The question of when people may impose risks on each other is of fundamental moral importance. Forms of “quantified risk assessment,” especially risk cost-benefit analysis, provide one powerful approach to providing a systematic answer. It is also well known that such techniques can show that existing resources could be used more effectively to reduce risk overall. Thus it is often argued that some current practices are irrational. On the other hand critics of quantified risk assessment argue that it cannot adequately (...) capture all relevant features, such as “societal concern” and so should be abandoned. In this paper I argue that current forms of quantified risk assessment are inadequate, and in themselves, therefore, insufficient to demonstrate that current practices are irrational. In particular, I will argue that insufficient attention has been given to the cause of a hazard, which needs to be treated as a primary variable in its own right. However rather than reject quantified risk assessment I wish to supplement it by proposing a framework to make explicit the role causation plays in the understanding of risk, and how it interacts with factors which influence perception of risks and other attitudes to risk control. Once an improved description of risk perception is available it will become possible to have a more informed debate about the normative question: how safety should be regulated. (shrink)

PurposeThe purpose of this paper is to analyze information security assessment in terms of cultural categories and virtue ethics, in order to explain the cultural origin of certain types of security vulnerabilities, as well as to enable a proactive attitude towards preventing such vulnerabilities.Design/methodology/approachVulnerabilities in information security are compared to the concept of “monster” introduced by Martijntje Smits in philosophy of technology. The applicability of different strategies for dealing with monsters to information security is discussed, and the strategies are linked (...) to attitudes in virtue ethics.FindingsIt is concluded that the present approach can form the basis for dealing proactively with unknown future vulnerabilities in information security.Research limitations/implicationsThe research presented here does not define a stepwise approach for implementation of the recommended strategy in practice. This is future work.Practical implicationsThe results of this paper enable computer experts to rethink their attitude towards security threats, thereby reshaping their practices.Originality/valueThis paper provides an alternative anthropological framework for descriptive and normative analysis of information security problems, which does not rely on the objectivity of risk. In this article we examine the changing relationship to risk as revealed by the covid-19 pandemic and the ways this has, and may in future, alter sacramental practice, considering the radical effects this could have on traditional Christian practice. We consider the cultural trends that may lie behind this developing approach to risk, examining this in the context of an emergent transhuman identity that is technologically moderated and seeks to overcome risks of human mortality.

The central philosophical problem starts from the observation that it is not practically possible to assign people individual rights not to be exposed to risk, as virtually all activity imposes some risk on others. However, the obvious alternative theory that exposure to risk is justified when its total (...) benefits exceed its total costs faces the standard distributional challenges of consequentialism. Forms of contractualism have been proposed as a solution, but how exactly such theories can be formulated remains problematic, especially when confronted with the difficult cases of mass, novel, risk such as climate change. : Despite its mandate on minimizing harms in clinical trials, the Common Rule provides little guidance as to how IRBs should evaluate risk. The Common Rule and derivative commentaries tend to conceptualize risk review as an expert-based endeavor aimed at an objective and universal evaluation of possible harm; they also have tended to locate risk in the research activity itself rather than in the context of the research. These views of risk conflict with scholarship showing that risk evaluations are socially (...) determined even among experts, that the context of harms can influence how persons evaluate risks, and that forums that approach risk assessment as a technical endeavor bracket from discussion the numerous values that ground risk judgments. Possible reforms are proposed for clinical trial risk review that would render it more inclusive of the different types of risks encountered and more attuned to the priorities of trial subjects. In June 1995, a campaign by Greenpeace forced the multinational oil company Shell to cancel its planned disposal of a redundant oil installation in the Atlantic. The Brent Spar incident attracted massive publicity and was influential in changing government policy on marine disposal of waste. During and following their campaign, Greenpeace were criticised as emotive and irrational by Shell and academic scientists. This paper looks at the arguments used during the debate, using literature, interviews and questionnaires. We investigate the use (...) of key environmental words and phrases and ask what is meant by rationality in this context. We discuss some of the lessons that should be learnt from the incident by policy makers and scientists. (shrink)

Risk takes center stage in ethical debates over nanomedical technologies. Yet concepts of risk may hold different meanings, and they are embedded within particular political, economic, and social contexts. This article discusses framings of risk in debates over medical innovations such as nanomedicine, and draws attention to organizational and institutional forms of risk which are less visible in bioethical policy debates. While significant, possibly unique risks may exist in specific nano-based products, risk may also arise from the very processes and (...) procedures that develop, test, and oversee any novel technology. This supports recommendations to coordinate efforts through an interagency Working Group and a Secretary-level Advisory Committee to provide flexibility and sensitivity to emerging issues of concern. Risk is the most often cited reason for ethical concern about any medical science or technology, particularly those new technologies that are not yet well understood, or create unfamiliar conditions. In fact, while risk and risk-benefit analyses are but one aspect of ethical oversight, ethical review and risk assessment are sometimes taken to mean the same thing. This is not surprising, since both the Common Rule and Food and Drug Administration foreground procedures for minimizing risk for human subjects and require (...) local IRBs to engage in some sort of risk-benefit analysis in decisions to approve or deny proposed research. Existing ethical review and oversight practices are based on the presumption that risk can be clearly identified within the planned activities of the protocol, that metrics can reasonably accurately predict potential hazards, and that mitigation measures can be taken to deal with unintended, harmful, or catastrophic events. Organs available for transplantation are scarce and valuable medical resources and decisions about who is to receive them should not be made more difficult by complicated calculations of desert. Consideration of likely clinical outcome must always take priority when allocating such a precious resource otherwise there is a danger of wasting that resource. However, desert may be a relevant concern in decision-making where the clinical risk is identical between two or more potential recipients of organs. Unlikely as this scenario is, (...) such a decision procedure makes clear the interdependence of organ recipient and organ donor and hints at potential disadvantages for those who are willing to accept but unwilling to donate organs (free-riders). A combined opting-out and preference system weakens many of the objections to opting-out systems and may make the decision to donate organs on behalf of their deceased relatives easier for families. En esta contribución ensayaremos una reflexión, desde las coordenadas de los estudios sobre ciencia, tecnología y sociedad (CTS), sobre el impacto de la pandemia del coronavirus en España. Estudiaremos la evolución de la percepción social en España sobre la vacunación contra la COVID-19 a la luz de los avances científicos e industriales en el desarrollo de las vacunas, las decisiones y debates políticos que acompañaron a la gestión de la crisis sanitaria y la cobertura mediática del proceso por parte de (...) los medios de comunicación. Para ello utilizaremos fundamentalmente los datos proporcionados por el Centro de Investigaciones Sociológicas (CIS) complementados, puntualmente, con datos ofrecidos por otras encuestas nacionales e internacionales, así como una amplia selección de noticias aparecidas en medios de comunicación que contribuyeron a configurar el imaginario público sobre la pandemia durante los meses previos y posteriores al inicio de la vacunación en España, que comenzó en nuestro país a finales de diciembre de 2020. Aunque este estudio exploratorio se basa en datos de encuestas y de medios, no pretende ofrecer un análisis descriptivo detallado, sino que su alcance se limita a una reflexión que pueda contribuir a comprender mejor el significado de la pandemia para las cambiantes relaciones C-T-S. This paper combines Alfred Shultz and Herbert Simon's theories of action in order to understand the grey area between dynamic and completely unstructured decision making better. As a result I have put together a specific scheme of how choice elements are represented from an agent's personal experience, so as to create a bridge between the phenomenological and cognitive-procedural approaches of decision making. I first look at the key points of their original models relating Alfred Schutz's “provinces of meaning” and Herbert (...) Simon's “satisficing” mechanism. I then consider the particular concept of intentionality and reasoning by analogy for different choice settings. Finally I have suggested a perspective based on creative behaviour and sense-making for ill-structured conditions. (shrink)

For more than 10 years, Ulrich Beck has dominated discussion of risk issues in the social sciences. We argue that Beck's criticisms of the theory and practise of risk analysis are groundless. His understanding of what risk is is badly flawed. His attempt to identify risk and risk perception fails. He misunderstands and distorts the use of probability in risk analysis. His comments about the insurance industry show that he does not understand some of the basics of that industry. And (...) his assertions about the wrongness of allowing acceptable levels of exposure to toxic chemicals do not stand up to scrutiny. Several nation states have reasons to halt the import of genetically modified organisms. The current international trend towards a regime of free trade makes such bans problematic. Whether a nation state is deemed justified in banning a certain product is strongly connected to discussions about what are acceptable criteria for proof of risk. The determination of these criteria hinges upon considerations of individual and national autonomy. This paper compares two different points of view in the debate: the WTO opposed to (...) the UN. A distinction between internal and external autonomy explains the differences in approach between the UN and the WTO. The conclusion is reached that adequate respect for autonomy requires a certain amount of flexibility in the criteria for proof of risk. (shrink)
