    Pandemics like COVID-19 confront us with decisions about life and death that come with great uncertainty, factual as well as moral. How should policy makers deal with such uncertainty? We suggest that rather than to deliberate until they have found the right course of action, they better do moral experiments that generate relevant experiences to enable more reliable moral evaluations and rational decisions.

    Standard evolutionary explanations seem unable to account for inclusivist shifts that expand the circle of moral concern beyond strategically relevant cooperators.     I draw on neurobiological evidence to defend the rationalist thesis that moral judgments are essentially dependent on reasoning, not emotions (conceived as distinct from inference). The neuroscience reveals that moral cognition arises from domain-general capacities in the brain for inferring, in particular, the consequences of an agent’s action, the agent’s intent, and the rules or norms relevant to the context.     Dual-process theories of the mind emphasize how reasoning is an interplay between intuitive and reflective thinking. This paper aims to understand how the two types of processing interact in the moral domain.
