This paper presents results of a systematic literature review of RRI practices which aimed to gather insights to further both the theoretical and practical development of RRI. Analysing practices of RRI and mapping out main approaches as well as the values, dimensions or characteristics pursued with those practices, can add to understanding of the more conceptual discussions of RRI and enhance the academic debate. The results, based on a corpus of 52 articles, show that practices already reflect the rich variety (...) of values, dimensions and characteristics provided in the main definitions in use, although not all are addressed yet. In fact, articles dealing with uptake of RRI practices may be improved by including more methodological information. RRI practices may further the conceptual debate by including more reflection, and these may foster mutual responsiveness between theory and practice by early anticipating impacts. (shrink)

In European research and innovation policy, Responsible Research and Innovation (RRI) and Open Science (OS) encompass two co-existing sets of ambitions concerning systemic change in the practice of research and innovation. This paper is an exploratory attempt to uncover synergies and differences between RRI and OS, by interrogating what motivates their respective transformative agendas. We offer two storylines that account for the specific contexts and dynamics from which RRI and OS have emerged, which in turn offer entrance points to further (...) unpacking what ‘opening up’ to society means with respect to the transformative change agendas that are implicit in the two agendas. We compare differences regarding the ‘how’ of opening up in light of the ‘why’ to explore common areas of emphasis in both OS and RRI. We argue that while both agendas align with mission-oriented narratives around grand societal challenges, OS tends to emphasize efficiency and technical optimisation over RRI’s emphasis on normative concerns and democracy deficits, and that the two agendas thus contrast in their relative legitimate emphasis on doable outcomes versus desirable outcomes. In our conclusion, we reflect on the future outlook for RRI and OS’ co-existence and uptake, and on what their respective ambitions for transformation might mean for science-society scholars and scholarship. Historically, market regulation has played an important role in shaping the trajectory of scientific and technological innovation in food and agriculture. However, regulators’ traditional focus on safety and efficacy may be insufficient to address more complex ethical, legal, and social implications of novel products, such as the use of nanotechnology and nanomaterials in food and agriculture. One solution might be to implement the principles of responsible innovation to challenge innovators and policymakers to better anticipate risks further upstream and be responsive (...) to societal desires and concerns, although substantial barriers to implementation persist. This paper presents stakeholder views on the relationship between regulation and RI in nano-agrifoods based on a broader U.S. stakeholder engagement study conducted in the fall of 2020. We found that participants raised key issues that incorporated all 4 pillars of RI. We also found that participants’ attitudes about the relationship between regulation and innovation informed their recommendations about the relationship between regulation and RI. These attitudes are represented in a spectrum of views, ranging from “regulation as barrier” to “regulation as driver” of innovation. We further identified implications for how each attitude might be used to operationalize RI in regulatory systems. Overall, these results suggest that just as regulation drove key innovations in the twentieth century, regulation may still have a role to play in helping to promote RI of nano-agrifoods in the twenty-first. The growth of responsible innovation scholarship has been mirrored by a proliferation of RI definitions and practices, as well as a recognition of the importance of context for RI. This study investigates how researchers in the field of nanotechnology for food and agriculture define and practice RI, as well as what motivations they see for pursuing RI. We conducted 20 semi-structured interviews with nano-agrifood researchers from industry and academia in the USA, where we asked them to describe their RI definitions, (...) practices, and motivations. We analyzed the emergent themes from these interviews, including how the themes aligned with four prominent RI principles. We found that nano-agrifood researchers largely focused their descriptions of RI definitions, practices, and motivations around a narrow envisioning of the RI principle of anticipation — emphasizing product safety, efficacy, and efficiency. We also found noteworthy tensions surrounding the less frequently mentioned RI principles. For example, some researchers envisioned inclusion as a way to align products with industry interests while others saw it as a way to align products with the public good. Concerning motivations for RI, some researchers viewed RI as a way to protect one’s reputation and avoid lawsuits while others viewed it as a way to improve human well-being and solve societal problems. Given these findings, future efforts to foster RI within nano-agrifoods should promote discussions among researchers concerning what it means to responsibly innovate and what practices this could entail, particularly beyond ensuring product safety, efficacy, and efficiency. Scholars and policymakers have increasingly advocated to engage citizens more substantially in the development of science and technology. However, to a large extent it has remained unknown how citizens can contribute to technology development. In this study, we systematically characterized citizens’ contributions in the development of nanotechnology for health. We explored to which technology aspects citizens are able to provide suggestions on and on which values their suggestions are based. Fifty citizens in the Netherlands were asked to discuss different applications (...) of nanotechnology for health. They were divided over eight focus groups, which lasted approximately 6.5h each. The citizens were able to contribute to various technology aspects; they mainly focused on the technologies’ implementation and use, they paid some attention to the development and system aspects, and also addressed, but less, the design and communication aspects. Their suggestions were often derived from concerns about the potential effects of the technologies and were predominantly based on the values of well-being, autonomy, and privacy. (shrink)

In this paper, we introduce the Societal Readiness Thinking Tool to aid researchers and innovators in developing research projects with greater responsiveness to societal values, needs, and expectations. The need for societally-focused approaches to research and innovation—complementary to Technology Readiness frameworks—is presented. Insights from responsible research and innovation concepts and practice, organized across critical stages of project-life cycles are discussed with reference to the development of the SR Thinking Tool. The tool is designed to complement not only shortfalls in TR (...) approaches, but also improve upon other efforts to integrate RRI, sustainability, and design thinking in research and innovation cycles. Operationalization and early-stage user tests of the Tool are reported, along with discussion of potential future iterations and applications. (shrink)

This master thesis studies to what degree Responsible Research & Innovation can be applied to the concept of the Digital Self. In order to examine this properly, it focuses on aspects of privacy, ownership and democracy. This work is inspired by the digital health domain, where a growing number of patients become enabled to benefit from AI-powered clinical decision sup port. Aim of this study is to provide insight into what cases can be considered for exploring new design requirements for (...) digital health applications. Increasingly, we use technology to manage our daily digital selves. Our smartphones, being examples of extensions of ourselves, are able to empower us as citizens within a democracy. The decision-making process belongs more and more to the realm of artificial intelligence, powering our extended selves with algorithms. Although the era of the DS has already begun, it remains unnoticed by the paradigm of RRI. Instead of empowering informational self-determination, RRI tends to be overprotective of an outdated concept of what it is like to act as a human within a democracy which is obviously reshaped by digitization. In order to maintain our general understanding of a democracy, there is a need for a concept of the DS in the near future. Not only will the DS-concept have the capacity to empower a democratic citizen, it will also be able to empower patients within a digital health environment. Due to the data hunger of large technology companies and governments, it has already become clear that the rise of digitization comes with a price for our society and our health. Therefore, it is the DS concept that can make a difference in contributing to ethical and social standards. If the future of digital health offers us – additional to human medical stakeholders – AI-powered digital health apps to increase the quality of healthcare, we have the duty to take our values into account when designing such apps. We reflect on a decade of Responsible Research and Innovation (RRI) as a discourse emerging from the European Commission (EC) 10 years ago. We discuss the foundations for RRI, its emergence during the Seventh Framework programme and its subsequent evolution during Horizon 2020. We discuss how an original vision for RRI became framed around five so-called ‘keys’: gender, open access, science communication, ethics and public engagement. We consider the prospects for RRI within the context of the EC’s Open Science agenda (...) and Horizon Europe programme, before closing with some reflections on the contribution RRI has made to debates concerning the relationship between science, innovation and society over the last decade.
