This essay critically analyzes Luciano Floridi’s ontological theory of informational privacy. Organized into two main parts, Part I examines some key foundational components of Floridi’s privacy theory and it considers some of the ways in which his framework purports to be superior to alternative theories of informational privacy. Part II poses two specific challenges for Floridi’s theory of informational privacy, arguing that an adequate privacy theory should be able to: (i) differentiate informational privacy from other kinds of privacy, including psychological (...) privacy; and (ii) distinguish between descriptive and normative aspects of informational privacy in a way that differentiates a (mere) loss of privacy from a violation of privacy. I argue that Floridi’s privacy theory, in its present form, does not explicitly address either challenge. However, I also argue that his ontological theory provides us with a novel way of analyzing the impact that digital technologies have had for informational privacy. I conclude by suggesting that Floridi’s privacy framework can be interpreted as containing the elements of a “personality theory of privacy,” which would be useful to examine in a separate study. The present essay includes an overview of key milestones in the development of computer ethics as a field of applied ethics. It also describes the ongoing debate about the proper scope of CE, as a subfield both in applied ethics and computer science. Following a brief description of the cluster of ethical issues that CE scholars and practitioners have generally considered to be the standard or "mainstream" issues comprising the field thus far, the essay speculates about the future direction of (...) This paper reviews the intriguing history of information and computer ethics. Information ethics began as a branch of applied ethics concerned with the responsible management of information resources, while computer ethics was originally concerned with the training of computer professionals. Thanks to the Internet and the Web, these two fields merged together as access and communications issues became more prominent. Attempts to employ discourse ethics for assessing communication and information technologies have tended to focus on managerial and policy-oriented contexts. These initiatives presuppose institutional resources for organizing sophisticated consultation processes that elicit stakeholder input. Drawing on Jürgen Habermas’s discourse ethics, this paper supplements those initiatives by developing a more widely usable framework for moral inquiry and reflection on problematic cyberpractices. Given the highly idealized character of discourse ethics, a usable framework must answer two questions: How should those who lack organizational (...) power conduct their moral inquiry under non-ideal conditions of discourse? How ought they to understand the moral force of the judgments they reach under such conditions? In response, I develop the heuristic implications of Habermas’s principle of universalization. To render that principle usable for non-ideal discourse, I propose a modification that yields a scalar measure of “dialogically robust” judgments that are responsive to the actual state of discussion. To illustrate the use of these principles, I sketch two case studies, which examine the moral acceptability of violent video gaming and government cyber-surveillance. (shrink)

This article explores Vietnam’s response to the COVID-19 pandemic as an example of good ethical practice in dealing with the COVID-19 outbreak. Vietnam’s response to the pandemic is in accordance with the ethics of care which emphasizes solidarity and responsibility. Vietnam’s approach to the COVID-19 pandemic is also in accordance with the third generation of human rights that promote solidarity and responsibilities towards the community. A full implementation of human rights requires more emphasis on responsibilities, especially in the time of (...) crisis. (shrink)

This paper presents the first bibliometric mapping analysis of the field of computer and information ethics (C&IE). It provides a map of the relations between 400 key terms in the field. This term map can be used to get an overview of concepts and topics in the field and to identify relations between information and communication technology concepts on the one hand and ethical concepts on the other hand. To produce the term map, a data set of over thousand articles (...) published in leading journals and conference proceedings in the C&IE field was constructed. With the help of various computer algorithms, key terms were identified in the titles and abstracts of the articles and co-occurrence frequencies of these key terms were calculated. Based on the co-occurrence frequencies, the term map was constructed. This was done using a computer program called VOSviewer. The term map provides a visual representation of the C&IE field and, more specifically, of the organization of the field around three main concepts, namely privacy, ethics, and the Internet. This paper presents some results of a case study of the usage of the social networking platform studiVZ by students in Salzburg, Austria. The topic is framed by the context of electronic surveillance. An online survey that was based on questionnaire that consisted of 35 (single and multiple) choice questions, 3 open-ended questions, and 5 interval-scaled questions, was carried out (N = 674). The knowledge that students have in general was assessed with by calculating a surveillance knowledge index, the critical (...) awareness towards surveillance by calculating a surveillance critique index. Knowledge about studiVZ as well as information behaviour on the platform were analyzed and related to the surveillance parameters. The results show that public information and discussion about surveillance and social networking platforms is important for activating critical information behaviour. In the case of studiVZ, a change of the terms of use in 2008 that brought about the possibility of targeted personalized advertising, was the subject of public discussions that influenced students’ knowledge and information behaviour. Gender greatly impacts access to opportunities, potential, and success in corporate leadership roles. We begin with a general presentation of why such discussion is necessary for basic considerations of justice and fairness in gender equality and how the issues we raise must impact any ethical perspective on gender in the corporate workplace. We continue with a breakdown of the central categories affecting the success of women in corporate leadership roles. The first of these includes gender-influenced behavioral factors, such as the (...) requirements and expectations of gendered verbal and nonverbal communication styles as well as appearance. We move on to address the impact of family on corporate leadership opportunities and success, discussing the asymmetrical evaluation of an individual’s potential, authority, and competence based on gender stereotypes of familial obligations and expectations. Finally, we address how gender impacts access to networking and sponsorship opportunities and the long-term effects of systematic limitations on women’s inclusion in the upper echelons of corporate leadership. We conclude with a summary of the questions and issues raised by our discussion and direct individuals to consider how different ethical systems and moral requirements might influence their interpretations of gender and leadership in the corporate workplace. The iSchool movement is an academic endeavor focusing on the information sciences and characterized by a number of features: concern with society-wide information problems, flexibility and adaptability of curricula, repositioning of research towards interdisciplinary and multidisciplinary exchange . Teaching information ethics in an iSchool would seem to be a requisite for students who will have an enormous impact on the information technologies that increasingly permeate our lives. The case for studying ethics in a college of information science and technology, as (...) opposed to the liberal arts and humanities, has been regarded only marginally, however. In this paper I explore how I developed and delivered an information ethics course, paying attention to student receptivity and learning, course structure and assignments, as well as its connection to the wider curriculum and its efficacy. Digital media has become an integral part of people’s lives, and its ubiquity and pervasiveness in our everyday lives raise new ethical, social, cultural, political, economic and legal issues. Many of these issues have primarily been dealt with in terms of what is ‘right’ or ‘just’ with digital media and digitally-mediated practices, and questions about the relations between digital media and the good life are often left in the background. In short, what is often missing is an explicit discussion of (...) the relations between digital media and the good life. Under the label of ‘Net recommendation’, the present study aims to offer a balanced and constructive normative analysis of digital media, focusing on the relations between digital media and the good life. The project of Net recommendation aims to (re)assert the importance of actual discourses in our normative analysis of the relations between digital media and the good life. I pursue this project with a Walzerian approach to digital media and the good life that takes seriously (and, ideally, also interacts with) actual discourses. This approach allows us to have a better understanding of our normative judgements on the impacts of digital media has (or will have) on the good life and, at the same time, allows us to answer the question of ‘how should we live with digital media?’ more adequately. Moreover, the Walzerian approach is useful in both an intra-cultural and an inter¬cultural context. Using China’s Internet as a case study, I show that the relations between digital media and the good life in each culture should be examined in its own right. Together, I hope, this study provides an adequate illustration and defence of the project of Net recommendation that does not start with the assumption of digital media being a source of moral problem and strives to recommending specific ways to reform and/or transform digital media and digitally-mediated practices that allow us to have better relations with digital media and enable us to live better lives with them.
