberal mode of regulating the franchise because it risked handing the representation wholly to one part or class within society. In response to this school of thought, democratic theory developed two conflicting responses: first, that democracy could accommodate social and ideological diversity; second, that democracy was irreconcilable with the goal of mirroring diversity, but that nevertheless democracy had to be preferred on grounds of fairness and non-arbitrariness. The psychological factors influencing a return to sport has gained increased research attention. In the current investigation, we explored professional basketball players’ perceptions of the psychological factors facilitating a return to performance equal to or exceeding previous performance standards. We also sought to describe athletes’ experiences – both positive and negative – of returning to sport following injury recovery. Ten Italian professional male basketball players (age range 22-36 years), were retrospectively interviewed in relation to three time-periods: (1) from the commencement (...) of rehabilitation to their first official competition, (2) the first official competition, and (3) the six-months following the initial competition. Hierarchical content analysis of the data revealed numerous themes across the three time periods. In regards to Period 1, participants indicated that social support, investment in rehabilitation and training programs, coping skills and motivation were fundamental in reaching pre-injury performance levels. During their first official game (i.e. Period 2), athletes reported that realistic performance expectations, focusing on the performance, positive emotions, motivation, arousal and social support facilitated their return to sport. Athletes however, also described a predominance of factors that hindered their return to pre- injury levels (i.e., low confidence in personal abilities, decrements in skill execution and dysfunctional physical sensations). Moreover, participants typically described a substandard level of performance during their first competition back following injury. In recounting experiences during the six months following their first official game, basketballers reported improvements in skill execution and highlighted the importance of coping skills, motivation and social support. The process of restoring self-confidence in one’s ability to successfully perform was perceived as crucial in enabling participants to move beyond a mere return to sport to a return to high performance ─ that is, to reach a level of proficiency equal to or exceeding previous performance standards. Findings support the relevance of cognitive, emotional and behavioral responses highlighted in the Integrated Model and suggest the importance of addressing psychological factors throughout the return-to-sport process. Finally, results from the present study hold a number of practical implications for athletes’ aiming to achieve a return to pre-injury levels. (shrink)
