Political judgments usually combine a normative principle or intuition with an appreciation of empirical facts regarding the achievability of different options and their potential consequences. The interesting question dividing partisans of political idealism and realism is whether these kinds of considerations should be integrated into the normative principles themselves or considered apart. At first sight, if a theorist is concerned with guiding political judgments, non-ideal or realist theorizing can seem more attractive. In this article, however, I argue that ideal theorizing (...) might be considered valuable even by theorists moved by a pragmatic concern because it is less exposed to conservatism. I nonetheless contend that the aim to guide action in the world as it is should not be abandoned. Therefore, I outline a four-step method for proceeding from abstract moral principles to concrete political judgments and apply it to a test case. (shrink)

This serves as an introduction to a debate between Hans Kelsen and Otto Bauer concerning the nature and relative autonomy of the state, and the theories that informed the political practices of the Austro-Marxists and of the SDAP immediately after the fall of the monarchy and during the early years of the First Republic. Both pieces were published in Der Kampf, the SDAP’s theoretical journal, in which many key texts of Austro-Marxist thought appeared. The debate is of theoretical interest, particularly (...) with respect to Marxist state theory, but is potentially also of renewed relevance to an age of post-GFC austerity. Bauer’s distinction between functional oligarchy and functional democracy is identified as one such potential contribution to current debate and analysis. (shrink)

This article argues that democratic deepening is shaped by shifting civil society-state relations that can only be understood by disaggregating democratic deepening into its component parts of participation, representation, and stateness. This frame is used to explore the divergent democratic trajectories of Brazil, India, and South Africa. Through the examples of local government transformation and social movement mobilization, I argue that a “project” civil society in Brazil has deepened democracy and transformed the state. In contrast, in South Africa and India (...) civil society is increasingly being subordinated to political society. In South Africa, an active civil society has largely been sidelined as a politically consequential actor (containerization) and in India much of civil society has been fragmented and instrumentalized (involution). This article examines the political crisis of social-democratic parties in Western Europe in light of its impact on the social-democratic emancipatory project, and asks whether the first calls the second into question. It begins by defining social democracy as an emancipatory project, and identifies three major historical phases that correspond to three distinct conceptions of the project. “Social-democratic dilemmas” section examines recent literature in comparative welfare state economics, political sociology, and studies of populism and authoritarianism, to show how the socio-economic (...) transformations of the last five decades have enlarged and fragmented the constituency of social-democratic parties, and contends that this situation has generated powerful tensions between the normative and the mundane dimensions of the social-democratic project. Three major dilemmas—economic, cultural, and political—leading to three deep conflicts internal to the social-democratic constituency are identified and discussed. Combining these empirical findings with the three rival interpretations of the social-democratic project introduced in “Social democracy as an ideational and a mundane project” section, “Three scenarios” section develops three possible scenarios for the evolution of this project in the near future: decline, drift, and renewal. “Implications for policy and politics” section assesses the likelihood and political meaning of each scenario for the pursuit of the social-democratic project, taking into consideration the recent upsurge of left-wing populism. Political parties do not merely reflect social divisions, they actively construct them. While this point has been alluded to in the literature, surprisingly little attempt has been made to systematically elaborate the relationship between parties and the social, which tend to be treated as separate domains contained by the disciplinary division of labor between political science and sociology. This article demonstrates the constructive role of parties in forging critical social blocs in three separate cases, India, Turkey, and the United States, (...) offering a critique of the dominant approach to party politics that tends to underplay the autonomous role of parties in explaining the preferences, social cleavages, or epochal socioeconomic transformations of a given community. Our thesis, drawing on the work of Gramsci, Althusser, and Laclau, is that parties perform crucial articulating functions in the creation and reproduction of social cleavages. Our comparative analysis of the Republican and Democratic parties in the United States, Islamic and secularist parties in Turkey, and the Bharatiya Janata Party and Congress parties in India will demonstrate how “political articulation” has naturalized class, ethnic, religious, and racial formations as a basis of social division and hegemony. Our conclusion is that the process of articulation must be brought to the center of political sociology, simultaneously encompassing the study of social movements and structural change, which have constituted the orienting poles of the discipline.
