Bu bölümde karşılaştırmalı siyaset teorisinin, siyaset teorisinin hem bir alt alanı, hem de bir yöntemi olarak ortaya çıkış sürecini ele alacağım. Bu bağlamda öncelikle ‘karşılaştırmalı siyaset teorisinin’ (KST) ne zaman ortaya çıktığı sorusuyla ilgileneceğim. Ardından, KST’nin neden ortaya çıktığı, ne olduğu ve nasıl yapılması gerektiği ile ilgili tartışmalara değineceğim. Bu tartışmayı, son otuz yılda literatürde öne çıkan bazı çalışmalar ve isimler ve onların tartıştığı konular, meseleler, sorular ve sorunlar üzerinden (karşılaştırmada özne/nesne ilişkisi ve güç problemi, soruların ya da sorunların evrenselliği (...) meselesi, Batı/Avrupa merkezciliğini yeniden üretme riski) ve eleştirel bir değerlendirmeye tabi tutarak yürüteceğim. Son olarak, başlangıçta Amerika odaklı bir tartışma/gelişme olarak ve siyaset teorisinin belli sorunlarını (Avrupamerkezcilik, yanlış evrensellik, dar görüşlülük) aşma hedefiyle ortaya çıkan KST’nin aradan geçen otuz yılın ardından bugünkü durumu ile ilgili bazı değerlendirmelerde bulunacağım. Ulrich Beck asserts that global risks, such as climate change, generate a form of ‘compulsory cosmopolitanism’, which ‘glues’ various actors into collective action. Through an analysis of emerging ‘cosmopolitan risk communities’ in Chinese climate governance, this article points out a ‘blind spot’ in the theorization of cosmopolitan belonging and an associated inadequacy in explaining shifting power relations. The article addresses this problem by engaging with the intersectionality of the cosmopolitan space. It is argued that cosmopolitan belonging is a form of (...) performative identity. Its key characteristic lies in a ‘liberating prerogative’, which enables individuals to participate in the solution of common problems creatively. It is this liberating prerogative that forces the state from a position of political monopoly and marks the cosmopolitan moment. (shrink)

Neuroethics applies cognitive neuroscience for prescribing alterations to conceptions of self and society, and for prescriptively judging the ethical applications of neurotechnologies. Plentiful normative premises are available to ground such prescriptivity, however prescriptive neuroethics may remain fragmented by social conventions, cultural ideologies, and ethical theories. Herein we offer that an objectively principled neuroethics for international relevance requires a new meta-ethics: understanding how morality works, and how humans manage and improve morality, as objectively based on the brain and social sciences. This (...) new meta-ethics will simultaneously equip neuroethics for evaluating and revising older cultural ideologies and ethical theories, and direct neuroethics towards scientifically valid views of encultured humans intelligently managing moralities. Bypassing absolutism, cultural essentialisms, and unrealistic ethical philosophies, neuroethics arrives at a small set of principles about proper human flourishing that are more culturally inclusive and cosmopolitan in spirit. This cosmopolitanism in turn suggests augmentations to traditional medical ethics in the form of four principled guidelines for international consideration: empowerment, non-obsolescence, self-creativity, and citizenship. ‘Moral economy’ has become a popular concept in empirical research in disciplines such as history, anthropology, sociology and political science. This research utilizes normative concepts and has obvious normative implications and relevance. However, there has been little to no dialogue between this research and philosophers working on normative ethics. The present article seeks to remedy this situation by highlighting fertile points of dialogue between descriptive and normative ethicists. The proposition is that empirical researchers can become more precise and stringent in (...) their descriptions of moral attitudes and traditions with a greater understanding of normative ethics; and, at the same time, philosophers have much to gain from a closer examination of the realities of moral thinking and social action. This paper approaches the issue of cosmopolitanism from the vantage point of hospitality. The notion of hospitality throws into relief some issues that are at the heart of political cosmopolitanism, but cannot be addressed by it. This is because these issues do not necessarily revolve around the category of the citizen, but around the categories of stranger and outsider. The paper critiques the tendency to conflate the categories of the stranger and the outsider and goes on to argue that the (...) standard cosmopolitan extension of democracy to international contexts risks reproducing the exclusion of “outsiders” by nation-states, even democratic ones. Habermas’ cosmopolitan project seeks to transform global politics into an emancipatory activity in order to compensate for the disempowering effects of globalization. The project is traced through three vicious circles which stem from Habermas’ commitment to intersubjectivity. Normative politics always raises a vicious circle because politics is only needed to the extent that an issue has become problematized through want of intersubjective agreement. At domestic level Habermas solves this problem by constitutionalizing transcendental presuppositions that political participants cannot avoid making. This (...) fix will not work at the global level because it is pre-political as between human individuals. Habermas therefore premises cosmopolitics on the transformation of nation-states into sites of participatory politics, engagement in which will eventually ignite a global cosmopolitan consciousness. This transformation depends on the constitutionalization of existing UN structures and their enforcement of an undefined and ‘uncontroversial’ core of human rights. Unable to ground this project in social practice, Habermas eventually disregards his own lodestar of intersubjectivity based in social practice by relying on the prediscursive concept of human dignity. This move is not merely philosophically inconsistent; it also opens the door to the moralization of politics and the imposition of human rights down the barrel of a gun. (shrink)

Cosmopolitanism has become an influential theory in both political and, increasingly, educational discourse. In simple terms cosmopolitanism can be understood as a response to the globalised and diverse world in which we live. Diverse in nature, cosmopolitan ideas come in many forms. The focus here is on what have been termed 'strong' ethical forms of cosmopolitanism; that is, positions which conceptualise moral bonds and obligations as resulting from a shared, common humanity. The view that pupils should be taught that all (...) human beings are equal and, crucially, that this entails a responsibility to take action when human equity is challenged or transgressed, is finding increasing expression within educational literature. The suggestion explored here is that strong forms of ethical cosmopolitanism are limited in ways which seriously restrict their educational worth. In the final section, it is argued that forms of cultural and political cosmopolitanism (which are part of the lived experiences of intra- and supra-national citizenship) are best responded to by developing the requisite virtues in pupils to engage with diverse and dialogic communities. The beginning of the twenty-first century saw an apparent change in language in public discourses characterised by the rise of so-called “essentially oxymoronic concepts”, i.e., mainly oxymora and paradoxes. In earlier times, these rhetorical figures of speech were largely reserved for the domain of literature, the arts or mysticism. Today, however, many new technologies and other innovations are contributing to their rise also in the domains of science and of law. Particularly in law, their inherent contradictory quality of combining apparently (...) antagonistic suppositions challenges the traditional dualistic mode of reasoning and binary logic. As reflected in terms like fake news, alternative facts or conspiracy theories, these concepts are seen as a threat to the rule of law and legal certainty and have been described as harbingers of an age of disinformation or post-truth. The challenge posed by these apparently contradictory concepts requires a closer look at the premises that guide our legal thinking and a more integrated theory of the senses and their role in law, as captured by the terms “legal synaesthesia” and “legal semiotics”. It also calls for an inquiry into the mind’s functioning generally and how it processes information in the creative process of decision making, linking thoughts and actions as well as facts and fictions. Based on the qualification of “fake news” as an oxymoron, this article critically examines the deficiencies in a dichotomous distinction between fact and fiction exemplified by information about the pandemic of coronavirus disease 2019 in an attempt to clarify the principal issues for a global regulatory debate regarding “fake news”. This study presents some of the contributions to the process of the constructing Europe since the illustrated ideas of the German philosopher Krause that were promoted and represented by eminent Spanish Krausist legal experts, such as Francisco Giner de los Ríos. His conception of Europe and European civilisation contains theories that, despite being surprising and openly opposed at the time, have today become part of the global heritage of modern day legal philosophy and our social aspirations. We firstly study how (...) the development of the Krausist legal philosophy contributed to the political development of Spain and how this ius-philosophical thinking had a modernising influence on Spanish legal philosophy and science. Secondly, we delve deeper into the basic principles of Krausist legal-sociological theory that have had a major influence on Europeanisation, reviewing its most ardent criticism of the European imperial nationalism doctrine. The article makes two substantive contributions to the existing literature on the ethics of international assistance and global justice. First, it builds what we take to be a widely held set of propositions about international assistance into a consistent view, and articulates a strong case against its desirability. Second, it sketches a more attractive alternative. To do so the article uses Sen’s idea of agent-oriented development as a starting point while at the same time providing a generalization of Sen’s account (...) and a justificatory framework that does not rely on the capability approach. We are living in an era of multiple crises, multiple social resistances, and multiple cosmopolitanisms. The post-Cold War context has generated a plethora of movements, but no single unifying ideology or global political program has yet materialized. The historical confrontation between capital and its alternatives, however, continues to pose new possibilities for social and systemic transformations. Critical analysis of ideological divisions among today’s diverse emancipatory and transformative movements is important in order to understand past and present shortcomings, and many continuing (...) difficulties in imagining crisis-free alternative futures. Inspired by a multiplicity of responses from the Global South and the Global North, and by furthering Delanty’s critical cosmopolitanist approach, this article aims to create a new framework for interpreting ‘transformative visions’ that challenge systems of domination embedded in capitalist social relations. The framework is designed to enable the evaluative analysis of such visions, as well as the exploration of embedded ideological obstacles to dialogue and collaboration among them. (shrink)

This paper reconstructs Albert Camus's notion of the absurd in order to elucidate his critique of historical teleology. In his life and work, Camus endeavoured to develop a fallibilist historical sensibility suitable for a cosmos shorn of meaning, which led him to reject ideas of progress and their traces of messianism when elaborating his treatment of rebellion. By making use of Camus's ideas about the absurd and rebellion, I suggest that these two themes productively unsettle contemporary cosmopolitanism as a teleological (...) orthodoxy of human progress and fruitfully, if paradoxically, lie at the heart of a concept of cosmopolitanism “without hope.”. Yet this debate overlooks the influence of the broader societal context on organizational behavior. In this article, we argue that misbehaviors of organizations (the ‘barrels’) and their members (the ‘apples’) cannot be addressed properly without a clear understanding of their broader context (the ‘larder’). Whereas previously, a strong societal framework dampened the practical application of the Homo economicus concept (business actors as perfectly rational (...) and egocentric utility-maximizing agents without any moral concern), specialization, individualization and globalization led to a business world disembedded from broader societal norms. This emancipated business world promotes a literal interpretation of Homo economicus among business organizations and their members. Consequently, we argue that the first step toward ‘healthier’ apples and barrels is to sanitize the larder, that is, adapt the framework in which organizations and their members evolve. (shrink)

Moral foundations theory (MFT) proposes the existence of innate psychological systems, which would have been subjected to selective forces over the course of evolution. One approach for evaluating MFT, therefore, is to consider the proposed psychological foundations in relation to the reconstructed Environment of Evolutionary Adaptedness. This study draws upon ethnographic data on nomadic forager societies to evaluate MFT. Moral foundations theory receives support only regarding the Caring/harm and Fairness/cheating foundations but not regarding the proposed Loyalty/betrayal and Authority/subversion foundations. These (...) latter two proposed foundations would seem to reflect the historical classic assumptions of modernity, involving self-interest, competition, individualism, hierarchy, authority and so forth. Studying the ethical dimensions of nomadic forager societies can highlight our biases about the foundations of morality, some of which may be steeped in particularist Western political and social traditions. Some recent developments from cosmopolitanism are discussed as an alternative evolving worldview that parallels nomadic forager ethos. (shrink)

This article examines changing modalities of citizenship in a fast-moving, informationalized and connected world. The argument here is that, in an increasingly globalized economic, social and cultural environment, forms and practices of citizenship inevitably – and increasingly – fragment across space and time. While this tendency for citizenship to ‘shape-shift’ politically and socially is not new – and indeed while the spatial fragmentation of belonging has been frequently commented upon, particularly in relation to the claimed decline of the bordered nation-state (...) – the dimension of time in relationship to citizenship has been rather less well explored. By examining the interplay of space and time in contemporary citizenship, understood here in terms of civic and political engagement, identity and belonging, it becomes possible to understand how citizenship practices operate differentially according to degrees of spatial embeddedness, on the one hand, and degrees of temporal ‘thickness’, on the other. Global ethics is an emerging discipline which has not yet reached maturity. The main tasks before it to gain maturity are: first, to achieve a greater integration of various domains of enquiry all of which are concerned with global normative issues. At a general level this includes integrating global ethics with cosmopolitanism, global justice and human right discourse. At the level of areas of concern, there needs to be greater integration of various areas such as development, trade, environment and climate (...) change. And it must grapple with the question of diversity within universality: how far can diversity of practices be accommodated within a culturally sensitive universal framework? Second, there is the question of finding a shared normative framework with respect to the diverse worldviews that may lie behind this: what degree and kind of convergence/consensus are worth working for? Third, there is the task of creating the conditions for its own wider acceptance, which should include taking the idea of global citizenship seriously. (shrink)

To make a business case for corporate sustainability, firms must be able to sell their sustainable products. The influence that firm engagement with non-governmental organizations (NGOs) may have on consumer adoption of sustainable products has been neglected in previous research. We address this by embedding corporate sustainability in a cosmopolitan framework that connects firms, consumers, and civil society organizations based on the understanding of responsibility for global humanity that underlies both the sustainability and cosmopolitanism concepts. We hypothesize that firms’ sustainability (...) engagement and their NGO engagement influence consumer adoption of sustainable products. Empirically, we investigate the adoption of sustainable Eco-circle products made from recycled fibers marketed by Li Ning, a China-based global sportswear brand. We apply a stepwise regression approach to test our hypotheses with paper-and-pencil survey data from 217 Chinese consumers. We find adoption to be positively associated with consumers’ sustainability attitude but not with firms’ sustainability engagement. For firm–NGO engagement, these relationships are reversed: Adoption is positively associated with firm–NGO engagement, but not with consumers’ related attitude. Our results present a picture of the Chinese context in which there is a business case for corporate sustainability if firms’ words about sustainable product strategies are supported by signals from civil society about firm deeds. The results imply that in a Chinese context, firms need to be particularly aware of the role of NGOs when hoping to be rewarded for sustainability. (shrink)

Liberal approaches to multiculturalism and cultural nationalism have met with severe criticism in recent years. This article makes the case for an alternative, Aristotelian approach developed in the work of the ‘founding father’ of culture, J. G. Herder. According to Herder, culture is worthy of political recognition because it contributes to the realization of our common but contradictory human telos. Only a plurality of cultures, each realizing a unique balance of our contradictory needs, can bring wholeness to our common nature. (...) El conflicto del Sahara Occidental es un caso pendiente de descolonización en el continente africano. No obstante, su resolución sigue siendo compleja y difusa. Analizamos el caso a la luz del fracaso del cosmopolitismo y proponemos una lectura nueva de la búsqueda de la independencia del Sahara Occidental a partir del concepto de ecosoberanía, por considerarlo un intento teórico de actualizar el derecho a la libre autodeterminación en las condiciones internacionales del siglo XXI.

Multiculturalism has become a hot topic in political philosophy. This thesis investigates the philosophical foundations of multicultural theories through examining the key concepts commonly relied upon. A careful examination of each concept and the way in which they are interconnected, reveals an interesting strategy that the multiculturalist employs. It is my contention that the multiculturalist relies on a complex web of nebulous concepts which fools the reader into thinking that their theory rests on strong foundations. However, when we clear away (...) the fog of confusion, we can see that the multiculturalist has presented us with an illusion, and none of the concepts remain strong enough to hold any of the normative weight they need them to. Multiculturalism relies on grandiloquent rhetoric and muddled thinking, and will ultimately fail to achieve the liberal goals it purports to. (shrink)

Si bien los conceptos de globalización y cosmopolitismo se suelen entender como teóricamente relacionados o co-implicados, en la práctica actual constatamos que no es así. La idea que mantenemos es que el actual proceso de globalización en su forma neoliberal, y apuntalada por organismos internacionales como el Banco Mundial, impide un cosmopolitismo que pueda avanzar la agenda de igualdad a nivel global. La propuesta que presentamos de un cosmopolitismo feminista pretende servir de crítica fundamental a esa manera de entender y (...) practicar la globalización. El reto para nuestra propuesta será el de poder conformar un sujeto cosmopolita que buscando esa igualdad de género supere, a su vez, tanto un universalismo formal saturado de un sujeto patriarcal, como un discurso de las diferencias que no logra fraguar un sujeto político que sea capaz de moverse en las diferentes luchas necesarias para una igualdad global sin fragmentarse.
