This article develops three interconnected arguments concerning the image of modernity as a revolutionary epoch and the way in which this image has been understood and theorized. These three lines of conceptualization, which can only be sketched in less rather than greater detail here, concern the constellation or figuration of modernity, its democratic dimension, and in reference to each, the work of Max Weber, especially The City. More specifically, the article argues that modern democracy is revolutionary when viewed as an (...) open and self-instituting articulation of political power. Its modern revolutionary impulse begins in the Italian Renaissance city-states, the German `free' cities, and the Swiss federation where urban autonomy was matched by the creation of elected forms of rulership and the development of federated circulations of power. This paper approaches the issue of cosmopolitanism from the vantage point of hospitality. The notion of hospitality throws into relief some issues that are at the heart of political cosmopolitanism, but cannot be addressed by it. This is because these issues do not necessarily revolve around the category of the citizen, but around the categories of stranger and outsider. The paper critiques the tendency to conflate the categories of the stranger and the outsider and goes on to argue that the (...) standard cosmopolitan extension of democracy to international contexts risks reproducing the exclusion of “outsiders” by nation-states, even democratic ones. The 1989 revolutions in Central and Eastern Europe and the subsequent transitions have commonly been interpreted in political terms, as movements towards democracy, or in economic terms, as escape from the command economy towards the free market. We revisit the problem to suggest a different reading. We argue that in the legitimization crisis of real socialism, a pivotal role was played by the burden of social oversaturation and bureaucratic arbitrariness, which met its desired alternative in social imaginaries of impersonal, objective (...) social system. For the citizens of Central and East European countries, this fantasy was matched by the promise of the free market, which was morally contrasted to the experience of daily life under late socialism. We argue that this desire to escape from arbitrariness to objectivity is a particularly strong motive in the imaginary of modernity which found one of its historical manifestations in the disappointment with real socialism. This article investigates the specific cultural and collaborative nature of China’s public spaces and how they are formed through performative appropriations. Collective cultural practices as political participation were encouraged during the Mao era when cultural activities played a key role in workers’ education and participation. Since the opening-up period, performance in public space has become widespread in China and creates alternative community spaces that constitute alternatives to capitalist spaces of consumption. Using Habermas’s theory of communicative action, we argue that cultural (...) practices performed in public space create a proletariat public sphere that plays a wider role in governance and China’s democratization. Further, the article examines performative practices in public space. It traces the popular activity of public square dancing through history and counters this research with a parallel study of a much younger skateboarding practice. The two practices are very differently rooted. Yet both practices appear to move through cycles of disruption and appropriation, followed by an affirmation of governmental rule. The studies reveal that western ideas of citizenship and individual leisure are less applicable. Public spaces are largely managed through collaborative practices, whereas contemporary scholarship reaffirms Fei Xiaotong’s description of Chinese society as individuals positioned within a complex network of concentric circles. This essay starts by reviewing Claude Lefort’s writings on totalitarianism, a theme that runs like a red thread through his oeuvre and plays a key role in the different stages of his intellectual development. The analysis of the USSR is a central interest of Lefort and his colleagues at Socialisme ou Barbarie (and inspires them to adopt an explicitly “political” approach against the “economism” of their fellow Marxists); the problem of totalitarianism features prominently in Lefort’s theory of democracy and human (...) rights (where it functions as the “flipside” of democracy); and the theme holds Lefort’s attention well after the events of 1989. The emphasis of this essay, however, is not on the chronology of Lefort’s trajectory, but on the methodological role of totalitarianism in his theoretical framework. Lefort’s account of totalitarianism serves him as a tool to dissect the symbolic fabric of modern society. In Arendt’s view, totalitarian rule reveals something of the essence of modernity, as a movement towards ever increasing technical mastery. For Lefort, by contrast, totalitarian tendencies arise as an attempt to close off the experience of indeterminacy that has been opened up by political modernity. He shows that the totalitarian “imaginary” (which he dissects in psychoanalytic terms) presupposes yet deliberately inverts the very ideas that sparked the democratic revolution and that are central to the self-representation of democratic societies. In consequence, democracy is continuously at risk of degenerating into totalitarianism. Importantly, the totalitarian threat, which Lefort believes to be the main threat to modern society, only becomes visible by adopting a specifically “political” perspective. It is therefore of the utmost importance that we continue to understand and to interpret our society in “political” terms, that is, in reference to the symbolic constellation of collective power.
