[143 pages] This special edition of International Communication of Chinese Culture bears the title “Spectra of Cultural Understanding”. Just as the spectral decomposition of light produces seven pure unmixed colours, the theme of cultural understanding has been reflected here from seven different and genuine angles. The edition contains seven articles by distinguished international scholars from the perspective of divergent cultural backgrounds and different academic subjects and respective subtopics. Another closer look at each contribution reveals that each essay represents a certain (...) genuine micro-spectrum in the reflection of cultural understanding in itself. For this reason, the plural “spectra” is used here to indicate a family resemblance of all seven perspectives on one hand but also their respective partial thematic autonomy in the totality of a collection of texts which is supposed to transcend habitual limits of outdated perspectives. In this article, the foundations of a new principle of international relations are discussed. They are traced back to the idea of the human being as a culturally living being (homo culturalis). The new principle of harmonic power is conceptualized in the first segment by way of contrasting it with the original meaning of the concept of ‘soft power’ by Joseph S. Nye Jr. In the next part, a portion of the intension of a new concept of culture is established. (...) It serves as a conceptual background and context for the idea of harmonic power. This foundation for a new and more comprehensive concept of culture is inspired by ancient Chinese elements of thought but also by comparable elements of Indian and Graeco-Roman philosophy. In the following step, a conceptual extension of culture in four major areas, respec-tively, mutually permeable “focus fields” is outlined. The accompanying discussion in view of ancient Chinese philosophy and elements of other traditions then leads to a completion of the intension of the concept of culture. This is achieved in view of the aspect of morality in relation to the Golden Rule. In a final step, further reflec-tions are provided regarding the interrelation of the advanced concepts of harmonic power and culture discussed in the this article. Harmonic power means the essential prerequisite for the shift away from the conflict-ridden desire for monopolar world hegemony—a yearning that has revealed itself as an impasse over and over again—towards a peace-bearing, transformative future of multipolar world participation. Harmonic power is the foundation of the cultivation of a mutually beneficial socio-cultural co-evolution on a global scale. (shrink)

The basic question of this article is: “What is understanding?” The objective is to initiate a process and a state of self-reflexivity which might best be defined as an understanding of understanding. In this self-referential philosophical setting, it cannot be our aim to attempt to produce any (alleged) final answers, because cognitive self-referentiality, taken as a source principle of mind, is without beginning and end. However, it is feasible to explore possibilities of a continuously increasing convergence and insight regarding the (...) objective. In addition, the basic question of an understanding of understanding is taken into consideration from a transcultural angle here. Direct samples of ancient Greek, later German as well as pre-modern Chinese philosophies are included in one systematic context here. The topic is developed in four basic steps. At first, a semantic and philosophical analysis of the English word “understanding” is developed in perspective of philo- sophical-anthropological thoughts by J. G. Herder, Aristotle, and the anthropo-cosmic foundations of the ancient Confucian classic Liji . In a second step, the meaning of “understanding” is analysed in the extended sense of a philosophical metaphor. Selective references are made to Kongzi , Martin Heidegger, Plato, and Zhuangzi . In a third step, the discussion of the semantics of the German philosophical terms “Verstehen” and “Verstand” is explored on the basis of the preceding reflections. In the fourth segment of this contribution, further references are made to the Daodejing and to a model of the structure of consciousness and understanding in the context of Wang Yangming’s philosophy. From various angles of different times and places, the problem of an understanding of understanding points to the most basic layers of human existence, personal experience, human cultures, and civilisations. It is a remarkable thing to find oneself suddenly surprised by an author after having spent years analysing, interpreting, and teaching their works. And yet, that is precisely the experience of many Kant specialists in recent times, as greater attention than ever has been placed on Kant’s discussions of gender and race. Part of the disorientation for Kantians surely comes from the way in which these investigations—oriented as they are by questions of empire as opposed to say, metaphysics—are able to (...) make a body of work that has been long-familiar seem strange and new. It is in this vein that I want to use my discussion here as an opportunity to reconsider one of Kant’s most familiar texts, the Groundwork of the Metaphysics of Morals, in order to focus on the case of moral failure presented by the person who has chosen an easy path in life: one who has ‘seine Talente verrosten ließ’ (4:423; let their talents rust, 75), to use Kant’s phrase.1 With this in focus, I will identify four subsequent counter examples offered up by Kant, each meant to offer specific cases of non-Europeans in a manner that can provide further moral instruction on this point. What this approach should reveal is not only Kant’s unsurprising consistency regarding the need for self-improvement, but also the compatibility he evidently saw between engaging his readers in moral guidance, on the one hand, and identifying non-European others as counterexamples of a morally worthless existence, on the other. These attitudes can seem impossible to overcome, but philosophers Dr Jennifer Mensch, at Western Sydney University in Australia, and Dr Michael Olson, at Marquette University in the US, beg to differ. This paper aims to explore and offer different hypotheses that could account for an adequate understanding of the duty to die and its relation to biopolitics from two neglected approaches. First, death will be analysed from a biopolitical perspective to understand the crucial role it has in biopower. Second, the focus lies on the two-folded implication that death has in biopower, for it could be either a defiance of it or the final sublimation of its control. Similarly, the next section (...) addresses the relations between death and neoliberalism from a biopolitical perspective, exploring the possibility of understanding the duty to die as resistance to economic mandates or, on the contrary, as the fulfilment of neoliberal interests. Finally, as a continuation of the relations between the duty to die and neo-liberalism, the paper analyses a similar two-folded view of the former from a psychopolitical perspective. (shrink)

Friedrich Nietzsche has a widespread reputation as a moral philosopher who lacks morals. This paper challenges both the pervasive image of Nietzsche as an amoralist and the equation of caring with slave morality. Caring is not incompatible with Nietzsche’s ethics and is in fact a better path to serving Nietzsche’s highest-order moral principles than the more egoistic approach typically associated with Nietzsche. Understanding Nietzsche’s debt to Eastern philosophy and its impact on Nietzsche’s metaphysics, epistemology, and ethics can offer a fresh (...) perspective on Nietzsche’s morality as one that not only incorporates but demands care. Aspects of Nietzsche’s philosophy, such as his recognition of two different kinds of compassion, offer valuable tools for caring across power-imbalanced relationships while avoiding pitfalls like compassion fatigue and toxic paternalism. Such a bewildering and contradictory welter of behaviors and traits are connoted by “honor” and its best equivalents in other languages that analyses of the concept have daunted philosophers, anthropologists, sociologists, political scientists, historians, and literary scholars for millennia. Is it an external good given — and revoked just as easily — by others? Or does “honor” name an inner good that’s absolutely in our control: our integrity, our very commitment to right conduct? Is honor a central moral virtue — (...) as when we might say that “all was lost, save our honor”? Or is it a good quality that’s not-quite “moral,” or indeed even an antiquated virtue hostile to true morality? Is the honorable man a heroic figure who protects the weak, or one who can be expected to bully the weak, as in the case of “honor killings”? Is honor aristocratic and inegalitarian, and thus a virtue that enables and ennobles what’s essentially oppression? Or is honor a signal virtue of fair-dealing, fair-fighting, and fair competition, as evidenced in sportsmanship? (shrink)

I argue against a prevailing interpretation of Schopenhauer’s account of inner awareness and world-understanding. Because scholars have typically taken on board the assumption that inner awareness is non-representational, they have concerned themselves in the main with how to transfer this immediate cognition of will in ourselves and apply it to our understanding of the world–as–representation. Some scholars propose that the relation of the world-as-will to the world-as-representation is to be understood in figurative or metaphorical terms. I disagree because, for Schopenhauer, (...) inner awareness reveals a genuine philosophical truth. Some scholars also suggest that it is only via analogical transference that one can interpret the world as having the same inner nature as oneself. I disagree and point out the downside of this suggestion. I use both textual evidence and general philosophical considerations to demonstrate that inner awareness, for Schopenhauer, has a representational dimension. Overlooking this point has led scholars to misconstrue how inner awareness relates to world-understanding. I provide an alternative interpretation against figurative and analogical readings. I propose that, for Schopenhauer, we cognize partially a priori that all things are merely different expressions of the same activity that we are acquainted with in inner awareness. (shrink)

Can the military engage in symmetric dialogues with their publics as part of their public relations activities? Is it conceivable that a branch of the armed forces no longer relies on traditional modes of communication modeled on the one-sided, top-down command structure aimed at persuasion so typical of the military? This book analyzes the communication concept of a special agency of the German armed forces, the Bundeswehr Academy for Information and Communication, founded in 1990 (right after the end of the (...) Cold War, as it seemed then) as the successor to the disbanded Academy for Psychological Defence. The new organizational unit set out to develop a dialogic PR model which inherently drew on theorists such as Jürgen Habermas and his seminal work, The Theory of Communicative Action (1981). In line with this theory, as the study reconstructs in detail, the Academy's concept, or main strategy, was decidedly un-strategic in that it did neither pursue predetermined communicative outcomes nor seek to persuade members of target groups. The concept was rather focused, first and foremost, to negotiate mutual trust and understanding between dialogic partners -- a key feature of a discursive public sphere and in line with ideals of a liberal democracy. From the beginning, the Academy was aware that any dialogic relationship of this kind would be fragile, including the risk of being "unsuccessful," thereby displaying an open attitude that is remarkable for any military institution. This book analytically reconstructs the Academy's communication strategy, its theoretical sources and underlying motifs. The study is based on extensive document analyses, on-site research and interviews with commanders and staff. (shrink)

This research article introduces the concept of public diplomacy within the framework of international relations and transnational communication. It looks at how Germany, by way of her international broadcaster Deutsche Welle, addresses Arabic-speaking target groups in post-9/11 public diplomacy, and how "dialogic" such mediatized endeavors can be. For this end, the article presents a critical analysis of the requirements of dialogue drawing on Habermas’s (1984) Theory of Communicative Action. What transpires is a determination of Deutsche Welle as an organization to (...) at least present a quest for dialogue as a projection of Germany’s national values, policies, and self-image. The invocation of "dialogue" via Deutsche Welle's Arabic-language radio, television and online channels may reflect a reassertion of the very self-image Germany feels most comfortable with: that of the Open-minded Society of Consensus as one of the country’s grand narratives. This paper aims to perform a possible heuristic analysis of the film "The Exterminating Angel" (El Angel Exterminador) – produced in 1962 by the Hispanic Mexican director Luís Buñuel – through the platonic thought present in the books: "The Symposium" (Συμπόσιον), and "Republic" (Πολιτεία). It also presents an argument on the film's scriptural, artistic, and historical characteristics, such as some /intersections of its aesthetic movement, the Surrealism – specific correlations with Breton and Benjamin will also be made. Finally, the guiding (...) thread that will run through the entire research is the approximations between the above authors and Karl Marx's theory. (shrink)

In a society that becomes more and more multicultural, is it still possible to guarantee harmonious coexistence, based on shared values? Or do we have to resign ourselves to the idea of an inevitable clash, or at least an inevitable incommunicability, between "us" and "them"? This question refers to this other: is there objectively an essential commonality among all human beings? And is human reason capable of grasping truly universal truths and values, therefore universally shared? In this text, the affirmative (...) response goes hand in hand with the thesis that the objective truth must be sought collaboratively, as the title says: with a dia -logue in which each subject does not renounce the logos, that is, his inexhaustible competence to know the truth. God in me, God of Me, do I need a Lord, cannot be myself a Lord, a God?

This chapter critically examines the dominant tradition in formal education as an indirect driver of biocultural homogenization while revealing that there is an alternative tradition that fosters biocultural conservation. The dominant tradition, originating in the Seventeenth Century scientific revolution effected by René Descartes, Thomas Hobbes, Isaac Newton, John Locke and allied thinkers, privileges science, seen as facilitating the technological domination of the world in the service of economic growth, as the only genuine knowledge. This is at the foundation of a (...) globalized, homogenizing culture that reduces everything and everyone to instruments of the globalized economy. The alternative, now recognized as the Radical Enlightenment, has its roots in the Renaissance. Represented by thinkers such as Giordano Bruno, Giambattista Vico, Gottfried Herder and Friedrich Wilhelm Schelling, it challenges such dogmatic scientism and upholds the value of diverse cultures, past and present. It offers an alternative tradition and model of education fostering imagination, understanding and appreciation of diversity in the quest for wisdom. It is a model of education which engenders respect for and appreciation of the value of different cultures, including indigenous wisdom with very different attitudes to nature, thereby developing the capacity to reflect on, question, criticize and overcome the homogenizing imperialism of mainstream modernist culture. Filsafat bukanlah seperti yang selama ini dipahami dan dimengerti. Ia bukanlah satu disiplin berpikir, apalagi asketisme bernalar, yang kedap-politis. Nyatanya, filsafat lahir dari silang-sengkarut politis antar-filsafat dalam momen dan ruang historis yang terus berubah. Filsafat sang pemenang (philosophy of the dominator) akan mengangkangi dan menjajah filsafat sang kalah (philosophy of the dominated). Kajian politis atas filsafat-filsafat dunia masih terbilang jarang, untuk tidak mengatakan belum pernah ada. Termasuk kajian yang jarang tersebut adalah kajian yang ditulis Enrique Dussel (lahir 1934). Dalam buku (...) The Philosophy of Liberation (2003), Dussel memperkenalkan kajian Politik Filsafat-kajian tentang tangan-tangan penjajah yang bermain di dalam proses produksi suatu tradisi filosofis. Fokus utama kajiannya memang Filsafat Barat Modern (the Modern Western Philosophy); meskipun demikian, pendekatan yang digunakan dalam bukunya itu ternyata dapat pula diterapkan pada gejala dan fenomena filosofis di negeri-negeri lain, hatta fenomena filosofis yang terjadi di negeri kita sendiri. Makalah ini bermaksud menyingkap penjajahan politis yang dilakukan Filsafat Barat Modern (the Modern Philosophy) terhadap tradisi filsafat sejagad, penjajahan politis yang dijalankan Filsafat Barat Modern terhadap Filsafat Asia Tenggara (the Southeast Asian Philosophy), serta penjajahan politis yang dijalankan Negara terhadap tradisi Filsafat Indonesia, berpijak pada kajian Philosophy of Liberation yang ditulis oleh Enrique Dussel tersebut. Hearing the other’s voice in literary text is one of Bakhitan's main concerns. Bakhtin take the remarkable capacity of literature to concideration to express differences and break monologues. This article seeks to ponder Sadegh Chubak's novel Tangsir based on Bakhtin's views. The main character of this novel is a southern Tangsir named Zair Mohammad who seeks revenge on those who in his opinion have violated his rights. The story of the novel takes place in Bushehr after the First World War (...) and in the era of Ahmad Shah Qajar, when southern Iran was occupied by the British. Due to the political and social atmosphere of that time, the "other" can be formulated in this story in different ways: Iranian encounter with English, Muslim encounter with nonMuslim, encounter between the people and the government, And even encounter between the southern Tangsir with the non-Tangsir southern. Although in this novel, encounter with the other has a prominent role, but the main question is whether the novel Tangsir is a monophonic novel or polyphonic? In general, Bakhtin considers the novel as a genre of dialogue and polyphony. But even in this genre, literary works realize the character of carnival or polyphony to a different extent. Bakhtin's ideal of “the other” is realized when the other’s voice is heard in the novel and not only the author's point of view is dominant. (shrink)

Yu, Carl Buck Distinguished Professor in Humanities, Chairman, Division of East Asian Languages, University of Chicago, Divinity School, writes: "Robert Allinson's book represents tremendous thoughtfulness, originality, and erudition. A new foundation is laid for ethics by grounding ethics on the author's psycho-biological deduction of the emotions that offers a progressive model to replace the Freudian paradigm. An originally designed trans-cultural ethics, doubly grounded on both Eastern and Western thought, presents an antidote to the contemporary retreat into relativism. Insights from biology, psychology, evolutionary theory and ethics are brought together in a unique and fruitful synthesis. At the same time, human barbarisms such as the Holocaust are pointed to as reminders that there are just limits to compassion. This philosophical Mao is a fresh portrait of the mind of the ruler who changed the face of China in the twentieth century. The book traces the influences of both traditional Chinese and traditional pre-Marxist Western philosophy on the early Mao and how these influences guided the development of his thought. This essay confronts Ray Brassier’s vindication of nihilism with other two important but frequently underexamined philosophical attempts to overcome nihilism: Hans Jonas’ and Keiji Nishitani’s. By putting these different takes on nihilism into dialogue, it explores some blind spots in Brassier’s position, as well as some of the practical consequences, for our current planetary situation, of undertaking a radical divorce between the normative and the natural that results from his radical nihilism. The article opts for a more moderate acceptance and (...) eventual self-overcoming of nihilism, according to which, even if natural entities are indifferent to human reasons and meanings, this does not entail that nature is bereft of a human-independent normative dimension. In other words, the essay argues that care must be taken not to confuse criticisms of an anthropocentric conception of reasons and meanings with the belief that meaning is completely absent from the natural world. Thus, the central contention of the article is that, given our current climate and ecological catastrophe, one of the most pressing tasks of contemporary philosophy is to understand normativity in non-anthropocentric ways, so that humans are no longer considered as the only entities that respond to normativity. Such an attitude conceives humans as estranged normative creatures amidst a meaningless, indifferent natural world, toward which they would have no ethical responsibilities. The essay finishes by suggesting ways in which to develop an account that does not fall into this ethical vacuum. (shrink)

The Warsaw School of Logic (WSL) was the famous branch of the Lvov-Warsaw School (LWS) – the most important movement in the history of Polish philosophy. Logic made the most important field in the activities of the WSL. The aim of this work is to highlight the role and significance of the WSL in the history of logic in the 20th century.

This paper takes up the possibilities for thinking about human solidarity that can be found in Immanuel Kant’s writings on history. One way of approaching Kant’s philosophy of history is to focus on what would seem to be an antinomy in Kant’s account between the role of nature and the demands of freedom. Whereas nature, according to Kant, ruthlessly drives us into a state of perpetual war until finally, exhausted and bankrupt, we are forced into an international treaty for peace, (...) freedom, and the morality that flows from it, requires that each individual obey the supreme moral principle, namely, that we treat all people as ends in themselves and never merely as means; that we never, in other words, wage war. This antinomy is resolved once we see that, for Kant, a community of moral agents can only arise as a result of a perfect political constitution; a constitution that itself can only arise at the end of a history of war. Can God be entirely and supremely just and also entirely merciful, without these two characteristics ending up in contradiction with each other? Anselm of Canterbury considers this question in several places in his works and provides rational resolutions demonstrating the compatibility of divine justice and mercy. This paper considers Anselm's treatment of the problem in the Cur Deus Homo, noting distinctive features of his account, highlighting the seeming incompatibilities between mercy and justice, and setting out his resolution of the problem.

It is gratifying to learn that there are fellow humanist philosophers who pay homage to the Enlightenment and its legacy. Such a humanist philosopher is Michael Mitias. He has taken precious time and the labor of his active and synoptic thought to both read the trilogy I have had the privilege of guest editing and what is more, to write about it. Hence, I feel that he deserves a response. I shall address some of the key points that he has (...) raised in the interest of dialogue, an activity which he has praised and which rightly forms the heart of our journal. I intend to respond to the following points: (i) that we do not need a new enlightenment, but a reinterpretation of the old; (ii) that the editorials are not consistent with the articles of the contributors; (iii) that the method I have utilized, to endeavor to invoke a new Enlightenment through self-conscious intention, via rallying philosophers together is at odds with the origin of the classical Enlightenment; (iv) that the viewpoint I have expressed suffers from its Eurocentrism. German Lutheran scholar Johann Friedrich Weitenkampf (d.1758) sets out to explain and refute the Turkish concept of fate, dividing his dissertation into two sections: the first outlining the Turkish-Muslim view of fate; and the second seeking to prove the invalidity of the Muslim concept of fate with philosophical argumentation. He begins with some brief notes on the historical origin of the Turks, turning then to the backstory of the Qur’an, which he claims can be divided into six sections or topics, (...) the last of which concerns its teachings on fate. According to Weitenkampf, in mainstream Islamic thought, fate is predetermined and immutable. Weitenkampf categorizes most Turks as Jabrites who believe that God is the source of all evil and that men do not have free will. Therefore, men are compelled to do evil or good through God’s omnipotence. He offers examples of how this belief is manifested in the actions and values of the Turks. According to Weitenkampf, since Turks believe in predestination, they do not flee plague-ridden cities or shun contact with those infected. They do not fear death. If they suffer, they believe fate decreed it. In battle, this makes them brave to the point of foolhardy. Weitenkampf also paraphrases an exhortation from the Qur’an in which Muslims are told not to avoid danger, as God has already determined their fate. . . . Weitenkampf’s dissertatio is a symptom of the struggle between the weakened Lutheran orthodoxy and the rise of Pietism and rationalism in the wake of the Enlightenment in the eighteenth century. Unlike other Lutheran authors, he analyzes Islamic thought through systematic philosophical argumentation, deeply influenced by his logic and metaphysics teacher Knutzen, who tried to combine Wolffan Enlightenment rationalism with pietistic spirituality.
